  • PAGD leaders meet in Srinagar, first time after PM Narendra Modi’s all-party meeting on Jammu and Kashmir

    SRINAGAR: A meeting of the People’s Alliance for Gupkar Declaration (PAGD) was held here on Sunday, the first such meet after Prime Minister Narendra Modi’s all-party meeting on Jammu and Kashmir in New Delhi on June 24.

    The meeting of the leaders of the alliance, which seeks the restoration of the special status of the erstwhile state of Jammu and Kashmir that was revoked by the Centre in August 2019, also came ahead of the visit of the members of the Delimitation Commission to the Union Territory.

    A PAGD leader said the meeting was held at the residence of alliance chairperson and National Conference (NC) president Farooq Abdullah at the Gupkar locality of the city here.

    All the leaders of the alliance, including People’s Democratic Party (PDP) president Mehbooba Mufti, and its chief spokesperson M Y Tarigami, were present at the meeting, he said, adding that NC vice-president Omar Abdullah was also present.

    The leader said it was the first meeting of the alliance after the prime minister’s all-party meeting with the leaders of the mainstream political parties of Jammu and Kashmir in New Delhi on June 24.

    “The meeting was actually scheduled on June 29, but was postponed because of some personal commitments of alliance vice chairperson Mehbooba Mufti. So it was held on Sunday,” he said.

    He said the leaders discussed Modi’s all-party meeting and the current situation in Jammu and Kashmir.

    “The alliance is committed to its core agenda — for which it was formed — and we reiterated what we stand for and what we seek,” the leader said.

    He, however, refused to share further details, saying the alliance’s chief spokesperson will brief the media about the meeting.

    When contacted, CPI(M) leader Tarigami said the details of the meeting will be shared on Monday.

    Another PAGD leader and NC’s Member of Parliament Hasnain Masoodi said the meeting dispelled the rumours of some differences within the alliance.

    “I can only share that the meeting took place and every member attended it. This should dispel the rumours that were going on. There are no differences within the alliance and everyone is on the same page,” he told PTI.

  • JKPCC resolves to fight for restoration of statehood in Jammu and Kashmir

    SRINAGAR: The Jammu and Kashmir Pradesh Congress Committee (JKPCC) on Saturday said the party will vigorously fight for restoring statehood with constitutional guarantees that was the milestone to a democratic process in the Union Territory.

    The JKPCC held a meeting of its senior party leaders and former legislators in the summer capital here to debate and discuss the current situation in J-K, a party spokesman said.

    He said the leaders also discussed the recently held all-party meeting chaired by Prime Minister Narendra Modi in Delhi.

    The spokesman said JKPCC president Ghulam Ahmad Mir told the meeting that the Congress party stressed on the restoration of statehood with constitutional guarantees, besides the delimitation and political process, in the all-party meeting in which former chief minister and leader of opposition Ghulam Nabi Azad also participated.

    Mir said the party urged the Centre to move forward in that direction to fulfil its commitment.

    “The Congress party in the all-party meeting told the prime minister and home minister that people of J-K have witnessed worst and this was the opportune time to clear the doubts, fears and apprehensions amongst the people of J-K,” Mir told the meeting.

    The spokesman said apart from the deliberations over the all-party meet, the JKPCC meeting also discussed many issues of public importance.

    The leaders present in the meeting endorsed the party’s viewpoint in the PM’s all-party meet and assured that the party will vigorously fight for the restoration of the statehood with constitutional guarantees which was the milestone to the democratic process in J-K, the spokesman said.

  • Pakistani intruder arrested along LoC in Jammu and Kashmir’s Poonch

    JAMMU: Security forces on Saturday arrested a Pakistani intruder along the Line of Control (LoC) in Jammu and Kashmir’s Poonch district, officials said here.

    The troops picked up a suspected movement along the LoC in the forward area of Gulpur and intercepted the intruder, they said.

    He was arrested and is being questioned, the officials said.

    The man has been identified as Javaid of Chopur, they added.

  • Delimitation commission to meet election officers and political leaders during Jammu and Kashmir visit next week

    SRI NAGAR: The Delimitation Commission, which would be arriving on a four-day visit to Jammu and Kashmir from July 6-9, would interact with District Election Officers (DEOs) of all 20 districts of and leaders of political parties.The Commission headed by Justice (retd) Ranjana Prakash Desai, which has been tasked with redrawing Parliamentary and Assembly constituencies in J&K, would meet DEOs in Pahalgam and Srinagar in Kashmir and Kishtwar and Jammu in Jammu.

