  • ‘Death better than this nightmare’: Landslide victims helpless after Himachal rain fury

    SHIMLA: “Death would have been better than going through this nightmare with nowhere to go and no shoulder to cry on,” says Promila who lost everything when a room in a building she stayed in crumbled in a landslide.

    A landslide in the morning of August 23 had partially damaged Prari House — a government servant quarters Promila stayed in with her ailing mother near Indira Gandhi Medical College Hospital (IGMCH).

    Narrating her plight to PTI on Friday, she said, “I live with my 75-year-old mother who is suffering from ovarian cancer and has been undergoing treatment since 2016.

    I also lost my job as a sales girl in a shop in Ram Nagar in the city market last week due to the recession as there were no customers.

    “I slept at IGMCH on Thursday night as there is no place to go,” says Promila, who does not have siblings, or a father and is also separated from her husband.

    “I am desperately looking for a job and am willing to even clean and sweep as I am in dire need of money for my mother’s treatment,” she says before adding, “My mother is all I have.” Promila has studied up to class 10.

    “We could not salvage our belongings and the only thing left is the clothes we were wearing while running out of the collapsed house,” says another landslide victim Suman whose room was adjacent to Promila’s.

    Suman who works as a domestic help says that she has lost everything in the landslide and that she has no money to even pay her son’s school fees.

    She said they have no shelter, no clothes and that even the books of her son studying in Class 5 were damaged in the landslide.

    “Our plight is miserable but it did not attract the attention of the authorities as no casualty was reported in this landslide.

    What is the use of getting so many donations, if the state government cannot help the disaster victims,” she says.

    “We had food at a gurdwara and are shuttling between our relatives’ houses, but we have not received any help or immediate relief,” she adds.

    Shimla has witnessed several landslides in the past weeks with the toll in rain-related incidents in the district in the past 10 days rising to 26, which include 17 deaths in Summer Hill landslide, five in Fagli and two in Krishna Nagar.

    As many as 120 people have died in rain-related incidents in the state this month while a total of 238 people have died and 40 are still missing since the onset of monsoon in Himachal Pradesh on June 24.

    Himachal Pradesh saw three major spells of heavy rains this monsoon.

    The first on July 9 and 10 led to large-scale destruction in Mandi and Kullu districts.

    Shimla and Solan districts were hit during the second spell on August 14 and 15 and Shimla city suffered heavy damage in the third spell on Tuesday night.

  • At least 218 people died this monsoon season in rain-ravaged Himachal Pradesh: State govt

    SHIMLA: A total of 218 people have died and 12 are missing in Himachal Pradesh in the last three weeks this monsoon season, Jal Shakti Minister Mahender Singh Thakur informed the state Assembly on Wednesday.

    Replying to a discussion on climate change on the third day of the ongoing monsoon session, Thakur said the state suffered a total loss of Rs 451.56 crore due to damaged roads, water lines and power transmission since June 13.

    A maximum of 34 people died in Shimla, followed by 25 in Kangra, 23 in Sirmaur, 21 in Chamba, 19 in Mandi, 18 in Lahaul-Spiti, 17 in Kullu, 16 in Solan, 14 each in Una and Kinnaur, 12 in Bilaspur and five in Hamirpur from June 13 to July 3, he added.

    Several roads, bridges, PWD property, water lines had been fully or partially damaged due to heavy rains, he said.

    The state government has so far suffered a loss of Rs 451.56 crore, the minister said.

    Global warming is resulting in climate change which sometimes causes drought-like situations and sometimes heavy rains, he added.

    Earlier participating in the discussion, Congress’s Kinnaur MLA Jagat Singh Negi stated that 70 per cent of the crops of farmers in Lahaul were damaged as they were unable to take their ripe crops to the mandis due to damaged bridges and roads.

    The situation could not be properly managed by the government and the administration after the cloudburst in Udaipur subdivision of Lahaul-Spiti district, he alleged.

    Several people had to spend some days in a cave as the administration could not rescue them, he claimed.

