  • 221 terrorists neutralised in J-K, stone-pelting incidents dropped to 327 in 2020: MoS G Kishan Reddy

    NEW DELHI: The law-and-order situation in Jammu and Kashmir is improving with a reduction in the number of violent incidents in the Union Territory and development works going on, Minister of State for Home G Kishan Reddy said in Rajya Sabha on Monday.

    He said stone-pelting incidents in the Union Territory have come down to 327 in 2020 from 2,009 in 2019 and the number of terrorists neutralised has gone up to 221 in 2020 from 157 the previous year.

    Reddy said ceasefire violations from Pakistan have increased.

    “Jammu and Kashmir is on the development path. People of Jammu and Kashmir are not asking for Article 370. People of J-K want development and employment for youth.

    “Pakistan frequently tries to infiltrate and violates ceasefire to stop construction and development work,” he said.

    The minister said 127 people were injured from ceasefire violations in 2019 but that dropped to 71 in 2020.

    There were 216 infiltration attempts in 2019, but it has reduced to 99 in 2020, he said.

    Terrorist violence also reduced to 244 in 2020 from 594 in 2019, the MoS Home said.

    Stressing that development works in Jammu and Kashmir were progressing in the right direction, Reddy said that two AIIMS-level super-speciality hospitals were being built in the Union Territory with an outlay of Rs 2,000 crore each while cancer hospitals were being set up in Jammu and Srinagar.

    “Jammu and Kashmir has received the entire Rs 881 crore of the allocated amount under the Prime Minister development programme,” he said, adding two cancer institutes have been approved in Jammu.

  • Kashmir man seeking son’s body charged under UAPA Act

    SRINAGAR: Police have charged a Kashmiri man seeking the body of his teenage son, who was slain by government forces, with conspiring to organize illegal processions, officials said Monday.

    Police said Mushtaq Ahmed and six others, including his two brothers, were charged last week under India’s harsh anti-terror law, the Unlawful Activities (Prevention) Act.

    Government forces fatally shot Ahmed’s 16-year-old son, Athar Mushtaq, and two other young men on Dec. 30 during what police described as a gunfight after the men refused to surrender on the outskirts of Srinagar city. They described the men as “hardcore associates of terrorists” opposed to Indian rule in Kashmir.

    Authorities buried them at a remote graveyard about 115 kilometers (70 miles) from their ancestral villages. Under a policy started in April 2020, Indian authorities have buried over 150 alleged Kashmiri rebels in unmarked graves, denying their families proper funerals. The policy has added to widespread anti-India anger in the region.

    The young men’s families have protested repeatedly seeking their bodies, while insisting they were not militants and were killed in cold blood. There is no way to independently confirm either claim.

    The killings and remote burial drew widespread public mourning. Videos on social media in which Ahmed sought his son’s body triggered an outburst of emotions as thousands rallied behind a “return the bodies” campaign.

    Last month, Ahmed dug a grave for his son at his village, demanding that his body be exhumed and returned for burial at his ancestral graveyard. The grave remains empty.

    Two police officials who spoke on condition of anonymity in keeping with government regulations said the defendants conspired to organize illegal processions, abetted anti-national elements and spread disaffection against the state.

    The defendants have not yet been taken into custody.

    The anti-terror law was amended in 2019 to allow the government to designate an individual as a terrorist. Police can detain a person for six months without producing any evidence, and the accused can subsequently be imprisoned for up to seven years. Rights activists have called the law draconian.

    “Police are seeking my silence,” Ahmed said by phone from his home on Monday. “But I refuse to be silenced. I will keep seeking justice and my son’s body.”

    India has long relied on military force to retain control over the portion of Kashmir it administers. It has fought two wars over the region with Pakistan, which also claims the mountainous territory. An armed uprising since 1989 against Indian control and subsequent Indian crackdown have killed tens of thousands of civilians, rebels and government forces.

