  • Haryana extends Covid-related restrictions till February 10, gives relaxations to malls and markets

    CHANDIGARH: The Haryana government on Wednesday extended Covid-related restrictions in the state till February 10, but allowed malls and markets to remain open till 7 pm, extending the relaxation by one hour.

    Initially, various restrictions imposed by the January 5 order in some districts, which had witnessed a big spike in cases, were imposed in all districts, the Haryana State Disaster Management Authority (HSDMA) had said in an earlier order issued on January 13.

    Now, the guidelines released through orders on January 5, 10, 13 and 18 have been extended till February 10, as per the HSDMA order dated January 26.

    As per an earlier order, the restrictions which had been extended up to January 28, will now remain in force till 5 am of February 10.

    The malls and markets are allowed to open up to 7 pm as against 6 pm earlier.

    However, shops selling essential items like milk and medicine will be allowed to open at all times to enable them to serve the public at large.

    Earlier on January 10, the Haryana government had banned large gatherings of people such as rallies and protests.

    Cinema halls, theatres and multiplexes shall remain closed, the earlier order issued on January 5 had stated.

    All sports complexes, swimming pools, gyms and stadia shall remain closed except when being used for training of sportspersons for participation in national and international events, it had said.

    Haryana has witnessed a huge spike in Covid cases over the past few weeks.

    To check the spread of the infection, the state government had banned people eligible for vaccination but not fully vaccinated from entering shopping malls, cinema halls, restaurants and grain markets, among other crowded places, starting January 1.

    A night curfew from 11 pm to 5 am is already in force in the state.

    Seven more people died from coronavirus in Haryana on Wednesday as 6,351 fresh cases surfaced, pushing the state’s infection count to 9,27,206, according to a Health Department bulletin.

    So far, 10,219 people have died from the infection in the state.

    The worst-hit Gurugram district reported 2,261 fresh cases.

    Faridabad, Panchkula, Ambala and Rohtak reported 668, 387, 277 and 243 fresh infections, respectively.

    One each death was reported from Gurugram, Faridabad, Hisar, Karnal, Panchkula, Kurukshetra and Kaithal, as per the bulletin.

    The total active Covid cases in the state were 39,565.

  • Haryana extends Covid curbs till January 28; gyms, spas can operate with 50 per cent capacity

    CHANDIGARH: The Haryana government on Tuesday extended Covid restrictions in the state till January 28, but allowed gyms and spas to operate with 50 per cent capacity while liquor vends can now open till 10 pm.

    Initially, various restrictions imposed by the January 5 order in “Group A” districts, which had witnessed a big spike in cases, were imposed in all districts, the Haryana State Disaster Management Authority (HSDMA) had said in an earlier order issued on January 13.

    Now, the guidelines released through orders on January 5, 10 and 13 will continue as before with modification of allowing gyms and spas to now operate with 50 per cent capacity utilisation while liquor vends will be allowed to open till 10 pm as against 6 pm earlier, as per the HSDMA order.

    Earlier on January 10, the Haryana government had banned large gatherings of people such as rallies and protests and extended existing restrictions including the closure of cinema halls and sports complexes to eight more districts.

    The order issued by the HSDMA on January 13 had said the restrictions will be applicable till 5 am on January 19, which have now been extended to January 28 (5 am).

    Earlier, these restrictions were imposed in 11 districts, including Karnal, Panipat, Rohtak, Jhajjar, Gurugram, Faridabad, Ambala, Panchkula and Sonipat.

    Later, these restrictions were extended to all 22 districts in the state.

    Cinema halls, theatres and multiplexes shall remain closed, the earlier order issued on January 5 had stated.

    “Hence, restrictions imposed in Group A districts (other 11 districts) vide order dated January 5, shall also be imposed in these (eight districts),” said the earlier order.

    As per earlier guidelines, the malls and markets are allowed to open till 6 pm.

    However, shops selling essential items like milk and medicine will be allowed to open at all times to enable them to serve the public at large.

    All sports complexes, swimming pools, gyms and stadia shall remain closed except when being used for training of sportspersons for participation in national and international events, the earlier order had said.

