  • ‘Never heard of such post-poll violence’: Bengal Governor breaks into tears while visiting Nandigram

    KOLKATA: West Bengal Governor Jagdeep Dhankhar on Saturday visited Nandigram Assembly constituency, from where CM Mamata Banerjee was defeated by BJP’s candidate Suvendu Adhikari, and he broke down into tears while giving his reaction to media. 

    Wiping out tears with a handkerchief, Dhankhar said he never heard of such post-poll violence.

    “Where have I come? I can’t believe what I have experienced. Democracy never allows such violence. I never heard of such violence after elections,” said Dhankhar at Nandigram’s Kendamari.

    Dhankhar arrived in Nandigram in a BSF helicopter and visited the areas where post-poll violence unleashed by the ruling Trinamool Congress took place. “It is time when we can’t sleep over, such a great challenge to our state. We are sitting on a volcano where people are forced to leave their houses, they are being subjected to all kind of indignities, killings, rapes, loots and extortion tax. I would appeal to the chief minister, it is high time she took note of it. Millions of people are suffering,” Dhankhar further said.

    On Thursday, Dhankhar visited Sitalkuchi in north Bengal where four persons were gunned down by central forces on an election day and the following day, he went to Assam to meet those who fled Bengal and took refuge there.

    After his visit, the governor, who has been at loggerheads with Mamata Banerjee since he assumed office in 2019, tweeted: “After listening to tales of sorrow no tears left in my eyes. Never imagined severity of post poll retributive violence.”

    Reacting to Dhankhar’s Nandigram visit, TMC MP and spokesperson Saugata Roy, said, “No one takes him seriously. People in Bengal have understood that he is misusing his position and crossing constitutional limits.”

  • Mamata Banerjee’s younger brother Ashim succumbs to COVID-19

    KOLKATA: West Bengal Chief Minister Mamata Banerjee on Saturday morning lost her younger brother Ashim Banerjee to Covid-19 in Kolkata.

    Ashim (60) used to reside with Mamata in the same house at Kalighat in south Kolkata.

    He had tested positive for Covid-19 last month and was admitted to the Medica Superspecialty Hospital off EM Bypass in the state capital.

    “He tested positive for Covid-19 and was under treatment. His condition started deteriorating from last night and he succumbed in the morning,” said a doctor of the hospital.  

    Ashim will be cremated at the Nimtala crematorium in north Kolkata following Covid protocols.

    The news came on a day when the West Bengal government announced a complete lockdown from Sunday till May 30 in order to contain the spread of COVID-19.

    “We are taking some strict measures to contain the pandemic, starting Sunday 6 am till 6 pm of May 30,” Chief Secretary Alapan Bandyopadhyay said.

    During this period, all government and private offices, shopping complexes, malls, bars, sports complexes, pubs and beauty parlours will remain closed, he said.

    Movement of private vehicles, taxis, buses, metro rail, suburban trains will also be disallowed during the 15- day lockdown period.

    “Petrol pumps will remain open and essential services like milk, water, medicine, electricity, fire, law and order and media will not come under the purview of it,” he added.

    E-commerce and home delivery services will be allowed.

    As per the Union Health Ministry, there are currently 1,31,792 active COVID-19 cases in West Bengal.

    A total of 9,50,017 recoveries and 12,993 deaths have been reported so far.

  • West Bengal announces complete lockdown from May 16-30 to curb Covid-19 spread

    KOLKATA: Amid a surge in Covid-19 cases, the West Bengal government on Saturday announced a complete lockdown for 15 days starting from Sunday. 

    All private and government offices will remain closed, intra-state transport – including metro rail – will be stopped and political and religious congregations won’t be allowed during this period. 

    The order also imposed a night curfew from 9 pm to 5 am.

    Retail shops and supplies, vegetable vendors, chicken and meat shops, and fruit traders will be allowed to operate only from 7 am to 10 am. Sweet shops can stay open from 10 am to 5 pm. Marriage ceremonies will be permitted with a maximum of 50 persons.

    “To ensure the health of the people and control in the Covid-19 situation, the state government is forced to impose this restriction. Bengal is going through an unprecedented situation where the scarcity of oxygen and medicines required to treat Covid patients is increasing. To control this situation, we are imposing strict conditions,” said chief secretary Alapan Banerjee.

    “Petrol pumps will remain open and essential services like milk, water, medicine, electricity, fire, law and order and media will not come under the purview of it,” he added.

    “All intra-state movement of trucks, goods carriers shall be stopped except relating to medical supplies, oxygen, essential food commodities including milk, eggs, meat, fish, petrol/diesel and LPG. All industries and manufacturing units shall remain closed except those involved in medical supplies,” the order said.

