    New Delhi: Haryana Chief Minister Manohar Lal Khattar will resign from the CM post on Tuesday, sources said to Zee News Television. CM Khattar can contest Lok Sabha elections from Karnal. The alliance between BJP and Jannayak Janata Party (JJP) in Haryana is on the verge of breaking as the two parties failed to finalise seat-sharing deal for the Lok Sabha elections. CM Khattar has convened an urgent assembly with party lawmakers and seven Independent MLAs in the state’s heart at 11.30 am today. However, souces say that JJP legislators will boycott the meet called by the CM.

    Zee News TV souces said that Nayab Saini and Sanjay Bhatia are the two frontrunners for the CM post if Khattar steps down.

    Speaking to reporters, Gopal Kanda, the MLA of the Haryana Lokhit Party (HLP) has claimed that the political alliance between the Bharatiya Janata Party (BJP) and Jannayak Janata Party (JJP). Speaking to ANI, Independent MLA Nayan Pal Rawat voiced on Tuesday that the coalition is teetering on the edge, yet he assured that the independent MLAs backing the ML Khattar government will be the linchpin of its endurance.

    “During my conversation with the Chief Minister just a day ago, we reaffirmed our allegiance to the administration spearheaded by CM Manohar Lal. The upcoming Lok Sabha elections were a key topic of our strategy session. It became apparent to me that the severance of ties with the JJP is underway,” said Haryana’s Independent MLA Nayan Rawat post his dialogue with the Chief Minister.

    Nayan Pal Rawat secured his seat in the Haryana Legislative Assembly representing Prithla in 2019 as an Independent candidate. Echoing the sentiment, Independent MLA Dharampal Gonder confirmed the independents’ support for the BJP-dominated government.

    Within the 90-seat Haryana Assembly, the BJP holds 41 seats and is bolstered by the backing of 5 independent MLAs, including HLP’s Gopal Kanda.

    In a parallel development, sources reveal that the Jannayak Janta Party (JJP) convened a meeting in Delhi, with discussions slated to occur at the abode of Haryana’s Deputy Chief Minister Dushyant Chautala. These sources also divulged that the Deputy Chief Minister has relinquished the government motorcade, signaling a potential dissolution of the alliance.

    In a notable shift, Brijendra Singh, erstwhile BJP MP from Hisar, Haryana, defected to the Congress on March 10 after resigning from the incumbent party.

    Reflecting on the previous Lok Sabha elections in 2019, the BJP clinched victory across all 10 constituencies, while the JJP, allied with AAP, failed to make significant inroads in the 7 contests it entered.

    The anticipation builds as the Lok Sabha elections are slated for the window between April and May of this year.

     

  • Haryana Assembly passes resolution seeking restoration of state’s share in Panjab University

    CHANDIGARH: Haryana Assembly on Tuesday unanimously passed a resolution recommending the government to seek restoration of the state’s share in Panjab University, Chandigarh.

    Chief Minister Manohar Lal Khattar and Education Minister Kanwar Pal said that Haryana must get its share in affiliation of colleges to Panjab University, Chandigarh to protect the interest of the students and citizens of the state.

    The non-official resolution was moved by Congress MLA Geeta Bhukkal in the state assembly.

    “As we know that Haryana state’s share in PU was granted under the Punjab Reorganisation Act, 1966, and colleges and regional centre of Haryana were affiliated to PU.”

    “Presently, Haryana has no share in the PU. Haryana government should submit a request before the Chancellor of the PU, that is India’s Vice President, for the affiliation of colleges and granting the due share to Haryana by amending rule to restore the state’s share in PU,” read the resolution.

    The House recommended to the state government to seek share of affiliation of colleges in PU, Chandigarh and protect the interest of citizens and students of Haryana.

    The state government assured that it will pay share of grant to the PU.

    Later, Khattar told reporters that the share of Haryana in Panjab University should be restored and the colleges of Haryana adjoining Chandigarh should also be affiliated with this university.

    He said he had raised the matter in a recent meeting of the Northern Zonal Council, chaired by Union Home Minister Amit Shah.

    Education Minister Pal said a Civil Writ Petition titled Dr. Sangeeta Bhalla Vs. State of Punjab and others is pending in the Punjab and Haryana High Court in which the court has passed an interim order dated May 19, 2022 directing the Centre to consider conversion of PU into a central university.

    State of Haryana has moved an application before the high court so that if court has to give any decision, Haryana’s plea should be heard and it should be made party in the case, he said.