    In August 2019, India revoked Kashmir’s semiautonomous status, clamped curfews and communication blackouts on the territory and arrested thousands, sparking outrage and economic suffering. Since then, authorities have introduced new laws and implemented policies that critics say are part of a plan to colonize the volatile region with Indian settlers.

    Indian officials have said such measures are necessary to integrate the region with India, foster greater economic development and stop threats from “anti-national elements” and Pakistan.

  • Azad raises doubts in RS over Centre’s intention to give full statehood to Jammu and Kashmir

    NEW DELHI: Questioning the ruling NDA on whether it wanted permanent UT status for Jammu and Kashmir, Leader of the Opposition in Rajya Sabha Ghulam Nabi Azad on Monday batted for the restoration of its statehood, saying development had halted, there was an increase in unemployment and industries were closing, making survival difficult in the region.

    The former Jammu and Kashmir chief minister said, “I want to ask Home Minister Amit Shah if the present cadre was working well then what was the need to merge it? You had promised that the statehood will be restored.

    “But bringing this bill creates suspicion that GoI wants to keep J&K permanently a union territory.”

    Opposing the Statutory Resolution and Legislative Business (Bill for Consideration and Passing) – the Jammu and Kashmir (Amendment) Bill 2021 as the first speaker, Azad said it was perhaps his last speech in the House and he didn’t want to use harsh language but contrary to the government’s tall promises behind converting J&K into UT, development had been stalled, industry couldn’t enter and unemployment was on the rise.

    Minister of State for Home G Kishan Reddy had earlier moved a motion for considering the bill and a statutory resolution on the draft law in Rajya Sabha.

    The senior Congress leader said Article 370 had only two conditions – outsiders couldn’t buy land or work there which had been in place since the time of Raja Hari Singh.

    Saying that only small chunks of land were there due to the region being mountainous and full of forests, he said on scrapping of Article 370 many MPs were elated to buy land but he had told them that land was too costly there and “even I couldn’t afford to buy” it.

    The earlier law ensured locals had jobs but now no new industries were coming up and even existing firms were shutting operations, he said, adding seven districts out of 10 in Jammu province had no industry and no proper rail connectivity.

    “No new industry is coming up at present. Of the 12,997 industries in Jammu, only 5,890 are functional, while 7,160 i.e. 60 per cent are closed. Development remains stalled. It is only on TV and not on roads,” he said.

    The condition of national highways is dilapidated and ceasefire violations have risen causing severe damage to land and property, he said and added that water supply was in shambles, while power tariff had risen abnormally to Rs 350 per unit from Rs 90 per unit.

    Tourism had taken a toll on account of months-long curfew earlier and then due to COVID-19 pandemic, schools, colleges and universities were closed and no salaries were being given to teachers.

    Had there been elected representatives they could have taken responsibility and addressed the issues, he said.

    Drawing Home Minister Amit Shah’s attention towards PhD and MPhil qualified 3,000 teachers, he said they were living from hand to mouth, barely being given Rs 3,000 a month and were on probation for 7 years.

    He said no where does this happen.

    “Give attention to such issues. Probation happens for six months. Had there been Assembly they should have gone there with their plight but they are forced to come to me. They can’t afford milk for infants on such a meagre salary,” Azad said.

    He said likewise 15,000 medical assistants and pharmacists were jobless.

    “Give statehood and conduct elections,” Azad demanded and said it is a border region and both the enemies — Pakistan and China — are sitting on our heads, and under the circumstance the government should strive to win the hearts of locals and strengthen its hands.

    He said people of Kashmir had always been with India and recalled how Kashmiris, including women and children, resisted Pakistan’s bid to capture the region in 1948, till the Indian Army reached there.

    Azad also said that though it was Muslim-majority state, the executive remained largely Hindus and urged the government not make “Kashmir a guinea pig for experiments.”

