  • Avalanche warnings issued for higher reaches of Jammu and Kashmir

    SRINAGAR: The Jammu and Kashmir Disaster Management Authority (DMA) issued fresh medium and low-level avalanche warnings for the higher reaches of the avalanche-prone areas in the Union Territory on Tuesday.

    An official spokesperson said a medium-level avalanche warning has been issued for the higher reaches of Poonch, Rajouri, Ramban, Doda, Kishtwar, Anantnag, Kulgam, Kupwara and Bandipora districts, besides the Waltengu Nad, south and north portals of the Jawahar Tunnel, Verinag, Kapran, Chowkibal-NC Pass, Gurez, Dawar and Neeru areas.

    “Similarly, a low-level avalanche warning has been issued for the upper reaches of Udhampur, Baramulla,  Ganderbal, Sonamarg-Zojila, Z-Gali-Kalaroose, Kanzalwan, Tangmarg and Gulmarg,” he added.

    People living in these avalanche-prone areas have been advised not to venture out to avoid loss of lives, the spokesperson said.

  • Amid heavy snowfall, authorities in Kashmir order fuel rationing

    SRINAGAR: Authorities in Kashmir on Tuesday ordered rationing of petrol and diesel for vehicles to overcome any shortage of fuel due to closure of Jammu-Srinagar National Highway amid heavy snowfall.

    According to the order issued by Kashmir Divisional Commissioner P K Pole,  buses, trucks and commercial vehicles will get a maximum of 20 litres, while private vehicles (four-wheelers) will get only 10 litres.

    Three-wheelers will get five litres of fuel while two-wheelers will get only three litres. The administration has also put a cap of 21 days on refill for LPG cylinders.

    The tehsildars and tehsil supply officers concerned were directed to ensure implementation of the orders while line departments were instructed to crack whip on those indulging in malpractices like overcharging, black marketing or profiteering.

  • Jammu-Srinagar NH closed for third day; over 250 stranded vehicles cleared

    JAMMU: The Jammu-Srinagar national highway remained closed for the third consecutive day on Tuesday following heavy snowfall and multiple landslides, even as over 250 stranded vehicles, mostly carrying passengers, were cleared after the arterial road was briefly opened for one-way traffic between Banihal and Qazigund, officials said.

    The 270-km highway, the only all-weather road linking Kashmir with the rest of the country, was closed for traffic on Saturday night after Jawahar Tunnel, the gateway to Kashmir, experienced snowfall that left over 4,500 vehicles, mostly trucks stranded on either side.

    With no let up in the snow in and around Jawahar Tunnel coupled with multiple landslides, mudslides and shooting of stones from the hillocks overlooking the highway at various places between Samroli and Banihal, the strategic road was closed for vehicular traffic since Sunday, the officials said.

    However, they said over 100 Jammu-bound trucks were cleared from Jawahar Tunnel area after the Border Roads Organisation (BRO) managed to clear the road of over three feet of accumulated snow on Monday evening.

    Over 250 passenger vehicles and dozens of trucks carrying essential commodities to Kashmir valley were also cleared before the traffic was again halted at around 8 pm on Monday, the officials said, adding all the vehicles reached their destination safely.

    Dozens of passengers, including three cancer patients, were provided food and shelter by the local residents of Tathaar-Nowgam village of Banihal before they were allowed to move towards their destination by the authorities.

    The officials said a mud-slide which had struck the highway near Samroli in Udhampur district due to overnight rains was cleared around 2 pm Tuesday, thus paving the way for resumption of traffic on Jammu-Kishtwar-Doda highway.

    Despite inclement weather, they said the road clearance agencies concerned are working to ensure early reopening of the Jammu-Srinagar national highway.

    “The highway is blocked at multiple locations, especially between Panthiyal to Ramsu, due to land and mudslides along with heavy accumulation of snow in Jawahar Tunnel-Qazigund stretch.

    Efforts are on to restore the highway as soon as possible,” a traffic department official said.

    He said there are over 4,500 vehicles, mostly trucks, stranded on either side of the highway and these vehicles would be cleared first before allowing fresh traffic after the restoration of traffic.

    The Meteorological department has predicted improvement in the weather from Wednesday morning.

    “The prevailing weather condition is likely to continue till late tonight or early tomorrow (Wednesday).

    We are expecting a significant improvement in weather from Wednesday across J&K,” a spokesman of the MeT department said, predicting cold wave conditions from January 7.

    Meanwhile, Jammu and other plains were lashed by heavy rains, while high altitude areas in the region experienced intermittent snowfall for the third day on Tuesday.

    Jammu recorded 32.4 mm of rains during the past 24 hours ending 8.30 am Tuesday, the spokesman said, adding the city recorded a minimum of 11.9 degrees Celsius which was 4.6 degrees above normal during this part of the season.

    Bhaderwah in Doda ditrict, Banihal and Batote in Ramban district experienced 4 cm, 3.2 cm and 0.5 cm of snowfall during the same period, the spokesman said.

