  • Ayodhya: Maharashtra cabinet gives nod to 300-acre park in Mumbai; guesthouse for pilgrims in Ayodhya

    Just ahead of the Lok Sabha elections, the Maharashtra cabinet on Monday cleared 18 proposals, including the development of a 300-acre park in Mumbai and the construction of a guesthouse in Ayodhya for pilgrims from the state. As per an official statement, Chief Minister Eknath Shinde chaired a cabinet meeting, during which he cleared the urban development department’s proposal to develop a 300-acre landscaped park along the lines of New York’s Central Park.

    The cabinet approved the public works department’s proposed construction of a guesthouse in Ayodhya for pilgrims from the state visiting the newly inaugurated Ram temple and other sites in the Uttar Pradesh town, it said.

    Among other decisions, the cabinet also cleared a proposal by the women and child development to include names of mothers in all state government documents. The department had earlier said that this decision could be seen as a step towards giving more recognition to mothers as government documents traditionally carry the father’s name.

    The cabinet also approved the housing department’s proposal to reduce stamp duty for residents of the BDD chawl and slums and a plan for permanent houses for families of workers from 58 textile mills, which were once operational in the city.

    MUMBAI: Maharashtra Chief Minister Eknath Shinde on Sunday allocated the crucial Home portfolio to Deputy CM Devendra Fadnavis.

    Shinde, who expanded his two-member cabinet on August 9 by inducting 18 ministers, has kept the Urban Development portfolio with himself.

    A statement from the Chief Minister’s Office said Fadnavis will also handle the Finance and Planning ministry, and BJP minister Radhakrishna Vikhe Patil will be the new Revenue minister.

    BJP minister Sudhir Mungantiwar has been made the Forest minister, a portfolio he handled earlier.

    Former state BJP president Chandrakant Patil is the new minister for higher and technical education. He will also look after parliamentary affairs.

    From the Shinde-led group of Shiv Sena rebels, Deepak Kesarkar is the new minister for school education, while Abdul Sattar has been given the Agriculture portfolio.

    MUMBAI: Five days after the induction of 18 ministers into his cabinet, Maharashtra Chief Minister Eknath Shinde on Sunday distributed portfolios, with the Bharatiya Janata Party (BJP) getting several key ministries, including the Home and Finance that will be handled by Deputy CM Devendra Fadnavis.

    Shinde kept Urban Development and 11 other ministries with himself.

    Shinde, whose rebellion against the Shiv Sena leadership had led to the collapse of the Uddhav Thackeray-led Maha Vikas Aghadi (MVA) government, had taken oath as the chief minister on June 30 with the support of the BJP.

    Fadnavis was sworn in as his deputy.

    In addition to Home and Finance and Planning, Fadnavis will also handle Law and Judiciary, Water Resources, Housing, Energy and Protocol portfolios.

    Another important portfolio – the Revenue Department – has been given to BJP leader Radhakrishna Vikhe Patil, who had quit the Congress a few months before the 2019 Assembly elections to join the saffron party.

    Shinde had expanded his two-member ministry on Tuesday, 41 days after taking oath as the chief minister by inducting 18 ministers – nine each from his rebel Shiv Sena group and the BJP.

    However, the list did not include any woman.

    Apart from the Urban Development Department, CM Shinde has kept with himself General Administration Department, Public Works Department (public sector undertakings), Information and Public Relations, Transport, Marketing, Social Justice, Disaster Management, Relief and Rehabilitation, Soil and Water Conservation, Environment and Climate Change and Minority Development.

    From the BJP’s side Chandrakant Patil, Sudhir Mungantiwar, Girish Mahajan, Vijaykumar Gavit, Suresh Khade, Ravindra Chavan, Atul Save and Mangal Prabhat Lodha were inducted as ministers.

    Chandrakant Patil, considered close to Union Home Minister Amit Shah, has been allocated Higher and Technical Education, Textile and Parliamentary Affairs ministries.

    In the past, he had handled PWD and Cooperation ministries.

    Mungantiwar has been allocated Forest, Fisheries Development and Cultural Affairs portfolios.

    During his 2014-19 stint, he had headed Finance and Planning as well as Forest ministries.

    Atul Save has been given Cooperation and OBC Welfare departments, while Ravindra Chavan has got PWD and Food and Civil Supplies and Consumer Protection ministries.