    Operations of jute mills shall be allowed with 30% of total strength in each shift.

    Earlier, the state government imposed partial lockdown allowing intra-state transports and local transport modes to ply and shops to operate between 7 am and 10 am and 5 pm and 7 pm.

  • Mamata writes to PM Modi, urges him to be fair and quick in PSA plant allotment

    KOLKATA: West Bengal Chief Minister Mamata Banerjee on Friday wrote to Prime Minister Narendra Modi, requesting him to be fair and quick in allotment of pressure swing adsorption (PSA) plants for the state, amid the relentless surge in COVID-19 cases.

    In her letter to the prime minister, the TMC supremo said that the state, which was scheduled to get 70 PSA plants, has now been intimated that four such oxygen generating units would be set up in the first phase.

    She also complained of lack of clarity in the intimation about the remaining plants.

    “The Centre apparently has been contemplating to supply PSA plants to hospitals in states. Priorities are being fixed and re-fixed, implementing agencies are being settled and unsettled, quota for West Bengal is being downwardly revised and further downwardly revised every day.

    “We were told we shall get 70 PSA plants, now we are told that we shall get four in the first phase with no clarity on the remaining plants (sic),” she wrote to Modi.

    PSA plants are expected to boost supply of oxygen to hospitals that are treating COVID-19 patients.

    “I request you to kindly get the priorities, implementing agencies, and quota fixed, justly, fairly and quickly. Our own supplementary PSA-installation plans by state agencies….are getting disturbed because of the indecisiveness at Delhi,” Banerjee added.

    Last month, the Prime Minister’s Office gave approval for allocation of funds from PM CARES for installation of 551 pressure swing adsorption (PSA) medical oxygen generation plants in public health facilities across the country.

  • Centre dilly-dallied over PM-KISAN amount transfer to Bengal farmers: CM Mamata Banerjee

    KOLKATA: As farmers in West Bengal received the first installment of funds under the PM-KISAN scheme on Friday, Chief Minister Mamata Banerjee hit out at the Centre, accusing it of dilly-dallying over the transfer of funds to beneficiaries in the state.

    In an open letter to farmers, Banerjee also said the decision to extend the benefits of the scheme to eligible farmers in Bengal was a result of her government’s “continuous fight”.

    “In 2018, the West Bengal government had started the Krishak Bandhu scheme that went on to become a model for the entire country. After this in 2019, the Pradhan Mantri Kisan Samman Nidhi was launched. Comparatively, the state’s programme is better because it offers more benefits to farmers….we are planning to add incentives to our scheme in the near future,” she said.

    Prime Minister Narendra Modi on Friday released the eighth installment of over Rs 20,000 crore to more than 9.5 crore farmer beneficiaries under the scheme via video- conferencing.

    Under the programme launched in 2019, the central government is providing Rs 6,000 in three equal installments to 14 crore farmers annually.

    The amount is transferred into the bank accounts of the beneficiaries through the direct benefit transfer (DBT) mode.

    Banerjee had on May 6 written to Modi, urging him to call upon the Union agriculture ministry to release the funds to farmers of the state.

    “You all were supposed to get Rs 18,000, but have received a very small amount. Even this sum would not have been transferred had we not fought for it. We will continue this fight till you get the entire allocation,” the CM asserted.

    Around 7.55 lakh farmers of the 41 lakh who had registered for the scheme till early May were found to be eligible to receive the funds, sources said.

    The state government had earlier raised objections over the mode of payment, among other issues, of the central scheme.

    The Krishak Bandhu scheme provides farmers with one or more acres of landholding an annual amount of Rs 5,000 (minimum Rs 2,000 per annum assistance on pro-rata basis).

  • Mamata-Governor faceoff intensifies as Dhankhar visits violence-hit areas

    KOLKATA: Intense face-off between West Bengal governor Jagdeep Dhankhar and Chief Minister Mamata Banerjee broke out on Friday after she wrote to him criticising his decision of visiting the areas from where incidents of post-poll violence was reported. 

    Mamata also accused the governor of dictating the state officials in excess of his power under the Constitution and by bypassing the chief minister and her council of ministers.

    In reply, Dhankhar tweeted: “It was no time for optics for playing to gallery when we in the midst of of unprecedented post-poll retributive violence.”

