  • Former Uttar Pradesh BJP MLA Radha Mohan Das Agarwal returns as doctor

    By PTI

GORAKHPUR: Former BJP MLA from Gorakhpur Radha Mohan Das Agarwal has returned to his earlier profession of a doctor.

Agarwal, who had represented Gorakhpur Urban since 2002, had to vacate his constituency for Chief Minister Yogi Adityanath in the recently concluded Uttar Pradesh Assembly elections.

A trained pediatrician, Agarwal took to social media to announce that he will return to his profession and will see patients from 9 am to 2 pm daily in the Daudpur area.

He said he was not performing his role as a doctor for quite some time due to his engagements and responsibilities as an MLA.

“I am now an ex-MLA and I am not required to inspect drainage systems and roads daily. I’ll now give time to my practice as a doctor,” Agarwal told PTI.

“I was not able to devote time to patients but now I’ll give my time to them and dedicate the remaining time to social work.”

Agarwal has been winning the Gorakhpur urban seat since 2002.

He joined the BJP in 2007.

In 2022, the BJP fielded Adityanath from the seat which he won.

Agarwal had welcomed the party’s decision and showed full support in the election campaign of Adityanath.

  • Battle of caste, community & blood ties in Fazilnagar

    Express News Service

GORAKHPUR:  Filial ties could land Sanghmitra Maurya, BJP MP from Badaun, in trouble. On Monday night Sanghmitra, daughter of BJP turncoat Swami Prasad Maurya, had to leave her father’s door-to-door campaign midway. Sources said she was canvassing for her father “quietly” and was spotted by BJP workers who alerted party leaders in Fazilnagar, the constituency from where Maurya is a Samajwadi Party candidate.

Fazilnagar will vote along with Gorakhpur in Phase-6 of Assembly polls on March 3. Swami Prasad Maurya is a prominent non-Yadav OBC face in state politics. He is counting on his traditional vote base and that of SP’s core voters. His opponent, BJP’s Surender Singh Kushwaha, is also a prominent OBC face and is son of sitting BJP MLA Ganga Singh Kushwaha. The BJP is banking on the development work done by the Yogi government besides the caste dynamics.

However, BSP candidate Mohammad Illyas Ansari, an SP turncoat, has made the election triangular. The BSP has a strong presence in the assembly segment with over 80,000 Dalit and 90,000 Muslim voters. Maurya is wooing the voters over caste census while raising stray cattle menace, lack of health and education facilities and unemployment. He deserted BJP on January 14 to join the SP, after serving as labour minister in the Yogi cabinet for five years. He has now chosen Fazilnagar instead of adjoining stronghold Padrauna where he was believed to be facing strong anti-incumbency. Maurya had representing Padrauna for four terms since 2007.

In the fray with an outsider tag (given by rivals), Maurya is depending largely on the caste matrix of the segment with his influence over OBC Maurya-Kushwaha-Shakya-Saini community along with the traditional support base of the SP. BJP nominee Surender Singh Kushwaha too belongs to the OBC community. He comes from Gurwaliya, a village dominated by Kushwahas, in Fazilnagar.

Both Maurya and Kushwaha have left the voters confused. “It is a difficult election as the fight is between a big name (Maurya) and the local leader of the community,” says Sharad Kushwaha, a farmer. “Though Surender Singh is our own candidate and is always easily available in the hour of need, but Maurya is a big name.”

Ram Autar, 65, sounds hopeful saying Maurya is a big OBC leader and he will develop Fazilnagar. The saffron brigade is treating Fazilanagar as a seat of prestige. The BJP often targets Maurya for his ‘betrayal’. Fazilnagar is a small sub-urban pocket of Kushinagar, the land of Lord Budhha who had attained salvation here. Of the 5.5 lakh population, Fazilnagar has an electorate of 3.77 lakh.

“In 2017, we had voted for Ganga Singh Kushwaha. Now his son is contesting. Both the father and the son have influence over OBC voters. They are promising us to stand by in our happiness and grief. Voters will make a final decision on March 3,” says Jitendra Singh, a grocery shop owner in Babuganj market.

