  • Bihar Assembly floor test: Jitan Ram Manjhi after HAM issues whip ahead of Bihar Assembly floor test: ‘We might be poor but…’ – The Economic Times Video

  • Caste census: RJD chief Lalu Prasad Yadav calls for boycott of national census

    Express News Service

PATNA: RJD supremo Lalu Prasad Yadav’s call to boycott the National Census 2021 if the central governmen continues to refuse conducting the caste-based census, has now pushed the opposition’s demand for caste-based census towards becoming  a national political issue.

Bihar’s principal opposition – RJD along with NDA’s three allies in Bihar – JDU, VIP and the HAM  is moving in a very calculated political way ahead the forthcoming Uttar Pradesh Assembly polls in order to make the caste-based census a national issue against the BJP.

    — Lalu Prasad Yadav (@laluprasadrjd) August 11, 2021
Taking to official Twitter handle, Lalu Prasad Yadav has tweeted in Hindi: “If castes are not counted in the 2021 Census, apart from Bihar, minorities along with all the backward, EBC communities of the country can boycott the Census.”

Lalu’s call to boycott the census, made to the people of SC (16 per cent), OBCs (nearly 50 per cent), the minority (17 per cent) and EBCs, has sent the BJP think-tank in Bihar into a deep thought over chalking out the ways to downplay Lalu’s call.

Lalu Prasad Yadav, who is still the most-heard leader in opposition in the public, continued questioning the utility of census if it does not benefit the people in majority in population. “If the data of Census does not benefit the majority of people of population, then what will we do with the Census of animal count,” Lalu tweeted.

In Bihar, demand for caste-based census has widened the rift between ruling JDU and the BJP to such an extent that hardly a day passes off without any leader either from JDU and the BJP making statement in support of and against the issue.

“The support of opposition, led by RJD, has given a major twist to this demand and Lalu Prasad Yadav, who has recently met many leaders of opposition like Sharad Pawar, Mulayam Singh Yadav, Sharad Yadav and Om Prakash Chutala, has made the caste census a potential issue against the BJP,” said many political observers including Dr RK Verma in Patna.

“If this issue is fanned across UP and other poll-bund states and BJP suffers in electoral politics, the same issue will be against the BJP in 2024 LS election to oust Narendra Modi,” they added.

Recently, Bihar CM Nitish Kumar had already made it clear that his party will not compromise in an alliance w.r.t this issue at all. “The demand for caste-based census has no political connection. It pertains to a social concern. If it is conducted even once in the country, it will benefit everyone,” Nitish Kumar had said recently.

A letter seeking an appointment with Prime Minister Narendra Modi has also been sent to the PMO by Nitish Kumar to meet him with a delegation over the caste-based census. However, Kumar has got no reply from the PMO over the letter sent with the suggestion of opposition in Bihar.

Kumar had cited that the Bihar Assembly has passed two resolutions in support of caste-based census and communicated about it to the Centre in 2019 and 2020. Leader of opposition Tejashwi Yadav had also added a new political vigour saying that if trees, animals, vehicles and SC/ST people can be counted, why not the OBC people.

Many political experts believe that the BJP has fallen in a dilemma having refused to conduct the caste-based census and finding no way to silence the opposition and hence, making the issue as a major national issue.

In national political scenario, even BSP supremo Mayawati has also said that if the BJP takes any creative approach on the issue, her party will be in support of that

Meanwhile, some reliable sources from opposition side said that the entire opposition is being polarised to come together over the caste census, the new population policy and the Pegasus scandal against BJP ahead of UP polls.

“If we succeed in damaging the BJP over all these issues in Uttar Pradesh polls, on power can help Narendra Modi to continue in power after 2024 LS elections. We are getting polarised,” said a reliable opposition source.

  • Between perfomance and politics, turmoil surfaces within NDA in Bihar

    Express News Service
PATNA: The Hindustani Awami Morch (HAM), one of the constituents of Nitish Kumar-led Bihar government, on Wednesday demanded the formation of ‘Coordination Committee’ within the NDA.

This was a telling sign that all is not well with the ruling alliance.

This comes few days after State BJP chief Dr Sanjay Jaiswal expressed his displeasure on the functioning of district administration in preventing crimes against Dalit by a particular section of people in the state.

With this mind, the HAM stirred up politics within the NDA in Bihar with the demand for Coordination Committee.