    Both of them were Minister of State for a brief period in the past.

    Former Mumbai BJP chief Mangal Prabhat Lodha has got Tourism Development, Skill Development and Women and Child Development ministries.

    Fadnavis’ close confidant Girish Mahajan has been given the responsibility of Rural Development and Panchayati Raj, Medical Education and Sport and Youth development.

    Dr Vijaykumar Gavit has been given Tribal Development department, while BJP MLA from western Maharashtra, Suresh Khade has been given the responsibility of Labour ministry.

    From the Shinde-led group of Shiv Sena rebels, Deepak Kesarkar is the new minister for School Education.

    Gulabrao Patil has retained Water Supply and Sanitation department, while Dada Bhuse, who previously held Agriculture, will now handle Ports and Mining.

    Abdul Sattar has been given Agriculture department.

    Uday Samant, who was previously the Higher and Technical Education minister, has been given the Industries department.

    A controversial leader from the Shinde camp, Sanjay Rathod, will handle Food and Drugs Department.

    Rathod, who was the forest minister when Uddhav Thackeray was the chief minister, was forced to resign after BJP leaders blamed him for a woman’s suicide.

    While Tanaji Sawant has been given the responsibility of Public Health and Family Welfare department, Shambhuraj Desai will handle the Excise department, and Sandipan Bhumre Employment Guarantee Scheme and Horticulture ministries.

    Meanwhile, Fadnavis on Sunday said the BJP and the Shinde camp can exchange some portfolios ahead of the next cabinet expansion if needed.

    “There is no dispute between the BJP and CM Eknath Shinde-led Shiv Sena over the portfolio distribution.

    If required, we can exchange some portfolios ahead of the next cabinet expansion,” said Fadnavis.

    He was responding to a query about himself and Shinde holding several portfolios among themselves.

    Maharashtra cabinet’s maximum allowed strength is 43.

  • Shinde’s demand and BJP’s Gujarat pattern causing delay in Maharashtra cabinet expansion

    MUMBAI: The deadlock continues over cabinet expansion in Maharashtra. Maharashtra Chief Minister Eknath Shinde abruptly cancelled his scheduled Delhi visit on Wednesday evening.

    Shinde was expected to meet the top leadership of the BJP to discuss the cabinet expansion.

    According to sources, Shinde made several visits to Delhi and met the top leadership of the BJP, but there is an icebreaker between the two partners. Shinde might fly on Thursday to Delhi once he confirms the appointment of the BJP leadership in Delhi.

    “The problem is not only with Shinde’s demand but BJP is also having issues regarding the expansion of the cabinet, which is causing a delay in the expansion,” said a senior BJP leader who requested anonymity. 

    “After getting the Chief Minister post, Shinde wants to keep the key portfolios like Home and Finance with him so that he can give justice to his 41 rebelled Shiv Sena MLAs. Shinde had promised everyone either making cabinet minister or minister for the state. It will be difficult for him to fulfil this given promise, therefore if finance is with him, then at least he can impart sufficient funds to his camp MLAs and Lok Sabha MPs. And, with the home ministry, he can control the state and break the Sena further. The 12 Shiv Sena Lok Sabha MPs who joined Shinde also expecting some good pie in this new alliance. So, Shinde is surrounded by several issues and demands of his own people.”

    Source added, Shinde is a hard bargainer while BJP is also a tough bargainer. “BJP leadership is in no mood to sacrifice further after giving the Chief Minister post to Shinde, while Shinde will continue to remain on the pitch to get some or other things. This tough bargaining by both sides is causing an indefinite delay in the cabinet expansion. Shinde met the BJP’s leadership with the list but leadership is no more entertaining him now. They are not also giving him appointments. In his last Delhi visit, he spent his entire day at Maharashtra Sadan to fix the appointment with top BJP leaders but failed and returned back to Maharashtra without any concrete meeting,” said sources requesting anonymity.

    Deepak Kesarkar, Shinde camp spokesperson said that the media should not worry about the delay in cabinet expansions. He said there is a government in place and taking several decisions. “We are confident that there will be soon cabinet expansion in Maharashtra. A month’s delay is not much delay. It has happened earlier also. Uddhav Thackerays’ government had also delayed cabinet expansion despite 2/3 majority on his side,” he explained. 

