    KOLKATA: The Prime Minister should not play a ‘dirty game’ and instead withdraw the letter directing to Bengal’s top bureaucrat to report to Delhi, West Bengal Chief minister Mamata Banerjee asserted on Saturday.

    Not one to cower under attack, the CM added that the BJP failed to digest its defeat in the recent elections and the saffron camp is now pursuing ‘vendetta politics’. Mamata claimed that PM Narendra Modi and Union home minister Amit Shah were trying to create problems for her government at every step ever since her party came to power for the straight third term.

    Chief secretary Alapan Bandopadhyay was served the transfer notice after Mamata, whom he had accompanied, skipped a review meeting with the PM to assess Cyclone Yaas’ damages.

    “You (Modi and Shah) are not only disturbing me, but also my secretariat.  You issued the letter without consulting the state government. Earlier, I wrote seeking Bandopadhyay’s three-month extension as he is assigned to oversee the fight against COVID and the government’s relief operation for cyclone victims. He was scheduled to retire on May 31 and the request was approved. Now you are asking him to report to the DoPT on the same day. Why? Is it because he is a Bengali bureaucrat?” asked Mamata. 

    Many saw her statement as an extension of her poll ploy of appealing to the Bengali sentiment of the masses. Continuing the same narrative, Mamata said she was ready touch Modi’s feet if told to do for the sake of Bengal’s growth and development.

    “You are doing all these because you cannot digest BJP’s defeat in Bengal. What is the fault of the chief secretary?…Recalling him reflects how the Centre is indulging in political vendetta,” she added.

    Responding to the BJP’s attack for not attending the review meeting, Mamata said, “I decided to attend the meet as I thought it would be between us. But later, I got to know about the revised event in which BJP leaders was invited. Then I decided to skip it.”

    KOLKATA: Asserting that Bengal Chief Minister Mamata Banerjee’s demand of Rs 20,000-crore for cyclone relief was “unrealistic”, state BJP president Dilip Ghosh on Sunday said she skipped the review meeting with Prime Minister Narendra Modi to avoid giving a detailed account of the claims that she has made.

    Ghosh also pointed out that the Prime Minister’s Office (PMO), which called the review meeting on Friday, is entitled to decide on the list of invitees.

    “Odisha faced the brunt of the cyclone while Bengal was largely spared, but she is asking for Rs 20,000 crore. She did not attend the review meeting with the Prime Minister at Kalaikunda as she did not want to elaborate on this unrealistic demand,” Ghosh said.

    The CM had on Friday said that she, in separate proposals submitted to Prime Minister Modi, sought Rs 10,000 crore each for rebuilding the seaside tourist town of Digha and the ravaged parts of the Sunderbans region.

    Banerjee, however, skipped a review meeting on cyclone devastation with Modi, seeking to know why opposition BJP leaders were present at the session.

    Ghosh further contended that the presence of Suvendu Adhikari, the leader of opposition in the Assembly, was another reason that prompted Banerjee to skip the meeting.

    “Adhikari will be attending assembly sessions, too. Will Banerjee stop going to the House? Instead of politicising the calamity, she should work with everyone for the welfare of people,” Ghosh said, in a dig at the TMC supremo.

    KOLKATA: Leader of the opposition in West Bengal Suvendu Adhikari on Saturday alleged that Chief Minister Mamata Banerjee and the Chief Secretary have insulted Prime Minister Narendra Modi by not attending a meeting chaired by him to discuss the ravages caused by Cyclone Yaas.

    Banerjee did not attend the meeting but entered the room from where Modi was holding the meeting and submitted a report to him on the damages caused by the cyclone in the state, and sought a Rs 20,000 crore package for redevelopment of the worst-hit areas.

    She was accompanied by Chief Secretary Alapan Bandyopadhyay.

    A few hours after the meeting, the Centre ordered his transfer to Delhi.

    “I have no word to criticise the way the West Bengal chief minister and the chief secretary insulted the prime minister,” Adhikari, a BJP MLA, told reporters in a virtual press conference.

    Claiming that Banerjee questioned his presence in the meeting held at Kalaikunda air base in Paschim Medinipur district on Friday, Adhikari said that he was invited to it as the leader of opposition in the state assembly and MLA of cyclone-affected Nandigram.

    “She is trying to show her arrogance and petty politics by her stance,” he said.

    Banerjee has claimed that opposition leaders were not invited to similar review meetings held in Gujarat and Odisha, the two states that also faced cyclone fury over the past few days.

    KOLKATA: Alleging that the BJP-led Centre was pursuing “vendetta politics”, West Bengal Chief Minister Mamata Banerjee on Saturday appealed to the Union government to withdraw its order recalling Chief Secretary Alapan Bandopadhyay and allow the senior bureaucrat to work for people amid the COVID-19 crisis.

