  • 2017 Gurugram school murder accused to be assessed at PGI-Rohtak for ‘state of mind’

    GURUGRAM: The Juvenile Justice Board here has asked doctors at PGI-Rohtak to conduct a psychiatric evaluation of the accused in 2017 Gurugram school murder case to determine whether he can be held responsible for his actions, a lawyer for the victim said on Friday.

    “Prince”, a student of a private school here, was allegedly killed by an older boy in 2017, inside the school’s washroom.

    The accused, 16 years old at the time of the incident, has been in detention since.

    The accused, “Bholu”, will be taken to PGI-Rohtak on Monday for a reassessment of his old statements and records by psychiatrists there, the lawyer said.

    The doctors’ team has been asked to submit their report by September 21, when the matter will be next heard by the JJB, the lawyer said.

    During the hearing of the case on July 27, the JJB had heard the arguments of counsels of “Prince” and “Bholu” and the CBI.

    After hearing, the board directed a psychiatrist to give his opinion on whether it would be relevant to conduct any test which can establish whether the accused knew what he was doing when he allegedly killed the younger boy.

    The report of the team of three psychiatrists from PGI Rohtak was received by the JJB and was presented to all parties during the hearing on Friday.

    According to the report, the psychiatrists said that there is no scientific method or test which can shine a light on the state of mind of the accused when he committed the act five years ago.

    But on the basis of reassessment of old reports and records of the accused, they can give their opinion, they contended.

    Taking cognizance of the report, the JJB decided that on September 19 Bholu should be taken to PGI Rohtak for this re-assessment, and posted the matter for September 21 after the report of the assessment comes.

    After the boy’s murder on September 8, 2017, a bus driver was made the prime suspect in the incident and was sent to jail.

    But when CBI took charge of the investigation, “Bholu”, then a Class 11 student of the same school, was found allegedly to have killed the boy, and was taken in custody.

  • Minor boy asked to clean cow shelter, public place for posting edited image of Yogi Adityanath

    BUDAUN: A 17-year-old boy held for posting ‘objectionable’ pictures of Uttar Pradesh Chief Minister Yogi Adityanath was asked to clean a cow shelter and a public place for 15 days each as punishment by the Juvenile Justice Board.

    The boy had shared an edited image of the chief minister on social media on January 18.

    After investigation, police detained the minor, who confessed to have posted the pictures.

    His counsel, Jawahar Singh Yadav, told media about the decision of the JJB on Thursday.

    Judge Anchal Adhana, along with JJB members Arvind Gupta and Pramila Gupta, in the verdict on Wednesday said, “The minor will clean a cow shelter and a public place for 15 days each. This will instil a sense of service in him and he will get a chance to correct himself.”

    The board also slapped a fine of Rs 10,000 on him as punishment.

    The amount was deposited in the treasury by his parents on Thursday.

  • Juvenile Justice Board orders 15-year-old boy to work at cow shelter as punishment in Uttar Pradesh

    MORADABAD: In a unique punishment, the Juvenile Justice Board (JJB) in Uttar Pradesh’s Moradabad has ordered a 15-year-old boy to do 15 days of community service at a cow shelter. He will have to clean a public place for another 15 days.

    The boy was found guilty of sharing an ‘objectionable’ post against Chief Minister Yogi Adityanath on social media a month ago.

    Divulging details of the case, advocate Atul Singh, additional government counsel, said, “The accused had shared a morphed picture of the chief minister with an inflammatory message on social media. An FIR was registered by sub-inspector Rajesh Kumar at Sahaswan police station earlier this month against the boy under section 505 (public mischief) of the IPC along with section 67 of the IT Act. He was later sent to a juvenile home.”

    Considering his age and that it was his first offence, JJB members gave him an opportunity to ‘serve the community’.

    JJB president Aanchal Adhana along with members Pramila Gupta and Arvind Kumar Gupta, delivered the judgment on Monday.

    The JJB additionally slapped a fine of Rs 10,000 on the teenager under the IT Act, Singh added.