    Earlier, Inder Dutt Lakhanpal (Congress), Vishal Nehriya (BJP), Balbir Singh Verma (BJP) and Jiya Lal (BJP) also spoke on the impact of climate change on the people, especially on the agriculturists and horticulturists.

  • Three NDRF teams rushed to flash flood-affected regions of Himachal Pradesh

    NEW DELHI: The National Disaster Response Force (NDRF) has rushed three teams to conduct rescue-and-search operations in the flash flood-affected regions in Kangra district of Himachal Pradesh, officials said on Monday.

    The teams were sent after heavy rains hit many parts of the district and several people were reported stranded near Boh and Tatwani villages, an official spokesperson said.

    Three teams have been dispatched from the regional response centre of the NDRF located at Nurpur in Kangra, he added.

    One team has reached Tatwani after overcoming difficulties caused by landslides and has launched search-and-rescue operations there, the official said.

    The other two teams are expected to reach the affected areas soon.

    An NDRF team usually has 47 personnel, and they are equipped with life-saving equipment, inflatable boats and tree and pole cutters.

    The central force has pre-deployed a total of 112 teams across the country in view of the ongoing monsoon rains and flood season.

    Additional teams are on alert at the NDRF base in Bathinda (Punjab) and a control room is operational at the force headquarters here that is monitoring the situation round-the-clock, he said.

    Flash flood triggered by heavy rains swept away buildings and cars at tourist spots as bad weather also led to the closure of the airport here.

    The district administration also instructed tourists to postpone their visit to Dharamsala in view of the heavy rains.

    A drain near Bhagsu Nag in upper Dharamsala adjoining Mecleodganj changed its course owing to heavy rains, sweeping away four cars and several bikes, video clips showed.

    A government school building at Bhagsunag was also damaged and adjacent hotels there were inundated, it showed.

    “Due to inclement weather and heavy rains, all incoming flights to Dharamshala airport at Gaggal have been cancelled,” said airport’s traffic in-charge Gaurav Kumar.

    Owing to flash flood at Manjhi Khad area adjoining Dharamsala, two buildings were swept away while several others were reported to be damaged, the video clips.

    The flash floods also damaged a bridge on the Mandi-Pathankot highway after which traffic was stopped on both sides, leading to a traffic jam.

    In a tweet, Prime Minister Narendra Modi,”The situation in Himachal Pradesh due to heavy rains is being closely monitored. Authorities are working with the State Government. All possible support is being extended. I pray for the safety of those in affected areas.”

    Union Home Minister Amit Shah spoke to Himachal Pradesh Chief Minister Jai Ram Thakur on Monday to take stock of the situation arising due to the floods in several districts of the state and assured him all possible help from the Centre.

    Thakur also expressed concern over the losses due to heavy rain and directed the administrations of various districts to ensure speedy relief and rescue operation in the affected areas.

    He also urged the local people and tourists to refrain from going near the river banks to avoid any untoward incident.

    Deputy Commissioner Dr Nipun Jindal said, “All the tourists visiting Dharamsala have been instructed to postpone their tour so that they do not face any kind of inconvenience.”

    He said the tourists who have already arrived in Dharamsala and its surrounding places have also been advised to stay where they are as roads etc. have also been damaged due to heavy rains, which may cause problems in their movement.

    The district administration is also making elaborate arrangements for the safety of the tourists staying in Dharamsala and its surrounding areas, he said.

    In case of any problem, they can contact the toll free number 1077 of the disaster control room, he said.

    “Instructions have also been given to people to not go to sensitive places prone to landslides. Some people have also been shifted to safer places due to flood conditions in some areas of the district.”

    Officials have been directed to complete relief and rehabilitation immediately, he said, adding that control rooms have also been set up and steps have also been taken to make the weather forecast available to people.

    Jindal said according to the Meteorological Department forecast, heavy rain on July 13 as well as from July 14 to 16 has been predicted.

    Keeping this in mind, orders have been issued under the Disaster Management Act 2005 to district officers of all the departments in Kangra district to remain alert.