    She also claimed that Prime Minister Narendra Modi and Home Minister Amit Shah were trying to create problems for her government at every step as they were yet to come to terms with BJP’s defeat in the assembly elections.

    Banerjee further stated that she was ready to touch Modi’s feet if told to do for the sake of West Bengal’s growth and development.

    “Because you (Modi and Shah) cannot digest BJP’s defeat in (Bengal), you have started creating problems for us from Day one. What is the fault of the chief secretary? “Recalling the chief secretary amid the COVID crisis goes on to show that the Centre was indulging in political vendetta,” she asserted.

    Talking about the criticism she faced for skipping the review meeting with Modi on cyclone devastation, Banerjee said, “It was supposed to be held between the PM and the CM. Why were BJP leaders called to the session?”

    She also claimed that opposition leaders were not invited to similar review meetings held in Gujarat and Odisha, the two states that also faced cyclone fury over the past few days.

    The Centre on Friday night sought services of West Bengal Chief Secretary Alapan Bandyopadhyay and asked the state government to relieve the officer immediately, a move termed by the ruling Trinamool Congress as “forced deputation”.

    Bandyopadhyay, a 1987-batch IAS officer of West Bengal cadre, was scheduled to retire on May 31 after completion of 60 years of age.

    However, he was granted a three-month extension following a nod from the Centre.

    West Bengal Chief Minister Mamata Banerjee had written to Prime Minister Narendra Modi urging him to grant Bandyopadhyay an extension for at least six months in view of his experience of handling the COVID-19 pandemic.

    In a communique to the state government, the Personnel Ministry on Friday said the Appointments Committee of the Cabinet has approved the placement of the services of Bandyopadhyay with Government of India as per provisions of the Indian Administrative Service (cadre) Rules, 1954, “with immediate effect”.

    While asking the state government to relieve the officer with immediate effect, it also directed Bandyopadhyay to report to the Department of Personnel and Training, North Block, New Delhi by 10 am on May 31.

    The IAS cadre rule says a cadre officer may, with the concurrence of the state governments concerned and the central government, be deputed for service under the central government or another state government.

    “Provided that in case of any disagreement, the matter shall be decided by the central government and the state government or state governments concerned shall give effect to the decision of the central government,” it says.

    The order from the Centre angered the Trinamool Congress which said the decision to seek Bandyopadhyay’s services was because the people of the state gave an overwhelming mandate to the chief minister.

    Trinamool Congress MP Sukhendu Sekhar Roy described it as “forced central deputation” of the chief secretary and asked, “Has this ever happened since Independence? Forced central deputation of a chief secretary of a state? How much lower will Modi-Shah’s BJP stoop?” TMC spokesperson Kunal Ghosh said the decision was taken to derail the good work done by Bandyopadhyay, “a true soldier of Mamata Banerjee”.

    “The BJP is yet to accept their loss in the assembly elections and that is why they are doing such petty politics. This is nothing but vindictive politics of the BJP,” he claimed.

    “At a time when Bengal is facing the COVID pandemic and the devastations caused by Cyclone Yaas, the central government is trying to make the people of the state suffer. They are acting like an enemy of the people of Bengal,” Ghosh said.

    BJP’s state general secretary Sayantan Basu told PTI that it was an administrative decision by the Centre.

    “It is an administrative issue involving two governments and the state BJP has nothing to comment on it,” he said.

    Bandyopadhyay took over as the chief secretary of West Bengal after Rajiva Sinha retired in September last year.

    The order came on a day when the prime minister visited Odisha and West Bengal states to review the situation and damages caused by Cyclone Yaas.

    Banerjee had a brief meeting with the prime minister at the Kalaikunda airbase where she handed over a memorandum on the post-cyclone situation.

    The BJP leaders later accused her of cutting short the planned review meeting.

    On May 24, Banerjee, while announcing extension of Bandyopadhyay’s extension, had said, “Our chief secretary has got an extension for three months. We are happy because he has got the experience of working during last year’s Amphan as well as during the ongoing COVID-19 pandemic”.

    This is the second time that the Union government has invoked the All India Services Rule in the last five months.

    Earlier in December, the Centre had directed the West Bengal government to immediately relieve three IPS officers so that they could join their new assignments at the Centre.

    The officers, Rajeev Mishra (1996 batch), Praveen Tripathi (2004 batch) and Bholanath Pandey (2011 batch), were directed to report on central deputation in December last year after the West Bengal government refused to send its chief secretary and police chief to Delhi to discuss the law and order situation in the state.