    All entertainment parks and B2B exhibitions are prohibited, it had said.

    The government and private offices, except for emergency/essential services, have been advised to function with 50 per cent staff attendance.

    Haryana has witnessed a huge spike in Covid cases over the past three weeks.

    To check the spread of the viral infection, the state government has banned people eligible for vaccination but not fully vaccinated from entering shopping malls, cinema halls, restaurants and grain markets, among other crowded places, starting January 1.

    A night curfew from 11 pm to 5 am is already in force in the state.

    Eight more people died from coronavirus in Haryana on Tuesday as 8,388 fresh cases surfaced, pushing the state’s infection count to 8,64,490, according to a Health Department bulletin.

    So far, 10,124 people have died from the infection in the state.

    The worst-hit Gurugram district reported 3,141 fresh cases.

    Faridabad (1,136), Karnal (484), Panchkula (416), Sonipat (326), Ambala (437) and Yamunanagar (298) were among other districts affected by the surge in cases.

    While two fatalities were reported from Yamunanagar district, Hisar, Sonipat, Karnal, Panipat, Ambala and Kurukshetra districts reported a fatality each, as per the bulletin.

    The recovery rate was 92.20 per cent, the bulletin said, while the cumulative recoveries so far after the outbreak of the pandemic are 7,97,066.

  • Haryana extends COVID-19 lockdown till September 6, earlier relaxations to continue

    CHANDIGARH: The Haryana government on Sunday extended the COVID lockdown by a fortnight while allowing various relaxations permitted earlier to continue. The relaxations include the opening of restaurants, bars, malls, clubhouses and shops.

    “The Mahamari Alert-Surakshit Haryana is extended for another fortnight, that is from August 23 (5 am onwards) to September 6 (till 5 am) in the state of Haryana along with guidelines to be implemented during this period issued vide earlier orders,” an order issued by Chief Secretary Vijai Vardhan said on Sunday.

    The order was issued in the exercise of powers under various provisions of the Disaster Management Act, 2005.

    As per other relaxations allowed earlier, conduct of entrance and recruitment examination by different universities, institutes or government departments and recruitment agencies will continue to be permissible.

    The order said that all COVID-related guidelines including those related to social distancing, sanitization and seating capacity, however, will have to be followed.

    Universities and colleges will be allowed to reopen for students for doubt classes, practical classes in laboratories, practical examinations and offline exams with strict adherence to the COVID-related norms, earlier orders provided.

    Vice-chancellors of universities in the state are advised to plan the reopening of universities from the next academic session and share the programme of the same with the concerned department of the state government.

    Immediate action may be initiated/ensured by the university administration to fully vaccinate all hostel students, day scholars, faculty and other staff including the outsourced ones, the order said. There will be a continuous focus on the five-fold strategy for the effective management of COVID-19, that is test-trace-track-vaccination and adherence of COVID-appropriate behaviour, earlier orders said.

    The state government has termed the lockdown “Mahamari Alert-Surakshit Haryana (Epidemic Alert-Safe Haryana)” and it was imposed on May 3, 2021, and subsequently the same was extended from time to time on a weekly basis.

    However, from August 9, it has been extended by a fortnight.

  • Haryana extends lockdown till August 2

    CHANDIGARH: The Haryana government Saturday extended the coronavirus lockdown in the state by another week till August 2 to curb the spread of the pandemic.

    “The Mahamari Alert-Surakshit Haryana is extended for another week, that is from July 26 (5 am onwards) to August 2 (till 5 am) in the state of Haryana,” according to an order issued by Chief Secretary Vijai Vardhan in exercise of powers under the provisions of the Disaster Management Act, 2005.

    According to the order, the conduct of entrance and recruitment examinations by different universities, institutions, government departments and recruitment agencies are allowed in the state while adhering to Covid protocols.

    The order said restaurants in malls are allowed to open with 50 per cent capacity from 10 am to 11 pm and standalone restaurants from 8 am to 11 pm subject to adherence to social distancing norms and Covid-appropriate behaviour.

    These timings will not be applicable to restaurants in hotels.

