  • Rohtak killings: Accused wrestling coach nabbed in Delhi

    CHANDIGARH: A wrestling coach who allegedly killed five people in Haryana’s Rohtak a day ago was arrested from near a Metro station in New Delhi on Saturday, police said.

    Sukhvinder was held from near the Samaypur Badli Metro station around 2.30 pm by the Delhi Police, said Rohtak SP Rahul Sharma.

    He told PTI over the phone that the accused was held in a joint operation with the Delhi Police.

    “At present, he is in the Delhi Police custody and our teams, along with them, are interrogating him,” added Sharma.

    Sukhvinder, 30, will now be brought to Haryana on a production warrant, said the SP.

    “The Delhi Police will produce him in a court on Sunday there and after that he will be brought here,” said Sharma.

    Earlier during the day, the Haryana Police had announced a reward of Rs one lakh for sharing any information about Sukhvinder.

    Five people were killed and two others injured in a firing incident at a wrestling venue adjacent to a private college in Rohtak on Friday evening.

    Among those killed were college employee Manoj Malik, his wife Sakshi Malik, posted with the Railways, a wrestling coach, Satish, and a woman player.

    Among the injured was a four-year-old son of Manoj and Sakshi, who is undergoing treatment at the PGI in Rohtak, said police, adding that his condition is critical.

    Another injured was admitted to a hospital in Gurgaon.

    Superintendent of Police Rahul Sharma told reporters that the main accused, Sukhvinder, had been working as a wrestling coach at the college’s gymnasium.

    After receiving some complaints, Manoj Malik had terminated his services, said Sharma.

    “Prima facie, because of this grudge, he (Sukhvinder) committed the crime,” said Sharma.

    The SP said the Haryana Director General of Police has announced a reward of Rs one lakh for sharing any information about Sukhvinder, who is on the run.

    The SP said as per available information as of now, there was only one accused but he also did not rule out the possibility of the involvement of some other people.

    Police are collecting evidence from the crime scene and the CCTV footage is also being collected, Sharma said.

    The SP said no eyewitness has come forward as of now.

    “As per the feedback we got, there should be more eyewitnesses there,” he said.

    On the number of bullets fired, Sharma said, “The post-mortem of the dead is going on. Anything can be said about the number of bullet injuries only after the post-mortem. Before this, it will be very difficult to say how many shots were fired.”

    Sharma said as per investigation conducted so far, Sukhvinder, a resident of Baroda village, did not have any licensed weapon.

  • Some people agitating just for sake of protest: Haryana CM Manohar Lal Khattar on farmers’ stir

    CHANDIGARH: Haryana Chief Minister Manohar Lal Khattar has said some people are agitating just for the “sake of protest” against the Centre’s farm laws, which reflects their “vested political intent”.

    He, however, said the Centre will be ready for any amendement in the laws if required.

    According to a statement, Khattar said this after a meeting with state MPs in New Delhi, in which their suggestions were sought for the next state budget to be presented in the Haryana assembly in March.

    Commenting on the agitation against the farm laws, Khattar said the Centre is clearly of the view that the three laws are for the benefit of farmers and will give a boost to the agricultural sector.

    Some people are protesting just for the ‘sake of protest’ and it shows their ‘vested political intent’, the chief minister said according to the statement.

    However, if through a positive dialogue, any amendment in these laws is required, then the Union government will always be ready for it, the CM said, adding that he is hopeful that the issue will be resolved soon.

    In the meeting held at the residence of Union minister Rattan Lal Kataria on Friday, the CM said suggestions and expectations of the MPs regarding the development of their constituencies will be looked into during the preparation of the state budget.

    He said like the previous year, this year too the state’s budget will be prepared after holding discussions with the Haryana MPs.

    The meeting was attended by Rattan Lal Kataria, MPs Arvind Kumar Sharma, Dharambir Singh, Ramesh Chander Kaushik, Nayab Singh Saini, Sanjay Bhatia, Brijendra Singh and Sunita Duggal.

    Rajya Sabha MPs Lt Gen D P Vats (retd), Dushyant Gautam and Ram Chander Jangra were also present, as per the statement.