Compelled to make a tough choice between Maurya and Kushwaha, the voters of Fazilnagar are not ignoring BSP candidate Ilyas Ansari, who quit the Samajwadi Party after he could not get the ticket. The Congress and the AAP has fielded Sunil Singh and Harish Chandra Yadav. For Sarvesh Kumar Maurya, the contest will be tough between BJP and SP. “My choice is clear. I may be belonging to the same caste as Swami Prasad but I cannot overlook the development done by the BJP.”

  • SC asks AIIMS to give age determination report of missing Gorakhpur girl recovered by police

    By PTI

NEW DELHI: The Supreme Court on Tuesday directed the All India Institute of Medical Sciences (AIIMS) to give by September 17 its report on determining the age of a girl who went missing from Gorakhpur in UP since July 8 and was later recovered by Delhi Police earlier this month.

The apex court observed that further steps will be taken in the matter depending on the age determination report of the girl, who according to her mother is aged around 15-16 years while in Aadhaar, her age is mentioned as 13.

A bench headed by Justice AM Khanwilkar also permitted two lawyers assisting senior advocate KV Viswanathan, who was nominated by the top court to appear for the girl as she was not represented before it through a counsel, to interact with her.

“We direct the concerned authority of AIIMS, Delhi to ensure that age determination report is given before the next date of hearing which we schedule on September 17,” said the bench, also comprising justices Dinesh Maheshwari and CT Ravikumar.

The top court had on September 7 handed over the investigation of the case lodged in Uttar Pradesh, after the girl was missing from Gorakhpur, to Delhi Police which recently recovered her and arrested the alleged abductor.

During the hearing on Tuesday, Viswanathan said that he has seen the two status reports and also the suggestions of Additional Solicitor General (ASG) RS Suri, who is appearing for Delhi Police, and the counsel appearing for the girl’s mother.

He said age of the girl has to be determined as the report says pregnancy was detected but ultrasound does not show pregnancy.

On his suggestion that two lawyers assisting him be permitted to interact with the girl who is presently staying at a child home, the bench said, “We will immediately accept your suggestion. We will permit these advocates to interact with the girl.”

Viswanathan said after her age is ascertained, then the other issues including that of under the Medical Termination of Pregnancy Act may arise. “We will ask the AIIMS to give age determination report,” the bench said.

The ASG told the bench that the girl had married the man, who had allegedly abducted her. “If she is a minor, then the marriage is no marriage at all. We will go into it later,” the bench said. Suri said since the pregnancy is stated to be in early stage, abortion could be the best course.

The bench said it would go into the issue after age determination report is placed before it.

Advocate Pai Amit, appearing for the girl’s mother who had filed a petition seeking directions to the UP Police and Delhi Police to trace her daughter, told the bench that the girl is saying that she is 17-year-old while as per the mother, she is aged about 15-16.

“We have to go step-by-step. Without knowing her age, how can we decide,” the bench observed, adding that age determination is the priority at this stage. Viswanathan said that age determination and confirmation of pregnancy will help in forming a concrete opinion in the matter.

At the fag end of hearing, Amit said that media should be asked not to divulge details of investigation report as the matter concerns a minor. The bench directed the Delhi Police to ensure that investigation report or developments in the matter are not publicly disclosed.

Earlier, Suri had told the court that the girl was recovered and the man who allegedly abducted her was arrested from Kolkata on September 2 and they were brought here on September 4. After that, the minor was examined at the AIIMS and also given counselling, he had said, adding the girl had refused to go with her mother.

He had said the AIIMS has referred her to the forensic department for estimation of her age. The top court had on September 1 pulled up Uttar Pradesh Police for its probe into the case and directed it to forthwith share the investigation report with Delhi Police.

The mother, who works as a domestic help in Delhi, has claimed in her petition that her daughter is believed to have been kidnapped from Gorakhpur in Uttar Pradesh by a man when her family members had gone there to attend a marriage ceremony.

An FIR was registered in the case at Gorakhpur.

In her petition, the girl’s mother has sought directions for carrying out investigation into the disappearance and kidnapping of her daughter and take appropriate action against those who may be found involved in this.

The habeas corpus petition, seeking to produce the girl before the court, has alleged that despite an FIR being lodged at Gorakhpur and an attempt being made to make a complaint with the Delhi Police, no action has been taken to trace the minor.

It claimed the man, who is suspected to have kidnapped the girl, was constantly luring and coaxing her to accompany him.

