Prime Minister Narendra Modi will headline the groundbreaking ceremony for a Rs 3,700 crore semiconductor plant in Jewar, Uttar Pradesh, on Saturday through video conferencing. Partnering Indian conglomerate HCL with global giant Foxconn, this project marks a pivotal step in positioning India as a semiconductor powerhouse.

Located in YEIDA’s Sector-28, spanning 48 acres near the Noida International Airport, the facility will operate as an OSAT unit dedicated to Display Driver ICs. These chips are indispensable in mobiles, laptops, automotive systems, and everyday gadgets, promising to meet surging domestic and international demand.

Funded under the ATMP scheme, the initiative seeks to enhance local production capabilities, curb reliance on foreign imports, and build resilient supply networks. Foxconn’s 40% equity includes an initial outlay of Rs 312 crore, expandable to Rs 424 crore, reflecting strong investor confidence.

Beyond manufacturing, the plant will drive innovation, upskill the workforce, and create thousands of high-quality jobs. This development strengthens India’s tech infrastructure, attracts further investments, and aligns with the vision of Atmanirbhar Bharat. The virtual event by PM Modi highlights government commitment to transformative industrial projects.

Prime Minister Narendra Modi virtually unveiled the cutting-edge HCL-Foxconn joint venture semiconductor plant in Uttar Pradesh, underscoring India’s ambitious push into the international chip market. The event, conducted from the YEIDA premises, signals a new era of semiconductor manufacturing prowess for the nation.

Christened India Chip Private Limited, this OSAT plant has been established with an investment surpassing ₹3,700 crore. It will focus on assembling and testing display driver chips used in everything from smartphones and laptops to automotive components and other gadgets.

‘Uttar Pradesh is swiftly positioning itself as a central node in India’s expanding semiconductor ecosystem,’ PM Modi remarked. He highlighted the critical role of domestic chip production in powering key industries such as electronics and digital innovation.

The facility anticipates processing 20,000 wafers monthly upon commissioning, which will curtail import reliance and bolster local supply networks. Beyond job creation—spanning thousands of opportunities for skilled professionals—the plant is set to spur growth in supporting sectors, including startups and design hubs.

Its proximity to Jewar Airport promises superior logistics infrastructure, enhancing export capabilities. Drawing parallels to the successful India AI Impact Summit, PM Modi described the week’s developments as a transformative chapter, propelling India forward in global tech arenas as 2026 dawns brightly.

In a significant boost to India’s semiconductor ambitions, Prime Minister Narendra Modi performed the bhoomi pujan for India Chip Limited’s state-of-the-art factory in Uttar Pradesh through video conferencing. The event underscores the nation’s drive to build a robust tech ecosystem.

Joining the occasion were UP CM Yogi Adityanath, ministers Ashwini Vaishnaw and Jitin Prasada, HCL’s Roshni Nadar, Foxconn’s Bob Chen, and key industrialists. PM Modi’s speech painted a vivid picture of India’s technological ascent and Viksit Bharat@2047.

India is hurtling towards development without brakes, the PM asserted. Recent events—from young leaders’ dialogues to AI summits—have put India on the world map. ‘We’re shoulder-to-shoulder with global leaders in processing power, advancing in software and hardware alike,’ he declared.

UP’s transformation into a semiconductor epicenter will be cemented by this HCL-Foxconn venture, promising jobs, innovation hubs, and startups. PM Modi lauded CM Yogi’s leadership in making this possible.

This is India’s Techade, with massive investments across green energy, space, digital realms, manufacturing, and AI. The Semiconductor Mission’s 10 approved projects, including four imminent production units, signal momentum.

Recalling pandemic shortages, PM Modi contrasted oil dependency of yesteryears with today’s chip supremacy. Self-reliance ensures seamless progress in digital, AI, telecom, EVs, and defense sectors.

Foxconn’s India entry sends a global message: India is trustworthy. Talent programs like Chip to Startup will skill 85,000 youth, while budget measures for mission phase two and rare earths fuel growth.

Achievements in 11 years are staggering: electronics output up 6x, exports 8x, mobiles 100x. UP leads mobile manufacturing. Double-engine rule has shifted narratives from despair to development—expressways, corridors, tourism, investments.

Gratitude to partners HCL and Foxconn, with a nod to new infra like Namo Bharat trains, capped the inspiring address.
