  • Omar Abdullah says govt should give sense of security to people cutting across religions in J&K

    NEW DELHI: Voicing concern over the recent killing of civilians, former Jammu and Kashmir Chief Minister Omar Abdullah on Wednesday said “everyone is feeling unsafe”, and asked the administration to give the people a sense of security cutting across religions.

    Pointing out that terror attacks in the Union Territory this year had claimed the lives of 28 civilians cutting across religious lines, Abdullah, who is the vice-president of the National Conference (NC), at the same time hoped there will not be a fresh exodus of Kashmiri Pandits and Sikhs, both of whom had been targeted in the recent days.

    “All of us should try our level best to ensure that we do not see a fresh exodus of minorities from Kashmir”, he said, adding that no one community feels safer than the other.

    “Whatever can be done to stem this and to restore the sense of security to these communities must be done. Obviously, the lion’s share of this work has to be done by the administration but as the majority community, we also carry some of that responsibility. We must fulfil that responsibility”, he told PTI in an interview here.

    Castigating the administration for trying to “score propaganda and public relations victories rather than focus on the ground realities”, Abdullah asked the authorities to “take a long hard look at why we have reached where we have”.

    Abdullah, however, refrained from terming the recent attacks as an intelligence failure, saying: “…I think it’s the failure to act on intelligence. That is a failure you cannot just blame the police for because the counter-militancy operations are conducted by police, paramilitary and military. It is the collective failure of our counter-insurgency grid.”

    He reasoned that for the last few months there has been chatter about targeted attacks against minorities, particularly against Kashmiri Pandits.

    “So obviously, if somebody like me who has no association or anything like that with the government and is not privy to any intelligence reports, if I could hear this, then I am sure the intelligence agencies also picked it up and if they have picked it up, they would have passed it on to the people who matter,” he said.

    Expressing concern about locals joining various terror groups, he said this is an issue that the government and political parties should be concerned about.

    “I am not privy to statistics, I don’t know the numbers but from my own colleagues, I do understand that this trend continues and it is not a trend limited to a particular area, we hear these reports from south, central and north Kashmir,” he said.

    “It is something that should concern us and again it is for the government to create the necessary conditions that these youngsters do not get attracted to the idea of picking up a gun,” he added.

    Abdullah, however, cautioned against detaining people across the valley and said, “We need to be very careful not to get into knee-jerk reactions. Reactions for the sake of reacting, just because we have to show something, we do this.”

    “I am sure that I don’t doubt that perhaps these 400 plus people have some sort of dossier with the government, for whatever reason — whether they were involved in stone-pelting, linked to proscribed organisations. The fact is, are they directly connected to this attack or is there any linkage between them and this attack? 

    “If there is, by all means proceed and file charges and let the courts decide about the guilt but this sort of random and wanton sort of arrest, it doesn’t help the situation and in fact anything it makes the situation worse,” Abdullah said while replying to a question about the recent crackdown by police in Kashmir and detaining over 400 people.

    He said the government needs to be very careful and should not be seen to be carrying out activities with a view to take revenge. Instead, it should be seen as an organisation or as an “entity that delivers justice by all means”, he said.

    Abdullah, who was the chief minister of the erstwhile state for six years between 2009-14, had been able to clear central and north Kashmir of terrorists and their supporters.

    Asked whether he was disheartened that the place has been infested by terrorists again, he said: “Disheartened will perhaps be a strong term, disappointed and concerned yes – because we know militants are moving around in areas that have been free of militancy.

    “Srinagar city was completely cleared of militancy. Same is true for Ganderbal and Budgam districts.

    It is disappointing but again the government needs to take a long hard look at why these areas have been occupied again and then see what corrective measures the government needs to take.

    The corrective measures that are not at the cost of everybody, they know they have to be very careful how they go about their activities,” he said.

    Abdullah asserted that the situation in Afghanistan would have no impact on the security situation in Kashmir other than the distinct possibility “that it may act as a morale booster for terror groups operating in the Union Territory”.