  • Haryana Home Minister Anil Vij directs officers to prepare draft of anti-conversion law

    CHANDIGARH: Haryana wants to bring a law as soon as possible against religious conversion through force or fraudulent means, Home Minister Anil Vij said on Thursday as he directed officers to prepare a draft of an anti-conversion law.

    Presiding over a meeting of a “drafting committee”, the home minister said the “enactment of this law will prevent any attempt to get religious conversion by force, inducement, bluff of marriage or by any other unethical methods by anyone in the state”.

    “Strict action will be taken against the culprits,” he said in an official statement.

    During the meeting, all aspects of the preliminary draft brought by the committee were carefully considered, it said.

    Laws made on this subject in other states are also being studied, Vij added.

    Additional Chief Secretary, Home, Jails, Criminal Investigation and Administration of Justice Department, Rajeev Arora, Secretary, Home-I Department, T L Satyaprakash, Director General of Police Manoj Yadava, Additional Director General of Police Navdeep Singh Virk and Additional Advocate General Deepak Manchanda were present in the meeting.

    In November last year, Vij had announced the setting up of a three-member committee to draft a law against “love jihad”, a term used by BJP leaders to describe religious conversions in the guise of marriage.

    The announcement had come days after the Uttar Pradesh government cleared a draft ordinance against conversion through force or fraudulent means.

    Vij had earlier said that the “drafting committee formed to frame anti-conversion law” in Haryana comprised T L Satyaprakash, Navdeep Singh Virk and Deepak Manchanda.

    The home minister had then told the Haryana Assembly that the state government was considering a law against “love jihad” and had sought information from Himachal Pradesh.

    The Himachal Pradesh Assembly had passed a bill in 2019 against conversion by force, inducement or through a marriage solemnised for the “sole purpose” of adopting a new religion.

    Replying to a calling attention motion in the Haryana Assembly on the murder of a young woman in Ballabhgarh, the home minister had said, “Anyone can marry anyone, anyone can fall in love with anyone. But if there is a conspiracy for changing religion by trapping someone in love, then it is very important to stop that conspiracy. We will take whatever steps are required.”

  • Haryana Government announces exemption in MV tax to autos, cabs operating in NCR, incentives for sportspersons

    CHANDIGARH: The Haryana government on Wednesday decided to grant exemption in motor vehicle tax to auto rickshaws and taxis operating within the Delhi-national capital region (NCR), an official statement said.

    To encourage sportspersons, especially those who are economically weak but have qualified for the Olympic Games, the government will be providing them a grant of Rs 5 lakh as “preparation money” for better diet, training and capacity building, it said.

    The decisions were taken during a meeting of the state cabinet held here under the chairmanship of Chief Minister Manohar Lal Khattar.

    The exemption in motor vehicle tax was granted as per the contract carriage permit issued by the NCR states other than Haryana under the reciprocal common transport agreement (contract carriage), the statement said.

    At present, auto rickshaws and taxis registered in Haryana and having contract carriage permits under the RCTA are not required to pay tax while entering and operating in NCR states — Uttar Pradesh, Rajasthan and Delhi — with Haryana being an exception.

    It will ensure seamless movement of cabs and auto rickshaws in NCR and provide better and efficient transport services to people, it said.

    “The decision aims to grant similar exemption in the motor vehicle tax by Haryana to auto-rickshaws and taxis operating within NCR as per contract carriage permits issued by NCR states other than Haryana — that is Uttar Pradesh, Rajasthan and NCT of Delhi,” the statement said.

    “Thus, no tax will be charged from such vehicles of other NCR states having contract carriage permits under the NCR reciprocal common transport agreement while entering and operating in Haryana,” it said.

    The Cabinet decided to create a separate cadre to promote sports in the state.

    For this, 50 posts of group-A (deputy director), 100 posts of group-B (senior coach), 150 posts of group-B (coach) and 250 posts of group-C (junior coach) have been sanctioned.

    The Cabinet also approved the proposal of the cooperation department for providing the state government guarantee for availing a term loan of Rs 113.03 crore by HAFED from the National Bank for Agriculture and Rural Development to construct 2.72 lakh MT capacity warehouses at 16 locations in eight districts to further strengthen storage system in the state.

