  • Three over ground LeT workers held for grenade attack on CRPF camp in J&K’s Kupwara

    KUPWARA: Jammu and Kashmir police on Thursday arrested three overground workers (OGWs) for a grenade attack on the Central Reserve Police Forces (CRPF) camp in the Langate area of Handwara in Kupwara district.

    As per a statement released by the police, in a joint cordon-and-search operation (CASO) of Special Operations Group (SOG) and regular recruits, an OGW named Ishfaq Ah Dar was apprehended and the CASO team recovered arms and ammunition from his possession.

    “On further interrogation, the involvement of two more OGWs namely Jamsheed Ah Shah and Javed Ah Khan came forth and they were also apprehended along with arms and ammunition,” read the statement.

    The police informed that all three OGWs are associated with LeT Tanzeem and were involved in supporting terrorist activities. The accused have accepted their involvement in the grenade attack incident at Langate.

    Earlier on August 16, a CRPF jawan was injured after terrorists hurled a grenade at security forces in the Langate area of Handwara.

    “All three OGWs have been booked under section 307 of Indian Penal Code and sections 3 and 4 of Explosive Substances Act,” said the police. 

  • Jammu and Kashmir grants six-month adoption leave to woman employees

    SRI NAGAR: In order to encourage couples to adopt infants, the Lt-Governor administration in Jammu and Kashmir has decided to grant 180 days’ leave to woman employees on adoption of a child below one year of age. Exercising his power conferred under Article 309 of the Constitution, the L-G directed Rule 41-B to be added to the Jammu and Kashmir Civil Services (Leave) Rules, 1979.

    Under this new rule, a woman government employee with less than two surviving children, “on valid adoption of a child below the age of one year”, may be granted child leave by a competent authority “for a period of 180 days immediately after the date of valid adoption”, reads the order issued by J&K Additional Chief Secretary (Finance) Atal Dulloo.

    During the period, the employee shall be paid a salary equal to the pay drawn immediately before proceeding on leave. The child adoption leave may be combined with other leaves.The adoptive mother may be granted leave of the kind due and admissible (including leave not due and commuted leave not exceeding 6o days without production of medical certificate) for up to one year, reduced by the age of the adopted child on the date of adoption.

    An adoptive mother with two surviving children at the time of adoption will not be entitled to the leave. If age of the adopted child is less than a month on the date of adoption, leave up to a year may be allowed. If the age is six months and above but less than seven months, leave up to six months may be allowed. If the age of the child is nine months and above but less than ten months, leave up to three months may be allowed.

    SRINAGAR: A day after the Gupkar Alliance passed a resolution calling for the restoration of Articles 370 and 35A and statehood to J&K, PDP chief and former Chief Minister Mehbooba Mufti on Wednesday said J&K had acceded to the secular India of Gandhi, Nehru and the Congress and alleged that anyone speaking against the Centre is being put behind bars.

    Talking to reporters in south Kashmir’s Shopian district, Mehbooba praised party workers for standing by the PDP. “The leaders have run away but workers are standing on the ground,” she said.

    Asserting that J&K acceded to India due to the secular culture of the country, Mehbooba said, “The Congress may have some shortcomings, but the fact is that J&K acceded to secular India of Jawaharlal Nehru, Mahatma Gandhi and Indira Gandhi. The Congress played a key role in J&K’s accession to India. Had there been no Nehru or no Congress and had there been no secular culture, I don’t think J&K would have acceded like this to India.”

    Taking a dig at the BJP-led government, Mehbooba said any activist, politician or student who speaks against the Centre is being jailed.

    “The people of Kashmir should not feel disheartened. Whatever assets the Congress government created in the last 70 years, this government is selling. They are selling roads, bridges, petrol pumps, airports, railway stations, power projects, toll plazas etc. They have sold the entire country. What can we expect from them,” she asked.

    The former J&K CM alleged that people in Kashmir are being suppressed. “I told PM Modi during the all party meeting that you should stop this suppression,” she said.