    The three were responsible for the security of BJP President J P Nadda during his visit to the state for building up momentum for electioneering when his convoy was attacked at Diamond Harbour.

    However, according to the officials, these three officers were never released by the state government.

    The CM on Friday sought a Rs 20,000-crore relief package after submitting a report to Prime Minister Naredra Modi on damages caused by cyclone ‘Yaas’, even as she faced harsh criticism for skipping a longer review meet to assess the post-storm situation.

    Modi flew down to Odisha earlier in the day to review the post-cyclone situation, and then made his way to Bengal, where the storm wreaked havoc in the coastal districts.

    The state has incurred a loss of Rs 20,000 crore due to the cyclone, Banerjee said.

    “We have sought a package of Rs 10,000 crore each for the redevelopment of Digha and the Sunderbans. It could well be that we might not get anything,” she told reporters in the tourist town of Digha, shortly after meeting Modi at Kalaikunda in Paschim Medinipur district.

    Banerjee, however, skipped the review meeting with the prime minister, where Governor Jagdeep Dhankhar, BJP’s Nandigram MLA and leader of Opposition Suvendu Adhikari, and Raiganj MP Debasree Chaudhuri were also present.

    “The CM came, handed over some papers to the PM and left. She did not participate in the review meeting. This is a day when we all should have been united in seeking assistance from the central government. There is no scope of politics during this crisis,” Adhikari said.

    In a tweet, Banerjee said she had “proceeded to review the relief and restoration work at Digha”, after apprising the PM about the post-cyclone situation in West Bengal.

    Her absence from the review meeting was decried by Dhankhar and Union Home Minister Amit Shah, who said Banerjee “put arrogance above public welfare”.

    “Mamata Didi’s conduct today is an unfortunate low. Cyclone Yaas has affected several common citizens and the need of the hour is to assist those affected. Sadly, Didi has put arrogance above public welfare and todays petty behaviour reflects that,” Shah tweeted.

    Dhakhar, in another tweet, said: “It would have been in interest of state if CM and officials @MamataOfficial had participated in Review Meet with PM. Difficult to appreciate. No official present in Review Meet and no meeting between PM and CM, much less one to one. Such confrontation has no place in democracy.”

    “Such boycott not in consonance with constitution and federalism. Certainly by such actions neither public interest nor interest of state has been served.”

    Adhikary added that Banerjee’s decision to give the meeting a miss has shown once again that she is “insensitive” to the sufferings of the people of the state.

    Meanwhile, a release issued by the Prime Minister’s Office said Modi has announced a financial assistance of Rs 1,000 crore for immediate relief activities.

    “Rupees 500 crore would be immediately given to Odisha. Another Rs 500 crore has been announced for West Bengal and Jharkhand, which will be released on the basis of the damage.”

    “The Union Government will deploy an inter-ministerial team to visit the states to assess the extent of damage, based on which further assistance will be given,” it said.

    The PM has also declared an ex-gratia of Rs 2 lakh to the next of kin of the deceased and Rs 50,000 for those seriously injured in the cyclone, the release said.

    Cyclone ‘Yaas’ rampaged through parts of India’s eastern coast on Wednesday, killing at least four people and forcing more than 21 lakh people to be evacuated to safe shelters in West Bengal, Odisha and Jharkhand.

    Heavy rainfall was reported at several places under the impact of the cyclone in all the three states on Thursday.

  • West Bengal CM skips ‘Yaas’ review meet with PM Modi, Centre recalls chief secretary

    KOLKATA/NEW DELHI: The optics of the first in-person meeting Prime Minister Narendra Modi had lined up with West Bengal Chief Minister Mamata Banerjee at Kalaikunda, was as turbulent as cyclone Yaas itself, whose destruction they were expected to review, since the latter skipped the scheduled interaction.

    Defence minister Rajnath Singh expressed shock at the no-show, saying Mamata had violated the basic tenets of the Constitution’s federal system. The first fallout was the Centre’s order to recall Bengal Chief Secretary Alapan Bandopadhyay, whose tenure was extended for three months on the CM’s request just four days ago.

    Bandopadhyay has been asked to send him to the Department of Personnel and Training’s office in Delhi by May 31 morning. Mamata has to relieve him first before he can be sent back.

    Mamata later met Modi for 15 minutes and presented a sheaf of papers containing the state government’s assessment of the cyclone damage. As for the meeting, the presence of the leader of Opposition Suvendu Adhikari was the trigger for Mamata’s anger, as Suvendu had defected from Trinamool to the BJP and defeated her in a tight race in Nandigram.

