  • Security forces recover arms, ammunition during search operation in J&K’s Kishtwar

    JAMMU: Security forces have recovered a cache of arms and ammunition, including two pistols, during a search operation in Jammu and Kashmir’s Kishtwar district, Army officials said on Monday.

    A joint team of the Army and police launched a search operation in Chhatru forest area on Sunday, they said.

    During the search, they recovered a cache of arms containing two pistols, 40 rounds of ammunition, two wireless sets and other war-like stores, officials said.

    Chhatru forest lies along the known movement route of terrorists between south Kashmir and Kishtwar, they said.

    These caches have been created by terrorists in these remote areas to be used for destabilising the security situation which is heading towards normalcy, they added.

    The Army and police along with other security forces deployed in Kishtwar have recovered IEDs, explosives, arms and ammunition in recent months to thwart the nefarious designs of terrorists and their supporters.

  • J-K: Rise in tourist inflow cut short by COVID surge, doctors blame laxity by people, vaccine hesitancy

    SRINAGAR: Jammu and Kashmir witnessed a rise in tourist arrivals in the first quarter of this year but that was cut short by a sudden spike in coronavirus cases in the union territory, which many blame on the laxity by travellers in following COVID-appropriate behaviour.

    According to doctors, the prevalence of a new variant of the virus, vaccine hesitancy and negligence of the people in following standard operating procedures (SOPs) for containing the spread of the infection are also to be blamed for the spurt in cases.

    Over 23 per cent of the COVID patients detected in Jammu and Kashmir in March were travellers from different parts of the country.

    In April, so far, travellers constitute about 20 per cent of the total positive cases, official data reveal.

    Most of them were tourists, especially from Maharashtra and Gujarat.

    Tourists arriving in Kashmir through Srinagar airport were made to undergo RT-PCR test but it took two to three days for the reports to arrive.

    Until recently, There was no testing of those reaching here by road.

    “The main reasons for the surge in the cases in Kashmir are tourist arrivals, circulation of new strains, people not following the SOPs and their hesitancy towards vaccination,” a leading internal and pulmonary medicine expert, Dr Parvaiz Kaul, told PTI.

    Kaul, who is the head of the internal and pulmonary medicine department at Sher-e-Kashmir Institute of Medical Science, a COVID hospital here, said it is most likely that the spike in the cases is because of tourist arrivals.

    “By the time a tourist knows he is COVID-19 positive, he would have interacted with many people. Also, there is a good chance that some rapid tests which showed negative results were actually positive.”

    He also brushed off claims by authorities that there was no mutant strain of the virus in the Valley.

    “Only about 0.1 per cent of positive samples are sequenced in India, much fewer in Jammu and Kashmir. So how can we say that there is no mutant strain?” Dr Kaul said.

    A doctor, working at one of the Valley’s hospitals treating COVID positive patients, said the authorities “messed up” by allowing unregulated arrival of travellers without making it mandatory for them to carry negative RT-PCR report.

    “Many times, rapid test result comes negative despite the fact that the person is infected. Also, there was no testing till about a week ago for those arriving by road. They messed it up,” he said.

    A hotel in the heart of Srinagar had to be closed after several of its staff tested positive.

    Their testing was necessitated after RT-PCR reports of some tourists staying there, who were tested at the airport, came positive a couple of days.

    Kaul said there is a possibility of a rapid surge in the number of coronavirus cases in the Kashmir Valley as well.

    “We reach COVID peak slightly later than the rest of the country. The way they (authorities) kept everything open, especially tourism, was not good,” he said.

    Also, people were also not following the SOPs and guidelines, he said.

    “They were not wearing face masks or maintaining social distance. Though now, there has been some improvement, people are still congregating like in normal times,” Dr Kaul said.

    He said the people in Kashmir were also vaccine-hesitant.

    “If we do not follow SOPs or sanitise and don’t get vaccinated, then people are doomed,” he added.

    Asked if the healthcare infrastructure in Kashmir could cope with a possible rapid surge in cases, Dr Kaul said compared to the rest of the country, “our infrastructure is nothing”.

    “No infrastructure is good enough for a pandemic. When the numbers go up, any infrastructure can fail and that had what happened in the US, the UK and Italy. Their systems failed despite being way better than ours. Our systems have already collapsed,” he said.

    Referring to the COVID-19 situation in other states and metro cities like Delhi and Mumbai, Dr Kaul said what is happening there “is a lesson for us”.

    “In Kashmir, if only 10 or 15 per cent cases need ICU treatment, that means for about an average 2,000 cases, we need 300 ICU beds every day. This means, in two days our ICU bed capacity is full. The system will be overwhelmed in a matter of few days.”

    “That is why, preventive measures are very important,” he said.

    The doctor, however, said Jammu and Kashmir has an advantage when it comes to oxygen supply.

