Protesting farmers block Kundli Manesar Palwal expressway in Haryana
By PTI
CHANDIGARH: Intensifying their protest against the three farm laws, farmers blocked the Kundli Manesar Palwal expressway at some places in Haryana on Saturday. The blockade started at 8 am and would last 24 hours.
The Samyukta Kisan Morcha, an umbrella body of protesting farmer unions spearheading the agitation against the agriculture-related legislations, on Friday gave a call for a 24-hour blockade of the KMP expressway.
The 136-km-long expressway is also known as the Western Peripheral Expressway.
Protesting farmers, however, said emergency vehicles will be allowed to ply.
Bhartiya Kisan Union (Lakhowal) general secretary Harinder Singh Lakhowal said the blockade would be for 24 hours.
Haryana Police in the meanwhile issued a traffic advisory, asking travellers to avoid the KMP expressway.
Additional Director General of Police (Law and Order) Navdeep Singh Virk on Friday said elaborate arrangements were in place to maintain peace and order, prevent any kind of violence and facilitate traffic movement and public transport on the expressway.
Traffic diversions have been planned by affected districts especially Sonipat, Jhajjar, Panipat, Rohtak, Palwal, Faridabad, Gurgaon and Nuh, Virk said.
Passengers coming from Ambala/Chandigarh side on National Highway-44 may go towards UP’s Ghaziabad and Noida via Karnal to Shamli and from Panipat to Sanauli.
Vehicles going towards Gurgaon and Jaipur can take National Highway-71A from Panipat and travel via Gohana, Rohtak, Jhajjar and Rewari.
Hundreds of farmers, mostly from Punjab, Haryana and western Uttar Pradesh, have been camping at three border points of Delhi — Singhu, Tikri (along Haryana), and Ghazipur — demanding a repeal of the three farm laws enacted by the Centre in September last year.
The Centre says the new farm laws will free farmers from middlemen, giving them more options to sell their crops.
The protesting farmers, however, say the laws will weaken the minimum support price (MSP) system and leave them at the mercy of big corporates.

The protesters said an elderly farmer was also injured in the melee.
Farmers had gathered outside a private university where the CM’s chopper was to land.
Khattar was to attend a condolence meet in the memory of Rohtak MP Arvind Sharma’s father.
Heavy police security arrangements were made outside the university with barricades put up to stop protesters, said officials.
Farmers were adamant on heading towards the university and tried to force their way through police barricades, resulting in a mild lathicharge by police.
Police personnel were pelted with stones.
One of the police personnel was injured in the incident, said an official.
An elderly farmer was also injured in the lathicharge by police, the protesting farmers claimed.
Khattar’s chopper landed at an alternate helipad at the Police Lines in Rohtak, the official further said.
Farmers have been opposing leaders of the BJP and its alliance partner JJP over the Centre’s three farm laws.
Farmers had on Thursday held a protest against Haryana Deputy Chief Minister Dushyant Chautala outside the Hisar airport.
Later, protesting against the lathicharge, farmers at Jind’s Kandela village blocked the Jind-Chandigarh National Highway.
The blockade was lifted by them on being convinced by area police officials.
The farmers alleged that the government is deliberately targeting their leaders.

Haryana Governor Satyadeo Narain Arya assents to Bill on recovery of damages from protesters
By PTI
CHANDIGARH: Haryana Governor Satyadeo Narain Arya on Thursday assented to a Bill that allows authorities to recover compensation from violent protesters damaging properties. The governor gave the assent to The Haryana Recovery of Damages to Property During Disturbance to Public Order Bill, 2021, which was passed by the state assembly last month, an official spokesperson said.
For adjudicating upon pleas for the compensation for damage to properties, the new law provides for the government to set up claim tribunals in the state, the spokesperson said.
These tribunals will be headed by Haryana Superior Judicial Services officers, to be appointed in consultation with the chief justice of the Punjab and Haryana High Court.
In case of tribunals having two or more members, other members would be from among the state government officials of the rank of additional deputy commissioner or above, the spokesperson said.
“The tribunals shall determine the liability, assess the claims for compensation forwarded to it and determine the monetary value of damages and on such determination, award suitable compensation,” he said.
The Bill passed last month by the Haryana assembly allows authorities to recover compensation from violent protesters, damaging both public and private properties.
Chief Minister Manohar Lal Khattar and Home Minister Anil Vij had earlier denied the Congress suggestions that the decision to bring the Bill in the last assembly was linked to the farmers’ agitation against the Centre’s farm laws.
The Bill provided for recovery of damages to properties caused during disturbances to public order by an assembly, lawful or unlawful, including riots and ‘violent disorder’.
Uttar Pradesh has enacted a similar law to seek damages from alleged rioters who targeted government properties during protests in 2019 over amendments to the Citizenship Act.