    While participating in the debate, BJP’s Dushyant Gautam said that political parties in the state were exploiting the people under the guise of Article 370.

    AIADMK’s A Navaneethakrishnan said the state requires more all India services cadre officers to implement the development schemes in the Union Territory.

    “It is for a good purpose. These amendments has been brought on. I welcome it and support this bill,” he said, adding that considering it is a border state, with threats from Pakistan and China, J&K should remain under the direct control of the Union Government.

    Manoj Kumar Jha of RJD wanted to know whether the changes proposed under the bill were temporary or permanent in nature.

    He also wanted to know from the government whether there had been any increase in fresh recruitment in militancy in the valley after the change of J&K’s status.

    Ashok Siddharth of BSP also supported the bill, however, said earlier 50 per cent of the state cadre KAS officials were elevated to IAS cadre but after this, their elevation would be reduced to only 33 per cent and this should be looked into.

    Sushil Kumar Gupta of AAP said the government should take steps to normalise the situation in J&K and restore its full statehood as promised earlier.

    Shamsher Singh Manhas of BJP said UTs of J&K and Ladakh have several development schemes which are getting implemented.

    “This is the only area where three AIIMS have been granted. One each for Jammu, Kashmir and Ladakh. It has also got one IIT and IIM,” he said, adding a new ring road for Jammu is also being constructed.

  • High-speed internet back in Jammu and Kashmir after 550 days

    SRNAGAR: In a huge relief to the people of the Union Territory, the Lt Governor administration in J&K on Friday lifted the ban on high-speed internet and announced the restoration of 4G mobile internet after nearly 550 days.

    ​These services were suspended in erstwhile state hours before scrapping of Article 370 on August 5, 2019.

    J&K government spokesman and Principal Secretary (Power & Information), Rohit Kansal announced the decision to restore high-speed mobile internet.

    “4G mobile internet services being restored in the entire J&K,” tweeted Kansal.

    After Kansal’s tweet, J&K Home Secretary Shaleen Kabra issued an order lifting restrictions on mobile and fixed landline internet. Restrictions on mobile internet speed were lifted after taking inputs from security forces and police, read the order.

    The Home Department has directed mobile internet service providers to provide access to the subscribers. The decision brought smiles back on the faces of people.

    “4G Mubarak! For the first time since Aug 2019 all of J&K will have 4G mobile data. Better late than never (sic),” tweeted former J&K Chief Minister and National Conference vice-president Omar Abdullah.

    Former IAS officer-turned-politician Shah Faesal, who quit politics after release from detention last year, said restoration of 4G internet is a positive development.

    People from all walks of life including students, doctors, professionals, government employees, journalists and businessmen have welcomed restoration of high-speed internet. 

  • All eyes on Apni Party as J&K DDC chairmen polls in five districts on Saturday

    SRINAGAR: The election for the five out of 20 District Development Council (DDC) chairmen in Jammu and Kashmir is being held on Saturday. The Apni Party of former PDP leader and influential businessman Altaf Bukhari may spring a surprise as the party, which had won only 12 out of 280 DDC seats in J&K, claims to have majority in two out of five DDCs, which will elect chairmen and vice-chairmen.

    The newly elected DDC members of Srinagar, Jammu, Kathua, Shopian and Kulgam district would elect the chairmen and vice-chairmen today.

    The first-ever DDC elections in J&K for 280 seats – 140 each in Kashmir and Jammu — was held in November-December 2020 and six parties Gupkar Alliance emerged as the single largest group with 102 seats while BJP emerged as single largest party with 75 seats.

    Of the five DDCs, BJP has got majority in Jammu and Kathua districts.

    The BJP’s nominee for DDC chairman in Jammu is Bharat Bhushan, former MLA while Suraj Singh’s name has been finalized as vice chairman of the DDC.

    Jammu DDC has been reserved for SC.