    “We have oxygen generation plants. It is a blessing. However, if people are not careful, then it is going to explode here as well,” he said.

    The doctor emphasised that there is no shortcut to observing SOPs and getting vaccinated.

    A hotelier said while his establishment was taking precautions, they have no control interactions by tourists, especially outside their hotels till their test reports come.

    “By the time someone is confirmed as COVID positive, he may have infected a lot of others,” he said.

    Jammu and Kashmir on Saturday recorded 2,030 fresh COVID-19 cases that took the union territory’s total tally of infection to 1,58,374 while 15 more fatalities pushed the death toll to 2,126.

    Of the fresh cases, 1,194 were reported from the Kashmir division and 834 were from the Jammu division.

    Srinagar district recorded the highest number of fresh cases at 591, followed by 530 in Jammu and 180 in Baramulla.

  • 10 pm to 6 am night curfew extended to all 20 districts of Jammu and Kashmir

    SRINAGAR: Lt Governor Manoj Sinha on Tuesday announced a night curfew to all the 20 districts of Jammu and Kashmir. In view of the consistent surge in the coronavirus cases in the region, the administration further ordered only 50% of shops to remain open on alternate days. 

    Taking to his official Twitter account, Manoj Sinha’s office announced that the night curfew will be from 10 pm to 6 am and it shall be extended to all municipal or urban local body limits of all the 20 districts of the state. 

    “Only 50% shops in Market complexes / Bazaars / Malls within the Municipal limits / urban local body limits shall be open on an alternate basis through a rotation system,” announced Lt Governor’s office.

    The night curfew was already enforced in eight districts earlier. 

    Jammu and Kashmir, on Monday, recorded 1516 fresh cases of COVID-19 and six deaths. Of the new cases, 768 were reported from Jammu and 748 from the Kashmir region. 

    Winter capital Jammu accounted for 451 cases and Srinagar, the summer capital, recorded 383 cases.

    As of now, Jammu and Kashmir has 12164 active cases. Of these, 7351 cases are in Valley and 4813 in Jammu

    In view of the surge in Covid cases, Lt Governor administration has also decided to permit public transport (matadors/mini-buses/buses etc) in Jammu and Kashmir to ply only at 50% of its authorized seating capacity.

    The District Superintendents of Police have been directed to ensure compliance to this effect.

    The District Magistrates have been asked to devise a mechanism to implement the new guidelines for market and malls, preferably in consultation with local market associations.

  • Encounter breaks out between terrorists and security forces in J-K’s Shopian again

    SRINAGAR: An encounter broke out between terrorists and security forces in Shopian district of Jammu and Kashmir on Monday, police said.

    The security forces had launched a cordon and search operation in the Zeipora area of Shopian district after getting information about presence of terrorists there, a police official said.

    He said the search operation turned into an encounter after terrorists opened fire on the security forces, who retaliated befittingly.

    There were no reports of any casualties so far on either side, the official said, adding that two to three terrorists were believed to be trapped.

    SRINAGAR:  The Peoples Democratic Party (PDP), which had emerged as a strong political force in Jammu and Kashmir after its launch in 1998, has been considerably weakened by defections. While PDP chief and former CM Mehbooba Mufti was under detention after scrapping of Article 370, several leaders quit the PDP to join the Apni Party. The majority of leaders in the Apni Party, which was floated in March last year and is said to have tacit support of BJP, came from PDP including its founder Altaf Bukhari. The desertions started after the fall of PDP-BJP coalition government in June 2018. 

    The first to rebel was influential Shia leader and former minister Imran Ansari. He accused Mufti of turning the party into a family fiefdom. Later, Mufti’s close aide and former MLA Peerzada Mansoor, who was booked twice under PSA after his detention following Article 370 scrapping, senior leader Khurshid Alam , founding member and former MP Muzaffar Baig and his wife Safina Baig quit the party to join Peoples Conference.

    Out of the 28 MLAs elected on PDP ticket to J&K Assembly in 2014, 18 have quit the party since the fall of PDP-BJP government. PDP leaders blame the Centre and J&K government for weakening the party in view of its stand on Article 370 revocation. Senior PDP leader Firdous Ahmed Tak said, “Some got unnerved by seeing greener pastures on the other side. But in the majority of cases, PDP leaders are being targeted.”

  • Schools, colleges, universities closed in J-K till May 15, only limited gathering allowed

    SRINAGAR: In view of surge in Covid cases, the Jammu and Kashmir administration on Sunday ordered closure of all educational institutions till May 15, put cap on gatherings and has made Covid-19 antigen test mandatory for all travelers to Jammu and Kashmir.

    The government in an order announced that all Universities and Colleges in J&K shall remain closed for imparting on-campus/in-person education to the students till 15.05.2021 except for the courses/programs that require physical presence of students on account of laboratory/research/thesis work and internship etc.