  • Five militants killed as gunfight continues in Jammu and Kashmir

    SRINAGAR: Five militants were killed in two separate encounters with security forces in Jammu and Kashmir on Tuesday. Gunfire resumed in the border district of Rajouri after a lull of nearly 16 hours.In the last 24 hours, five gunfights have taken place in Jammu and Kashmir. Seven local militants and five security personnel including a JCO have been killed.

    A police official said based on specific inputs, a joint cordon and search operation was launched by the police, CRPF and army at Tulran village in Shopian on Monday. The militants were given an opportunity to surrender. “However, they turned down the offer and fired on our troops. The fire was retaliated, triggering an encounter,” said the official.

    The operation was suspended by security men at night and resumed in the early hours of Tuesday, when three local militants were killed. They were identified as Danish Hussain Dar (of Shopian), Yawar Hussain Naikoo and Mukhtar Ahmed Shah (of Ganderbal).

    “Mukhtar was involved in target killing of non-local vendor Vinder Paswan in Lal Bazar area of Srinagar on October 5,” the police official said. On Tuesday morning, another gunfight erupted at Feeripora, Shopian. “Two local militants of Lashkar were killed,” the police official said. 

    General officer Commanding (GoC) of Indian Army’s Srinagar-based 15 Corps, Lieutenant General DP Pandey said anti-militancy operations launched by troops in the last few days were based on human intelligence and should not be linked to incidents that took place in Srinagar or elsewhere.

    Pandits asked to stay backAfter the targetted killing of three minority community members and a non-local street vendor by militants last week, the government has directed migrant Kashmiri Pandit employees not to leave the Valley and told officers to post them in secure zones. Officials said security measures for migrant employees, Sikhs, Kashmiri Pandits and non-migrant labourers have been tightened. 

  • NHRC chairman credits Home Minister Amit Shah for ‘new era in Jammu and Kashmir’

    NEW DELHI: National Human Rights Commission chief and former Supreme Court judge Justice (Retd) Arun Mishra on Tuesday heaped encomiums on Union Home Minister Amit Shah for his “untiring efforts” to foster peace in Jammu and Kashmir and the Northeastern states. “It is because of you (the home minister) that a new era has now begun in Jammu and Kashmir,” Justice Mishra said while addressing the 28th foundation day of NHRC.

    Incidentally, J&K has seen a worrying rise in incidents of violence, including a spate of civilian killings as well as that of security forces, over the past few days. Observing that it has become “a norm to accuse India of human rights violation at the behest of international forces,” Mishra said this should be opposed.  “India has the spirit of ‘Sarvadharma Sambhava’ (harmony of religions). Everyone has freedom to build a temple or mosque or a church. In many countries, such liberties are not there,” he said.

    His comments came against the backdrop of media reports on attacks on human rights defenders and India’s falling rank on global press freedom and democracy index.  The NHRC chairperson also spoke about political violence and the need to condemn it. A large number of people had lost their lives to political violence globally in the last century and it was unfortunate that this had “still not stopped”, he said.

    “Social service organisations and human rights defenders should strongly condemn political violence and terrorism as apathy on this issue engenders ‘fundamentalism and history will never forgive us for this,” he said, adding that “killers of innocent people cannot be glorified”. Calling such… terrorists ‘freedom fighters’ is inappropriate,” he asserted. 

    The retired judge said India had a democratic system where the media and cyberspace had been given freedom. “But no one has the freedom to destroy the prestige of the Republic’s fundamental pillar, the judiciary, through contemptuous behaviour, and neither should anyone be given this freedom,” the asserted. 

  • Arms licensing case: CBI raids residence of former advisor to Jammu and Kashmir L-G

    SRINAGAR: A week after his unceremonious exit as the advisor to the Jammu and Kashmir Lt Governor, the CBI Tuesday searched the residence of Baseer Ahmed Khan, alongside those of two other serving IAS officers in a case related to arms licenses being issued in the erstwhile state on fake and forged documents.

    A CBI spokesperson said the agency conducted searches at around 41 locations including in Srinagar, Anantnag, Banihal, Baramulla, Jammu, Doda, Rajouri, Kishtwar (Jammu and Kashmir), Leh, Delhi and Bhind (Madhya Pradesh).

