Engaged with India on COVID-19 vaccine certification: UK
By PTI
NEW DELHI: The UK on Monday said it is engaging with India to explore how it could expand the recognition of the COVID-19 vaccine certification issued by Indian authorities amid criticism of the new British travel rules.
The comments by a spokesperson in the British High Commission here came amid concerns in India over the latest Covid-related travel restrictions announced by the United Kingdom.
According to new rules, Indian travellers who have received both doses of the Covishield vaccine manufactured by the Serum Institute of India (SII) will be considered unvaccinated and will have to undergo self-isolation for 10 days.
Asked about the concerns in India over the new rules that will come into effect from October 4, the British High Commission spokesperson said the UK is engaged with India on the issue and is committed to opening up international travel again “as soon as is practicable”.
“The UK is committed to opening up international travel again as soon as is practicable and this announcement is a further step to enable people to travel more freely again, in a safe and sustainable way, while protecting public health,” the spokesperson said.
“We are engaging with the Government of India to explore how we could expand the UK recognition of vaccine certification to people vaccinated by a relevant public health body in India,” the official added.
From October 4, the current “traffic light system” of red, amber, green countries based on levels of COVID-19 risk will be replaced by one red list of countries.
The scrapping of the amber list, which is what India is currently on, means a reduced PCR test cost burden only for some travellers.
The expanded list of countries whose vaccines are recognised in the UK does not include India.
It means Indians vaccinated with Covishield, the SII-produced Oxford-AstraZeneca vaccine, would be required to undergo compulsory PCR tests as well as self-isolation.
People familiar with the development said the UK has kept visa rules under constant review throughout the pandemic to keep borders open, while gradually and safely restarting travel.
“The UK will continue to review the scientific evidence on other vaccines and keep the health measures under regular review,” said one of the persons cited above.
The people said visa applications from Indian travellers for all categories continue to be processed and they do not need to be vaccinated to travel to the UK.
They said regardless of an Indian national’s vaccination status, the person travelling from India to the UK must take a pre-departure test and a COVID-19 test on or before day two of the visit, and on or after day eight, and self-isolate for 10 days.
Travellers can also choose to shorten their home quarantine period to around five days under the “Test to Release” service, the people said.

Any subsequent Covid wave to be mild, impact of second wave muted: Finance ministry
By Express News Service
NEW DELHI: The finance ministry has brushed aside the fears of next wave of pandemic and said that any subsequent waves will be mild in impact, if the country sustains the momentum of vaccination programme.
“Having antibodies reduces the probability of acquiring serious illnesses, as is borne by studies. So, any subsequent waves are expected to be mild in their impact on hospitalisations and deaths. However, it is imperative that Covid-appropriate behaviour and due protocol is followed,” the monthly economic report released by the financial ministry said.
The report added that the impact of the second wave is muted and the economy has started recovering, as suggested by various economic indicators. The finance ministry said the movement of high frequency indicators in July clearly point towards a broad-based economic revival. PMI Manufacturing sharply rebounded to expansionary zone in July emerging from the previous month’s contraction. GST collection also reclaimed its Rs 1 trillion plus territory in July signifying increased business and consumer activity. Rail freight in July hit a record 18.3% growth.
The surge in economic activity in July was further corroborated by trends in Kharif sowing, fertilizer sales, power consumption, vehicle registrations, highway toll collections, e-way bills and digital transactions. Latest available data on growth of eight core industries, auto sales, tractor sales, port traffic, air passenger traffic also indicate improvement from the contraction induced by the second wave.
“With the second wave abating in most parts of the country and state governments lifting the restrictions in phases, there are visible signs of economic rejuvenation since second half of May. This resonates with the expectation that the impact of the second wave will be muted,” the report said, adding the rebound in economic indicators and the muted impact of the second wave is corroborated by upward revision of RBI estimates for real GDP growth in Q1 of 2021-22 to 21.4% from its June estimate of 18.5%.

COVID situation in India vastly improved, hope countries would ease travel restrictions: MEA
By PTI
NEW DELHI: The Ministry of External Affairs Thursday said it hopes that with the COVID-19 situation in India vastly improved, foreign nations would ease travel restrictions from India, and asserted that it is taking up the issue with partners, including in the Gulf.MEA Spokesperson Arindam Bagchi said the government is actively trying to help Indians who need to travel back to various countries across the world.
“As we have said earlier, we hope that with the vastly improved Covid situation in India, countries would ease restrictions for travel from India. We have been taking up this issue with foreign partners wherever possible,” Bagchi said when asked about problems being faced by Indians in traveling to other countries, especially Gulf nations.
He also said External Affairs Minister S Jaishankar and Minister of State for External Affairs V Muraleedharan recently held a meeting with Indian Ambassadors in Gulf countries.
“Our Ambassadors were requested to take up with their host countries the issue of resumption of flights with India,” he said, referring to the meeting.
The external affairs minister has also raised this issue during bilateral meetings on the margins of the recently held G-20 ministerial meeting in Italy, Bagchi told an online media briefing.
Foreign Secretary Harsh Vardhan Shringla has also raised with his counterparts the issue of normalisation of travel and mobility of students, professionals and enabling family reunions, he said.
So, in summary, we are actively trying to help Indians who need to travel back to various countries across the world,” the MEA spokesperson said.
On a question on the extradition of Mehul Choksi and Nirav Modi from Dominica and the UK respectively, Bagchi said he had no update to share on the legal proceedings underway in the cases and added that the ministry would continue to closely follow developments in this regard.
Asked about Britain’s Cairn Energy Plc securing a French court order to seize some 20 Indian government properties in Paris to recover a part of the USD 1.72 billion due from New Delhi following an arbitration panel overturning levy of retrospective taxes, Bagchi told the media to refer to the Finance Ministry statement on it.
The Finance Ministry has said it has not received any order from any French court and will take appropriate legal remedies after it gets an order.
On the criticism from some international quarters over the death of rights activist Father Stan Swamy, Bagchi said the MEA had issued a statement on it a couple of days ago and there was nothing to add to that.
India had on Tuesday rejected such criticism and said the due process of law was followed in his case and that the authorities act against violations of law and do not restrain legitimate exercise of rights.
Eighty-four-year-old Stan Swamy, who was arrested last year under the Unlawful Activities (Prevention) Act in connection with the Elgar Parishad case, died in a Mumbai hospital on Monday.
Asked about the issue of French probe into the Rafale jets deal, Bagchi asked the media to refer to the Defence Ministry over the issue.
