  • Covid lockdown extended in Haryana till May 24

    CHANDIGARH: The Haryana government on Sunday extended the coronavirus lockdown in the state till May 24.

    The lockdown which already stood imposed in the state till May 17 was extended by a week.

    Making the announcement on Twitter, Home and Health Minister Anil Vij said, “Mahamari Alert / Surkshit Haryana extended from 17 May to 24 May.

    Stringent measures will be taken to implement the alert (lockdown).

    ” Last Sunday, Minister Vij had extended the lockdown from May 10 till May 17.

    In a bid to contain the current second Covid-19 wave in Haryana, the state government had first imposed the lockdown on May 3 for a week till May 10.

    The Haryana government has termed the lockdown as “Mahamari Alert/Surkshit Haryana (Epidemic Alert/Safe Haryana)”.

    Haryana has been facing a surge in Covid-19 infections as well as fatalities for the last few weeks, though they have registered a slight fall during the past few days.

    The recent surge had seen increased pressure on hospitals with demand for medical oxygen also increasing manifold.

    The government has maintained that it is doing its best to tackle the present Covid-19 situation.

    The government has also stepped up efforts to check the spread of the virus in rural areas with many villages seeing a surge in infections.

    During the lockdown, the government had urged residents to stay indoors.

    However, several categories of people, including those tasked with the maintenance of law and order, emergency and municipal services and the government machinery engaged in anti-Covid duties, have been exempted from the lockdown restrictions.

    To curb the virus’ spread, the state government had recently put several other restrictions in place including the imposition of restrictions orders under Section 144 of the CrPC and daily night curfew.

  • Weekend lockdown in nine districts of Haryana

    CHANDIGARH: The Haryana government has imposed weekend lockdown in nine of the 22 districts of the state. The nine districts are: Gurugram, Faridabad, Sonipat, Rohtak, Karnal, Hisar, Sirsa, Fatehabad and Panchkula. As per the orders issued by Chief Secretary Vijai Vardhan, the weekend lockdown will come into force from 10 pm on April 30, (Friday) and continue till 5 am on May 3 (Monday).

    The restrictions are covered under the Disaster Management Act (DMA), 2005. Any person violating the restrictions will be liable to be proceeded against as per the provisions of Sections 51-60 of the DMA, besides legal action under Sec. 188 of the IPC and other legal provisions as applicable. An official said during the lockdown, residents must stay indoors.

    No person shall leave their homes or shall move on foot or by vehicle or travel or stand or roam around on any road or public places during the restriction hours. Those exempt from the measure are persons and services tasked with law and order, emergencies and municipal services, duties including executive magistrates, police personnel, military/CAPF personnel in uniform, health, electricity, fire, media persons with accreditation and government machinery tasked with COVID-related duties.

    He said those exempted for appearing in examination and on exam duties would have to produce admit/ identity cards. Those engaged in the manufacture of essential goods will also be exempt. There shall be no curbs on movement (inter-state and intra-state) of essential and non-essential goods.

    All vehicles or persons in bona fide transit (inter-state or intra-state) shall be allowed to pass, but only after verification of point of origin and destination. Haryana Health Minister Anil Vij said all chief medical officers should ensure that treatment and admission of Covid patients is not affected during the VIP movement in hospitals.

  • 200 people for indoor events, 500 for open gatherings: Haryana issues new COVID guidelines

    CHANDIGARH: The Haryana government on Sunday issued fresh guidelines putting a ceiling on the number of people permitted to attend functions in open spaces and indoors, and at funerals in the wake of a surge in coronavirus cases in the state.

    While at most 200 people would be allowed at events indoor, the crowd capacity outdoors has been put at 500.

    At funerals, a maximum of 50 people would be allowed to attend, the new guidelines stated.

    Earlier, the limit on gatherings was implemented in Gurgaon and Faridabad.

    Under the new standard operating procedure (SOPs), organisers of social, academic, sports, entertainment, cultural, religious and political gatherings must take permission from district magistrates, the state government stated.

    The district magistrates will issue permission for the gatherings only after seeking necessary no-objection certificates from the departments concerned.

    The new SOPs also permit action against violators after extensive checking under provisions of the Disaster Management Act, 2005, as well as under Sections 188 of the Indian Penal Code.

    While urging the people of the state to religiously follow the COVID-19 guidelines, Chief Minister Manohar Lal Khattar said everyone should take precautionary measures to safeguard themselves from the infection.

    The third wave of the coronavirus pandemic is raging in the state, he said in Karnal, adding every citizen should wear a mask, use sanitiser and maintain six-feet distance.

    Haryana had reported 10 COVID-19 fatalities on Saturday taking the death toll to 3,184.

    The coronavirus case tally rose to 2,96,229 with 1,959 fresh instances of the infection.

    The districts which report a big spike in cases included Gurgaon (606), Karnal (274), Faridabad (138), Ambala (138) and Kurukshetra (124).

    The state now has 11,787 active cases.

  • Haryana passes Bill to recover damages after violent protests

    CHANDIGARH: The Haryana Assembly on Thursday passed a Bill that will allow authorities to recover compensation  from violent protesters for causing damage to public property. The Haryana Recovery of Damages to Property during Disturbance to Public Order Bill, 2021 was tabled in the House three days back and was passed after an hour-long discussion.

    The Bill provides for recovery of damages to property caused during disturbances to public order by an assembly, lawful or unlawful, including riots and violent disorder. A ‘claims tribunal’ can be set up to assess damage to public property and fix liability. The collector can order the attachment of property or bank accounts of anyone asked by the tribunal to pay compensation.