    Alleging that the Centre is telling lies that no political leader in J&K is in jail, she said, “A lot of political leaders are in jail. People are being released after decades by the courts. They are being released after being proved innocent in the courts.”

    “About 1000 to 1200 people from Kashmir are still in jails. Many of them are lodged in jails outside Kashmir and it is difficult for their family members to meet them and they have to arrange funds to meet them,” Mehbooba alleged.

    Referring indirectly to the new domicile law, Mehbooba said India has 10 lakh troops in Kashmir and they will bring 10 lakh more here to give them plots.

    “The Centre should have made a relationship with the people of J&K but they are after its land. Why is the Centre after the land,” she asked.

  • Parliamentary panel raises concern over delay in projects in J&K, Ladakh

    NEW DELHI: The Parliamentary Standing Committee on Home Affairs, in a recently concluded visit to both Union Territories of Jammu and Kashmir and Ladakh, have raised serious concern over the delay and red tapism in the bureaucracy.

    According to the sources, the panel members were reported about the delay and red tapism in the bureaucracy which has been hampering the pace of development in Jammu and Kashmir and Ladakh and many new schemes announced by the Union government were getting affected.

    “Both the UTs are waiting for development that has been hampered by bureaucratisation of the process and a monopoly over releasing funds,” a source familiar with the development said.

    The Committee, headed by Congress Rajya Sabha Member Anand Sharma, was on the visit to J&K and Ladakh from August 17 to 21 and met with officials from the Central Reserve Police Force, Border Security Force, the administration of both UTs and also some industry leaders.

    Expressing satisfaction over the militancy which is at an all-time low and there have been no instances of stone pelting in the Valley, the members also visited the CRPF camps and the border areas.

    The sources also said that Committee members were not happy to see the living conditions of the CRPF personnel and quality of the food being provided to them and noted that these should be improved at the earliest.

    The panel members also visited border areas on the ‘Line of Control’ and raised concern over the pathetic conditions of the roads leading to ‘Border Out Posts’.

    “The panel also observed that in a tense situation, the army has to mobilise in a short period of time, thus, the roads have to be improved,” the sources said.

    In Ladakh, the panel members were reported about delay in releasing funds for development works which generally underutilised because of the delay, the sources further said.

    With an aim to review the administration and development of the region and review the working conditions of central police forces, the parliamentary panel visited the two UTs after two months when Prime Minister Narendra Modi met top politicians of Jammu and Kashmir on June 24.

    It was the first high-level interaction between the Central Government and political leaders from J&K after August 5, 2019, when the Centre revoked the special status of Jammu and Kashmir and bifurcated it into two union territories.

  • Three terrorists killed in encounter in J-K’s Sopore

    SOPORE: Three unidentified terrorists were killed in an encounter in Jammu and Kashmir’s Sopore on Tuesday, police said.

    The police recovered arms and ammunition besides other incriminating material from the site of the encounter.

    “#SoporeEncounterUpdate: 01 more unidentified #terrorist killed (Total 03). #Incriminating materials including #arms & ammunition recovered. Operation over. Further details shall follow. @JmuKmrPolice,” tweeted the Kashmir Zone Police.

    The clash between the terrorists and security forces broke out in the early hours of Tuesday when the on-duty police came under attack from heavily-armed terrorists. The forces retaliated.

    “#Encounter has started at #Sopore. Police and security forces are on the job. Further details shall follow. @JmuKmrPolice,” the police informed through a tweet earlier.

    As the encounter continued, two terrorists were neutralised by the security forces.

    “#SoporeEncounterUpdate: 02 unidentified #terrorists killed. #Search going on. Further details shall follow. @JmuKmrPolice,” the tweet said.

    Investigation into the encounter and affiliation of the slain terrorists is underway. More details are awaited.  