    Sources in BJP said that the top leaders of Delhi leadership also want to give a second shock to Maharashtra BJP by giving all fresh faces like Gujarat patterns’ cabinet expansion. “Deputy Chief Minister Devendra Fadnavis doing hard lobbying for his people while the BJP state president Chandrakant Patil, Ashish Shelar, Pankaja Munde and Vinod Tawade are also doing their own lobbying. This has made it difficult to come out with same-page solutions. The BJP not only struggling to resolve Shindes’ demands but within the party demand is also a major issue. All these things are incorporated for the delay in cabinet expansion,” said a BJP leader requesting anonymity.

  • Maharashtra Cabinet gives nod for making changes in draft of ordinance for OBC quota in local body polls

    MUMBAI: The Maharashtra cabinet on Wednesday gave its approval to a proposal that seeks to make modifications in the ordinance order for reservation to the Other Backward Classes (OBCs) in the local bodies, after state Governor Bhagat Singh Koshyari raised some query about it.

    This decision was taken during the cabinet meeting, a statement issued by the Chief Minister’s Office (CMO) said.

    The state government had earlier sent the ordinance to Koshyari for his approval.

    The Supreme Court in March this year had read down the OBC quota in some local governing bodies in the state citing non-availability of empirical data to substantiate the reservation percentage.

    The apex court had observed that total reservation should not exceed 50 per cent.

    OBCs used to get 27 per cent reservation in electoral wards of municipal bodies and zilla parishads (district councils).

    The Maharashtra government’s decision to issue an ordinance offering electoral quota to the OBCs was found to be legally inadequate as the state law and judiciary department has advised it to seek permission from the Supreme Court as the matter is sub-judice.

    Following a query over this by the Maharashtra governor, the state cabinet cleared the proposal to rectify the order and draft a fresh ordinance.

    The cabinet also decided to implement the multi-panel method in the civic bodies, such as municipal corporations and municipal councils.

    This proposal was moved by the state urban development department, the statement said.

    The other proposals include setting up a sugar museum in the state to showcase the contribution of sugar industry in the growth of the state; giving guarantee to short term loans of sugar mills for the crushing season 2021-22.

    Last week, the state government had announced that it would bring an ordinance to grant OBC quota in upcoming by-elections to a set of local governing bodies without crossing the Supreme Court-mandated 50 per cent cap on reservation.

    A couple of days before that, the State Election Commission (SEC) announced that by-elections to six zilla parishads (ZPs) and panchayat samitis under them for seats which have fallen vacant after the Supreme Court”s OBC quota ruling will be held on October 5.

    By-elections will be held for 85 wards in ZPs and 144 seats in panchayat samitis falling under their (ZP’s) jurisdiction.

    The bypoll-bound ZPs are of Dhule, Nandurbar, Akola, Washim, Nagpur and Palghar and panchayat samitis coming under their jurisdiction.

    In the first week of September, an all-party meeting convened by Chief Minister Uddhav Thackeray unanimously decided that local body polls be postponed till the state backward class commission compiles empirical data giving a clear picture on political backwardness of OBCs.

  • Maharashtra cabinet accuses Governor of crossing limits of office

    MUMBAI: In a meeting of the Maharashtra cabinet on Wednesday, the state government expressed displeasure with Governor Bhagat Singh Koshyari’s conduct and slammed him for creating two power centres in the state. It comes after the governor called collectors of three districts for a review meeting. 

    NCP minister Nawab Malik said the governor has no authority to call district collects for a review meeting. During the cabinet meeting, CM Uddhav Thackeray asked the state chief secretary Sitaram Kunte to convey the cabinet’s message to the governor.

    “There is an elected government in Maharashtra. If the governor has any issue, then through the state secretary he can ask and convey the message, but not call the district collectors during his visit to any district,” Malik said.

    During his visit to Nanded, Parbhani and Hingli districts, the governor called respective district collectors for a review meeting.  Malik said the governor was interfering in the work of the state government. “Governor called Parbhani and Hingoli district collectors and issued directives. This is unconstitutional. Governor is trying to create two power centres,” Malik said.

    Malik said Koshyari, who was once the chief minister of Uttarakhand is still acting like a CM. “He feels that he is the chief minister and can call review meeting with district collectors,” Malik said.Congress president Nana Patole also criticised the governor. He should maintain the respect to the chair of the governor,” Patole said.