    Home Minister Anil Vij countering the Opposition said, “We are not bringing this Bill against people’s democratic right to hold a protest. They said we are bringing this for farmers’ agitation, but there is no connection.” Leader of Opposition Bhupinder Singh Hooda also sought its withdrawal. He  said, “Peaceful protest is every citizen’s right. There are already legal provisions pertaining to damage caused to property. What about the responsibility of the police in not being able to control law and order?’’

    Slamming the government, Congress spokesperson Randeep Surjewala said, “The bill itself is law imposing and  puts a permanent ban on every person or group who speaks, thinks, protests and states the flaws and mistakes of state government. Not only does this violate the fundamental rights enshrined in Article 19 of the Constitution, but it also reflects the mentality and frustration of the BJP-JJP government that it is scared of the people of Haryana.’’

  • BJP-JJP government defeats ‘no-confidence’ motion in Haryana Assembly

    The motion of no confidence against the BJP-JJP government, brought by the main opposition Congress, was defeated in the Haryana Assembly on Wednesday.

    At the end of a marathon six-hour discussion on the motion, Speaker Gian Chand Gupta announced the 55-32 break up in the House.

    The 55 members who voted against the motion included 39 from the BJP, 10 of ally Jannayak Janta Party, five Independents and one from the Haryana Lokhit Party.

    Thirty members of Congress and two Independents, who had earlier withdrawn support, backed the motion.

    “We know that we will not win the confidence of the Opposition but we will take this opportunity to win the confidence of the masses”, said Haryana Chief Minister Manohar Lal Khattar had in the assembly earlier while replying to the no-confidence motion.

    Reciting a couplet by poet Bashir Badr, Khattar had said, “Mukhalfat se meri shaksiyat sawarti hai, main dusmano ka bada aitram karta hun (Criticism makes my personality shine, I respect my enemies a lot).”

    The motion was raked up by Congress on the assertion that the Haryana government had ‘lost public confidence’, and was forwarded to the speaker by Leader of Opposition Bhupinder Singh Hooda and 27 other MLAs.

    “The no-confidence motion will let people know which MLA stands with the government and which MLA stands with farmers,” Hooda had earlier said.

    In the 90-member house, Haryana Assembly currently has an effective strength of 88 members, which means that the ruling alliance needed 45 votes against the motion to retain power.

  • Haryana Government announces exemption in MV tax to autos, cabs operating in NCR, incentives for sportspersons

    CHANDIGARH: The Haryana government on Wednesday decided to grant exemption in motor vehicle tax to auto rickshaws and taxis operating within the Delhi-national capital region (NCR), an official statement said.

    To encourage sportspersons, especially those who are economically weak but have qualified for the Olympic Games, the government will be providing them a grant of Rs 5 lakh as “preparation money” for better diet, training and capacity building, it said.

    The decisions were taken during a meeting of the state cabinet held here under the chairmanship of Chief Minister Manohar Lal Khattar.

    The exemption in motor vehicle tax was granted as per the contract carriage permit issued by the NCR states other than Haryana under the reciprocal common transport agreement (contract carriage), the statement said.

    At present, auto rickshaws and taxis registered in Haryana and having contract carriage permits under the RCTA are not required to pay tax while entering and operating in NCR states — Uttar Pradesh, Rajasthan and Delhi — with Haryana being an exception.

    It will ensure seamless movement of cabs and auto rickshaws in NCR and provide better and efficient transport services to people, it said.

    “The decision aims to grant similar exemption in the motor vehicle tax by Haryana to auto-rickshaws and taxis operating within NCR as per contract carriage permits issued by NCR states other than Haryana — that is Uttar Pradesh, Rajasthan and NCT of Delhi,” the statement said.

    “Thus, no tax will be charged from such vehicles of other NCR states having contract carriage permits under the NCR reciprocal common transport agreement while entering and operating in Haryana,” it said.

    The Cabinet decided to create a separate cadre to promote sports in the state.

    For this, 50 posts of group-A (deputy director), 100 posts of group-B (senior coach), 150 posts of group-B (coach) and 250 posts of group-C (junior coach) have been sanctioned.

    The Cabinet also approved the proposal of the cooperation department for providing the state government guarantee for availing a term loan of Rs 113.03 crore by HAFED from the National Bank for Agriculture and Rural Development to construct 2.72 lakh MT capacity warehouses at 16 locations in eight districts to further strengthen storage system in the state.

  • Mobile internet curbs lifted in Haryana’s Panipat and Charkhi Dadri districts

    CHANDIGARH: The Haryana government on Wednesday lifted mobile internet curbs in Panipat and Charkhi Dadri, even as the services will continue to remain suspended in five other districts of the state till 5 pm on February 4, an official said.

    The mobile internet services were suspended in some districts of the state “to prevent any disturbance of peace and public order” amid a protest by farmers against three agri laws. The official said that the curbs have now been lifted in Panipat and Charkhi Dadri districts.

    However, the state government has extended the suspension of mobile internet services (2G/3G/4G/CDMA/GPRS), SMS services (only bulk SMS) and all dongle services, etc.provided on mobile networks except the voice calls in five districts — Kaithal, Jind, Rohtak, Sonipat and Jhajjar till 5 pm on February 4.

    The order has been issued to prevent any disturbance of peace and public order in the jurisdiction of these districts of Haryana and shall be in force with immediate effect. Any person who will be found guilty of violation of aforesaid order will be liable for legal action under relevant provisions, the order stated.

    The government’s move to suspend mobile internet services in 17 districts earlier and later on keeping these suspended in a few places led to protests by farmers in the state. Opposition parties had also condemned the curbs on mobile internet in some parts, saying the move would affect the students who were preparing to appear in final exams.

    On Tuesday, the state government had ordered suspension of mobile internet services in three districts near Delhi after violence broke out during the farmers’ tractor parade in the national capital on Republic Day.