    The minister said consequent upon the passing of the Kurukshetra University Act, the Centre had on November 1, 1973 issued a notification abolishing state’s share in the PU.

    At that time, the number of colleges affiliated to Panjab University in Haryana was 63 in 18 districts.

    He said that initially the budget of Panjab University was shared by Punjab, Haryana and Chandigarh administrations.

    “Presently, the university’s expenses are borne by the Government of India and Punjab, in which the Centre is funding 92 per cent. About 168 colleges in the state of Punjab are affiliated to this university, but due to the notification dated November 1, 1973, issued by the Ministry of Home Affairs, Government of India, no colleges in Haryana are affiliated to this university,” Pal said.

    He said that the chief minister wrote a letter dated July 31 to the Union home minister to initiate the process of restoration of Haryana’s share in Panjab University.

    Pal said that 42 colleges of Panchkula, Ambala and Yamunanagar can be affiliated to Panjab University if Haryana’s share in the varsity is restored.

    He added that the Haryana Vidhan Sabha Speaker has also written a letter to the Vice President of India and Union Home Minister on the issue.

  • Will guarantee jobs to ‘Agniveers’ from Haryana post 4 year stint: Chief Minister Manohar Lal Khattar

    CHANDIGARH: The Haryana government will provide “guaranteed” employment to ‘Agniveers’ after their four year stint in the armed forces, Chief Minister Manohar Lal Khattar announced on Tuesday.

    His statement comes even as the state, like several other parts of the country, is witnessing massive protests over the Centre’s Agnipath scheme to recruit soldiers into the army, navy and the air force followed by compulsory retirement for most without gratuity and pension benefits.

    Addressing a state-level International Yoga Day function at Bhiwani, Khattar said, “I announce that anyone (the Agniveers) who wants to join Haryana government services, they will be given a guaranteed job, no one will go without a job. We take guarantee for this.” The chief minister said the ‘Agniveers’ will be absorbed in the state’s Group C services and in the police force.

    The Centre had last Tuesday unveiled the Agnipath scheme under which youths between 17-and-a-half and 21 years will be inducted in the three services for a four-year tenure. Twenty-five per cent of the recruits will be retained for regular service.

    The government projected this scheme as a major overhaul of the decades-old selection process to enhance the youthful profile of the services.

    On Thursday, it relaxed the upper age limit to 23 years for recruitment this year as protests against the scheme intensified.

  • Stadium to be built in Neeraj Chopra’s native village: Haryana CM Manohar Lal Khattar

    CHANDIGARH: Haryana Chief Minister Manohar Lal Khattar on Sunday announced that a stadium will be built in Olympic gold-medallist Neeraj Chopra’s native village in Panipat.

    Making the announcement after inaugurating a cooperative sugar mill in Panipat, the chief minister said Neeraj Chopra, who belongs to Haryana, has made the country and the state proud by winning an Olympic gold medal last year.

    “A stadium would be built in Neeraj Chopra’s village for Rs 10 crore,” he announced.

    Javelin thrower Neeraj Chopra’s native village Khandra is in Panipat.

    Last year, Chopra became the first Indian to win a gold medal in Olympic track and field.

    Khattar said that Haryana has become a sports hub and players from the state have brought laurels at various national and international level sporting events.

    Haryana is also giving the highest prize money to its players, he said.

    Khattar also said the Khelo India Youth Games-2021, which had to be postponed multiple times due to the COVID-19 pandemic, will be organised in the state from June 4 to June 13.

    Addressing a gathering after inaugurating the sugar mill, Khattar said Haryana’s biggest sugar mill has been made functional and farmers will not have to transport sugarcane to neighbouring states.

    Ensuring the well-being of each farmer is the utmost priority of the state government, the chief minister said.

    Haryana is the only state to procure 14 crops at minimum support price and is paying the highest procurement rate of sugarcane in the country, he added.

  • Haryana CM Manohar Lal Khattar withdraws ‘VIP’ registration numbers of four vehicles of his convoy

    CHANDIGARH: Haryana Chief Minister Manohar Lal Khattar on Tuesday announced withdrawing “VIP” registration numbers of four vehicles of his convoy to make them available to the common public.

    The chief minister made the announcement during a discussion on the amendment in the Haryana Motor Vehicles Rules-1993 in a Cabinet meeting held here Tuesday evening, according to an official statement.

    He said that from today all “VIP” registration numbers of vehicles will be available for the general public.

