Parliament’s Winter Session enters its second day with expectations of continued disruptions. The Lok Sabha experienced significant uproar on the inaugural day, primarily driven by opposition demands to discuss the Special Intensive Revision (SIR) of electoral rolls in various states. These concerns led to multiple adjournments, ultimately halting proceedings for the entire first day.

As the session progresses, the second day is anticipated to be dominated by debates and potential clashes over critical issues including escalating pollution levels in Delhi, the ongoing SIR voter list controversy, and allegations of ‘vote chori’ (vote theft). These topics are poised to ignite fresh political battles within the lower house.

In contrast, the Rajya Sabha marked a significant moment on its opening day with the Vice President, Jagdeep Dhankhar, presiding as Chairman. Prime Minister Narendra Modi extended a warm welcome to the Chairman and acknowledged his extensive experience and leadership. Leader of the Opposition, Mallikarjun Kharge, also offered congratulations and pledged the Congress party’s cooperation, while emphasizing the importance of equitable treatment for all parliamentary factions.

Leader of Opposition in the Rajya Sabha, Mallikarjun Kharge, voiced his disappointment regarding the abrupt departure of the former Chairman, Jagdeep Dhankhar, stating that members were denied the opportunity for a proper farewell. Kharge conveyed these sentiments while welcoming the new Rajya Sabha Chairman, CP Radhakrishnan. He expressed hope that the new Chairman would treat both the Opposition and the ruling Treasury benches with impartiality. Kharge assured the new Chairman of the Congress party’s full cooperation in ensuring the smooth functioning of the House, emphasizing the importance of Constitutional values and parliamentary traditions. He stressed that fair and equitable treatment for all members is crucial for the credibility of the Chairman’s office. Meanwhile, Parliamentary Affairs Minister Kiren Rijiju criticized Kharge’s mention of Dhankhar’s exit, reminding the House of past criticisms and the removal motion initiated by the opposition against the former Chairman.

CP Radhakrishnan was sworn in as India’s 15th Vice President on September 12, 2025, at Rashtrapati Bhavan. The oath of office was administered by President Droupadi Murmu at 10:10 am. Radhakrishnan, a 67-year-old veteran BJP leader from Tamil Nadu, and a product of the Rashtriya Swayamsevak Sangh (RSS), secured 452 votes in the vice-presidential election. His opponent, B Sudershan Reddy, the INDIA bloc nominee and a former Supreme Court judge, received 300 votes. The victory of Radhakrishnan was anticipated, given the BJP-led NDA’s strong support, with 427 MPs on paper, along with backing from the YSR Congress Party and smaller parties, exceeding the halfway mark. There were also indications of cross-voting in his favor. The election was triggered by the sudden resignation of former Vice President Jagdeep Dhankhar on July 21. Following his election, Radhakrishnan resigned as the Governor of Maharashtra. Gujarat Governor Acharya Devvrat has been given the additional charge of Maharashtra until a new governor is appointed. Radhakrishnan, a two-time MP from Coimbatore and former BJP Tamil Nadu chief, has a long-standing political career, having commenced his journey with the Jana Sangh and continuing as a prominent figure in the BJP.

Following his resignation on July 22nd, former Vice President Jagdeep Dhankhar is set to move into a farmhouse in Chhatarpur. He submitted a pension application on August 30th. Dhankhar will temporarily reside at the 15 Gadaipur Farm House in Chhatarpur, starting next week. He has requested a government bungalow from the Ministry of Urban Development, as per regulations. While awaiting the allocation of a government bungalow, he will stay at the Chhatarpur farmhouse. The Directorate of Estates, under the Ministry of Urban Development, has readied a Type 8 bungalow at 34 APJ Abdul Kalam Marg for him. According to CPWD officials, the bungalow’s repair and furnishing will take approximately three months. As per the rules, former Presidents, Vice Presidents, and Prime Ministers are entitled to a Type-8 bungalow in Delhi upon leaving office.
Following former Vice President Jagdeep Dhankhar’s resignation, public silence has fueled speculation, particularly from the Congress and other opposition parties. Central Home Minister Amit Shah has responded to inquiries regarding Dhankhar’s departure, emphasizing that Dhankhar, during his tenure, upheld constitutional principles and performed his duties admirably. Shah stated that Dhankhar resigned due to personal health issues and urged against attempting to read more into the situation. This statement was made during an interview with news agency ANI, shortly before the upcoming September 9th Vice Presidential elections. CP Radhakrishnan, the Governor of Maharashtra, is the NDA’s candidate for the election, while the opposition has nominated former Supreme Court Justice B. Sudarshan Reddy. Dhankhar resigned last month, citing health reasons, which led to discussions about the reasons behind his decision.

The political atmosphere surrounding the Vice Presidential election is heated. This election typically unfolds as a calm constitutional process. For this election, the Bharatiya Janata Party (BJP)-led NDA coalition nominated CP Radhakrishnan, a senior party leader and the Governor of Maharashtra. The opposition countered with Justice B. Sudarshan Reddy, a former judge of the Supreme Court, turning the contest into a ‘South vs. South’ battle. Radhakrishnan hails from Tamil Nadu, while Sudarshan Reddy is from Andhra Pradesh. The question now arises: who will emerge victorious in this intriguing contest?

Looking at past Vice Presidential elections, the party in power at the center has often secured resounding victories. The most significant win in recent times was Jagdeep Dhankhar’s triumph following the BJP’s rise to power in 2014. He defeated Margaret Alva, the opposition leader, with a record number of votes, marking the most substantial loss for an opposition leader since 1997. Furthermore, since India’s independence, four Vice Presidents have been elected unopposed.

Congress leader Jairam Ramesh expressed concern on Monday regarding the whereabouts of former Rajya Sabha Chairman and former Vice President Jagdeep Dhankhar, who has been out of public view since the evening of July 21st. Dhankhar resigned from the position of Vice President on July 21st. Ramesh questioned the meaning behind a recent meeting between Prime Minister Narendra Modi and another former Vice President, M. Venkaiah Naidu, asking what was happening. He noted that the former Chairman of the Rajya Sabha has been unseen and unheard since July 21st.

The Congress leader inquired in a post on X, mentioning reports in Telugu media suggesting that the former Chairman of the Rajya Sabha (Venkaiah Naidu) recently met with Prime Minister Modi for 45 minutes. Ramesh asked, “What is going on?” Jagdeep Dhankhar has not been seen publicly since resigning as Vice President on July 21st, while Venkaiah Naidu met with Prime Minister Modi during a recent visit to Delhi.
