<p>Senior BJP leader and Raipur MP Brijmohan Agrawal hailed the Mines and Minerals (Development and Regulation) Amendment Bill, 2025, presented in the Lok Sabha&#8217;s monsoon session, as historic and a milestone for mineral-rich states across India, including Chhattisgarh. The bill, spearheaded by Prime Minister Narendra Modi and Union Minister of Mines G. Kishan Reddy, is designed to fortify India&#8217;s strategic mineral security, modernize the mining sector to align with global competition, and accelerate socio-economic development in areas affected by mining activities. Agrawal highlighted that previous laws faced practical challenges, including reliance on imports for critical minerals like lithium, cobalt, and rare earths, complex licensing processes, and a lack of transparency in mining-affected regions. The new bill aims to rectify these shortcomings. Key provisions include the establishment of the National Critical Minerals Mission (NCMM), granting India legal and financial authority for mineral acquisition and exploration both domestically and internationally. Digital platforms like mineral exchanges will facilitate transparent and efficient lease allocation and mineral trading. Furthermore, increased royalty rates on certain mineral categories will boost state revenues, and greater investment in education, health, and livelihoods, alongside social audits, will be channeled through the District Mineral Foundation (DMF).</p>

<p>The state of Chhattisgarh has been nationally recognized by the Ministry of Mines, Government of India, for its outstanding work under the District Mineral Foundation Trust (DMF). During a one-day National DMF Workshop held at the SCOPE Convention Centre in New Delhi, Union Coal and Mines Minister G. Kishan Reddy presented a commendation certificate to P. Dayanand, Secretary to the Chief Minister and Mining Secretary.</p>



<p>Chhattisgarh was honored for achieving 90% complete database uploading of DMF audit reports on the State DMF portal and the National DMF portal. The workshop showcased Chhattisgarh&#8217;s efforts as a model state, advising other states to emulate its data uploading, transparency, and ground-level implementation.</p>



<p>The Chhattisgarh government is continuously working through DMF for inclusive development in various sectors such as education, health, drinking water, infrastructure, and livelihood in mining-affected areas. To date, 1,01,313 development works have been approved in the state at a cost of Rs 16,506 crore, out of which 70,318 works have been successfully completed. The state government, adopting a transparent and public-interest approach in the implementation of DMF, is ensuring the planning and monitoring of works in each district according to local needs. This policy aims not only at physical development but also at social empowerment.</p>

<p>Prime Minister Narendra Modi received a ceremonial welcome in Namibia, marking the final stop of his five-nation tour and the first visit by an Indian Prime Minister in nearly three decades. The welcoming ceremony took place at the State House in Namibia, accompanied by the Indian national anthem.</p>



<p>Following the welcome, PM Modi laid a wreath at the National War Memorial, &#8216;Heroes&#8217; Acre&#8217;, a memorial established in 2002 by President Sam Nujoma. The memorial features a white obelisk and burial plots dedicated to national heroes. The site includes a grandstand, viewing pavilion, and a restaurant.</p>



<p>During discussions with President Netumbo Nandi-Ndaitwah, PM Modi reviewed the spectrum of India-Namibia relations. Talks focused on cooperation in digital technology, defense, security, agriculture, healthcare, education, and critical minerals, with an emphasis on boosting trade, energy, and petrochemical linkages. PM Modi also expressed gratitude for Namibia&#8217;s assistance in Project Cheetah.</p>



<p>PM Modi was warmly greeted at Hosea Kutako International Airport and by the Indian diaspora, with whom he interacted, acknowledging their efforts to preserve their culture and traditions. The visit is poised to deepen the ties between the two nations, built upon India&#8217;s early support for Namibian independence.</p>



<p>Namibia, rich in uranium, copper, cobalt, and rare earth minerals, is a key player in the mining industry. Bilateral trade reached USD 814 million in 2023-24, with Indian exports dominating. Indian investments in Namibia primarily target the mining sector, totaling approximately $800 million. A notable example of cooperation is the successful cheetah translocation to India in 2022. Both countries are exploring further collaboration in mining, energy, health, agriculture, and infrastructure. Negotiations for a Preferential Trade Arrangement between India and the Southern African Customs Union (SACU), coordinated by Namibia, are ongoing.</p>