    Such numbers will be allotted through e-auction.

    “After this announcement, many among the general public who are fond of buying fancy numbers for their vehicles will be able to purchase these VIP numbers currently allotted to 179 state government vehicles…,” said the statement.

    According to the statement, it is estimated that a revenue to the tune of Rs 18 crore will be earned through e-auctioning these 179 “VIP numbers”.

    The Cabinet approved the Haryana Motor Vehicles (Amendment) Rules-2022 to put in place a system of preferential registration numbers to non-transport vehicles through e-auction, the statement said.

  • Kejriwal, Mann should seek apology from people of Haryana: Khattar on Chandigarh row

    CHANDIGARH: Haryana Chief Minister Manohar Lal Khattar on Saturday strongly condemned Punjab’s AAP government for passing a resolution seeking the transfer of Chandigarh to the state.

    Khattar also asked AAP national convener and Delhi CM Arvind Kejriwal and his Punjab counterpart Bhagwant Mann to seek an apology from the people of Haryana.

    “What the Punjab government has done is condemnable,” said Khattar while replying to a question on the resolution passed by the Punjab assembly on Friday.

    “What they did is condemnable and it should not have been done,” asserted Khattar.

    He said Chandigarh is the capital of Haryana and Punjab.

    Khattar said Kejriwal being the head of the Aam Aadmi Party should condemn it and apologise to the people of Haryana.

    “Similarly, Punjab CM Bhagwant Mann too should apologise to the people of Haryana,” he said while talking to reporters in Panchkula.

    He said the AAP-led government in Punjab should first get the SYL canal built and transfer Punjab’s Hindi-speaking areas to Haryana.

    On Friday, Khattar had said Chandigarh is and will remain the capital of Haryana and Punjab.

    Both the states have several other issues to talk about apart from Chandigarh, a state government statement quoting him had said here.

    The Punjab assembly had on Friday passed a resolution seeking immediate transfer of Chandigarh to the state with Chief Minister Bhagwant Mann accusing the Centre of trying to upset the balance in the administration of the Union Territory and other common assets.

    The resolution, which was moved by Mann, was passed by the House in the absence of the two BJP legislators, who had earlier staged a walkout.

    The Punjab government had got the resolution passed by the state assembly in wake of the Centre’s announcement that the central service rules will apply to the employees of the Union Territory of Chandigarh.

    Punjab Chief Minister Bhagwant Mann had slammed the Centre’s decision, claiming that it goes against the Punjab Reorganisation Act.

  • Chandigarh will remain joint capital of Punjab, Haryana: Khattar hits back at Mann

    GURUGRAM: On a day the Punjab Assembly passed a resolution seeking immediate transfer of Chandigarh to the state, Haryana CM Manohar Lal Khattar said the city will remain the joint capital of both states.

    He also hailed the Union government’s move to make central service rules applicable on employees of the union territory and accused the Punjab government of misleading people over the issue.

    The Punjab Assembly passed the resolution on Friday, days after Union Home Minister Amit Shah said now central service rules will apply to employees of the union territory, a move described as an encroachment on the state’s rights by several parties.

    “Chandigarh will remain the joint capital of Punjab and Haryana.

    Both states have several issues to discuss other than Chandigarh,” Khattar told reporters here.

    Khattar, who is a BJP leader, said the decision was taken by the Centre after considering demands and interests of UT employees.

    The Punjab government is misleading the public on this issue, said the CM as he claimed that the move will benefit the employees “greatly”.

    Earlier, the employees of Chandigarh had to depend on the Punjab government for every single central government order, he added.

    Previously, orders regarding allowances or other benefits issued by Union Government were implemented in Chandigarh only after Punjab issued a notification but now all these orders will be directly applicable to the UT employees, the CM said.

    He said Punjab has not yet given the benefit of the 7th Pay Commission to its employees whereas Haryana had implemented the recommendations in 2016.

    Employees of Chandigarh were also deprived of these benefits till now but now after the implementation of the new rules, they will get all these benefits, he said.

    He said not only Punjab and Haryana, people of Himachal Pradesh also claim their share in Chandigarh.

    “The Supreme Court in one of its judgments had said that under the Punjab Reorganisation Act, Himachal Pradesh too has the right to 7.19 per cent of Chandigarh’s land.

    It is a different matter that Himachal Pradesh has declared Shimla as its capital,” he said Haryana and Himachal Pradesh were carved out of Punjab more that five decades ago.