    In the previous order, the state government had allowed all restaurants and bars including those in hotels and malls to open from 10 am to 11 pm with 50 per cent seating capacity.

    Home delivery from hotels, restaurants and fast food joints is permitted up to 11 pm.

    Meanwhile, the lockdown relaxations, with respect to opening of shops, malls, restaurants, religious places, corporate offices, will continue as currently in place.

    “Now, after duly considering the fact that although the Covid positivity rate and the number of new Covid positive cases have declined, so as to continue the preventive and precautionary measures to contain the Covid pandemic… the ‘Mahamari Alert-Surakshit Haryana’ is extended for another week,” as per the order.

    The state government has termed the lockdown “Mahamari Alert-Surakshit Haryana (Epidemic Alert-Safe Haryana)”.

    Haryana Saturday reported one COVID-19 related death, taking the cumulative toll to 9,617, while 13 fresh infections pushed the total infection case count to 7,69,717.

    The Haryana government had imposed the lockdown in the state on May 3 in view of the prevailing Covid situation.

  • Covid: One-hour extension in bar, hotel timings in Haryana

    CHANDIGARH:  The Haryana government has extended the coronavirus lockdown in the state by another week, till July 26, while allowing restaurants, bars and clubs to open for one more hour, up to 11 pm.

    According to the order issued by Chief Secretary Vijai Vardhan on Sunday, “The Mahamari Alert-Surakshit Haryana is extended for another week, that is from July 19 (5 am onwards) to July 26 (till 5 am) in the state of Haryana.” Restaurants and bars including in hotels and malls are allowed to open from 10 am to 11 pm now as against from 10 am to 10 pm with 50 percent capacity, according to the order issued under the provisions of the Disaster Management Act, 2005.

    Home delivery from hotels is permitted up to 11 pm. Club houses, restaurants and bars of the golf courses are allowed to open with 50 percent seating capacity from 10 am to 11 pm, the order said. Gyms are allowed to open from 6 am to 9 pm with 50 percent capacity. Norms related to social distancing, sanitisation and other Covid-19 appropriate behavioural norms will have to be strictly followed, the order read.

  • Haryana extends lockdown till July 19, but allows slew of relaxations including for students

    CHANDIGARH: The Haryana government on Sunday extended till July 19 the lockdown in the state to curb the spread of the coronavirus, but allowed a slew of relaxations, including for students.

    According to an order issued by Chief Secretary Vijai Vardhan, in exercise of powers under the provisions of the Disaster Management Act, 2005, “the Mahamari Alert-Surakshit Haryana is extended for another week, that is from July 12 (5 am onwards) to July 19 (till 5 am) in the state of Haryana.”

    Through the order the state government also allowed several relaxations.

    Universities and colleges are allowed to open for students for doubt clearing classes, practical classes in laboratories, practical examinations and offline exams with strict adherence of requisite social distancing norms and other guidelines, the order stated.

    Hostels in universities and colleges are allowed to open only for those students who are appearing in examinations, it said.

    Gatherings in weddings, funerals, in open spaces have been increased while cinema halls and spas have been allowed to open.

    The order stated that these gathering should be done by adopting requisite social distancing norms, regular sanitisation and Covid appropriate behavioural norms and following other government guidelines.

    The vice chancellor of the National Law University, Delhi, is allowed to hold Common Law Admission Test (CLAT) on July 23 in the state, the order said.

    Gatherings in weddings, funerals or cremations are allowed up to 100 persons from the earlier 50, subject to strict observance of COVID-19 appropriate behavioural norms and social distancing.

    However, weddings can now take place at places other than courts and homes also, it said.

    In open spaces, gatherings will be allowed up to 200 persons, the order said.

    Spas are now allowed to open from 6 am to 8 pm with 50 per cent capacity after adopting requisite social distancing norms, regular sanitisation and Covid appropriate behavioural norms, it said.

    Swimming pools are also allowed to open only for such athletes or swimmers who are competing or practicing for a competitive event, the order said.

    Cinema halls in malls and standalone are allowed to open with a maximum 50 per cent seating capacity, it said.

    Open training centres in Haryana established under the aegis of Haryana Skill Development Mission are also allowed to open by staggering of trainees for maintaining social distancing.

