  • Goa heat wave: Schools shut down at noon

    PANAJI: Schools conducted classes only till 12 noon on Thursday in Goa due to a heat wave, an official said.

    A circular issued by state Director of Education Shailesh Sinai Zingade said the heat wave will continue for another day as per the India Meteorological Department (IMD), due to which classes will end at 12 noon on Friday as well.

    “Because of the strengthening of easterly winds, clear sky conditions and delay in setting time of sea breeze, the maximum temperature over Goa is likely to remain 4-6 degrees Celsius higher than its normal value.

    Persistence of these conditions is likely to satisfy the criteria of heat wave over the region March 8 and 9,” the IMD’s Goa observatory stated.

    “Maximum temperatures are likely to fall gradually by 2-3 degrees Celsius from March 11 onwards,” the IMD added.

  • Goa only state to achieve 100 pc PFMS compliance for Central schemes: CM Pramod Sawant

    PANAJI: Goa has achieved 100 per cent compliance with the public finance management system (PFMS) for schemes sponsored by the Central government and is the first state in the country to do so, Chief Minister Pramod Sawant said.

    The chief minister on Thursday chaired a meeting with officers of the state finance department.

    Talking to reporters on Thursday evening, Sawant said Goa has achieved 100 per cent compliance with the PFMS for Centre-sponsored schemes and claimed that it was the only state in the country to do so.

    The state government has received funds to the tune of Rs 200 crore from Rs 306 crore allocated for projects under Central schemes and the remaining Rs 106 crore will be received by next month, he said.

    The chief minister further said that the state government wanted to pitch 56 projects under Centre-sponsored schemes through consultants.

    “At least 46 project proposals were sent to the Centre for approval, of which funds have been disbursed for 18 projects and among these, 16 have been completed,” Sawant said.

    The proposals for 14 projects that were rejected will be sent back to the Central government after making the required changes, he said.

    The state has undertaken the revision of schemes under the National Bank for Agriculture and Rural Development (NABARD) and Small Industries Development Bank of India (SIDBI) and loans have also been revised, the chief minister said.

    He further claimed that the state’s financial situation was good and the government had not taken any planned loans in the last four months.

    “The state government has cleared all the bills of contractors (who were awarded government tenders) and not a single one has been left pending for more than a month,” Sawant added.

    PANAJI: Activist Aires Rodrigues on Tuesday filed an appeal before the Goa Chief Secretary against an order of the Excise Commissioner in a case pertaining to the controversial ‘Silly Souls Café and Bar’ at Assagao.

    Opposition Congress had tried to link the restaurant to the family of Union Minister Smriti Irani, an allegation she had denied.

    In an October 10 order, Excise Commissioner Narayan Gad allowed Silly Souls Café and Bar’s excise license, renewed in the name of the late Anthony D’Gama, to be transferred to his widow.

    “Under section 40 of the Goa Excise Act, an appeal against excise commissioner’s order lies before the chief secretary,” Rodrigues told PTI.

    In the appeal, he claimed that a licence obtained `illegally and by fraud’ could not have been transferred in the name of D’Gama’s widow.

    In his complaint filed with the Excise Commissioner on July 20, 2022, Rodrigues had alleged that the licence was issued illegally in January 2021 in the name of D’Gama, and renewed in his name in June 2022 a year after his demise.

    Addressing a function at Taleigao village in North Goa, Sawant said one-year work experience would be made mandatory for those looking for government jobs in the future.

    Such a practice would help the government get skilled manpower, said the chief minister.

    The CM said necessary amendments would be made in Recruitment Rules (RRs) to ensure only suitable candidates are selected for vacant posts.

    Sawant also said recruitment through the Staff Selection Commission would be made compulsory in the future.

    NEW DELHI: The crossing over of eight of its Goa MLAs to the BJP is part of the ruling party’s ‘Operation Kichad’, the Congress said on Wednesday and claimed the “break” was fast-tracked because of the visible success of its Bharat Jodo Yatra.

    In a body blow to the party in Goa, eight of the Congress’ 11 MLAs, including former chief minister Digambar Kamat, joined the ruling BJP. Congress is now left with just three MLAs in the 40-member Assembly.

    “Operation Kichad of BJP in Goa has been fast-tracked because of the visible success of the Bharat Jodo Yatra. BJP is nervous,” Congress general secretary in charge of communications Jairam Ramesh said in a tweet.

    “A daily dose of diversion & disinformation is handed out to undermine the Yatra. We remain undeterred. We will overcome these dirty tricks of the BJP,” he said.

    His party colleague Pawan Khera echoed him and said the BJP, rattled by the Bharat Jodo Yatra, had organised ‘Operation Kichad (mud)’ in the coastal state.