    Khattar also told reporters that Gurugram will be developed into a “global city” and a meeting in this regard with leading real estate developers from across the country was held here.

    Based on the suggestions given in the meeting, the government will plan to develop Gurugram into a “global city”, he said.

    Mann on Friday accused Prime Minister Narendra Modi of “robbing” the state of its rights amid a political row over Union Home Minister Amit Shah’s recent announcement that central service rules will apply to employees of Chandigarh.

    Mann said this while winding up the discussion during the one-day special Assembly session, in which a resolution seeking immediate transfer of Chandigarh to Punjab was passed.

    Mann, whose Aam Aadmi Party (AAP) had stormed to power in the just-concluded state Assembly polls, said 80 per cent of the sacrifices were made by people from Punjab in getting India freed.

    And the prime minister of free India now is “robbing” the rights of Punjab, he said in the House.

    Sharing his past experience as a parliamentarian, Mann exhorted all MPs and MLAs from the state to exhibit the same spirit of unity and bonhomie as demonstrated by leaders of southern states to safeguard the rights of their states while rising above vested interests and petty personal considerations.

    He said MPs of states like Kerala and Andhra Pradesh come together for raising their issues in Parliament.

    “I often used to feel why we do not come together. I used to ask them but they said their party lines are different,” said Mann.

    Lashing out at the BJP-led Centre, Mann said its leadership indulges in vendetta politics in general and especially in states like Punjab, Delhi, West Bengal, where its leadership “miserably failed” to get people’s mandate for the formation of its government.

    He asked the Centre whether the states where the BJP was not in power were not part of the country.

    He said in Delhi, the permission of the Lieutenant Governor is necessary for any work.

    Mann said Punjab had demanded extra electricity from the central pool but it was denied, however, it was given to Haryana.

    “On the other hand, the PM says ‘sabka saath sabka vikas’. Where is our ‘saath’? Neither you take our ‘saath’ nor give the same to us,” said Mann.

    He recalled that Punjab was asked to pay Rs 7.50 crore by the Centre for sending the military following the terror attack at the Pathankot airbase in 2016.

    Mann said he along with the then MP Sadhu Singh asked the defence minister whether the military was provided to Punjab on rent.

    Mann said he then had asked, “Don’t you consider Punjab as a part of the country.”

    Thereafter, the sum of Rs 7.50 crore was waived, said Mann.

    Targeting the BJP for questioning the intention of the resolution, Mann said the BJP should not question their intention and took a jibe at BJP MLA Ashwani Sharma, saying they get their speech straight from Nagpur, a reference to the headquarter of the RSS.

    “I have heard a lot about ‘Nagpuri santre’ (oranges from Nagpur) but I heard ‘Nagpuri bhashan’ (address) for the first time. They get their address straight from Nagpur,” said Mann while taking a jibe at the BJP.

    “You live in Punjab, you eat Punjab’s food and drink Punjab’s water then you say no, no,” he said in an apparent dig at Ashwani Sharma for not supporting the resolution.

    Without taking the name of former chief minister Charanjit Singh Channi, Mann said those who used to say that it was different to run a stage or a state are now not visible anywhere.

    The resolution was passed by the House in the absence of the two BJP MLAs, who had staged a walkout.

    Except the BJP, whose state unit chief Ashwani Sharma said he doubts the intent behind the resolution, members of all political parties supported the move.

    The Centre has notified the rules, under which the retirement age has been increased from 58 to 60 years while child care leave has been increased from one year to two years.

    Until now, Punjab service rules applied to employees of Chandigarh, which was made a UT and joint capital of Punjab and Haryana more than five decades ago.

    Haryana was carved out of Punjab in 1966.

    Congress general secretary and former Haryana minister Randeep Surjewala on Friday dubbed the resolution passed by the Punjab Assembly for transfer of Chandigarh to it as a “mere piece of paper” having no meaning.

    “The resolution of the Punjab Legislative Assembly is a piece of paper, which has no meaning,” Surjewala said.

    Surjewala is the AICC general secretary and also the Congress party’s chief spokesperson.

    “Bhagwant Mannji is passing resolutions which are not based on any facts and are only aimed at gaining cheap popularity and making news in newspapers,” he said.

    “Chandigarh is the capital of Haryana and Punjab. No one can snatch the rights of Haryana. That is the truth,” he said.

    The Aam Aadmi Party (AAP) on Friday found it “shocking” that some Congress MLAs were absent from the house during the passing of the resolution that sought immediate transfer of Chandigarh to Punjab.