    Coaching institutions, libraries and training institutes, whether government or private, are also allowed to open with strict adherence to requisite social distancing norms and other guidelines of the government, the order said.

    Industrial Training Institutes are allowed to open for students for doubt clearing classes and practical classes, it said.

    Earlier on July 9, the Haryana government had announced to reopen schools for Class 9 to Class 12 from July 16, saying students of these classes will be allowed to join schools with the permission of their parents.

    Besides, students of Class 6 to Class 8 will also be able to come to schools with effect from July 23, a government statement had said.

    However, it would not be mandatory for the students to come to school as online classes will continue.

    Meanwhile, the lockdown relaxations, with respect to opening of shops, malls, restaurants, religious places, corporate offices, will continue as currently in place.

    “Now, after duly considering the fact that although the Covid positivity rate and the number of new Covid positive cases have declined, so as to continue the preventive and precautionary measures to contain the Covid pandemic, the ‘Mahamari Alert-Surakshit Haryana’ is extended for another week,” according to the order.

    The number of daily COVID-19 cases have now come down to under 50 while the Covid fatalities have also registered a sharp fall.

    It has now been extended for the tenth time.

  • Haryana extends lockdown till July 12

    CHANDIGARH: The Haryana government on Sunday extended the lockdown clamped in the state to curb the spread of the coronavirus by another week till July 12, while allowing some examinations to be held.

    According to the order issued by Chief Secretary Vijai Vardhan in exercise of powers under the provisions of the Disaster Management Act, 2005, “the Mahamari Alert-Surakshit Haryana is extended for another week, that is from July 5 (5 am onwards) to July 12 (till 5 am) in the state of Haryana.”

    .The state government has termed the covid-induced lockdown as “Mahamari Alert-Surakshit Haryana (Epidemic Alert-Safe Haryana)”.

    The Institute of Chartered Accountants is allowed to hold “Chartered Accountant Examinations” from July 5-20, the order said.

    While conducting the exams, “guidelines for examination centres, examination functionaries and candidates for July 2021 CA examination in wake of the ongoing Covid pandemic, released by the Institute of Chartered Accountants of India” along with SOPs issued by the Centre from time to time regarding preventive measures to be followed to contain Covid will have to be followed strictly, according to the orders.

    The orders further said that it has also been decided to allow the Common Entrance Exam (CEE) to be held at Hisar by the Army Recruiting Office, Military Station Hisar, subject to strict observance of social distancing norms, sanitisation and Covid appropriate behavioural norms.

    The relaxations, with respect to opening of shops, malls, restaurants, religious places, corporate offices, gatherings in weddings, funerals, and open spaces will continue as currently in place.

    According to earlier relaxations, all shops are allowed to open from 9 am to 8 pm, malls are allowed to open from 10 am to 8 pm, restaurants and bars, including those in hotels and malls, are allowed to open from 10 am to 10 pm with 50 per cent seating capacity.

    Swimming pools and spas will continue to remain closed.

    “Now, after duly considering the fact that although the Covid positivity rate and the number of new Covid positive cases have declined, so as to continue the preventive and precautionary measures to contain the Covid pandemic the ‘Mahamari Alert-Surakshit Haryana’ is extended for another week…,” the order said.

    The number of daily COVID-19, which had crossed the 15,000-mark in May, have now come down to nearly 50 while the Covid fatalities have also registered a sharp fall in the state.

    The Haryana government had imposed the lockdown in the state on May 3 in view of the prevailing Covid situation.

    It has now been extended for the ninth time.

  • Haryana extends lockdown till July 5, relaxations allowed earlier to continue

    CHANDIGARH: The Haryana government Sunday extended the coronavirus lockdown by another week till July 5, while allowing university campuses to open for research scholars and practical classes in laboratories.

    “The Mahamari Alert-Surakshit Haryana is extended for another week that is from June 28 (5 am onwards) to July 5 (till 5 am) in the state of Haryana,” Chief Secretary Vijai Vardhan said in an order issued under the Disaster Management Act, 2005.

    The state government has termed the coronavirus lockdown “Mahamari Alert-Surakshit Haryana (Epidemic Alert-Safe Haryana)”.