    Of the three DDCs in Valley, Gupkar Alliance won all 14 seats in Kulgam, seven in Shopian and three in Srinagar. The Apni Party had won two seats in Shopian and three in Srinagar, while independents won seven seats.

    The Apni Party may spring a surprise tomorrow as the party claims to have a majority in two DDCs — Shopian and Srinagar.

    Talking to TNIE, Apni Party senior vice president Ghulam Hassan Mir said the party has nine DDC members in Srinagar and 10 in Shopian as many newly elected members joined the party after results were declared on December 22, 2020.

    He said the party’s DDC members of Shopian and Srinagar would meet today morning to elect the chairmen before voting takes place in the DC office.

    Senior National Conference leader and Gupkar Alliance coordinator Justice (Retd) Hasnain Masoodi said the alliance has got majority in Kulgam and Shopian.

    Asked what would be the party’s approach in case Apni Party stakes claim on Shopian DDC and gets its own chairman elected, Masoodi said, “How can the party claim majority. We will take all the steps necessary to deny an opportunity to anyone, who wants to contradict and belie the spirit of mandate.  We will do whatever is legally possible”.

    He said the DDC election was held on party lines and if anybody changes loyalty after election results, he/she can be disqualified under the law and we will seek their disqualification in that case. “The defection amounts to denying the mandate of the people and it is against the spirit of constitution”.

  • 4G internet services to be restored in Jammu and Kashmir after 18 months

    After 18 months, 4G mobile internet services will be restored in entire Jammu and Kashmir, the UT’s Principal Secretary of Power and Information Rohit Kansal said.

    High-speed internet services were curbed after the government of India abrogated Article 370 on August 5, 2019. Article 370 accorded special status to the erstwhile state of Jammu and Kashmir.

    Later, high-speed internet services were restored in two districts — Ganderbal in Kashmir region and Udhampur in Jammu region — in August last year.

    Responding to the development, former J&K Chief Minister Omar Abdullah wrote on Twitter, “4G Mubarak! For the first time since Aug 2019 all of J&K will have 4G mobile data. Better late than never”.

  • PM Modi praise: Is Shah Faesal trying to claw back in Kashmir?

    SRINAGAR: After burning boats and criticising the Narendra Modi government for abrogating Article 370, IAS officer-turned politician Shah Faesal, who quit politics after his release from detention last year, has fuelled speculation that he is again trying to become part of the system by praising the Prime Minister and his government’s stand on farmers.

    Faesal’s new-found love for the Modi government has led to speculation that he may have mended his ways with the Centre and is eyeing a comeback in a different role in J&K.

    After two years of Faesal quitting his civil service job, his resignation has not been accepted by the government. A 2010 batch IAS topper, he had quit in January 2019 to join politics.

    Two months later, he formed J&K Peoples Movement. Faesal and his party became an instant hit among the youth. Despite that, some analysts opined that Faesal quit his job and plunged into politics at the behest of BJP to help the saffron party in the long run.

    He was among the signatories of the August 4, 2019, Gupkar declaration vowing to safeguard J&K’s special status and also among mainstream leaders arrested after the scrapping of Article 370.

    But after his release from detention, Faesal went silent and on August 10, announced quitting politics. After nearly five months of silence, Faesal praised the Modi government’s vaccination drive and described India as “jagat guru”. On the farmers protests, he backed the stand of Indian celebrities and cricket stars, saying: “Yes. Ghar ki baat ghar ke andar hi acchi.”

    ​With Faesal not missing an opportunity to praise Modi, there is speculation that he may return to his civil service job.

    There is also speculation that he may be appointed advisor to any of the two Lt Governors of J&K and Ladakh Untion Territories. For now, Faesal seems least bothered about the avalacnhe of trolls by netizens regarding his U-turn. Asked about his future plans, Faesal told The New Indian Express, “Have pat ience, you would know everything”.

