  • Police carry out raids in three J-K districts after journalists receive ‘threat’ messages

    SRINAGAR: Police on Thursday carried out raids at multiple locations in three districts of Jammu and Kashmir after some journalists received threats online from terror outfits.

    “Searches are being carried out in multiple locations in Srinagar, Badgam and Pulwama districts in connection with ‘online journalists threat’ case,” Srinagar police tweeted.

    It said the ongoing searches were undertaken following leads received during similar searches a few days ago in the same case.

    ‘KashmirFight’, an online page used by terror outfits, had released a hitlist of journalists, accusing them of working at the behest of security and intelligence agencies.

    At least five local journalists have since resigned from their jobs.

  • LeT ‘hybrid’ terrorist, involved in labourer’s death, killed in encounter in J&K’s Anantnag

    SRINAGAR: A “hybrid” terrorist of Lashkar-e-Taiba, accompanying a police party for identifying a hideout, was killed in an encounter between security forces and ultras in Anantnag district of Jammu and Kashmir on Sunday, police said.

    “Hybrid” terrorists are not listed as ultras but are radicalised enough to carry out a terror strike and then slip back into routine life.

    The “hybrid” terrorist, Sajad Ahmad Tantray alias Furqan, a resident of Shirpora in Kulgam, was involved in the killing of a non-local labourer at Rakhmomen in Anantnag’s Bijbehara on November 12, a police spokesperson said.

    He was arrested and during questioning, he confessed to his involvement in the labourer’s killing.

    At his instance, a pistol used in the commission of the terror crime was recovered, the spokesperson said.

    Tantray also revealed information about the presence of terrorists in Bijbehara’s Cheki Duddo area, he added.

    On the basis of information provided by Tantray, the police said, a search and cordon operation was launched in Cheki Dudoo.

    As the search party approached the hideout, it came under heavy firing from the hiding terrorists and Tantray was critically injured.

    He was immediately shifted to a hospital in Bijbehara where doctors declared him brought dead, they said.

    The spokesperson said the cordon in the entire area has been strengthened with the help of reinforcements and the search operation is underway.

    Tantray was earlier a terrorist associate of LeT and was involved in various crimes regarding which cases were registered.

    He was also detained under the Public Safety Act (PSA) from June 2019 to December 2019, the spokesperson said.

  • Kathua rape-murder victim’s family awaits trial of accused Shubam Sangra in Pathankot

    NEW DELHI: Seeking justice for over four years, the family of the eight-year-old Kathua rape-murder victim is eagerly waiting for the start of the trial against Shubam Sangra, who will be treated as an adult following a Supreme Court order.

    The lawyer for the victim’s family, Mubeen Farooqi, told PTI from Malerkotla in Punjab that the trial should take place in Punjab as was done for the other accused and not anywhere else.

    If needed, they will approach the Supreme Court again to get clarity on this issue, he said.

    “We can’t have two appellate courts for the same case,” the lawyer said.

    The Supreme Court on Wednesday held Sangra, a key accused in the sensational gangrape and murder of the girl from a nomadic community in Kathua in Jammu and Kashmir in 2018, was not a minor at the time of the offence and ordered his trial as an adult.

    The top court also observed that a casual or cavalier approach by courts in such cases cannot be permitted.

    A bench of justices Ajay Rastogi and J B Pardiwala said though there was a “clear and unambiguous case in favour of the accused person’s juvenility on the basis of his birth certificate and school records, he cannot take shelter under such documents when a heinous crime has been committed”.

    It also chastised the CJM and the high court over their “casual and cavalier” approach while deciding the accused was a juvenile when the crime was committed.

    The minor girl was kidnapped on January 10, 2018 and was raped in captivity in a small village temple after being kept sedated for four days.

    She was later bludgeoned to death.

    Farooqi cited the 2018 order of the Supreme Court under which the trial of the case was transferred to Pathankot in Punjab and a day-to-day hearing was ordered after some lawyers in Kathua had prevented the Crime Branch officials from filing a charge sheet.

    “Now this is clear that the trial of the case has to be held in Pathankot only and if need be, we will approach the Supreme Court again to get clarity on this issue,” he said.

    The three-member bench of the Supreme Court headed by the then chief justice Dipak Misra had ordered shifting of the trial from Kathua and also made it clear that the District and Sessions Judge of Pathankot shall himself take up the trial and not assign it to any additional judge.

    Besides ordering daily in-camera hearings, the bench, which also comprised Justice D Y Chandrachud, who is now the Chief Justice of India, and Justice Indu Malhotra, had made it clear that “as this court (Supreme Court) is monitoring the matter, no court shall entertain any petition pertaining to the case”.

    “Though the apex court in 2018 gave all protection to Sangra, who was treated as a juvenile at that time, things have changed after Wednesday’s order. Hence, the trial should start at Pathankot only,” Farooqi said.

    Mohammed Yusuf, who had adopted the girl, was also hopeful that the trial in the case would begin as soon as possible.

    The special court had on June 10, 2019 sentenced three men to life imprisonment till their last breath for the ghastly crime that shook the nation.