    “The absence of Congress MLAs especially, Sukhpal Singh Khaira and Amarinder Singh Raja Warring during the voting to pass the resolution about giving Chandigarh to Punjab, is shocking and saddening,” the ruling outfit said in a statement.

    It said that both Congress leaders are known for their “big words”, but “when it actually came to stand by Punjab, its people and their rights, both were absent”.

    The party criticised the leaders’ absence in the house and said this was the time for all for all political parties to come together and defend the right of their state.

    “But it seems that Congress and their loquacious leaders can’t see beyond their petty politics,” the AAP said.

    Khaira parried the attack in a tweet and explained his absence.

    “I wish to clarify that after participating in the debate today in Vidhan Sabha on the Chandigarh matter I had to be present in PMLA Special Court of Mohali to attend the ED case date,” he tweeted.

    “I hope AAP while issuing PR (press release) on this should have taken my view point.”

    Khaira also said the press statement issued by the AAP was factually incorrect as there was no voting on the resolution.

    “So where’s the question of me and @RajaWarring1 abstaining?” he asked.

    CHANDIGARH: With several Hindu outfits objecting to Friday prayers being offered in open spaces in Gurgaon, Haryana Chief Minister Manohar Lal Khattar said the practice of offering ‘namaz’ in the open “will not be tolerated”.

    He also said that the district administration’s prior decision to reserve some spots for holding prayers in open spaces has been withdrawn and the state government will now work out an amicable solution to the issue.

    “The practice of offering namaz here (Gurgaon) in open spaces will not be tolerated… But we all will sit to find an amicable solution. Everyone should get the facility (to offer prayers), but nobody should infringe on others’ rights. It will not be allowed,” the chief minister told reporters in Gurgaon, responding to a question on the objections raised by several right-wing outfits to offering ‘namaz’ in open spaces in the NCR city.

    On withdrawing the district administration’s decision to earmark some places for holding prayers in open spaces, he said, “We have told the police and the Deputy Commissioner that this issue has to be resolved…If somebody offers namaz, holds paaths at one’s place we have no objection to that. Religious places are built for this very purpose that people go there and offer prayers.”

    “Such programmes should not be held in open spaces. Confrontation should be avoided by offering namaz in open spaces. We will also not allow confrontation (to build between two sides),” he said.

    Over the past some months, members of some Hindu outfits have been gathering at sites where the Muslim community offers ‘namaz’ in open space, and raising “Bharat Mata Ki Jai” and “Jai Shri Ram” slogans.

    Three years ago, the district administration had designated 37 sites in Gurgaon city for Muslims to offer Friday namaz after which there were protests by some Hindu groups. A few months ago, one group started protests against the prayers offered in the open after which there have been protests on Fridays for the past several weeks.

    CHANDIGARH: The talks between the Haryana farmers unions and Haryana Chief Minister Manohar Lal Khattar proved inconclusive as no consensus could be reached on the three key demands raised by the farmers.

    After more than two hours of talks held today evening between Haryana CM Manohar Lal Khattar and the farmer leaders at the CM’s residence here, Bhartiya Kisan Union (Chaduni Group) Haryana President Gurnam Singh Chaduni said, “There is no consensus on the issues which we raised with the Haryana Chief Minister Manohar Lal Khattar in the meeting today evening, thus the talks yielded no result. We had two rounds of talks with Khattar for more than two hours. Now our next strategy will be discussed and deliberated in tomorrow’s meeting of the SKM at the Singhu border.”

    “We had raised three demands firstly that the cases registered on the farmers in Haryana should be cancelled, second demand was that the farmers belonging to the state who have died in the year-long farmers agitation should be given compensation by the government including a government job to the kin of the deceased farmers and last that land should be given on the Kundli border to built a memorial,’’ he said.

    Chaduni said that the Haryana Police has registered more than 200 cases against more than 48,000 farmers at different police stations across the state on various charges.

    Sources said that the government has sought data from various districts regarding the cases registered against farmers during the agitation.

    A few days back as many as 26 farmers’ unions of Haryana participated in meeting, which was presided over by farmer leader Mandeep Singh Nathwan. But the BKU (Charuni) union did not attend that meeting. they had stated that the movement would not end till the government withdrew the cases registered against the farmers in the state. While CM Khattar on Thursday at Karnal had said that the state government will invite farmers’ unions for talks and issues will be discussed with them during that meeting.
