The Department of Revenue and Land Reforms is organizing a Revenue Mega-Campaign across the state of Bihar, scheduled to take place from August 16th to September 20th. A meeting was held on Sunday at the Revenue Survey Training Institute, Shastrinagar, with the aim of ensuring the campaign’s success. The meeting brought together representatives from the three-tier panchayat, officials, and employees’ associations.

Presiding over the meeting, Additional Chief Secretary of the Department, Deepak Kumar Singh, highlighted the pervasive issue of discrepancies in land records, affecting nearly all residents of the state. Despite the digitization of departmental services, citizens continue to face challenges related to processes like mutation and modification.

To address these issues, applications will be accepted for online corrections of land records, inheritance transfers, partition transfers, and online registration of missing land records. Teams will visit each household to provide copies of land records and application forms. Individuals who perform exceptionally well during the campaign will be recognized and rewarded at the district and state levels.

Three-tier panchayat representatives will play a vital role in ensuring the smooth execution of the campaign, by creating awareness and distributing land record copies and application forms. Officials and staff will assist by distributing land record copies and application forms at the mouza level. The goal is to implement the campaign effectively on the ground. For this, support is being sought from the Rural Development Department, Panchayati Raj Department, Scheduled Castes and Tribes Department, and the Information and Public Relations Department. Their staff will also be involved in the teams, contributing to the successful organization of the camps.

IT Manager Anand Shankar provided detailed information about the Revenue Mega-Campaign, explaining that it would be completed in three phases: preparation, organization, and execution. He mentioned that the deadline for releasing the circle-wise micro-plan is August 12th, accessible on the department’s portal. Upon submission of forms at the camps, registration will be done immediately with names and numbers, allowing applicants to track the status of their applications. Director J. Priyadarshini delivered the welcome address.

During the meeting, suggestions were offered by various representatives, including the President of the Mukhiya Sangh, the Panchayat Secretary Sangh, Ward Member Sangh, Gram Kachahri Nyamitra Sangh, Bihar Revenue Amin Sangh, United Revenue Service Sangh, Panch Sarpanch Sangh, Bihar Administrative Service Sangh, and Bihar State Land Reforms Employee Sangh. ACS listened to the suggestions and committed to implementing necessary recommendations.

Also present were Secretary of the Department Gopal Meena, Director of Consolidation Rakesh Kumar, Special Secretary Arun Kumar Singh, Joint Secretary Anil Kumar Pandey, Ajeev Vatsraj, Additional Secretary Mahendra Pal, and Deputy Director Mona Jha, among other senior officials.

Farmers across the nation are awaiting the 20th installment of the PM-Kisan Samman Nidhi Yojana. While the exact date of disbursement is yet to be announced, it is anticipated that the next ₹2,000 installment will be released in July 2025. This scheme provides financial assistance to eligible farmers, with installments disbursed every four months. The previous installment, the 19th, was transferred in February 2025. To ensure seamless receipt of the upcoming installment, farmers must take several crucial steps. These include completing e-KYC, linking their Aadhaar with their bank accounts, verifying the accuracy of bank details, updating land records, ensuring their mobile number is active and correct, and confirming their name is on the beneficiary list. Any errors in address or land-related information could render a farmer ineligible. Farmers can update their address details on the PM-Kisan website or seek assistance from a Common Service Center (CSC). The website address is https://pmkisan.gov.in. E-KYC is a mandatory requirement for receiving payments and can be completed through OTP, biometric verification, or face authentication. Farmers can check their installment status on the PM-Kisan website by entering their Aadhaar or registration number. Eligibility criteria include Indian citizenship, ownership of cultivable land, and being a small or marginal farmer. Those receiving a pension of ₹10,000 or more, paying income tax, or possessing institutional land are not eligible. New farmers can apply through the website as well.

Chief Minister Vishnu Deo Sai met with Manoj Joshi, Secretary, Department of Land Resources, Government of India, at his office in the Vidhan Sabha premises today. Discussions centered on strengthening the land records system, the use of technical innovations in land surveys, and the expeditious disposal of pending cases in revenue courts. Revenue Minister Tankaram Verma was also present at the meeting.

Chief Minister Vishnu Deo Sai stated that the state government is fully committed to updating land revenue documents and making necessary improvements. He emphasized that the more organized the revenue records are, the quicker and more effective the resolution of cases in revenue courts will be. He clarified that the state government would work hand in hand with the central government on all initiatives related to the improvement of land records, making the system more impactful and beneficial to the public.

The Chief Minister highlighted the central government’s efforts to bring transparency, speed, and accuracy to land revenue records through technology-based innovative initiatives, which will directly benefit farmers and the general public. He directed the officers of the Revenue Department to ensure all necessary steps in this direction promptly.

Union Land Resources Secretary Manoj Joshi mentioned that the condition of land records in Chhattisgarh is relatively better and that further improvements are being made with the active cooperation of the state government. He explained that the traditional method of land surveying used to take more time, but now, with the use of modern technologies, this process has become faster, more accurate, and more reliable.

Joshi stated that the central government is making special efforts to improve the land record maintenance system, under which financial and technical assistance is being provided to the states. He noted that technical issues often arise during the updating of maps during land transactions, which can be effectively resolved through digital surveys. This will provide each citizen with updated and authentic maps, reducing discrepancies and better planning for the expansion of urban areas.