    NEW DELHI:  The BJP appears confident that the alliance government in Haryana will come out unscathed from the farmers’ agitation on account of the political compulsion of Deputy CM Dushyant Chautala. Giving confidence to the BJP is that the Dushyant Chautala-led Janata Jannayak Party (JJP) is faced with the challenge to retain its Jat support base, which is seen increasingly shifting to the Congress.

    Even as Khattar and the BJP leaders haven’t been able to cut ice with the agitating farmers, the party believes that there’s not much of support for the agitation from Haryana. Union Home Minister Amit Shah had met CM Manohar Lal Khattar and Dushyant at North Block on Tuesday in the backdrop of the JJP MLAs growing vocal against the farm laws. 

    “The JJP MLAs are under pressure from its Jat voters. In the Rohtak-Sonipat region, former Haryana CM Bhupinder Hooda has been able to wean away the Jats. The farm agitation is just incidental, as the Jats are shifting away from the JJP to the Congress,” a party insider said. 

    With the JJP and the Congress largely competing for the Jat votes, the BJP leaders claim Dushyant has more stakes in ensuring that the alliance government lasts full term.  “The JJP had far more anti-BJP posturing during the Haryana poll campaign, and the post-poll change of stance by Dushyant  to forge an alliance with the BJP is putting pressure on him to retain his votes among the Jats,” said a BJP functionary.

    CHANDIGARH: Protesting farmers on Sunday took control and ransacked the venue of ‘kisan mahapanchayat’ programme at Kaimla village in Haryana’s Karnal district where Chief Minister Manohar Lal Khattar was to address people to highlight the “benefits” of the Centre’s three agriculture laws.

    Earlier, Haryana Police used water cannons and lobbed teargas shells to prevent farmers from marching towards the village.

    However, farmers reached the venue and disrupted the ‘kisan mahapanchayat’ programme.

    They damaged the stage and broke chairs, tables and flower pots at the venue.

    The farmers also took control over a makeshift helipad where chief minister’s helicopter was to land.

    The programme was cancelled due to an unruly act by farmers at the behest of BKU leader Gurnam Singh Charuni, BJP leader Raman Mallik said.

    Police had made elaborate security arrangements for the chief minister’s visit to the village where he was to speak to people to highlight the “benefits” of the Centre’s three farm laws.

    Under the banner of Bharatiya Kisan Union (Charuni), farmers, who have been demanding that the laws be repealed, had earlier announced to oppose the ‘kisan mahapanchayat’.

    Farmers were carrying black flags and shouting slogans against the BJP-led government as they attempted to march towards Kaimla village.

    Police had put up barricades at the entry points of the village to prevent protesting farmers from reaching the programme venue.

    The situation turned tense as farmers were adamant that they would not allow the chief minister to hold the programme.

    Policemen were seen trying to pacify the agitating farmers but they went ahead to take control of the stage.

    “We will not allow the government to hold this programme,” a protester said.

    Congress leader Randeep Singh Surjewala slammed Chief Minister Khattar for using water cannons and teargas shells against farmers.

  • Bird flu: States on alert; Haryana reports over 4 lakh poultry deaths in 10 days, Kerala culls chickens, ducks

    NEW DELHI: Several states on Tuesday sounded an alert to contain the H5N8 strain of bird flu and sent samples for testing while Kerala began culling of chickens and ducks.

    Karnataka and Tamil Nadu stepped up surveillance and formed guidelines following the outbreak of the viral infection in neighbouring Kerala, where around 1,700 ducks have died due to the flu.

    In Haryana, over four lakh poultry birds have died at farms in Panchkula district in the past 10 days, officials said, adding a team from Jalandhar’s Regional Disease Diagnosis Laboratory has collected samples.

    There are no confirmed reports of avian influenza till now, a RDDL spokesperson said.

    In Madhya Pradesh, officials said that 155 dead crows in Indore have been found with the H5N8 strain since the pathogen was first detected in the city a week back, while in Rajasthan, after Jhalwar, birds in Kota and Baran were found with the infection.

    However, no cases have been reported yet in Maharashtra, which shares borders with Madhya Pradesh.

    Officials in Himachal Pradesh surveyed the area around the Pong Dam Lake sanctuary in Kangra district to check the spread of the flu to domestic poultry birds, a day after samples of dead migratory birds there tested positive for H5N8.