    Coming down heavily on Dhankhar, the CM, in her letter, said, “I had requested and specifically advised you to refrain from surpassing the Chief Minister and her council of ministers and communicating with dictating the State officials, in excess of your power under the Constitution and directing them to attendbefore you. I find you that you are steadily ignoring this advice, solemnly rendered by me to you, and have been communicating with and dictating the State officials. You have also been seeking reports from them directly. I urge you and again request and advise you to refrain from this. I am asking my ChiefSecretary to go by this norm.”

    Mamata described Dhankhar’s district visit a decision taken unilaterally and she found it to be violative of the long-standing norms as evolved over several decades.

    Tension rocked Cooch Behar over the issue of governor Jagdeep Dhankhar’s visit on Thursday. He was shown black flags at two places — Dinhata and Sitalkuchi — where four persons were gunned down by central troops on the day of election.

    At Dinhata, from where BJP won by a razor-thin margin of 57 votes, the Governor lost his cool when a group of local people blocked the road and shouting “go back” slogans. He was heard asking the in-charge of the local police station saying, “What the hell you are doing?”

    “People are in mortal fear of police @WBPolice and ruling dispensation workers. A dozen ruling party workers could stop my convoy, with no fear of law and police. Such state of affairs @MamataOfficial! I had to intervene finding they were determined to involve with my security,” Dhankhar tweeted.   

    Further taking to his Twitter handle, he wrote, “At Coochbehar. Visited several affected areas. Distressed at the grim scenario. After listening to tales of sorrow no tears left in my eyes. Never imagined severity of post-poll retributive violence @MamataOfficial was much beyond. One is made to pay with life andrights for voting!”

  • ‘Bengal ready to host COVID vaccine facility’: Mamata to PM Modi

    KOLKATA:  Chief Minister Mamata Banerjee on Wednesday wrote to Prime Minister Narendra Modi, saying the state was ready to provide land for any manufacturing or franchisee operation for authentic vaccine manufacturing.

    She also requested the PM to identify global players manufacturing authentic vaccines and speed up the import procedure to meet the country’s demand.

    In her fifth letter to Modi since she assumed office on May 4, Mamata reiterated her demand for adequate vaccines for the state.

    “It may kindly be considered if we could encourage the world players to open up franchise operations in our country. Even the national players could be inspired to go for the franchisee mode for bulk production of vaccines. We, in West Bengal, are ready to provide land and support for any manufacturing/franchisee operation for authenticating vaccine manufacturing,’’ she said in her one-page letter to the prime minister.

    Quoting experts, she said vaccination is now the real antidote to the prevailing Covid-19 pandemic. Pointing out that production of vaccine is “extremely’’ inadequate against the massive demand, she said, ‘’It seems that the production (and hence, the supply and distribution) of vaccines in the country is extremely inadequate and insignificant in the context of the massive needs. About 10 crore people in West Bengal and 140 crore people in the country need vaccination, here and now, but only a microscopic percentage has been covered.’’

    Urging Modi to import vaccines from foreign manufacturers to meet the country’s demand, Mamata said liberal, pro-active and discerning import of vaccines is the paramount need at present.

    “Reports indicate that globally there are many manufacturers now. With the aid of scientists and experts, it is easy to identify reputable and authentic manufacturers, and it is possible for us in the country to speedily import vaccines from those ends. I urge you to embark upon this endeavour without any further delay,” she wrote. 

    The fresh missive comes on a day the leaders of 12 opposition parties to the prime minister seeking a free mass vaccination campaign against coronavirus, and suspending the central vista revamp project and utilise that money in fighting the pandemic.

    The state on Wednesday registered its highest single-day spike of 20,377 new COVID-19 cases, which pushed the tally to 10,53,117, the health department said in a bulletin.

    The death toll rose to 12,728 as 135 more people succumbed to the disease, it said, adding that 55 of them died due to comorbidities, where COVID-19 was incidental.

    North 24 Parganas district recorded the maximum number of new cases at 4,091, followed by Kolkata at 3,989, Howrah at 1,256, Hooghly at 1,206 and South 24 Parganas at 1,149.

    Kolkata accounted for the highest number of fresh fatalities at 44, while 27 COVID deaths were registered in North 24 Parganas.

    At least 19,231 people were cured of the disease in the last 24 hours, taking the total number of recoveries to 9,11,705.

    The discharge rate among coronavirus patients in the state stands at 86.57 per cent.

    West Bengal now has 1,28,684 active cases, the bulletin said.

    Since Tuesday, at least 69,874 samples have been tested for COVID-19 in the state, taking the total number of such clinical examination to 1,11,68,943.

    Altogether, 1,64,304 people were inoculated in West Bengal during the day and two cases of adverse event following immunisation were reported.