    But, the Centre claimed invites to other Opposition leaders like Adhir Ranjan Chowdhury (Congress) too had gone out. Adhir expressed his inability to make it as he was in Delhi for a meeting. However, he told this newspaper that he had been informed about the meeting only around 7.30 am on Friday. “It was not possible for me to attend it at such short notice,” he said.

    The meeting in Odisha was attended by Chief Minister Navin Patnaik and also by Union ministers Dharmenda Pradhan and PC Sarangi, both hailing from the state. “The PM and the CM are not individuals, but institutions. Both discharge duties, swearing on the Constitution, for the public welfare. Such behaviour towards the prime minister is painful,” said Rajnath.

    Modi later announced financial assistance of Rs 1,000 crore for Odisha, West Bengal and Jharkhand.

  • Centre asks Bengal chief secretary Alapan Bandyopadhyay to report to Delhi

    KOLKATA: West Bengal chief secretary Alapan Bandyopadhyay, who accompanied Chief Minister Mamata Banerjee to Kalaikunda Air Base where she met Prime Minister Narendra Modi but skipped the review meeting to assess the aftermath of Yaas, has been directed to report Delhi on Monday.

    The Centre asked Bandyopadhyay to report to the Personnel and Training department.

    Bandyopa, dhyay, who is now second-in-command in the Bengal government, was granted an extension for a period of three months. He, a 1987 batch IAS officer, of Bengal cadre, was due to retire on May 31.

    It was West Bengal chief minister Mamata Banerjee who had written to the Centre on May 12 urging to grant Banerjee an extension considering his experience of handling the Covid-19 pandemic.

    “The Centre’s decision is completely politically motivated. The BJP-led central government is playing a dirty game after the saffron camp’s narrative to divide people of Bengal on the line of religion was rejected,” said Kunal Ghosh, a spokesperson of the TMC.

    NEW DELHI: Hitting out at West Bengal Chief Minister Mamata Banerjee for skipping a meeting with Prime Minister Narendra Modi in the state on Cyclone Yaas, BJP president J P Nadda on Friday accused her of “murder of constitutional ethos and the culture of cooperative federalism”.

    Nadda said Modi holds the principle of cooperative federalism “very sacred” and has been actively working with all chief ministers irrespective of their party affiliation to give relief to people but unsurprisingly, he added, Banerjee’s tactics and petty politics have once again come to haunt the people of Bengal.

    “When PM Narendra Modi stands strong with the citizens of West Bengal in wake of Cyclone Yaas, Mamata ji should also set aside her ego for the welfare of people. Her absence from the PM’s meeting is murder of constitutional ethos & the culture of cooperative federalism,” he tweeted.

    Modi visited Odisha and West Bengal and held review meetings in both the states on the post-cyclone situation.

    While Odisha chief minister Naveen Patnaik attended the meeting with Modi, Banerjee skipped the review meeting in her state.

    She, however, submitted a report to the prime minister on the damage caused by Cyclone Yaas in the state, and sought a Rs 20,000-crore package for redevelopment of the worst-affected areas.

    As the West Bengal chief minister, Banerjee’s relations with the central government and the BJP top brass have been far from smooth as she has often accused them of using central agencies and also the governor’s office to harass her government.

    The BJP has denied the charge and often claimed that she has used the state machinery to target its members and accused her of not adhering to constitutional properties in her dealings with the Centre.

    Modi flew down to Odisha earlier in the day to review the post-cyclone situation, and then made his way to West Bengal, where the storm wreaked havoc in the coastal districts.

    The meeting between the two leaders lasted for around 15 minutes, he said.

    “The CM has briefed PM Modi about the situation in the worst-hit areas of the state,” the official said.

    HINGALGANJ (WEST BENGAL): West Bengal Chief Minister Mamata Banerjee on Friday conducted an aerial survey of cyclone-hit areas in North 24 Parganas district, officials said. “Accompanied by Chief Secretary Alapan Bandyopadhyay, Banerjee took stock of the post-cyclone situation in Hingalganj, Hasnabad, Sandeshkhali, Pinakha and other areas of the district,” they said.

    “I have seen that most of the areas have been inundated. Houses and large tracts of agricultural fields are under water. A field survey will also be conducted,” Banerjee said. She also held an administrative meeting with the district magistrate, superintendent of police and block development officers.

    Several areas in Purba Medinipur, South and North 24 Parganas districts bore the brunt of Cyclone ‘Yaas’, which made its landfall in neighbouring Odisha on Wednesday morning. Many places in these districts were whiplashed by heavy rain, which accompanied the cyclonic storm.

    Later in the day, Banerjee is also scheduled to undertake an aerial survey in cyclone-hit areas of South 24 Parganas and Digha, a coastal town, in Purba Medinipur.