    Till now, 2,700 migratory birds, mostly bar-headed geese, have been found dead in the lake area and samples have been sent for testing, state animal husbandry officials said.

    The operation to cull birds in and around a one-km radius of the affected areas in Alappuzha and Kottayam in Kerala was launched a day after results of samples tested at the National Institute of High Security Animal Diseases in Bhopal confirmed the outbreak of the bird flu in the two districts.

    Rapid response teams, set up by the administration, began culling ducks, hens and other domestic birds as per guidelines, officials said.

    Culling of birds in four panchayats of Nedumudi, Thakazhy, Pallippad and Karuvatta in Kuttanad region, where the outbreak has been reported, is expected to be completed by Wednesday evening, Alappuzha district authorities said.

    In Karuvatta panchayat alone, around 12,000 birds will be culled, an official said.

    In the affected areas of Neendoor panchayat in Kottayam district, the rapid response teams have culled some 3,000 birds so far, authorities said.

    On a farm in Neendoor, around 1,700 ducks had died due to the viral infection.

    Officials have said around 40,000 domestic birds, including 34,000 in the Kuttanad region alone, will be culled to check the spread of the H5N8 virus.

    Though the situation has been brought under control, authorities have sounded a high alert in the districts, considering the potential of the virus to infect humans.

    The Alappuzha district collector has banned the use and trade of meat, eggs and waste of domestic birds, including ducks and chicken, in Kuttanad and Karthikappalli Taluks, officials said.

    In Indore, the presence of bird flu was first detected on December 29, when about 50 crows were found dead on the Daly College campus of the Residency area, and tests run on two of the carcasses confirmed the presence of the pathogen.

    Madhya Pradesh veterinary department deputy director Pramod Sharma said 155 crows were detected with the H5N8 virus in the Residency area in the last eight days.

    The deadly avian influenza has not been found in any other bird species apart from crows in Indore so far, he said.

    “Samples from 120 live hens and roosters from the area and 30 migratory birds from Sirpur Lake have been sent to a laboratory in Bhopal to check for bird flu. The reports are awaited,” Sharma said.

    Survey is being carried out in the Residency area to check people with symptoms like cold, cough and fever, a state health department official said but added that no case of the H5N8 infection has been found in humans.

    Jammu and Kashmir sounded an alert and started collecting samples to check the health of winged guests flocking to the Union territory during winters, officials said as neighbouring Himachal Pradesh reported cases of bird flu.

    Joint teams of the animal husbandry and wildlife departments on Tuesday visited the Gharana wetland in the outskirts of Jammu and collected 25 bird droppings for testing to ascertain whether any of the birds are infected with avian influenza, officials said.

    Following the bird flu outbreak in neighbouring Kerala, Tamil Nadu stepped up surveillance on inter-state borders and announced a contingency plan for the management of possible human cases.

    “The avian influenza spreads rapidly, there could be a likelihood of humans getting affected. So, as a precaution, the directorate general of health services has evolved a contingency plan for the management of human cases,” Tamil Nadu health secretary J Radhakrishnan said.

    Karnataka health minister K Sudhakar directed officers in border districts to remain vigilant in the view of avian flu outbreak in Madhya Pradesh and Maharashtra.

    He said guidelines will be issued to all districts for necessary action.

    In Himachal Pradesh, teams have started collecting samples of poultry from an area of 10-km radius from the periphery of the Pong Dam Lake, animal husbandry deputy director Munish Batta said.

    “Our priority is to ensure that the infection does not spread from migratory birds to domestic poultry,” he added.

    There has so far been no report of any unusual sickness or death among poultry birds, Batta said.

    Officials in Rajasthan said samples sent from Kota and Baran have been found positive with H5N8.

    State animal husbandry minister Lal Chand Kataria said avian influenza has been found only in Jhalawar, Kota and Baran.

    Till Tuesday, 625 birds have died in 16 districts.

    Also, 86 samples have been sent for testing, officials said.

Apart from this, the Haryana Government is also considering reopening schools from class 6th to 9th across the state. The government is planning to do this so that students can take proper guidance from their teachers. The decision was taken in line with the Centre’s decision to allow schools to resume from October 15.
