  • Centre weaponising ED, NIA against those speaking the truth, says PDP chief Mehbooba Mufti

    Express News Service

SRINAGAR:  PDP chief Mehbooba Mufti said those who speak the truth in “naya Kashmir” are being punished after her mother was on Wednesday questioned by the Enforcement Directorate in connection with a money laundering case.

Mehbooba’s mother Gulshan Nazir was questioned by the agency at its Srinagar office for about three hours. Gulshan, the wife of late former CM Mufti Sayeed, was earlier questioned by the ED on July 14. Subsequently the agency, on August 6, issued a fresh summons, asking her to appear for questioning again.“In naya Kashmir, whosoever talks true and truth, he or she is being punished,” Mehbooba told reporters, after her mother’s interrogation.

She said agencies like the ED and the NIA are being weaponised against politicians, activists, journalists, students, etc. “Whosoever talks truth and whoever talks against divisive policy and also against false narrative on J&K created by them, they have to face this punishment,” she said.

Referring to the chronology of the summons, PDP chief said, “When I refused to meet the Delimitation Commission, the next day a summon was issued to my mother. And when I took out a peaceful protest on August 5, the next day she received ED summon.”

“In New India being summoned by agencies like NIA & ED have become a ritual for whoever disagrees with government of India’s divisive agenda and policies,” she said.

SRINAGAR: Mother of former Jammu and Kashmir chief minister Mehbooba Mufti on Wednesday appeared before the Enforcement Directorate (ED) here in a case related to money laundering, officials said.

Gulshan Nazir, who is in her late seventies, came to the ED office along with her daughter at the agency’s office located in the civil lines area here, they said.

Nazir, the wife of former union Home minister and ex-chief minister Mufti Mohammed Sayeed, had earlier been summoned on three occasions, a move which was termed by the PDP as a political vendetta against the party which has been opposing the abrogation of the special status of the erstwhile state of Jammu and Kashmir.

The criminal case filed under the Prevention of Money Laundering Act (PMLA) is linked to the recovery of at least two diaries by the ED after raids on an alleged associate of Mehbooba. The diaries contain the details of some purported payments made from the chief minister’s discretionary fund in alleged contravention of rules, the officials said.

These funds are alleged to have been diverted during the People’s Democratic Party (PDP) rule in the erstwhile state. A few lakh rupees from these funds are alleged to have been transferred into the accounts of Nazir and some others, and the ED wants to question her about it, the officials said.

SRINAGAR: The Enforcement Directorate Friday served a notice on the mother of former Jammu and Kashmir chief minister Mehbooba Mufti in connection with a case related to money laundering, official said here.

The summons served on Gulshan Nazir, who is in her late seventies, has asked her to appear before the ED’s Srinagar office on August 18, they said.

The Mehbooba Mufit-led PDP slammed the ED over the development, saying it was no coincidence that a summons is served every time the party registers a protest against the Centre’s policy on Jammu and Kashmir.

On Thursday, Mufti had led a team of protesters from her party to mark the second anniversary of the Centre’s move to abrogate the special status of the erstwhile state on August 5, 2019.

The PDP has asked the ED the details of the case including about the FIR and the accused “just so we can prepare legally and know what she is going to be asked about”.

She was summoned by the ED on earlier occasions also.

The party had conveyed to the ED that she should be allowed human assistance as she was not well versed with English, Hindi and Urdu languages and if the details of the case were known, it would help her in being prepared for the questioning.

The criminal case filed under the Prevention of Money Laundering Act (PMLA) is linked to the recovery of at least two diaries by the ED after raids on an alleged associate of Mufti.

The diaries contain the details of some purported payments made from the chief minister’s discretionary fund in alleged contravention of rules, officials said.

These funds are alleged to have been diverted during the Peoples Democratic Party (PDP) rule in the erstwhile state.

A few lakh rupees from these funds are alleged to have been transferred into the accounts of Nazir and some others, and the Enforcement Directorate wants to question her about it, the officials said.

Nazir is the wife of the late Jammu and Kashmir chief minister Mufti Mohammad Sayeed.