    The colleges will move to online mode.

    The order was announced after a detailed review of the current Covid situation in Jammu and Kashmir was conducted by the Lt Governor, Jammu and Kashmir, with the Chief Secretary, J&K, Financial Commissioner, Health; Administrative Secretary School Education, Administrative Secretary Higher Education; Divisional Commissioner, Jammu/Kashmir and other officers. 

    The order further stated all schools in J&K shall continue to remain closed for imparting on-campus / in-person education to the students till 15.05.2021.

    Announcing the cap on gathering, the order stated that ceiling on the number of people permitted to attend gatherings /functions shall be 20 in case of funerals: 50 for all kinds of gatherings at Indoor venues and 100 for all kind of gatherings at outdoor venues. 

    “The matadors/buses/minibuses and other modes of public transport shall ply strictly as per their authorized seating capacity. No standing will be allowed,” the order stated adding District Superintendents of Police shall ensure that this is strictly complied with and punitive measures are taken under relevant provisions of the law.

    It said the existing guideline for compulsory testing of all incoming passengers to J&K shall be strongly enforced. “All passengers or travelers coming to J&K, whether by rail, road or air, will have to compulsorily undergo a COVID-19 antigen test through any of the prescribed methods as per the protocol of the government”.

    In order to maintain social distancing in the markets, District Magistrates have been directed to put in place an effective mechanism to ensure COVID appropriate behaviour in all crowded markets/shopping complexes and malls. 

    “In this regard, necessary cooperation and support of the local Bazar / market associations may also be taken. Strict action will be taken if anyone is found in violation,” the order stated.

    The government encouraged the market associations to voluntarily try to stagger opening timings/ schedules to reduce crowds.

  • COVID-19: J&K postpones Class XI exams, social gatherings can have no more than 100 attendees

    JAMMU: Concerned over the spike in coronavirus cases, the Jammu and Kashmir administration on Saturday restricted the ceiling on social gatherings to 100 people and also announced the postponement of Class 11 examination.

    The latest directive comes two days after Lt Governor Manoj Sinha-led administration deferred biannual ‘darbar move’ to Srinagar, extended closure of all schools up to and including Class 12 till April 30 along with private coaching centres.

    It also cancelled the ongoing Class 10 examination being conducted by the Jammu and Kashmir Board of School Education (JKBOSE).

    There has been a spike in coronavirus cases in Jammu and Kashmir over the past one month. On Friday, the Union Territory recorded 1,144 new COVID-19 cases, including 180 travellers, taking the infection tally to 1,44,021, while two more coronavirus-related deaths pushed the toll to 2,048.

    On April 15, the Jammu and Kashmir administration came out with a series of COVID-control measures and announced deferment of the bi-annual darbar move, over a century-old exercise under which the government functions six months each in the twin capitals of Srinagar and Jammu.

    The civil secretariat — the seat of Jammu and Kashmir government — and other move offices including the Raj Bhavan were scheduled to close in Jammu on April 30 to May 1 and set to begin functioning in summer capital Srinagar from May 10.

    “In view of sharply rising cases of COVID in J&K, the government has taken a few important decisions ensuring safety of employees. Darbar move deferred because of COVID. Secretariat to function in both #Srinagar & #Jammu.

    Office functioning not to be affected because of e-Office,” Lieutenant Governor Manoj Sinha said in a series of tweets on Thursday.

    The administration has also ordered the cancellation of Class 10 examination and the postponed of Class 12 papers, besides ordering testing of all incoming travellers at Lakhanpur and inter-state movers at Thandi Khui in Samba district.

    It also ordered the closure of private coaching centres till April end.

  • Indian army sends civilian, who inadvertently crossed LoC, back to PoK

    JAMMU: A man, who had inadvertently crossed the Line of Control into India, was on Thursday sent back to Pakistan-occupied Kashmir (PoK) on humanitarian grounds, officials said.

    The Indian army handed over Ghulam Qadir to authorities in PoK at the Poonch-Rawalakote crossing point in Jammu and Kashmir’s Poonch district, they said.

    The officials said the hand over of Qadir, a resident of Ghim village in PoK’s Nikial area, took place around 11:55 am on Thursday at the crossing point on the Line of Control.

    Qadir, who inadvertently entered India on April 11 , was sent back on humanitarian grounds, they said.

  • Two JeM terrorists arrested in Jammu and Kashmir

    SRINAGAR: Two Jaish-e-Mohammed (JeM) terrorists, along with three over ground workers (OGWs), have been arrested in Jammu and Kashmir, police said on Wednesday.

    Inspector-General of Kashmir police Vijay Kumar informed that JeM terrorists Zaheen Javaid Dar and Javaid Ahmed Dar along with three OGWs have been arrested by Kulgam police.