    The searches included the officials and residential premises of around 14 serving and retired officials from the IAS and Kashmir Administrative Service (KAS), who were posted as district magistrates.

    The Tuesday searches also covered five private persons who allegedly acted as middlemen and agents, besides 10 gun houses or dealers, the spokesperson said.

    It led to the recovery of “incriminating documents” including those related to the issuance of arms licenses, list of beneficiaries, documents related to investment in fixed deposit receipts and other sale proceeds.

    The CBI also recovered property documents, bank account details, locker keys, diary comprising incriminating details, arms license registers, electronic gadgets and mobile phones and some cash including old currency.

    The CBI had registered two cases on the request of the Jammu and Kashmir government which alleged bulk issuance of arms licenses in the erstwhile state during 2012 to 2016.

    It was alleged that more than 2.78 lakh arms licenses were issued to the non-entitled persons.

    The CBI also collected documents that allegedly suggested such issuance of armed licences spread over 22 districts of Jammu and Kashmir.

    During the probe, the agency had come across evidences suggesting the role of Khan, who was made an advisor to the first Lt Governor G C Murumu and also served the incumbent Manoj Sinha.

    Khan enjoyed the complete support of the Lt Governor’s administration till very late in his stint.

    He had all important departments including tourism under him.

    However, he was unceremoniously removed from the post on October 5 on the orders of the Union home ministry.

    Besides Khan, the house of Commissioner Secretary Jal Shakti M Raju, an IAS officer of the 2005-batch was also searched.

    He was the deputy commissioner of Kargil during the period being probed by the CBI.

    The agency also raided Prasoona Ramaswamy G, an IAS officer of 2010 batch and at present posted as Director Census.

    Promoted IAS officer Sajjad Ahmed Khan, now retired, was also searched as he was posted as the district magistrate of Poonch during the period.

    KAS officer Nissar Ahmed Wani, M H Malik, Farooq Ahmed Khan (retired) and Bashir Ahmed were also searched by the CBI.

    Sanjay Puri, who was the District Information officer at Rajouri, was also searched.

    The CBI said that during investigation and scrutiny of documents, the role of certain gun-dealers was found who in connivance with the public servants and had allegedly issued such illegal arms licenses to the ineligible persons.

    It was also alleged that the persons who got these licenses were not the residents of the places from where the arms licenses were issued.

    It is alleged that then public servants in cahoots with other accused issued arms licences to non-residents in violation of rules and received illegal gratification.

    The Rajasthan ATS had unearthed the scandal in 2017 and had arrested over 50 people for their alleged involvement in the illegal issuance of arms licenses.

    According to the ATS, over 3,000 permits were granted allegedly in the name of army personnel.

    Based on ATS findings, the then Jammu and Kashmir Governor N N Vohra had handed over the matter to the CBI.

  • Mehbooba accuses Jammu and Kashmir admin of ignoring inputs about target killings in Kashmir

    JAMMU: PDP president Mehbooba Mufti claimed on Tuesday that the Jammu and Kashmir administration had prior information about attacks on minority community members but ignored the inputs to provide security to Union ministers, who came here to amplify the BJP’s “fake narrative and propaganda” about normalcy in the Union Territory.

    At least seven people have been killed by terrorists this month in the Kashmir valley. Of those killed, four belonged to minority communities and six of the deaths were reported from Srinagar.

    Mufti also claimed that 700 civilians were arrested in the aftermath of the recent killings with the intention to “shift the blame and absolve themselves”.

    “J&K admin had prior information about attacks on minorities. Yet they chose to ignore these inputs. Instead they were busy providing security to Union Ministers who were brought to Kashmir to amplify BJP’s fake narrative & propaganda of so called normalcy in J&K,” she wrote on Twitter.

    The former Jammu and Kashmir chief minister is on a five-day tour of the Chenab valley region. During her visit, she has addressed PDP workers’ conventions at different places since Sunday. “Not taking responsibility & arresting 700 civilians shows their intention to shift blame & absolve themselves. Collective punishment & humiliation of an entire population has become the one size fits all approach to resolve problems caused due to GOI’s punitive policies,” Mufti said in another tweet.