  • LG Manoj Sinha administers oath to Justice Pankaj Mithal as Chief Justice of HC for J-K, Ladak

    JAMMU: Lieutenant Governor Manoj Sinha on Monday administered the oath of office to Justice Pankaj Mithal as the new Chief Justice of the common High Court for the Union Territory of Jammu and Kashmir and the Union Territory of Ladakh at a swearing-in ceremony held at Convention Centre here.

    The Lt Governor congratulated Justice Pankaj Mithal for his new appointment.

    The Registrar General of the high court read out the warrant of appointment.

    Proceedings of the oath ceremony were conducted by Nitishwar Kumar, Principal Secretary to the Lt Governor.

    Chief Justice Pankaj Mithal has been appointed to head the High Court for Jammu & Kashmir and Ladakh in view of the retirement of Chief Justice Gita Mittal recently.

    Former Chief Justice, J-K, Justice Mittal, judges of the J-K high court, judges from Allahabad High Court, Members of Parliament, advisors to the Lt Governor, among other officials, were present on the occasion.

  • Heavy snowfall in Kashmir Valley; road, air links snapped

    SRINAGAR: A blanket of snow covered Kashmir on Sunday as most areas received moderate snowfall, cutting the valley’s surface as well as air connection with the rest of the country, officials said.

    The snowfall started during the night at most places and early in the morning at few places, the officials said.

    They said while some areas in north Kashmir received light snowfall, most areas in central and south Kashmir experienced moderate snowfall.

    The higher reaches of the valley experienced moderate to heavy snowfall, the officials said.

    “As of now, snowfall of same intensity is likely to continue till afternoon and there will be a temporary break till evening,” the officials said.

    Srinagar received about three to four inches of fresh snowfall, while Qazigund — the gateway town to the valley in south Kashmir recorded around nine inches of snowfall, they said.

    The officials said Pahalgam tourist resort recorded five to six inches of snow, while Kokernag about nine inches.

    The famous ski-resort of Gulmarg in north Kashmir received four inches of fresh snowfall, while the areas around Jawahar Tunnel on the Srinagar-Jammu national highway recorded about ten inches of snowfall, they said.

    The fresh snowfall led to the suspension of traffic on the highway.

    A Traffic Control Room official said the highway was closed for traffic movement due to heavy snowfall around Jawahar Tunnel.

    The snowfall also disrupted the air traffic to and fro Srinagar airport here.

    “No flight operations have taken place at the airport so far this morning due to accumulation of snow on the runway,” an official at the Srinagar Airport said.

    He said a decision to operate flights would be taken after the runway is cleared.

    The minimum temperature improved across the valley due to the snowfall but still stayed below the freezing point, the officials said.

    Srinagar city — the summer capital of Jammu and Kashmir — recorded a low of minus 1.5 degrees Celsius — up from the previous night’s minus 5.9 degrees Celsius, they said.

    The mercury at Gulmarg improved from the previous night’s low of minus 7.5 degrees Celsius to settle at a low of minus 5.0 degrees Celsius on Saturday night.

    Pahalgam tourist resort, which also serves as a base camp for the annual Amarnath yatra in south Kashmir, recorded a low of minus 1.5 degrees Celsius — up from minus 8.4 degrees Celsius on the previous night, the officials said.

    Qazigund recorded a minimum of minus 0.2 degrees Celsius, Kupwara, in the north, minus 3.3 degrees Celsius and Kokernag, minus 1.4 degrees Celsius.

    The MET Office said moderate to heavy snowfall, with isolated very heavy snowfall, was most likely to take place, especially in south Kashmir, Gulmarg, Banihal-Ramban, Poonch, Rajouri, Kistawar and Zanskar, Drass as well as on the higher reaches of Ladakh UT, over two days from Monday.

    “Overall, the snowfall will continue from Sunday to Tuesday forenoon with the occasional break. This may lead to the disruption of surface and air transportation, water-logging in plains of Jammu and Srinagar cities,” the MET Office said.

    Kashmir is currently under the grip of ‘Chillai-Kalan’ — the 40-day harshest winter period when a cold wave grips the region and the temperature drops considerably leading to the freezing of water bodies including the famous Dal Lake here as well as the water supply lines in several parts of the valley.

    The chances of snowfall are the most frequent and maximum during this period and most areas, especially in the higher reaches, receive heavy snowfall.

    While ‘Chillai-Kalan’ — which began on December 21 — will end on January 31, the cold wave continues even after that in Kashmir with a 20-day-long ‘Chillai-Khurd’ (small cold) and a 10-day-long ‘Chillai-Bachha’ (baby cold).

    The Home Ministry also recalled about 10 companies of CAPF from Jammu Kashmir in May. It has been reported that a total of 40 companies of Central Reserve Police Force (CRPF) and 20 companies of Central Industrial Security Force (CISF), Border Security Force (BSF) and Sashastra Seema Bal (SSB) were removed from Jammu and Kashmir within a week.
