By PTI
NEW DELHI: The Samyukt Kisan Morcha on Saturday condemned the alleged lathicharge by Haryana Police on farmers protesting against Chief Minister Manohar Lal Khattar at Asthal Bohar in Rohtak district, a statement said. Many farmers were injured in this attack by police, the organisation claimed in the statement.
As farmers came to know about Khattar’s visit, many of them including women gathered outside a private university where the chief minister’s chopper was to land.
The protesters were adamant on heading towards the university and tried to force their way through police barricades when they were allegedly lathicharged.
According to the statement, given the continuous “anti-farmer speeches and behaviour” of Haryana BJP leaders and government, insulted and angry farmers decided to protest peacefully with black flags and gathered in large numbers at Asthal Bohar.
However, police “unleashed violence” against the protestors and did not spare even women protestors.
Several were injured seriously in this incident, the statement claimed.
A protest was organised by Haryana farmers against BJP MP Duggal in Fatehabad too.
On Friday, a state-level convention was organised against the Khattar government for enacting draconian new laws on ‘recovery of damage to public property act’, which seeks to curb the citizens’ constitutional right to protest, the SKM said.
The SKM demands that the state withdraw this legislation immediately, it added.
The organisation claimed that Bharatiya Kisan Union Haryana youth leader Ravi Azad was arrested by the state police on various false and fabricated charges in several cases.
The SKM condemns the Haryana Police’s repressive behaviour and demands that Azad be released immediately and unconditionally, it said.
Under the leadership of SKM, a joint meeting was organised in Punjab Agriculture University, Ludhiana on Saturday.
More than 100 organisations took part in this meeting, it added.

Haryana Assembly passes resolution against boycott of political leaders
By PTI
CHANDIGARH: The Haryana Assembly on Monday passed a resolution condemning any attempt to boycott political leaders, a move which follows protests against the ruling coalition leaders in several villages over the Centre’s farm laws. The Congress staged a walkout from the House after Chief Minister Manohar Lal Khattar moved the resolution.
The resolution stated,If any organisation or section of society talks about boycotting leaders of any political party, this House proposes to condemn it.
The resolution did not refer to any political party or farmers.
It was passed by a voice vote after the Congress walkout with Leader of Opposition Bhupinder Singh Hooda saying there was no need to bring it as maintaining law and order is the government’s responsibility.
The resolution was moved days after a no-confidence motion brought by the Congress was defeated in the state Assembly with five of seven Independent MLAs and one Haryana Lokhit Party legislator voting against it.
CM Khattar also accused the Congress of instigating farmers and supporting those boycotting BJP-JJP leaders.
You are murderers of democracy, we will not allow this,”said Khattar pointing to Congress MLAs.
Hooda denied the charge and said, “On the floor of the House, on behalf of my party, I want to say that no Congress member is instigating them. We are only supporting their demands.”
As the resolution was being taken up, Speaker Gian Chand Gupta asked senior Congress MLA R S Kadian not to interrupt frequently.
“I request with folded hands that you should maintain the decorum of the House. Such behaviour in the House is not acceptable,” he said.
Before the resolution was moved by Khattar, BJP’s Ambala legislator Aseem Goel referred to a protest outside his residence recently and alleged that among the protesters were office-bearers of the Congress.

Hooda expressed want of confidence in the Haryana Ministry headed by Chief Minister M L Khattar.
In the 90-member Haryana Assembly, currently having an effective strength of 88 members, the ruling BJP has 40 members, the JJP 10 and the Congress 30.
Seven are Independents, five of whom are supporting the government, while one member is of the Haryana Lokhit Party, who has also extended support to the government.
Talking to reporters after the day’s proceedings in the state assembly ended on Friday, Hooda had said, “The no-confidence motion will let people know which MLA stands with the government and which MLA stands with farmers.”
He had said the party needed to move a no-confidence motion because the BJP-JJP government has “lost public confidence” and the coalition government, “betraying public opinion, is taking anti-people decisions one after the other”.