    Sanji Ram, the mastermind and caretaker of the ‘devasthanam’ (temple), where the crime took place in January 2018; Deepak Khajuria, a Special Police Officer, and Parvesh Kumar, a civilian – the three main accused – were spared the death penalty, a punishment sought by the prosecution during the year-long in-camera trial.

    The three were convicted under Ranbir Penal Code (RPC) sections relating to criminal conspiracy, murder, kidnapping, gang rape, destruction of evidence, drugging the victim and common intention.

    The other three accused – Sub Inspector Anand Dutta, Head Constable Tilak Raj and special police officer Surender Verma – were convicted for the destruction of evidence to cover up the crime and handed down five years in jail and Rs 50,000 fine each.

    All three are out on parole now.

    The trial court had acquitted the seventh accused Vishal Jangotra, son of Sanji Ram, giving him the benefit of doubt.

    The trial of Sangra is expected to cast a shadow on Jangotra’s discharge.

    “There is a statement of Sangra pointing at his involvement and we are sure that the court will treat that statement as extracted from an adult and revisit the case,” a senior official associated with the case said.

    Sangra is at present lodged in a juvenile home in Kathua under the custody of a Chief Judicial Magistrate.

    The crime branch of Jammu and Kashmir police will be serving the order of the Supreme Court soon after which the accused is likely to be shifted to normal jail in Jammu before a decision on where to conduct the trial is taken.

  • Will fight next assembly elections: former J&K CM Farooq Abdullah

    JAMMU: Having already announced his decision to step down as president of the National Conference, former Jammu and Kashmir Chief Minister Farooq Abdullah on Saturday said he will be contesting the next assembly elections.

    Abdullah, who on Friday had announced he will be relinquishing the presidency of NC next month, said he is not escaping the responsibility and will continue to work to strengthen the party.

    “Insha Allah, I am going to fight the next Assembly elections whenever held (in J&K),” Abdullah told reporters here on the sidelines of a function organised to welcome new entrants into the party.

    Several prominent political activists, including Gurjeet Sharma from Nagrota, joined the National Conference in presence of Abdullah and Jammu provincial president Rattan Lal Gupta.

    Asked about the next party president, he said the National Conference is a democratic party and the party elections will take place on December 5 to elect a new leader.

    “People will file their nominations and the party delegates will decide who will be the next party president. I am going to contest the Assembly elections,” he said.

    He said the NC is ready for the assembly elections and will emerge as a victor to pull out J&K from its troubles.

    “Let them announce the dates, we will show them where they stand,” he said, apparently referring to the BJP which has claimed it will win 50-plus seats in the next assembly elections.

    Abdullah said the time has come for the youth to take the lead in the party.

    “Whatever was possible from me, I have done that. I am not escaping as I am a party man and will remain so. I will continue to work for the success of the party. Welcoming the new entrants into the party fold,”  he said their joining will further strengthen the party at the grass-roots level.

    “We will together strengthen the National Conference and will address all the issues of Jammu and Kashmir,” he said.

    Referring to 1996, when the National Conference formed the state government under his leadership, he said the party worked hard to bring J&K back on track at a time when everything was finished and only his party was on the ground.

    “What the National Conference has done is history. When we came back to power in 1996, gun and bomb attacks were taking place everywhere schools were closed and there were no roads and bridges.

    “We restored order, reopened closed schools by deploying ‘Rahbar-e-Taleem’ teachers, posted 300 doctors in far-flung areas and also restored the damaged infrastructure to bring J&K back on track,” he said, adding that parties which were nowhere then were trying to claim credit today.

    He urged the people to join hands with the National Conference to pull out Jammu and Kashmir and ensure that it marches alongside the rest of the country.

  • Three govt officials dead as vehicle plunges into gorge in Jammu and Kashmir’s Doda

    BHADERWAH/JAMMU: Three officials died and one more was critically injured when their vehicle skidded off a road and plunged into a deep gorge in Jammu and Kashmir’s Doda district on Monday, police said.

    The vehicle was carrying a team of the Roads and Building department when it met with the accident near Assar on the Batote-Kishtwar national highway around 10.45 am, local Station House Officer Bhuvinder Kotwal said.

    He said the vehicle rolled down 200 metres into the gorge, resulting in the death of Executive Engineer Rafiq Shah of Poonch, Assistant Executive Engineering Kamal Kishore Sharma of Udhampur and driver Mohd Hafeez of Doda.

    Superintending Engineer Suresh Kumar was critically injured in the accident and was shifted to a hospital, the SHO said.

    He said a preliminary investigation suggested that the accident occurred due to low visibility because of foggy conditions and heavy rainfall.

    NEW DELHI: The CBI has arrested four people including a Jammu and Kashmir police assistant sub-inspector and a CRPF constable in connection with sub-inspectors’ recruitment scam in the Union Territory, officials said Monday.

    The CBI has taken into custody Ashok Kumar, ASI, J&K Police, Surender Singh, Constable, CRPF, and two private individuals — Pradeep Kumar, packing in-charge at the printing press where papers were getting printed, and one Bajinder Singh, they said.