  • Stopped by police from going to Gorakhpur citing threat to life: Former IPS officer Amitabh Thakur

    By PTI

LUCKNOW: Former Uttar Pradesh cadre IPS officer Amitabh Thakur, who was given premature retirement, on Saturday claimed that he was stopped by police from going to Gorakhpur, citing a threat to his life.

Thakur was given compulsory retirement on March 23 in “public interest” as he was found “unfit” for the remaining tenure of his service. Earlier, Thakur’s family had announced that he would be contesting the next year’s state Assembly polls against Chief Minister Yogi Adityanath, terming it a fight for principles.

The Gorakhpur Lok Sabha seat was represented by Adityanath before becoming the chief minister of the state.

In a video statement, Thakur said when he was about to leave for Gorakhpur in the morning with one of his friends, huge police force along with the Gomtinagar circle officer arrived there, saying he cannot go there. “When I asked them to explain the reason for this, I was told that there is a threat to my life,” he said.

“In that case (UP CM) Yogi Adityanath should not go anywhere because it is said that he faces a threat to life from the ISI and a number of other people. But he goes along with the security arrangement. I should also be given security and not stopped in the name of a threat. I was told that I am facing the anger of women from a specific community,” Thakur said.

He added that this shows that Yogi Adityanath is afraid of a “small person” like him. “This is laughable, shows the reality and is a murder of democracy,” Thakur said.

On August 14, Thakur’s family had announced that he would be contesting the next year’s state Assembly polls against Chief Minister Yogi Adityanath. In a statement issued here, Thakur’s wife Nutan said it is a fight for principles for him.

“Shri Adityanath undertook many undemocratic, improper, suppressive and discriminatory steps during his tenure as the chief minister. Hence, Amitabh shall be contesting the elections against Shri Adityanath from any place he contests,” she alleged.

Following a decision taken by the Union Home Ministry, Thakur was given compulsory retirement on March 23 in “public interest”. He was “not found fit to be retained for the remaining tenure of his service”, an order from the Union Home Ministry had said of Thakur, who would have completed his service in 2028.

In 2017, Thakur had urged the Centre to change his cadre state. The officer was suspended on July 13, 2015, days after he had accused Samajwadi Party patron Mulayam Singh of threatening him. A vigilance enquiry was also initiated against him.

However, the Lucknow Bench of the Central Administrative Tribunal stayed his suspension in April 2016 and ordered his reinstatement with full salary with effect from October 11, 2015.

  • Allahabad High Court seeks UP govt’s reply over Dr Kafeel’s suspension

    Express News Service
LUCKNOW: The Allahabad High Court, on Monday, asked the Uttar Pradesh government as to why Dr Kafeel Ahmad Khan of BRD medical College, Gorakhpur, is on suspension for the last four years. The court directed the Uttar Pradesh government to file a reply in connection with a writ petition filed by Dr Kafeel Ahmad Khan by August 5.

Dr Khan had filed the writ petition challenging his suspension from BRD Medical College, Gorakhpur on August 22, 2017 following the death of around 60 children within a span of 2-3 days due to the lack of oxygen supply.

Hearing Dr Kafeel’s petition, Justice Yashwant Varma, on July 29 had directed the court authorities to list the matter on August 5 for the next hearing. In the present writ petition, petitioner Dr Kafeel Khan has challenged his suspension.

Earlier, the petitioner had approached the High Court by filing a writ (no-3511 of 2019) on the ground that although he had been suspended way back in the year 2017, yet the inquiry proceedings had not been concluded till the filing of that petition.

Acting on this writ petition, the court, by an order dated March 7, 2019, disposed the writ petition with a direction to the respondents to conclude the enquiry within three months. In the wake of the High Court order, the enquiry officer probing into the charges against Dr Kafeel Khan submitted his report on April 15, 2019. Thereafter, the disciplinary authority chose to pass the order after almost 11 months.

Taking note of this, the court observed, “The delay in taking further action on the part of the disciplinary authority is not explained. The respondents are also obliged to justify the continuance of the order of suspension which has continued for more than four years”.

The petitioner also mentioned in his plea that as many as eight persons were suspended along with him in this oxygen shortage case but all of them had been reinstated except the petitioner.