    Meanwhile, the health department set up a state-level monitoring committee on supply, delivery and use of medical oxygen to ensure availability of the life-saving gas in COVID hospitals.

  • Will prosecute those who spread panic during, says Mamata as she urges press to take pro-people stand

    KOLKATA: West Bengal Chief Minister Mamata Banerjee on Monday urged the journalists to take a pro-people stand amid the pandemic and threatened to prosecute those who highlight negative news as she said it may trigger panic. 

    Mamata said that there are legal provisions to prosecute those who spread panic during a pandemic which, if necessary, the state government may use.

    “I would like to request you to take pro-people stand. We are facing unprecedented crisis period. No one should indulge in any activity that can trigger panic and scare common people unnecessarily. For the time being, stop highlighting negative news or information,” she said.

    Requesting the scribes to assist the government, she further said, “Highlight what the government is doing. It will give common people confidence. If there is any issue to be addressed, let the government know.’’

    Mamata asserted that strict measures have been taken to control the spread of Covid-19 in the state. She ruled out a total lockdown in the state. 

    Urging the Centre to facilitate free-of-cost vaccines for all in the country, she said that her government won’t be charging anything for innoculating its people.

    “We have taken strict measures. The number of hospital beds in the state (for COVID-19 patients) have been increased to 30,000. Also, all medical college hospitals in the state have been asked to set up oxygen plants and given liberty to decide on further increase in the number of beds.”

    “A total lockdown will hamper the livelihood of people, especially those of daily wage earners,” the chief minister told reporters at the state secretariat after the first cabinet meeting of her newly formed government.

    She requested faithfuls to hold small prayer meetings with less than 50 people in attendance on Eid ul-Fitr.

    The CM said that her government has sought three crore vaccines from the Centre for Bengal, of which one crore will be distributed among private hospitals.

    “Several steps, such as suspension of local train services, are being taken to break the chain of virus transmission. Every person should strictly abide by the COVID-19 protocols, and behave like a lockdown was in force across the state,” she insisted.

    Banerjee thanked common people and corporate houses for providing valuable aid to the state government for boosting its healthcare infrastructure.

    She requested them to continue backing the administration financially for purchase of requisite vaccines, assuring that there will be an audit of all expenditure made with the money.

    The CM iterated that the Centre should do away with GST on any initiative to build health infrastructure amid the pandemic so that more number of corporate entities can come forward to provide assistance.

    “As the central government is not providing any financial aid, we can strengthen healthcare infrastructure and buy vaccines with the support rendered by corporate entities and other residents.”

    “Bengal needs 550 metric tonne oxygen, but the Centre has allotted it a little over 300 metric tonne,” she claimed.

    Claiming that the Centre has reportedly exported 65 per cent of vaccines produced in the country, she said, “I ask the Union government to mull over its options and source more vaccines, if necessary from foreign countries.”

    The CM stated that the cabinet has formed a committee comprising chief secretary and other top officials of home, finance and health departments to address gaps in critical infrastructure.

    “This committee will look into implementation of promises made to the people after the COVID-19 situation is brought under control,” she said.

    Talking about the allegations made in reference to post-poll violence in Bengal, the chief minister claimed that the BJP’s IT cell was spreading rumours with fake videos.

    “People have given their verdict (in the recently concluded election) for peace and unity. We will not tolerate any violence,” she underlined.

    “Barring one incident in Sitalkuchi (CISF firing), there has been no genocide in West Bengal. A government has taken charge in Bengal following a landslide victory, why should a central team be sent within 24 hours after the new dispensation took over?” she stated, lashing out at the Ministry of Home Affairs that sent a four-member group to find out reasons for post-poll violence in the state.

    Accusing the central team of adopting a “partisan attitude”, the chief minister said that the team was only visiting the houses of BJP workers.

    “Half of those killed are from our party, we have declared relief (of Rs 2 lakh) for all, no matter which party they belong to, including the BJP,” she added.

    Meanwhile, West Bengal governor Jagdeep Dhankhar on Monday expressed concerns over post-poll violence and said he would be visiting the affected areas shortly.

    Dhankhar’s statement is expected to intensify the ongoing face-off between him and the Mamata government.

    He said the state government was yet to respond to his request for necessary arrangements to be made prior to his visit to affected areas.

    “If your vote becomes a cause of your death or property destruction, if it leads to arson, loot, then that signals end of democracy,” said Dhankhar. “I will visit areas,” he added.

    The state on Monday registered its highest single day COVID-19 death of 134 people taking the toll due to the pandemic in the state to 12,461, the health department said.

    The state also reported highest single day spike of 19,445 fresh cases pushing the tally to 10,12,604, it added.