“We’ve demand to form coordination committee to sort out any kind of grievances within the NDA internally instead of going in public through media or other channels of communication,” Danish Rizwan-spokesperson of HAM said, adding that those who are trying to create confusion will be exposed.

He said that whosoever from NDA making statements are giving a chance to the opposition for slamming the state government.

Over the last few weeks, leaders of NDA constituents including JDU and BJP have tweeted contrary statements against each other.

Earlier, Upendra Kushwaha had also tweeted in sarcastic tone on Jaiswal and asking PM Modi to follow what Nitish Kumar had done by granting reservation to girls in medical and engineering college admission.

When another BJP leader Janak Ram also raised a voice against crimes perpetuated by some people of a particular community, the HAM chief Jitan Ram Manjhi had indirectly attacked on him tweeting that no one should attempt to disturb the cordial social bonding of Dalit and the minority people.

“The Dalit-Muslims of the state are united. Those who are feeling pain in their stomach due to Dalit-Muslim unity, are raising their fingers on the Bihar government. In Bihar, the law is doing its job,” Manjhi said.

The BJP leaders had alleged that atrocities on Dalits by Muslims in Purnia, Champaran, Gopalganj and Jamui were on the rise. The BJP minister in the government, Janak Ram, had said that the conversion of Mahadalits is being done in Gopalganj and Jamui.

Sources from the NDA said that differences within the NDA particularly between BJP and the JDU are cropping up over many issues.

The differences have widened further after the release of report of NITI Aayog in which Bihar has been ranked at worst in performance. The BJP leaders, trying to console Nitish Kumar, are saying that developments have taken place under his leadership but JDU is attributing the worst state performance to lack of special status to Bihar on the part of the union government.

BJP leader and national general secretary of OBC wing Dr Nikhil Anand on being asked about the HAM demand said that the NDA is working on common agenda of crime and corruption free sustainable development of the state.

“Nitish Kumar is excellently leading the state and coordinating well with all the alliance partners. There is no significance on the statement of any individual,” he added.

But sources from NDA noted that the HAM had created division in the UPA also on the issue of formation of Coordination committee.

Meanwhile, Leader of Opposition Tejashwi Yadav taking advantages of growing ruckus within the NDA termed the Nitish Kumar led government as a fungus imposed by the Election commission on Bihar in November.

Reacting against Tejashwi statement, Dr Anand said, “If Tejashwi Yadav is saying Nitish Kumar government is a fungus, what is Tejashwi himself? He is a Chinese virus!” he said.

Prohibitory orders under Section 144 of the Criminal Procedure Code (CrPC) have been imposed in and around the counting centres to prevent the gathering of people.

This time Bihar witnessed a triangular contest with the ruling JDU-BJP alliance and grand alliance (RJD, Congress and others) and Chirag Paswan’s Lok Janshakti Party (LJP), which is eying the role of a kingmaker in case of a hung Assembly.

On one side is the NDA which includes JD-U (115 seats), BJP (110 seats), Vikassheel Insaan Party (11 seats) and Jitan Ram Manjhi’s Hindustani Awam Morcha (7 seats).

Mahagathbandhan constitutes RJD (144 seats) and the Congress with 70 seats. Other alliance partners include the CPI-ML (19 seats), CPI (6 seats), and the CPIM (4 seats).

Incumbent chief minister Nitish Kumar was the face of the NDA while Mahagathbandhan declared Tejashwi Yadav as its chief minister candidate.

LJP contested over 130 seats on its own and fielded candidates against all JD-U nominees and only a few against BJP.

Chief Minister Nitish Kumar is eyeing his fourth term with ally BJP by his side. In 2015, however, Kumar-led Janata Dal (United) fought polls with Rashtriya Janata Dal (RJD) and Congress under the Mahagathbandhan banner. The BJP-led NDA had fought the elections with LJP and other allies.

RJD with 80 seats had emerged as the single largest party in the elections, followed by JD-U (71) paving way for Nitish Kumar to take oath as Bihar Chief Minister for the third term. BJP was reduced to 53 seats and got the largest vote share (24.42 per cent).

However, in 2017, differences emerged between the RJD and JD-U, resulting in Chief Minister Nitish Kumar returning to the NDA.

The exit polls differed in their prediction of tallies of major players in Bihar assembly polls with most predicting an edge for Mahagathbandhan or its victory.