    The CBI probe in the scam has shown that Rs 20-30 lakh were allegedly paid by some aspirants to get advance copy of the papers, they said.

    “CBI has so far arrested 13 accused including two constables of JK Police, one CRPF official, one Ex Constable of CRPF, one Teacher of Govt of J&K, one Commandant of BSF and one ASI of Jammu and Kashmir Police,” the agency said in a statement.

The week-long training programme is being organised by Department of Chemistry in collaboration with Sophisticated Analytical Instrumentation Facility, Punjab University, under the aegis of a DST-sponsored ‘Synergistic Training Programme Utilizing the Scientific and Technological Infrastructure’.   • FM hints at possibility of Centre considering restoration of state status to J&K

    THIRUVANANTHAPURAM: Union Finance Minister Nirmala Sitharaman on Saturday hinted at the possibility of the Centre considering restoring state status to Jammu and Kashmir.

    She dropped the hint while talking about the distribution of funds to the states by the Centre as per the recommendations of the 14th Finance Commission.

    Delivering a lecture on Centre-State relations here, Sitharaman said Prime Minister Narendra Modi without any hesitation had accepted the recommendation of the 14th Finance Commission in 2014-15 that 42 per cent of all taxes– an increase from 32 per cent till then– should be given to the states.

    “That Finance Commission said now you raise it to 42 per cent… which means that Centre will have a lesser amount in its hand. Prime Minister Modi, without a second thought about it, fully accepted the Finance Commission recommendation and that is why today states get 42 per cent of the amount–now reduced by 41 per cent because Jammu and Kashmir is no longer a state.”

    THIRUVANANTHAPURAM: Union Finance Minister Nirmala Sitharaman on Saturday hinted at the possibility of the Centre considering restoring state status to Jammu and Kashmir.

    She dropped the hint while talking about the distribution of funds to the states by the Centre as per the recommendations of the 14th Finance Commission.

    Delivering a lecture on Centre-State relations here, Sitharaman said Prime Minister Narendra Modi without any hesitation had accepted the recommendation of the 14th Finance Commission in 2014-15 that 42 per cent of all taxes– an increase from 32 per cent till then– should be given to the states.

    “That Finance Commission said now you raise it to 42 per cent… which means that Centre will have a lesser amount in its hand. Prime Minister Modi, without a second thought about it, fully accepted the Finance Commission recommendation and that is why today states get 42 per cent of the amount–now reduced by 41 per cent because Jammu and Kashmir is no longer a state.”

    JAMMU: Dengue cases are on the rise in Jammu and Kashmir.

    The mosquito-borne viral disease has claimed 11 lives and left nearly 6000 people sick in Jammu and Kashmir this season, an official said.

    Jammu district alone accounted for the highest 4,464 dengue cases, he said.

    Against this backdrop, the Jammu Municipal Corporation (JMC) on Saturday intensified fogging drive to control the spread of the disease.

    The fogging drive was launched by JMC Mayor Rajinder Sharma from M A stadium to cover the areas where a high number of dengue cases has been reported, the official spokesman said.

    He said the areas covered during the drive included Rehari, Paloura, Janipur, Sarwal, Rajpura, Subashnagar, New Plot, Roopnagar, Talab Tillo, Bakshinagar, Muthi, Gandhinagar and Channi Himmat.

    The spokesman said the fogging drives will be done in all wards of the JMC in the coming days in coordination with the anti-malaria wing of the health department in Jammu.

    “Such drives shall continue to completely eradicate dengue from the city,” Sharma said, directing the health wing of JMC to put in place a sufficient number of men and machinery for conducting fogging in each and every area of the city.

    According to health officials, a total of 11 persons died due to dengue in Jammu and Kashmir this season, while nearly 6000 others have tested positive for the infection.

    The mayor appealed to all the inhabitants of Jammu city to avoid the accumulation of water at their homes, empty water coolers, and pots and keep the surroundings neat and clean.

  • Army foils infiltration bid, kills three terrorists along LoC in Jammu and Kashmir’s Poonch

    JAMMU: The army foiled an infiltration bid and gunned down three terrorist in an encounter along the Line of Control (LoC) in Jammu and Kashmir’s Poonch district on Thursday, officials said.

    While the body of one of the terrorists was recovered by soldiers, bodies of the other two, lying across the LoC, were taken back by villagers of Pakistan-occupied Kashmir (PoK), they said.

    “At about 1000 hours today, alert soldiers of the army observed suspicious movement of some individuals along the Line of Control in the Poonch sector (J-K), wherein they were trying to infiltrate across the Line of Control into the Indian side,” a defence spokesman said.

    The soldiers challenged the infiltrators who opened fire on them, he said.

    In an ensuing fire fight, three terrorists was killed, the officials said.

    Body of one of the terrorists has been recovered along with two AK-47 rifles, a pistol and war-like stores, the spokesman said.

    The villagers in PoK carried back the bodies of the other two terrorists, the officials said.

    The operation continues and a search of the area is underway, the defence spokesman said.