    “Once again it has been proven that the BJP can only break,” the Congress’ communication department head said in a tweet in Hindi.

    “Those who are not able to support this difficult journey of uniting India, fearing the threats of BJP, cross over to those who break (they) should understand that India is watching,” he added.

    The eight MLAs joined the BJP in the presence of Goa Chief Minister Pramod Sawant and state BJP chief Sadanand Shet Tanavade.

    In a similar move in July 2019, 10 Congress MLAs had switched over to the BJP in Goa. The BJP retained power in the coastal state after sssembly elections in March this year. It has 20 MLAs in the Assembly, while the Congress’ strength will be depleted from 11 to three.

  • Supreme Court stays ongoing demolition of Goa’s Curlies restaurant

    NEW DELHI: The Supreme Court on Friday stayed the demolition of a restaurant at Anjuna in North Goa which was in the news recently following the death of BJP leader Sonali Phogat, after its counsel claimed the relevant regulations were not applicable as the building was in existence prior to 1991.

    A bench comprising Chief Justice Uday Umesh Lalit and justices S Ravindra Bhat and P S Narasimha heard the matter on an urgent basis after the counsel for the restaurant owner claimed the demolition was already underway while he was arguing the case.

    “Considering the fact that the impugned order was passed on September 06, 2022 and the fact that the demolition has been going on, we have taken this matter on Board and heard learned counsel,” the bench said.

    Senior lawyer Huzefa Ahmadi, appearing for restaurant owner Linet Nunes, referred to certain documents to submit that “the structure in Survey No.42/10 was in existence prior to the year 1991” and it cannot be punished for the violation of the Coastal Regulation Zone (CRZ) norms.

    He said that only “Survey No.42/10 belongs” to Nunes and other structures do not belong to him. “Consistent with the statement made by the learned senior Advocate on behalf of the appellant, structures in existence in lands other than Survey No. 42/10, are not covered by the width of this Order. Resultantly, if there be any unauthorized construction in lands other than Survey No. 42/10, the demolition can certainly go on. (b) There shall be a stay of demolition with respect to structures standing on Survey No. 42/10 subject to the appellant not undertaking any commercial activity in or with respect to said structure,” it said.

    Passing an order, the bench asked the counsel for the Goa Coastal Zone Management Authority to convey the order to the authorities instantly for compliance.

    The bench asked the restaurant and bar owner of ‘Curlies’ restaurant to suspend commercial activities for the time being.

    The Goa government on Friday morning began demolishing the restaurant for alleged violation of the Coastal Regulation Zone (CRZ) norms.

    Meanwhile, the demolition of parts of Curlies Restaurant resumed Friday afternoon following a brief halt due to a Supreme Court order.

    The apex court earlier in the day stayed the demolition so the action was halted for a few hours, but the order was limited to only the part of the restaurant standing on a particular survey number, said a senior official of the Goa Coastal Zone Management Authority (GCZMA) in Panaji.

    Phogat was found partying at the outlet hours before her death. Its owner Edwin Nunes was among five persons arrested in the Phogat death case and he was later granted bail.

    The action against the restaurant was initiated after its owner failed to get any respite from the National Green Tribunal (NGT) against the 2016 demolition order of the GCZMA.

    The case was heard on September 6 by the NGT bench chaired by Justice Adarsh Kumar Goel. The bench had upheld the order of GCZMA disposing of the petition filed by the restaurant management.

    On Thursday, the district administration had issued a notice asking its demolition squad to raze the structure on Friday.

    Passing an order, the bench asked the counsel for the Goa Coastal Zone Management Authority to convey the order to the authorities instantly for compliance.

    The bench asked the restaurant and bar owner of ‘Curlies’ restaurant to suspend commercial activities for the time being.

    The Goa government on Friday morning began demolishing the restaurant for alleged violation of the Coastal Regulation Zone (CRZ) norms.

    Meanwhile, the demolition of parts of Curlies Restaurant resumed Friday afternoon following a brief halt due to a Supreme Court order.

    The apex court earlier in the day stayed the demolition so the action was halted for a few hours, but the order was limited to only the part of the restaurant standing on a particular survey number, said a senior official of the Goa Coastal Zone Management Authority (GCZMA) in Panaji.

    Phogat was found partying at the outlet hours before her death. Its owner Edwin Nunes was among five persons arrested in the Phogat death case and he was later granted bail.

    The action against the restaurant was initiated after its owner failed to get any respite from the National Green Tribunal (NGT) against the 2016 demolition order of the GCZMA.

    The case was heard on September 6 by the NGT bench chaired by Justice Adarsh Kumar Goel. The bench had upheld the order of GCZMA disposing of the petition filed by the restaurant management.

    On Thursday, the district administration had issued a notice asking its demolition squad to raze the structure on Friday.
