  • ‘Negative powers’ attempting to create misconceptions over farm laws will fail: Jitendra Singh

    JAMMU: Asserting that the “negative powers” attempting to create misconceptions over the new agri laws would fail, Union minister Jitendra Singh on Saturday said the Centre is working with an open heart to address the ongoing farmers’ agitation.

    He, however, insisted that the new laws are “pro-farmer” and can never result in losses to them.

    “The government is working with an open heart to address this issue (farmers agitation). All the laws which have been enacted are pro-farmer and even the earlier governments were discussing implementing such types of laws in the country,” the minister of state in the Prime Minister’s Office told reporters at the BJP headquarters here.

    He said several Opposition leaders had spoken in Parliament in support of such types of laws earlier.

    “Now they are raising concerns on such things which are not part of these laws. Nobody can say that these laws can result in losses to the farmers,” Singh said.

    Responding to a question about many international personalities like pop star Rihanna speaking about the farmers’ agitation, he said, “Nobody can say these laws can result in losses to the farmers.”

    “Government is prepared to address the misgiving and misconceptions and this is the directive from the Prime Minister. I have full faith that the misunderstanding of the farmers will be addressed and the attempts to create misconceptions by negative powers will fail,” he said.

    Asked whether IAS officer Shah Faesal has a genuine change of heart or some type of backdoor talks are going on with him since he had started showering praises on Prime Minister Narendra Modi in the recent times despite being vocal in his criticism of abrogation of Article 370 and bifurcation of the erstwhile state into two Union Territories in August 2019, Singh said, “There is no issue discussing such a thing. The important thing is that there is heart transformation.”

    Singh congratulated the people of Jammu and Kashmir for getting back 4G mobile internet service after 18 months and said “media and students suffered because of lack of this facility”.

    Praising the Union budget for focusing on key sectors like health which was given a grant of over Rs two lakh crore by 137 per cent enhancement and infrastructure development like highways and railways, he said at a time when Modi’s New India will illuminate at the global level, Jammu and Kashmir has also been in the focus to ensure that it will shine alongside other parts of the country as well.

    “The new industrial policy worth over Rs 28,000 crore for Jammu and Kashmir has already been announced. There will be equitable development of both the regions,” he said, adding some projects gained momentum in Jammu like AIIMS whose director has also been finalised and announcement is being made shortly.

    The biotech park is ready in Kathua and so the first phase of the Ring road project.

    “There was some issue which delayed work in Kashmir but there was no discrimination,” he said.

    Singh said the northeast has emerged as an example of development model and similar focus is on Jammu & Kashmir which will have express road highway, Rs 3500 crore Delhi-Katra corridor, and a rail link connecting Jammu and Kashmir within next two years besides metro train in Srinagar and Jammu.

  • ‘Budget reflects PM’s vision for minimum govt, maximum governance’: Union Minister Jitendra Singh

    NEW DELHI: Union Minister Jitendra Singh on Friday said the Union budget 2021-22 truly reflects Prime Minister Narendra Modi’s vision for “minimum government, maximum governance”.

    Speaking to media persons, he said, as one of the six pillars of the visionary budget, it outlines plans for reforms as one of the core principles of minimum government, maximum governance.

    In this spirit, a number of steps were taken to bring reforms in Central Administrative Tribunals (CATs) in the last few years for speedy delivery of justice and the budget proposes to take further measures to rationalise the functioning of tribunals, said Singh, the Minister of State for Personnel, Public Grievances and Pensions.

    The minister said to have ease of doing business for those who deal with government or Central Public Sector Enterprises (CPSEs), and carry out contracts, the budget proposes to set up a conciliation mechanism and mandate its use for quick resolution of contractual disputes to instil confidence in private investors and contractors, according to a personnel ministry statement.

    Dwelling on some of the landmark good practices introduced by the Department of Personnel and Training (DoPT) and the Department of Administrative Reforms and Public Grievances (DARPG) over the last six to seven years, Singh recalled some of the revolutionary decisions taken to change the face of governance in the country.

    Enumerating a few among them, he mentioned the decision to allow self-attestation of certificates without attestation of a gazetted officer or anyone else, which was taken immediately after the Modi government came to power in 2014, the statement said.

    This was followed by the abolition of interview for selection to government jobs in certain categories, introduction of three months stint for new IAS officers in the central government before going to their respective state/UT cadre, amendment in prevention of corruption act, 1988 which included making the bribe-giver also culpable to offence, child care leave for male employees, enhancement of maternity leave for women employees, family pension for divorced daughters and introduction of digital life certificate for pensioners, among others, he said.

    Most importantly, Singh said, in the months of August and September, 2020, two historic decisions have been taken.

    One of them, he said, relates to ‘Mission Karamyogi’, which envisages continuous capacity building of every officer through digital mode in order to prepare him for every new assignment taken up by him and at the same time also enable the authorities to scientifically choose the right officer for the right assignment.

    The second decision relates to constituting National Recruitment Agency (NRA) for conducting Common Eligibility Test (CET) in order to provide level playing field to every job aspirant across the country, regardless of his socio-economic background, he said.

    Central Government announced to give Deepavali Bonus for government employees last week. These bonuses will be sent directly to the bank accounts of the employees through direct benefit transfer. This will benefit 30 lakh central government employees. Center said that the payment of this bonus of Rs 3737 crore will start immediately. Under this, 17 lakh non-gazetted employees of the Government’s Commercial Establishments like Railways, Post Office, Defense Productions, EPFO, Employees State Insurance Corporation will be given a Productivity Linked Incentive (PLI) bonus of Rs 2,791 crore. At the same time, 13 lakh employees working in the central government will be given Non-Productivity Linked (Non-PLI) bonus of Rs 906 crore.