    University campuses are allowed to open for research scholars, laboratory practicals, remedial and doubt classes by adopting requisite social distancing norms, regular sanitisation and Covid-appropriate behaviour, according to the order.

    Anganwadi centres and crèches under Women and Child Development Department shall continue to remain closed.

    These places will remain shut till July 31 in the state.

    The state’s Department of Women and Child Welfare will release the methodology for implementation of various women and child welfare programmes in the state, the order said.

    The relaxations on reopening of shops, malls, restaurants, religious places, corporate offices, gatherings in weddings, funerals, open spaces etc will continue as currently in place.

    According to earlier relaxations all shops are allowed to open from 9 am to 8 pm, malls from 10 am to 8 pm, restaurants and bars, including in hotels and malls, from 10 am to 10 pm with 50 per cent seating capacity.

    Swimming pools and spas will continue to remain closed.

    “Now, after duly considering the fact that although the Covid positivity rate and the number of new Covid positive cases have declined, so as to continue the preventive and precautionary measures to contain the Covid pandemic – the ‘Mahamari Alert-Surakshit Haryana’ is extended for another week…,” the order said.

  • Malls to reopen, shops to operate under odd-even format as Haryana extends lockdown till June 7

    CHANDIGARH: The lockdown to contain COVID-19 in Haryana has been extended by a week till June 7, the state government announced on Sunday, as it relaxed curbs imposed on shop timings and malls.

    The state government termed the lockdown “Mahamari Alert/Surkshit Haryana (Epidemic Alert/Safe Haryana)”.

    Addressing a virtual press conference, Chief Minister Manohar Lal Khattar said even though the COVID-19 situation has improved in the state, it has been decided to extend the “Mahamari Alert/Surkshit Haryana” lockdown till 5 am on June 7 with some more relaxations.

    He said shops which were earlier allowed to open as per odd-even basis from 7 am to 12 pm will now be open from 9 am to 3 pm.

    “We had received representations from market associations after which we decided to change the timings. However, the shops will continue to open as per the odd-even system,” Khattar said.

    Malls will now be allowed to open from 10 am to 6 pm, subject to certain conditions, he said.

    The number of visitors to be allowed inside a mall will depend on the size of the structure, the chief minister added.

    “For example, in a 1,000 square feet mall, 40 people will be allowed at a time, and if it has an area of 2,000 square feet, the number of people allowed at a given time will be 80,” he said.

    Those allowed entry can stay inside for a limited duration, and entry of others will be permitted based on how many are inside the mall at a particular time, Khattar added.

    “Mall operators will have to come out with a mechanism for this, and they will have to take necessary permission from deputy commissioners concerned,” he said.

    Colleges, industrial training institutes and schools will remain closed till June 15 as already announced, the chief minister said.

    The daily ‘corona curfew’ timing in the state will continue to be from 10 pm to 5 am, he added.

    Replying to a question, the chief minister said that unlike last year’s lockdown, when the state’s revenue collections took a major hit, the impact on excise and GST collections due to the current lockdown has been marginal.

    To contain the second wave of the COVID-19 pandemic in Haryana, the state government had initially imposed a lockdown on May 3 for a week till May 10, which has now been extended four times.

    COVID-19 cases, positivity rate and the death count due to the disease have come down significantly following the imposition of the curbs.

    The state government had also put several other restrictions in place, including the imposition of section 144 of the CrPC and a night curfew.

  • Haryana govt extends coronavirus lockdown till May 31

    CHANDIGARH: The Haryana government on Sunday extended the coronavirus lockdown till May 31, according to an order issued here.

    State Chief Secretary Vijai Vardhan in the order said the lockdown, which was earlier imposed till May 24, has been extended by a week till 5 am on May 31.

    In a bid to contain the coronavirus spread, the state government had first imposed the lockdown on May 3, which was extended every week since then.

    The Haryana government has termed the lockdown as “Mahamari Alert/Surkshit Haryana (Epidemic Alert/Safe Haryana)”.

    The state has so far reported 7,33,628 infection cases, including 7,415 deaths.
