  • Ensure supply of gunny bags for paddy purchase: Chhattisgarh CM to PM; fears law and order situation

    RAIPUR: Chhattisgarh Chief Minister Bhupesh Baghel on Tuesday wrote to Prime Minister Narendra Modi requesting him to ensure a timely supply of new jute gunny bags to the state for paddy purchase, saying their unavailability could create a law and order situation during the procurement drive beginning December 1.

    In his letter addressed to the prime minister, Baghel said Chhattisgarh requires 5.25 lakh bundles of gunny bags for paddy procurement but has received permission to purchase only 2.14 lakh bundles of new gunny bags, a public relations department official said.

    “The paddy procurement drive under the minimum support price (MSP) declared by the Centre for the Kharif Marketing Year 2021-22 is scheduled to start from December 1 in the state and necessary preparations are being made. Around 105 lakh metric tonnes of paddy is expected to be procured from farmers in the state for which 5.25 lakh bundles of gunny bags are required,” the CM stated.

    However, according to a letter issued by the Union Ministry of Food and Public Distribution on November 12, Chhattisgarh has got permission to purchase only 2.14 lakh bundles of new gunny bags through Jute Commissioner Kolkata, the letter said.

    Indents have been issued by the Chhattisgarh State Cooperative Society Marketing Federation for the purchase but the state has so far received only 86,856 bundles of the gunny bags, which is much less than the sanctioned quantity, Baghel wrote.

    Stating that satisfactory progress is not seen despite Chhattisgarh’s continuous efforts to receive the full quantity of gunny bags, Baghel wrote, “if the gunny bags are not supplied in time, it may lead to law and order situation during the procurement drive period”.

    He urged the PM to direct the Union Food department and Jute Commissioner to ensure a timely supply of gunny bags.

  • The central government had approved 1.48 lakh gunny bags but only 1.08 lakh gunny bags were supplied: Amarjeet Bhagat

    Food Minister Amarjeet Bhagat requested the central government to allow FCI to use gunny bags received from the old / public distribution system. He mentioned in a letter to Union Minister Piyush Goyal that 1.48 lakh jute gunny bags had been approved by the Central Government, but only 1.08 lakh gunny bags were supplied. FCI is denying the use of gunny from the old / public distribution system. Due to shortage of gunny bags of new jute, the Central Government had allowed permission to deposit rice in old / PDS gunny bags with FCI / State Procurement Agencies. Contrary to this permission, FCI is not procuring rice in gunny bags of old / public distribution system. The Central Government had written a letter on 20 October 2020 permitting the use of old used gunny bags in the event of shortage in the supply of gunny bags.

On the occasion, Chief Minister Mr. Baghel said that 86 lakh metric tonnes of paddy had been purchased so far in the current season in the state, which have been purchased so far and there is still one week left.     The Chief Minister said that despite the lack of gunny bags, we did not let the paddy purchase stop and the record paddy was purchased. We repeatedly requested the Center to send the gunny bags, but it was decided to give only one and a half lakhs of gunny bags and 40 thousand gunny bags were still not available. On the occasion, the Chief Minister said that through the Rajiv Gandhi Kisan Nyay Yojana, we provided support to the farmers. Chhattisgarh government schemes have brought economic prosperity to the farmers. There is satisfaction in farmers. Due to the policies of the Chhattisgarh government, the agricultural economy has improved and its effect has also been shown on the market. In this way all classes have developed due to the policies of the government.
    Chief Minister Mr. Baghel said that we have done farming for a lifetime and understand the suffering of farmers. Realizing the pain of farmers, we decided that concrete decisions need to be taken in the interest of agriculture. It is very important that farmers get adequate value for their produce. We have taken the historic decision of debt waiver of farmers, which is the biggest decision of debt waiver of any state till now. Whether it is a small farmer or a big farmer, we have forgiven everyone’s debt which was a historic decision. The Chief Minister said on this occasion that through the Rajiv Gandhi Kisan Nyaya Yojana, we decided to provide agricultural input assistance to farmers in 4 installments. This assistance amount was given on such occasions which were the most necessary opportunities for the farmers, the first of which is the time when farming starts, then the amount was sent to the farmers’ account on May 21 so that it can start farming. . The third installment was given at the time of lavishing. We will give the last installment before 31 March. On this occasion, Higher Education Minister Shri Umesh Patel said that despite the shortage of gunny bags, the Chief Minister successfully implemented the paddy purchase scheme, this was a huge task. Today, the satisfaction of the farmers on the face of the state government schemes is deeply affected. On this occasion, the Chief Minister also inspected Gowthan located in Murmunda, was impressed by the arrangement here and said that make Gowthan self-sufficient.   • Ensure adequate arrangements for gunny bags in the state for paddy purchase