  • Army felicitates group of Kashmiris rescued from clutches of terror group 23 years ago

    NEW DELHI: In a gesture sending a reassuring message to youth who have joined various terror groups in the Kashmir Valley, the Indian Army on Monday celebrated the homecoming of a group of youths who were rescued before they could be taken across the Line of Control to Pakistan Occupied Kashmir to get trained in violence and come back to join a terrorist group 23 years ago. Nineteen of the 23 youths attended the programme.

    The Indian Army said, “On 23 Aug 1998, 23 young boys, mostly juveniles from Ganderbal district, were lured and coerced by local terrorists to join terrorist ranks. Most of them were from extremely humble backgrounds with no ability to sustain the pressures by the nexus network.”

    To commemorate this day, an event on Tuesday was organised at Manasbal lake, which was attended by the rescued individuals, along with their families.

    Recalling the incident, the Army said, “Over a period of 10 days from August 4-14 1998, Bambar Khan, with the help of local over ground workers, had collected these 23 young boys, all below 18 years of age, either by force or through radicalization and had kept them in the dense jungles of Ajas.” Thereafter, the group moved across the Shamsha Bari range into Gurez Tulail Valley, with the aim of going across the LoC, into POK.

    “These young boys were being compelled into a path of militancy through false promises by a fellow Kashmiri Bambar Khan, a resident of Ganderbal, into joining terrorist tanzeems and were being taken to POK,” said the Army.

    For more than a fortnight, they were brutally tortured, blindfolded and kept inside a forested area without food and water. Yet, they had the will and deep desire for a free and dignified life. Finally, the Army learnt about it and rescued them.

    They were to be trained in terrorist activities and thereafter reinfiltrate back into Kashmir and indulge in terror acts, at the behest of the masterminds in Pakistan.

    On August 23, 1998, the group of 23 young Kashmiri boys was apprehended, while attempting to cross the LoC. Information was received by the Brigade Headquarters that a large number of youths were seen in the jungles near the Kishenganga River.

    An operation was launched. It was led by (then Captain) and now Brigadier Budhwar. This group of youths was sighted in the lower reaches of the forest.

    As per the Army, “The soldiers held fire, as the terrorists accompanying these youths had run away taking cover of the thick foliage and vegetation. These young boys, on seeing the Indian Army soldiers, shouted for help and immediately surrendered.”

    The troops quickly took control of the situation and helped them to cross the river, which was in spate and escorted them to Gurez, where they were medically examined and given food, water and warm beds to sleep. Thereafter they were brought to HQ 15 Corps in BB Cantt and reunited with their parents.

    The rescued boys are now leading normal, happy lives. They are married and have families of their own. A few of them also joined government jobs.

    Lieutenant General YK Joshi, Army Commander, Northern Command, felicitated the rescued individuals and interacted with their family members.

    Speaking on the occasion, the Army Commander said that youth on the path of terrorism will be given a second chance to come back and integrate with their families and join the mainstream and lead a normal life, like these individuals had done two decades back.

    He also reiterated that parents have an important role to play in ensuring that their children do not follow the path of violence, which only brings pain and misery, not only for the ones who join terrorism, but also their immediate and extended families. He said the Army is steadfast in its resolve of ethical conduct and ensuring full support to those who want to leave the path of violence.

    Lieutenant General DP Pandey, GOC Chinar Corps, and other senior civil and military officials also attended the function.

  • Manish Tewari flays remarks made by Punjab Cong chief Navjot Sidhu’s advisers on Kashmir, Pak

    NEW DELHI/CHANDIGARH: Congress leader Manish Tewari on Monday urged the party to introspect on whether those who do not consider Jammu and Kashmir as a part of India and have pro-Pakistan leanings should be part of its Punjab unit, in a swipe at two advisers of Navjot Singh Sidhu.

    His remarks came a day after Punjab Chief Minister Amarinder Singh took strong exception to the recent remarks of the two advisers of the party’s state unit president Sidhu on sensitive national issues like Kashmir and Pakistan.