    Two teachers — Supinder Kaur, a Srinagar-based Sikh, and Chand, a Hindu from Jammu — were killed two days after The Resistance Force, a shadow outfit of the banned Lashkar-e-Taiba (LeT), claimed responsibility for the deaths of three people on October 5.

    Makhan Lal Bindroo, a prominent Kashmiri Pandit and the owner of Srinagar’s most famous pharmacy, was shot dead at his shop that evening. Minutes later, a “chaat” vendor, Virendra Paswan from Bihar, was gunned down elsewhere in the city.

    Around the same time, another civilian, Mohammad Shafi Lone, was killed at Naidkhai in Bandipora. On October 2, militants shot dead Majid Ahmad Gojri at Srinagar’s Karan Nagar locality and Mohammad Shafi Dar at the city’s Batamaloo area.

  • Another encounter breaks out in J&K’s Shopian, search ops underway

    SRINAGAR: A fresh encounter broke out between security forces and militants in Shopian district of Jammu and Kashmir on Tuesday, police said.

    Security forces launched a cordon and search operation in Feeripora area of Shopian in south Kashmir after receiving specific inputs about the presence of militants there, a police official said.

    He said as the forces were conducting searches in the area, militants fired upon them.

    The forces retaliated leading to the encounter, the official said.

    The gunfight is going on and further details were awaited.

    Another gunfight is going on in Imamsahib area of the district in which three militants were killed.

  • Punjab announces ex-gratia for families of three soldiers from state killed in J&K’s Poonch

    CHANDIGARH: The Punjab government on Monday announced an ex gratia of Rs 50 lakh and a government job each for the families of three soldiers from the state killed in a gunfight with terrorists in Jammu and Kashmir’s Poonch district.

    Five Army personnel, including a Junior Commissioned Officer (JCO), lost their lives in a fierce gunfight with terrorists during an operation in Poonch district of Jammu and Kashmir on Monday.

    Among them, Naib Subedar Jaswinder Singh, Naik Mandeep Singh and Sepoy Gajjan Singh were from Punjab, officials said.

    The operation was launched in a village close to Dera Ki Gali (DKG) in Surankote in the early hours following intelligence inputs about the presence of terrorists who had infiltrated from across the Line of Control (LoC).

    Naib Subedar Jaswinder Singh, who was from Mana Talwandi village in Kapurthala district, is survived by his wife Raj Kaur and daughter Samarjit Kaur.

    Naik Mandeep Singh, from Chhatha Shira village in Gurdaspur district, is survived by his wife Mandeep Kaur and two sons.

    Sepoy Gajjan Singh of Pachranda village in Rupnagar district had got married just four months ago.

    He is survived by his wife Harpreet Kaur, according to an official statement.

    Condemning the attack on the security forces, Punjab Chief Minister Charanjit Singh Channi tweeted, “The terror attack in Poonch area of J&K is highly condemnable in which our bravehearts Naib Subedar Jaswinder Singh, Sepoy Gajjan Singh, NK Mandeep Singh, Sepoy Saraj Singh & Sepoy Vaisakh H sacrified their lives. I pay condolences to the bereaved families in this hour of grief.”

    Former chief minister Amarinder Singh tweeted, “Our worst fears are coming true. With Pakistan-backed Taliban taking over Afganistan, terrorism is increasing in Kashmir.

    Minorities are being selectively targeted & now five soldiers have been killed in action in Surankote sector. We need to deal with it decisively and firmly.”

    Punjab Deputy Chief Minister Sukhjinder Singh Randhawa also condemned the incident and issued directions to the state police to remain on high alert.

    Shiromani Akali Dal chief Sukhbir Singh Badal expressed shock over the incident.

    “Shocked & saddened by the loss of 5 brave army men, 3 from Punjab, in an encounter in J&K. Urge Pb govt to provide Rs 50 lakh compensation to each martyr’s family. Blessed is our land which produces brave soldiers & food growers. My deepest condolences to the bereaved families,” he tweeted.

  • Mehbooba Mufti calls for united struggle to seek restoration of Article 370

    JAMMU:  PDP president Mehbooba Mufti on Monday called for a united struggle to seek the restoration of Article 370 and the resolution of the Kashmir issue to end the bloodshed in Jammu and Kashmir and said her voice is “weak” and she cannot do it alone.