Farm laws: BJP-JJP accuses Opposition of misleading farmers, Congress says Khattar government insensitive
By PTI
CHANDIGARH: The treasury and opposition benches sparred over the Centre’s new farm laws in the Haryana Assembly on Tuesday with the ruling BJP-JJP coalition accusing their rivals of misleading farmers and Congress MLAs describing the government as insensitive.Congress MLAs attacked the Manohar Lal Khattar-led state government, saying it is portraying as if everything is fine, which is not the case.
Taking part in the debate on the Governor’s Address, Deputy Chief Minister and Jannayak Janta Party (JJP) leader Dushyant Chautala defended the laws and said contrary to the opposition claims, the “mandi” system won’t end and they will strengthen it.
He said former deputy prime minister Chaudhary Devi Lal, his great grandfather, used to say misleading farmers is easy, but making them understand is difficult.
However, JJP MLA Ram Kumar Gautam suggested a resolution should be passed by MLAs that the laws be put on hold for three years and two months till the current term of the NDA government at the Centre is over.
“While the government says these laws are for farmers’ benefit, farmers terms term these as black laws. To my mind, there is only one solution in this situation, all parties and MLAs should unanimously pass a resolution that these laws should be put on hold for three years and two months,” he said.
“After that polls will be held and farmers will be free to make a choice (on whom to vote),” he said.
JJP’s Jogi Ram Sihag, who had earlier backed the protesting farmers, demanded that the Haryana government frame a law on the minimum support price (MSP).
BJP legislator Aseem Goel challenged Congress MLAs to tell names of the three laws while alleging that they are misleading farmers.
“Let them debate these farm laws, we are ready,” said Goel, claiming that during the previous Congress regime, farmers’ land was snatched from them.
BJP legislator Kamal Gupta accused the Congress of exploiting farmers since the independence of the country.
Independent MLA Nayan Pal Rawat, who is supporting the government, suggested opposition members “to study the farm laws first”.
“These laws are in favour of farmers, which will help double farmers’ income,” Rawat said.
Participating in the debate, senior Congress leader Kiran Choudhary said she rejects the government’s narrative that everything is fine.
Farmers, small traders and entrepreneurs, all are adversely hit because of lopsided policies of the government, she said.
“The government talks about doubling of farmers’ income. Reality is that for more than 100 days farmers are protesting against farm laws but their demands are not being met,” she said.
Choudhary also demanded a relief of Rs 2 crore to kin of the farmers who died during the course of the agitation and said they should be given the status of a martyr.
She said cases lodged against farmers should be withdrawn.
Alleging corruption is rampant in the state, she said, “They talk of zero tolerance towards corruption, but these are proving only ‘jumlas’.”
“Unemployment is at its peak, prices of fuel and cooking gas have skyrocketed,” she said.
Congress MLA Aftab Ahmed said the treasury benches ask what is “black” in these farm laws.
“If these laws were farmer-friendly, then why the chief minister, deputy CM and BJP-JJP MLAs cannot go in their constituencies among people? Why are they being opposed by villagers,” he asked.
Congress MLAs Shamsher Gogi and Amit Sihag accused the government of being insensitive towards farmers’ plight.
Another Congress MLA, Mohd Illyas, claimed that more than 250 farmers have died during the course of the stir and the government should agree to their demands.
Independent MLA Balraj Kundu, who had withdrawn his support to the state government, said, “More than 200 farmers have died in this agitation, some committed suicides. Is this how government plans to double the farmers’ income,” he asked.
Ishwar Singh, JJP legislator hailed the law giving 75 per cent reservation in private sector jobs and suggested that a provision should be made for reservation to Scheduled Casted category youth under it.

Pained to see women MLAs pulling tractor with Hooda on it: Khattar hits out at Congress veteran
By PTI
CHANDIGARH: Haryana Chief Minister Manohar Lal Khattar on Tuesday said it pained him when he saw his predecessor and Congress leader Bhupinder Singh Hooda riding a tractor during a protest and women legislators of the party pulling it with ropes. At one point he seems to be holding back his tears and said he could not sleep all night due to the visuals.
“This treatment to women MLAs was worse than bonded labour,” he said in the state Assembly referring to a Congress protest against the rising fuel prices on Monday.
Hooda had rode a tractor pulled by party legislators on the way to the Assembly.
Commenting on it while winding up the discussion on the motion of thanks to the Governor’s Address, Khattar said, “Yesterday, the world celebrated International Women’s Day. In the Vidhan Sabha too, women MLAs presided over the House proceedings.”
The CM said when he reached his residence in the evening and watched TV, he was pained to see the women MLAs of the Congress pulling with ropes the tractor on which Leader of Opposition Bhupinder Singh Hooda, Congress MLA Raghubir Singh Kadian and others were sitting.
“If they had to protest, women members should have been sitting on the tractor and their male counterparts should have pulled it. I could not sleep all night. You should be ashamed of yourself,” said Khattar to Congress members sitting in the House.
On it, Hooda intervened and said it was women who were feeling the pinch of rising prices of cooking gas and other essentials.
However, Khattar said, “If you had to protest, you should have pulled the tractor.”
On this, Hooda said, “The government has turned a blind eye to the pain of women who are sitting with farmers protesting on borders against farm laws. Power connections were cut at the protest site, you cannot see their pain.”
During his address, Khattar spelled out several welfare schemes for women brought by his government.
“Haryana used to be infamous for its skewed sex ratio. Prime Minister Narendra Modi launched Beti Bachao, Beti Padhao campaign from the state in January 2015. Today, the gender ratio, which used to be around 850 five years ago, is 922,” he said.
Respect of women is above all for us, the CM said.

Haryana Governor nod to Bill providing 75 per cent quota to state people in private sector jobs
By PTI
CHANDIGARH: Haryana Governor Satyadeo Narain Arya has given assent to the Bill providing 75 per cent reservation in the private sector to job seekers from the state, Chief Minister Manohar Lal Khattar said here on Tuesday. The Haryana Assembly had late last year passed the Bill, a key poll promise made by the ruling alliance partner Jannayak Janta Party.
“The Haryana Governor today gave his assent to the Bill entailing 75 per cent reservation in the private sector to job seekers from the state. The government will notify it soon,” the CM told reporters at a press conference here.
The Haryana State Employment of Local Candidates Bill, 2020 provides quota for local people in private sector jobs that offer a salary of less than Rs 50,000 a month.
The quota will initially apply for 10 years, according to the Bill.
Apart from tackling unemployment among local people, the state government said the law will discourage the influx of migrants seeking low-paid jobs, which has a “significant impact” on local infrastructure and leads to the “proliferation of slums”.
The Bill covers private companies, societies, trusts and partnership firms in the state.
It provides for training to eligible local candidates when qualified people are not available.
It defines local candidates as those domiciled in the state.
For the domicile status, a person should be born in Haryana or have lived there for at least 15 years.
Giving 75 per cent reservation in private sector jobs was a key poll promise by Dushyant Chautala’s JJP, which is the BJP’s coalition partner in the state.
Chautala described the assent given by the Governor as “happiest moment for the youth of Haryana.”
“The rules on this new law will be framed soon and published,” he said at Faridabad.