    Adequate arrangement of gunny bags has been ensured in the state for the purchase of paddy in the Kharif marketing year 2020-21.
    An estimated paddy procurement of 89.00 lakhs in the state. Approximately 4.45 lakh bales of gunny bags are required for the tonnage. Tons of paddy have been procured. 89 lakhs Against the estimated procurement of tonnes of paddy, about 21.65 lakhs. Tons are yet to be acquired.

    Approximately 1.08 lakh bales of gunny bags will be required to procure the remaining paddy. Against this, in the present situation, about 53 thousand gunny bags are available. Apart from this, about 35 thousand bale miller gunny bags are to be obtained from the lifting of paddy for custom milling. At present, about 10 to 12 thousand bale miller gunny bags are being received every week due to the lifting of paddy, so there is a total possibility of 35 thousand baley miller gunny bags in the remaining period of paddy purchase. Also, about 10 thousand bales of HDPE / PP gunny bags are to be supplied.

    At present about 5 thousand bale HDPE / PP gunny bags are being received every week, so there is a total possibility of getting 10 thousand balement HDPE / PP gunny bags in the remaining period of paddy purchase.

    Similarly, for the purpose of ensuring the supply of 10,000 bags of gunny bags from PDS shops, permission is being given for advance storage / distribution of rice as per the demand of the districts.

    Thus, against the requirement of total 1.08 lakh bales of gunny bags, the supply of gunny bags has been ensured by the State Government. Besides, about 36 thousand bales of new jute gunny bags are also required through the Jute Commissioner.

    In spite of the above arrangement, if the need for gunny bags arises in any committee, permission for purchasing paddy in farmer gunny bags has also been provided by the state government. Thus adequate arrangements for gunny bags have been ensured in the state for paddy purchase.

  • Maha campaign to purchase paddy on support price in Chhattisgarh will start from December 01

    In Chhattisgarh, a major campaign to procure paddy on support price from paddy growing farmers will start from December 1. All preparations for this have been completed by the state government. Chief Minister Shri Bhupesh Baghel has instructed the officials that farmers should not face any inconvenience during paddy purchase. Full care should be taken of farmers’ convenience. In the cabinet meeting held on 28th of this month under the chairmanship of the Chief Minister, instructions have been given to purchase paddy from 01 December to 31 January 2021 and purchase of maize from 01 December to 31 May 2021 on support price. Paddy procurement will be started from December 1 at 2 thousand 305 paddy procurement centers in the state on support price. This year 257 new paddy buying centers have been built.


    Due to the farmer friendly policies of the state government, more than 2 lakh farmers who have left farming have returned to the fields, which has increased the acreage. In the Kharif marketing year 2020-21, 2 lakh 49 thousand more farmers have registered to sell paddy as compared to the previous year. Together, a total of 21 lakh 29 thousand 764 farmers have registered to sell paddy at the support price this year. The area under paddy sown by these farmers is more than 27 lakh 59 thousand 385 hectares. In two years, the area under paddy selling has increased from 19.36 lakh hectare to 22.68 lakh hectare and the number of farmers has increased from 12 lakh 6 thousand to 18 lakh 38 thousand. In this way, there is an increase of 3 lakh 32 thousand hectares in area and 6.32 lakh increase in the number of farmers selling paddy on support price


    There has been a significant increase in the amount of paddy purchased at the support price in the last two rains. In the year 2017-18, 56.85 lakh metric tonnes of paddy was purchased in the state of Chhattisgarh at the support price. During two years, this figure of paddy procurement reached 83.94 lakh MT. Considering the number of farmers registered to sell paddy this year and the area under paddy, the support price is estimated to be higher than last year.