    Mehbooba, who is on a five-day tour of the Chenab valley region, was addressing a party convention at Dak Banglow in Kishtwar, where she was accorded a warm welcome by the party activists and supporters.

    “I am confident that we will get back Article 370 with interest and also ensure the resolution of the Kashmir issue to end bloodshed in the region. However, I cannot do it single-handedly as my voice is weak and you need to lend your voice to support me,” she told the well-attended gathering.

    The former chief minister said Article 370 was snatched from the people of Jammu and Kashmir and anything which is snatched is bound to be returned with interest “They have taken our honour, our skull cap, our turban and how it is possible that we keep it with them. We have to join hands to seek an end to the bloodshed which is consuming our lives and the lives of our jawans,” she said and referred to the recent targeted killing of minorities and the latest killing of five soldiers including a Junior Commissioned Officer in an encounter in Poonch district.

    Mehbooba said she saluted former prime minister Atal Bihari Vajpayee who despite being a member of the RSS and the BJP did not care for vote bank politics and went to Pakistan to initiate dialogue which paved the way for peace and end of bloodshed to a large extent in J-K.

    Taking a dig at the BJP-led government at the Centre, the PDP leader said they talked to Pakistan secretly to ensure ceasefire along the borders which also led to an appreciable drop in the infiltration of militants, while over a dozen rounds of talks were held with China despite intrusion by its troops in Ladakh and killing of Indian soldiers.

    “When we call for dialogue (with Pakistan) to end the bloodshed in J-K, they get annoyed. We want an end to the bloodshed but they are not bothered because the UP elections are coming near and they have nothing left except the politics of hatred,” she said.

    Claiming that the country is in danger under the BJP rule, she said, “We all — Hindus, Muslims, Sikhs and Christians — have to come together not only to save J-K but the entire country otherwise they will trample the whole country like they did to the farmers in Uttar Pradesh recently.”

    She alleged that BJP is not a well wisher of anyone and their only aim is power and for it they will go to any extent.

    She also questioned the claims of the BJP over the large-scale development happening in J-K after the abrogation of Article 370 in August 2019 and said “all I see is development deficit with problems of people compounded manifold”.

    Mehbooba said the BJP is claiming that normalcy has been restored but the ground situation belies its claims.

    “I unequivocally condemn all killings but by stopping me from meeting the family of Parvez Khan (who was shot dead by security forces in Anantnag district last week after his vehicle jumped a checkpoint), does the administration want us to selectively condemn killings,” she said.

  • ‘Solid initiative’ needed against terrorism in Kashmir: Arvind Kejriwal on Poonch gunfight

    NEW DELHI: Delhi Chief Minister Arvind Kejriwal on Monday stressed on the need for a “solid initiative” against terrorism in the Kashmir valley.

    The chief minister took to Twitter to pay homage to five soldiers killed in a gunbattle with terrorists in Poonch district of Jammu and Kashmir.

  • Fresh encounter underway between terrorists, security forces in J&K’s Poonch, jawan injured

    POONCH: Another fresh encounter broke out on Monday afternoon between the security forces and terrorists wherein one jawan was injured.

    More details are awaited.

    Earlier an encounter broke out in the morning in which a Junior Commissioned Officer (JCO) and four jawans of Indian Army were injured in anti-terrorist operations and later lost their lives.

    “An encounter is going on between Army troops and terrorists in the Poonch area around 2 kilometres from the site where a Junior Commissioned Officer (JCO) and four jawans of Indian Army were injured in anti-terrorist operations and later lost their lives. An Army personnel is injured in this encounter,”as per the Indian Army sources,

    Earlier today, a junior commissioned officer (JCO) and four soldiers of the Indian Army have been killed during a counter-terrorist operation in Jammu and Kashmir’s Rajouri sector in the Pir Panjal ranges, informed sources.

    “A junior commissioned officer (JCO) and four soldiers have been killed in action during a counter-terrorist operation in the Rajouri sector in the Pir Panjal ranges,” sources said.