    Facing criticism, Sidhu has summoned his advisers Malvinder Singh Mali and Pyare Lal Garg to his residence in Patiala on Monday.

    In a tweet, Tewari said, “I urge Harish Rawat, AICC Gen Secy in-charge Punjab to seriously introspect that those who do not consider J&K to be a part of India and others who have ostensibly Pro-Pakistan leanings should be a part of Punjab Congress.”

    He said such people mock all those who have shed blood for India.

    Chief Minister Singh has described the remarks by Sidhu’s advisers as atrocious and ill-conceived comments that were potentially dangerous to the peace and stability of the state and the country.

    The Punjab CM also asked Sidhu to “rein in” his advisers, who he said, should stick to giving advice to the PPCC president and not speak on matters “of which they clearly had little or no knowledge and had no understanding of the implications of their comments”.

    Sidhu on August 11 had appointed Mali, a former government teacher and political analyst, and Garg, a former registrar of Baba Farid University of Health and Sciences, as his advisers to seek their “wise counsel.”

    In a recent social media post, Mali had waded into the issue of revocation of Article 370 of the Constitution, which gave special status to the erstwhile state of Jammu and Kashmir.

    He had reportedly said if Kashmir was a part of India, then what was the need to have Articles 370 and 35A.

    He had also said, “Kashmir is a country of Kashmiri people.”

    Garg had reportedly questioned the chief minister’s criticism of Pakistan.

    Meanwhile, the opposition Shiromani Akali Dal questioned the “silence” of Sidhu on the matter.

    Sidhu has not contradicted the statements of his advisers yet, said SAD leader and former minister Daljit Singh Cheema.

    “He (Sidhu) stays silent on the matter. It means they (advisers) are making such comments with the consent of Sidhu,” said Cheema.

  • Jammu & Kashmir allots 25 kanals land to Amarnath shrine board

    SRINAGAR:  The Lt Governor administration in Jammu and Kashmir has allotted 25 kanals of land in Srinagar to Shri Amarnath Shrine Board (SASB), which manages the annual Amarnath yatra to cave shrine in south Kashmir Himalayas, on rent of Rs 10 per kanal per annum for a period of 40 years.

    The Revenue department in order No 56-JK-(Rev) of 2021 dated 20-8-2021 accorded sanction to grant of 25 kanals of land at Pantha Chowk area in Srinagar in favour of Shri Amarnath Shrine Board.

    The land has been given on lease of 40 years from the date of taking over the possession on payment of nominal ground rent of Rs 10 per Kanal per annum without charge of any premium subject to the condition that the land shall be used only for the purpose for which it is granted.The land has been granted to the Amarnath Shrine board for construction of office and Yatra niwas.

  • Jammu & Kashmir: Gupkar alliance likely to meet on Tuesday at Farooq Abdullah’s residence

    SRINAGAR: The People’s Alliance for Gupkar Declaration is likely to meet here on Tuesday to discuss the prevailing situation in Jammu and Kashmir, and have wider consultations on the way forward. The PAGD is an alliance of six mainstream political parties seeking the restoration of the special status of Jammu and Kashmir, which was revoked by the Centre in August 2019.

    A leader said the meeting will take place at alliance chairman Farooq Abdullah’s residence at Gupkar here at 11 am. “This meeting will be a different one from the earlier ones. This time it is not only the top leadership of the constituent parties which has been invited for consultations but the middle rung leadership as well,” he said.

    The leader said that it has been left to the alliance parties to select the party leaders for the meeting. “The participants will be from the length and breadth of the Valley and we expect around 150-200 leaders to take part in the meeting,” he said.

    He said that the meeting has been called to discuss the prevailing situation in Jammu and Kashmir and “have wider consultations on various issues”. “It (the meeting) will discuss the way forward and it is the first such attempt in the Kashmir valley by the alliance to get a broader perspective on the issues. We wanted to have this kind of consultation before but various factors like Covid prevented such a gathering,” the leader added.