    The Commission would seek data on voters’ lists. Topography and other compositions of districts and Assembly constituencies would also be sought. Sources said J&K’s Chief Electoral Officer has invited political parties to interact with the Commission in Srinagar. Parties invited include National Conference, Peoples Democratic Party, Apni Party, CPI-M, Peoples Conference, Congress, JKANC, JKNPP and BJP. It is likely that representatives of all parties would attend the meeting.The NC, which has boycotted Delimitation Commission proceedings and PDP, which has been very vocal on Article 370 revocation, are also expected to attend the meetings.

    It would be the Commission’s first visit to J&K after it was formed in March last year to carve out more Assembly and Parliamentary constituencies in J&K after the scrapping of Article 370 and bifurcation of the state into two UTs. Its one-year-term was extended this March. The delimitation exercise is carried out as per 2011 Census, in which Kashmir’s population was 68,88,475 and Jammu’s 53,78,538.

    At present, the Assembly has 83 seats — 47 in Kashmir and 36 in Jammu. Once the delimitation exercise is completed, Assembly seats in J&K will increase to 90. After the June 24 all party meeting in New Delhi, the Centre unveiled a roadmap  of “Delimitation, election and statehood”.

  • Delimitation commission to meet political parties separately during Jammu and Kashmir visit next week

    SRINAGAR: Taking forward the initiative of Prime Minister Narendra Modi, the delimitation commission has invited leaders of all national, regional and registered political parties of Jammu and Kashmir for separate meetings during its visit to the Union Territory next week, officials said here on Friday.

    The commission led by Justice (retd) Ranjana Prakash Desai and Chief Election Commissioner (CEC) Sushil Chandra may also hold separate meetings with civil society groups and similar organisations after they obtain prior approval and time slots through their respective deputy commissioners (DCs).

    The commission will undertake a four-day visit to Jammu and Kashmir from July 6-9 and will interact with leaders of political parties and officials to gather “first-hand” inputs on the conduct of the mega exercise to carve out new constituencies there.

    The prime minister, during the June 24 meeting with 14 leaders from Jammu and Kashmir, had said the ongoing delimitation exercise has to happen quickly so that polls can be held to install an elected government that gives strength to its development trajectory.

    In a series of tweets after a three-and-a-half-hour-long meeting with the leaders that included four former chief ministers, the prime minister said, “Our priority is to strengthen grassroots democracy in JK.

    Delimitation has to happen at a quick pace so that polls can happen and JK gets an elected government that gives strength to JK’s development trajectory.

    ” The delimitation, therefore, has attained an urgency amid indications that the Centre is keen to hold early assembly elections in Jammu and Kashmir.

    There is speculation that the polls could be held in the next six to nine months.

    Officials said the commission, during its visit next week, has asked the chief electoral officer of the state to ensure that representatives of each registered, national and regional political party is provided a separate time slot so that separate discussions can be held with each one of them.

    The commission will be interacting with the political parties and their leaders in Srinagar on July 6 and those in Jammu on July 8.

    The three-member commission, with the JK CEO being the third member, will also have separate interactions with the DCs, they said.

    A statement from the delimitation commission had earlier said that during the visit, it will interact with political parties, public representatives and Union Territory administration officials including district election officers/deputy commissioners of 20 districts to gather first-hand information and inputs concerning the ongoing process of delimitation as mandated under the Jammu and Kashmir Reorganisation Act, 2019.

    It had said that the commission expected that all stakeholders will “cooperate” in this endeavour and provide valuable suggestions so that the task of delimitation is completed timely.

    Once the delimitation exercise is completed, the number of assembly seats in Jammu and Kashmir will go up from 83 to 90.

    Twenty-four seats of the Assembly continue to remain vacant as they fall under Pakistan-occupied Kashmir (PoK).

    JAMMU: Asserting that Pakistan-based Lashkar-e-Taiba (LeT) and Jaish-e-Mohammad (JeM) outfits are behind the dropping of arms, IEDs and narcotics by drones in Jammu and Kashmir, Director General of Police Dilbag Singh said on Friday that the time has come to defeat and reject terrorism to usher in peace and development in the Union Territory.

    He said counter-insurgency operations would be further speeded up to wipe out terrorism, while efforts are on to further strengthen security arrangements to counter the threat posed by the drones, especially in the aftermath of the recent attack on the Indian Air Force base in Jammu.

    Talking to reporters after the attestation-cum-passing-out parade of the 27th Basic Recruitment Training Course (BRTC) in Kathua district, the DGP said LeT’s hand is suspected behind the twin drone strikes inside the IAF station, Jammu in the early hours of Sunday.

