The administrative machinery in Bihar has been put on alert following a sensational complaint filed during Deputy CM Samrat Choudhary’s public grievance meeting. Jagdish Mukhiya, an elderly citizen, narrated how the local land mafia used a laced rasgulla to intoxicate him before fraudulently executing a land deed. Upon hearing the grievance, the Deputy CM immediately directed senior officials to conduct a thorough investigation, promising strict action against the accused and local officers who ignored the victim’s previous pleas.

Bihar’s corridors of power are opening up, thanks to Chief Minister Nitish Kumar’s no-nonsense directive that compels officials to meet the public without barriers. Tired of hearing stories of denied…

Bihar’s corridors of power are opening up, thanks to Chief Minister Nitish Kumar’s no-nonsense directive that compels officials to meet the public without barriers. Tired of hearing stories of denied access and bureaucratic arrogance, Kumar has laid down the law: meet the people or face consequences.

The order, announced during a review meeting with top bureaucrats, requires every administrative head—from SPs to SDMs—to dedicate specific time slots for direct citizen interaction. No more ‘I’m busy’ excuses; fixed darbar hours are now etched in stone.

This isn’t just rhetoric. Kumar has warned of strict penalties, including transfers and departmental inquiries, for non-compliance. In a state where corruption and delays are synonymous with government offices, this could be a game-changer.

Take the case of Gaya, where locals have long battled unresponsive officials. Post-directive, the DM’s office has seen queues form early, with grievances addressed on the spot. Similar scenes are unfolding across blocks and thanas, empowering the aam aadmi.

Kumar’s track record on governance reforms lends credibility to this push. His earlier campaigns against dowry and alcohol have shown his resolve, and now he’s targeting the ‘babu’ culture that alienates citizens.

Yet, challenges loom. With Bihar’s vast rural expanse and understaffed offices, can this scale? Experts like Prof. Uma Shankar from Patna University argue for digital integration—online booking alongside physical meets—to maximize reach.

Opposition parties have welcomed the step but demanded transparency, like public logs of meetings. As one RJD leader put it, ‘Actions speak louder than orders.’

If successful, this could redefine public administration in Bihar, making officials servants of the people rather than rulers. For millions awaiting justice, hope is finally knocking at the door—or rather, the officials are now required to open it.

Palamu’s Deputy Commissioner, Sameera S, convened a ‘Janata Darbar’ at the district collectorate’s meeting hall, dedicating her time to listen to the concerns of citizens from both urban and rural areas. Residents presented applications detailing their diverse issues, ranging from land disputes and ration card problems to property encroachments and delayed land acquisitions. The DC assured all attendees that their grievances would receive prompt attention, with action expected within 15 days. A particular case highlighted involved an employee whose salary was stopped since 2016 due to an incorrect birth date recorded in official records, despite his appointment in 2015 on compassionate grounds. He appealed for the restoration of his salary, which has made supporting his family difficult. In response to recurring complaints regarding the Bishrampur Anchal office, the Deputy Commissioner announced a separate review of its operations scheduled for November 18th, focusing on unresolved applications submitted to the Janata Darbar.

In a remarkable display of administrative efficiency, a resident of Ranchi, Mr. Srikant Tiwari, saw his 13-year-long struggle for land mutation come to an end in just 10 minutes at the Janata Darbar (public grievance redressal forum) of Ranchi Deputy Commissioner Manjunath Bhajantri. Mr. Tiwari, a retired official from the Pollution Control Board, had been trying to get the mutation done for his 07-decimal land in Tupuudana Mouza of Namkum Anchal since 2012. After examining the documents, the Deputy Commissioner instructed the Namkum Anchal Officer over the phone to proceed with the mutation, which was completed swiftly. Overwhelmed with gratitude, Mr. Tiwari thanked Chief Minister Hemant Soren and Deputy Commissioner Manjunath Bhajantri for their intervention.
