Washington is buzzing with optimism as World Bank chief Ajay Banga launches the Gaza Reconstruction and Development Fund, a game-changer for post-conflict revival in the devastated strip. Designed to marshal global aid, the fund promises orderly deployment of resources toward vital reconstruction.

At the Board of Peace’s debut session, Banga clarified the bank’s ‘limited trustee’ status, executing directives from the new oversight body. Reacting promptly to a UN Security Council green light, the institution has fully operationalized the fund, primed for incoming contributions.

‘Accountability is non-negotiable,’ Banga asserted, detailing stringent protocols for tracking every dollar. A dedicated financial controller from the World Bank, on loan to the board, will enforce elite standards in finance and monitoring.

Delving into the bank’s strategic contributions, Banga highlighted three pillars: optimizing public funds by tapping high credit ratings for bond issuances; mitigating risks for private sector inflows via innovative guarantees; and applying decades of fieldwork knowledge to on-site projects.

Far from a passive observer, the World Bank pledges deep engagement. The agenda includes overhauling homes, roads, schools, and hospitals, plus instituting fresh governance in Gaza. Heavyweight donors, led by a $10 billion US vow, have stepped up with massive commitments.

This institutional backbone could redefine postwar recovery, offering Gaza a credible shot at renewal amid years of turmoil.

Sri Lanka is facing a severe humanitarian crisis following Cyclone Ditwah’s destructive path, which has resulted in at least 159 deaths and left 203 people missing. The cyclone’s relentless rainfall triggered widespread flooding and devastating landslides across 25 districts, impacting nearly 775,000 individuals. As a result, fresh flood alerts have been issued for eastern Colombo, with the Kelani River reaching dangerous levels, prompting urgent evacuations. Officials are working to establish relief centers in schools and other facilities for the more than 100,000 people displaced. Despite emergency declarations and calls for relocation, many residents are reluctant to leave their homes, complicating rescue and relief efforts. Over 1.2 million people are currently receiving assistance in 919 relief centers. The government has authorized emergency funding for disaster relief operations. International support is also arriving, with Japan sending an assessment team, joining India, the US, and the Maldives in offering aid. While Cyclone Ditwah has moved towards Tamil Nadu, coastal areas and low-lying regions remain at risk from ongoing river surges. Districts like Badulla and Kandy have been particularly hard-hit by landslides, with significant loss of life and property. Widespread power outages are also affecting communities, impacting essential services and the operation of hydropower plants. Thousands of homes have been destroyed, underscoring the immense scale of devastation.

The future of Gaza’s reconstruction has become a battleground for Arab nations, pitting Qatar against Saudi Arabia and the United Arab Emirates. This dispute transcends mere humanitarian aid, evolving into a significant power struggle with divergent interests in the war-torn strip.

Saudi Arabia and the UAE view the devastation in Gaza as an opportunity to rebalance regional power. Both nations have stipulated strict conditions for financial aid: Hamas must disarm, and a recognized, legitimate administration must take control before any reconstruction funds are released. Until these demands are met, they are unwilling to invest in the enclave’s rebuilding efforts.

Qatar, in contrast, has positioned itself as a steadfast supporter of Gaza, providing essential aid, shelter, and a voice for its people when international attention waned. Doha advocates for immediate reconstruction and humanitarian relief, warning that prolonged delays will exacerbate suffering and regional instability. Qatar’s established relationship with Hamas and its efforts to maintain strong ties with Washington heavily influence this approach.

For Saudi Arabia and the UAE, the caution stems from a reluctance to commit vast sums to a region prone to conflict. Domestic public opinion also plays a crucial role, with many Saudis and Emiratis viewing Hamas as a destabilizing force rather than a legitimate resistance movement. This sentiment reinforces Riyadh and Abu Dhabi’s cautious stance.

Saudi officials have reiterated that reconstruction funds will only be disbursed once the Palestinian Authority or another internationally recognized body assumes control. The UAE, already active in humanitarian efforts, has indicated a potential willingness to participate in a multinational security mission, provided Hamas surrenders its weaponry. Abu Dhabi also seeks reforms within the Palestinian Authority and a greater role in its governance.

Qatar’s long-standing role as a Hamas host and mediator is a key factor. Doha fears losing its diplomatic influence and stresses the urgency of rebuilding Gaza’s infrastructure to prevent further chaos. This stance has garnered favor in Washington, where Qatar is seen as a valuable mediator, with even Israel not entirely dismissing Doha’s potential involvement despite significant mistrust.

Riyadh and Abu Dhabi, however, believe Qatar’s strategy would inadvertently empower Hamas, a group they aim to dismantle. This fundamental disagreement was evident when Saudi and Emirati representatives abstained from a recent summit in Sharm el-Sheikh, Egypt. The once-united Arab front regarding Gaza now reflects deep divisions, leaving the strip’s future uncertain amidst the rivalries of those claiming to offer salvation.

Afghanistan experienced another earthquake on Thursday, following a previous one in Kunar province. According to the German research center, a 5.8 magnitude earthquake struck southeastern Afghanistan. The earthquake’s epicenter was located 10 kilometers (6.21 miles) deep, as reported by GFD.

This earthquake occurred after a series of tremors earlier this week, which resulted in over 2,200 fatalities and more than 3,600 injuries in the eastern part of the country. Villages were destroyed, leaving thousands homeless.

One of the most devastating earthquakes in Afghanistan in recent years, a 6-magnitude quake, struck Kunar and Nangarhar provinces on Sunday, causing widespread destruction.

Approximately 1,400 people died, and thousands were displaced. Aid groups have issued warnings regarding dwindling resources. The United Nations and other agencies have highlighted the critical need for food, shelter, and medical supplies.

Prior to this, a devastating earthquake in Afghanistan’s Kunar province caused immense damage, with entire villages destroyed. The United Nations has emphasized the urgent requirement for food, shelter, and medical assistance, and the death toll is expected to rise.

In this challenging time for Afghanistan, several countries and international organizations have offered assistance. India has also sent 21 tons of relief supplies to Afghanistan, including food, medicine, and other aid.

Nature is displaying its fury around the world. While Afghanistan faced the devastation of an earthquake, Sudan, an African nation, witnessed a catastrophic event. A landslide caused immense destruction. The Sudan Liberation Movement/Army reported on Monday that the landslide had caused the deaths of at least 1,000 people. The disaster was so severe that an entire village in the Marra mountain region of western Sudan was destroyed. This area is part of the Darfur region. Only one child survived.

The situation in Sudan is dire. The group led by Abdelwahid Mohamed Nour stated that the landslide was triggered by heavy rainfall. Torrential rains on August 31st led to the landslide, which completely wiped out a village, burying it under the earth. The movement/group controls the Darfur region. They have appealed to the United Nations and international aid agencies for assistance. Thousands of people, including men, women, and children, have perished in the landslide.