SRINAGAR: The Enforcement Directorate (ED) has summoned the mother of former Jammu and Kashmir chief minister Mehbooba Mufti for questioning in a money laundering case on July 14, officials said on Tuesday.

They said Gulshan Nazir, in her late seventies, has been asked to appear before the central probe agency at its office in Srinagar.

Mehbooba (62), expressed surprise that the notice was served on her mother on the day her People’s Democratic Party (PDP) decided not to meet the Delimitation Commission, set up to redraw Assembly constituencies in Jammu and Kashmir.

Posting the summons on her official Twitter handle, Mehbooba said, “ED sent a summon to my mother to appear in person for unknown charges. In its attempts to intimidate political opponents, GOI (Government of India) doesn’t even spare senior citizens. Agencies like NIA (National Investigation Agency) and ED are now its tools to settle scores.”

Nazir is the wife of the late Jammu and Kashmir chief minister Mufti Mohammad Sayeed.

  • Mehbooba Mufti’s mother’s passport rejected following adverse police report

    By PTI
SRINAGAR: The passport application of Gulshan Nazir, wife of former Union home minister and two-time Jammu and Kashmir chief minister Mufti Mohammed Sayeed, has been rejected following an adverse police report.

According to a letter sent to Nazir, who is the mother of former Jammu and Kashmir chief minister Mehbooba Mufti, the Regional Passport office informed her that the Jammu and Kashmir Police’s CID department has not cleared her passport application under section 6 (2) (c) of the Passports Act.

Under this section, a passport is rejected by authorities if they feel that the applicant may engage outside India in activities prejudicial to the sovereignty and integrity of India or the departure of the applicant from India may, or is likely to, be detrimental to the security of the country.

A passport can also be rejected, under the section, if the presence of the applicant outside India may, or is likely to, prejudice the friendly relations of India with any foreign country.

This section can also reject an application if the central government is of the opinion that issuing a passport or a travel document to the applicant will not be in public interest.

There are other reasons in this section which bars processing any application where an applicant has been convicted or is facing criminal proceedings or has a pending summon, according to the Act.

But this is not attracted in the case of Nazir, whose husband Mohammed Sayeed had served as Union home minister in the 1990s and later as chief minister twice of the erstwhile state of Jammu and Kashmir.

“Your application for issuance of passport is refused,” said the letter issued by the passport officer to Nazir.

Mehbooba tweeted that the passport office has rejected her mother’s passport application.

“CID (Criminal Investigation Department) claims that my mother who is well into her seventies is a ‘threat to national security’ and therefore doesn’t deserve a passport. GoI (Government of India) is employing absurd methods to harass and punish me for not toeing their line,” she said.

Mehbooba’s passport has also been rejected under the same clause and her petition in the Jammu and Kashmir High Court was also dismissed.

Dismissing the petition, Justice Ali Mohammad Magray had observed that Mehbooba’s application for a passport was rejected by the passport officer, Srinagar, as the police verification report recommended against the issuance of the document to her.

“In such circumstances, I am of the considered view that no direction can be issued by this court for issuance of passport in favour of the petitioner,” the judge said in his order “Even otherwise, the scope of this court in the matter of grant or otherwise of passport in favour of an individual is very limited in as much as the court, in this behalf, can only direct the concerned authorities to expeditiously consider the case of an individual in the light of the mandate of the scheme of law governing the subject,” the order read.

In a letter to Mehbooba, the Regional Passport Office here had informed the People’s Democratic Party (PDP) president on March 26 that her application for a passport was rejected on the basis of the “adverse” police verification report.

The passport officer also informed the former Jammu and Kashmir chief minister that the CID of the Union Territory had recommended against granting a passport to her.

The letter said Mehbooba can appeal against the decision at a higher forum provided by the Ministry of External Affairs (MEA).

Commenting on the rejection of her application, the PDP president had said it shows the level of normalcy achieved in Kashmir.

“The Passport Office refused to issue my passport based on CID’s report citing it as ‘detrimental’ to the security of India. This is the level of normalcy achieved in Kashmir since Aug 2019 that an ex-chief minister holding a passport is a threat to the sovereignty of a mighty nation,” she had tweeted.