    “The investigation [in the IAF bombing] is in progress. We have not reached any conclusive stage so as to say who is actually involved but now that we have past history of Lashkar using drones to drop weapons, narcotics on this side besides the ready-made Improvised Explosive Devices to be planted at various locations. So at this stage, I would only say that LeT hand is suspected and rest when we move further in the investigation we will be able to say further,” Singh said.

    Referring to the arrest of a terrorist with 5.5 kgs of IED in Jammu, he said a module was busted which was planning to carry out an IED explosion at a crowded place to cause large number of casualties on the same day when the twin bombs were dropped on the air force station.

    “The IED came and was sent from the LeT handler from that side [Pakistan]. The fellow who was to receive that IED has been arrested by police and is being interrogated. The IED was to be planted at a crowded place to cause a large number of casualties,” the police chief said, complimenting the security agencies and Jammu police for the successful operation of thwarting the attempt before the IED could be planted.

    Before the attack in Jammu, Singh said over a dozen incidents of weapon droppings by LeT with the use of drones have taken place.

    He said RDX was found used in the IED which was recovered.

    “It was fabricated to be carried and dropped by a drone,” he said.

    Describing drones as a major security threat, Singh said “the use of drones by anti-national elements, terrorists, to drop weapons and IEDs is a threat and we are taking counter steps (to defeat their designs).”

    The DGP said Jammu and Kashmir has witnessed lot of death and destruction due to terrorism.

    “My message to the youth is that there is enough bloodshed of innocents by terrorists and the time has come to reject and defeat terrorism on every front. Youth should be equal partners in peace, prosperity and development and should save themselves from such activities which are not beneficial to them, their families and the society as a whole,” he said.

    About recruitment of local youth in terrorist ranks in the valley, he said the recruitment is taking place but it is much less than the earlier.

    “We have been engaging the youth in a positive direction and it (the recruitment) is almost nil compared to previous years. In future, we believe it will drop further,” he said.

    When asked about the rise in encounters between security forces and terrorists in the valley, the DGP quipped “more encounters will take place”.

    “There are people who are enemies of peace and a threat to the lives of innocents. They are involved in acts of terror and linked to [terror] groups outside J&K and planning violence in different areas. They [terrorists] will be finished and so operations are being further intensified against them,” he said.

    The DGP said the ceasefire between India and Pakistan is holding on the Line of Control and International border.

    “There is lull on that count as there is no ceasefire violation reported as of now [after the February agreement between India and Pakistan]. However, the weapon dropping through drones from across the border is taking place at the behest of LeT and JeM, which are actually operating from Pakistan,” he said.

    When queried on whether the drone used to bomb the IAF station had come from Pakistan or launched by someone in the vicinity of the base, he said the investigators suspect that the drone has come from across the border but the second aspect cannot be ruled out at this point of time.

    The police chief said all the security agencies have got together after the drone strike and held a series of meetings to review the security arrangements of vital installations and places to ward off such types of attacks in future.

    “Some additional measures have been taken which cannot be discussed in the media. Some measures have been taken and more measures are in the pipeline,” he said, adding “some new technology has also been deployed (to counter the drone threat).

  • Army jawan killed in encounter with militants in J&K’s Pulwama

    SRINAGAR: An Army jawan was killed in an encounter with militants in Pulwama district of Jammu and Kashmir on Friday, police said.

    Security forces launched a cordon and search operation at Hanjin village in Rajpora area of the district, following information about presence of militants there, a police official said.

    He said the search operation turned into an encounter after militants opened fire on the security forces, who retaliated.

    One soldier was injured in the initial exchange of firing with militants, the official said, adding that the jawan succumbed to injuries at a hospital here.

    He said three to four ultras were believed to be trapped in the encounter.

  • Kargil team for statehood to Ladakh, return of Article 370

    NEW DELHI: An 11-member delegation of leaders from Kargil region on Thursday demanded that the Centre restore the special status granted under Article 370 of the Constitution and also sought the power to decide on permanent residents as well as full statehood for Ladakh.

    The delegation comprising political leaders and civil society members met Minister of State for Home G Kishan Reddy almost a week after Prime Minister Narendra Modi hosted 14 leaders from Jammu and Kashmir.

    During that meeting, the Centre had urged them to help in the progress of the delimitation exercise. It had not made promises on any immediate statehood to the union territory. During Thursday’s meeting which lasted for more than two hours, Kargil Democratic Alliance (KDA) leader Asgar Ali Karbalai said they called for the need for restoration of Articles 370 and 35A, and full-fledged statehood for Ladakh. He expressed confidence that more meetings would take place. 

    Qamar Ali Akhoon, another leader, said that they were against creation of the UT of Ladakh and sought statehood. The delegation also discussed development issues, he added. According to sources in the MHA, the delegation was given patient hearing in the meeting with top officials.