    North 24 Parganas district accounted for 42 deaths, while there were 34 COVID-19 deaths in the city, the bulletin said.

    In neighbouring South 24 Parganas there were 14 deaths, eight in Hooghly, six in Howrah while the rest are from other districts of the state, it added.

    Out of the 134 deaths, 55 were due to the comorbidities where COVID-19 was incidental, the health department said.

    Among the fresh cases, North 24 Parganas registered 3,971 of them, while in the city 3,948 cases pushing the number of active cases to 1,26,663, it said.

    There were 18,675 recoveries reported in the state in the last 24 hours improving the discharge rate to 86.26 per cent.

    So far, 8,73,480 people have recovered from the disease in West Bengal.

    Since Sunday, 62,186 samples have been tested in the state taking the total number of such tests to 1,10,30,927, the bulletin mentioned, the health department said.

    On Monday, at least 1,31,975 people were vaccinated in West Bengal and there were no cases of adverse effect following immunisation reported from anywhere in the state, an official of the department said.

    Meanwhile, the state government has decided to start the inoculation process of transport workers involved in the private sector from Tuesday, its new Transport Minister Firhad Hakim said.

    The minister said that hawkers will also be vaccinated soon.

    The Calcutta High Court on Monday directed West Bengal government to file an affidavit by next week disclosing the exact state of affairs with regard to COVID-19 management, facilities, medicines, infrastructure and the vaccination drive.

    Hearing a PIL with regard to COVID care in the state and vaccination of people, a division bench of the high court also directed the additional solicitor general to file an affidavit on the steps taken by the central government in the perspective of West Bengal and the proposed plan of action for the affected persons on the next date of hearing.

    The bench said that due to the surge in Covid-19 cases in West Bengal, the state will have to ensure all facilities, treatments and the infrastructure required to combat the situation.

    It directed the state to file an affidavit disclosing the exact state of affairs as well as the facilities, medicines, infrastructure and the vaccination drive already started in West Bengal on the next date of listing.

    The division bench, comprising Justices Harish Tandon and Shampa Sarkar directed that the matter be listed for hearing again after a week.

    The bench directed that in the meantime, the state shall ensure extension of adequate medical facilities to the affected persons and speed up the vaccination drive in terms of the various circulars and government orders issued in this regard.

  • Poll analysis: BJP trailed in 10 Bengal Lok Sabha seats out of 18 it won in 2019

    KOLKATA: The BJP’s performance in the West Bengal Assembly elections shows that the saffron camp trailed in 10 Lok Sabha seats out of 18 which it had won in the 2019 Lok Sabha elections. 

    Though the party’s tally in the West Bengal state Assembly has gone up to 77 from 3, the performance in the 10 Lok Sabha constituencies out of 42 in Bengal is said to be a debacle that may prove costly in the 2024 Lok Sabha elections.

    The two Union ministers — Debasree Chowdhury and Babul Supriyo — failed to secure the lead in their constituencies of Raiganj and Asansol respectively. The party bagged seven Lok Sabha seats out of eight in north Bengal in 2019, but it was ahead of the TMC in four seats only in the just-concluded Assembly elections.

    The party’s sitting MP Locket Chatterjee too failed to bag leads in the Chinsurah Lok Sabha constituency. The party failed to be ahead of the ruling Trinamool Congress in the Midnapore Lok Sabha constituency from where BJP’s state president Dilip Ghosh was elected in 2019.

    The six other Lok Sabha seats where the BJP trailed are Barrackpore, Jhargram, Bankura, Balurghat, Malda (North), and Burdwan (East)

    In south Bengal, BJP secured leads in two Lok Sabha seats — Ranaghat and Bongaon — located in the stronghold of the Matuas, a religious sect comprising Hindu refugees from Bangladesh. Two other seats are where the saffron camp is in an advantageous position is Bishnupur in Bankura and Purulia.

    “We received a massive jolt in north Bengal where our party made deep inroads in the 2019 general elections and bagged all the seven seats others than Malda (South), which was won by Congress. The ruling Trinamool Congress had no electoral stake in the region in 2019 and now they are ahead of us in four Lok Sabha seats. This is alarming,” said a senior BJP leader.

    The senior leaders of the BJP’s Bengal chapter describe the Assembly election’s reflection in Lok Sabha seats as a major threat ahead of the 2024 general elections.

    “None of our narratives that we had floated in Bengal polls worked. Now, the Centre led by our party is facing criticism over the issue of a sudden spike in Covid cases. Healing these wounds within a span of three years is not an easy task,” said another BJP leader.