    J&K’s Ayesha youngest Indian female pilot

    Women from Kashmir are breaking gender stereotypes. Now, 25-year-old Ayesha Aziz has become the youngest female pilot in India. In 2011, at the age of 16, Ayesha became the youngest student pilot to get a license and subsequently underwent training to fly MIG-29 jet at Russia’s Sokol airbase. She graduated from the Bombay Flying Club (BFC) and got her commercial license in 2017. According to Ayesha, she was very fascinated by flying and to be at 40,000 ft is a different charm. “You get to meet different type of people. It is a very challenging job because it is not like a normal 9-5 desk job”. Ayesha would inspire young women not only to dream high but also fly high.

    Courts to resume physical hearing albeit with riders

    After working in virtual mode following the outbreak of Covid-19 pandemic, the courts in Jammu and Kashmir would resume physical hearing from February 8.  The lawyers have been directed to follow the Covid-19 protocols to prevent spread of the virus. They shall be allowed entry into the court premises from February 8 but it would be regulated case-wise.  Only those lawyers whose cases are listed on that day can enter the court building on a given day. Once inside the court building, lawyers shall have to maintain social distancing and once their hearings are finished, they would have to leave the court premises. However, the entry of clerks and agents of the lawyers and litigants and public will remain prohibited. But the litigant, who has to argue his case personally, shall be allowed entry. 

     Jamaat chief’s PSA detention quashed

    The J&K High Court has quashed the stringent Public Safety Act (PSA) invoked on Jamaat-e-Islami chief Abdul Hamid Ganai saying his detention order was vitiated by “total non-application of mind by the detaining authority”. A division bench set aside the single-bench order. Hamid was arrested in March 2019 after Jamaat, the socio-politico and religious organisation, was banned by the government. The division bench noted that Ganai at the time of his detention was implicated in two FIRs but his PSA dossier does not mention whether he was ever arrested. 

    Departments told to update official websites

    The Jammu and Kashmir government has issued a slew of guidelines to various departments to ensure updation of their websites. The departments have been asked to ensure coherence in technical, design and navigation standards across all websites. It has been observed that websites of some departments/deputy commissioners and heads of departments either do not have functional e-mail IDs or do not have information of the latest government schemes and activities for public information. The government has also observed that the websites are not user-friendly, besides being non-compliant to the RTI regime. 

  • Pakistan violates ceasefire in Jammu & Kashmir’s Poonch

    POONCH: Pakistan violated ceasefire along the Line of Control (LoC) in the Mankote sector in Poonch district on Tuesday.

    “On February 2, at about 2.45 pm Pakistan initiated unprovoked ceasefire violation by firing with small arms and shelling with mortars along the line of control (LoC) in Mankote sector, district Poonch, Jammu and Kashmir,” the Indian Army said.

    The Indian Army is retaliating befittingly.

    Earlier on January 21, Pakistan violated the ceasefire in Poonch in which an Army personnel was killed.

  • Three Hizbul terrorists killed in encounter in J&K’s Pulwama; another gunbattle underway

    SRINAGAR: Three Hizbul Mujahideen terrorists were on Friday killed in an encounter with security forces in the Tral area of Jammu and Kashmir’s Pulwama district where another gunbattle was underway, police said.

    Security forces launched a cordon and search operation at Mandoora in the Tral area following information about the presence of terrorists there, they said.

    An encounter broke out after terrorists opened fire on the security forces, who retailed and killed three ultras in swift action, police said.

    The slain terrorists were identified as Waris Hassan, Aarif Bashir and Ahtishamul Haq.

    They were affiliated with proscribed Hizbul Mujahideen outfit, the police said.

    The trio was allegedly involved in several terror crimes, including a grenade attack in Tral bus stand area on January 2 this year.

    Another encounter broke out between terrorists and security forces in the Lelhaar area of Pulwama district after security forces launched a cordon and search operation, a police official said.

    The exchange of firing between the two sides was going on intermittently, he said.
