    NEW DELHI: Prime Minister Narendra Modi will launch a recruitment drive for 10 lakh personnel on October 22 via video conferencing.

    In the rozgar mela, appointment letters will be handed over to 75,000 newly inducted appointees, a statement issued by the Prime Minister’s office said.

    Modi will also address these appointees on the occasion.

    The new recruits, selected from across the country, will join 38 Central Ministries and Departments.

    The appointees will join the government at various levels like Group-A, Group-B (Gazetted), Group-B (Non-Gazetted) and Group-C.

    The posts on which appointments are being made include Central Armed Force Personnel, Sub Inspector, Constable, LDC, Steno, PA, Income Tax Inspectors, MTS, among others.

    These recruitments are being done in mission mode by Ministries and Departments either by themselves or through recruiting agencies such as UPSC, SSC and Railway Recruitment Board.

  • Unemployment situation extreme: Chidambaram on IAF receiving 7.5 lakh applications under Agnipath

    NEW DELHI: Contending that the Indian Air Force receiving 7.5 lakh applications under the Agnipath scheme was not indicative of its popularity, senior Congress leader P Chidambaram on Thursday said the “right conclusion” to be drawn from it is that the unemployment situation is so extreme that desperate youths are willing to take any job.

    The Indian Air Force (IAF) on Tuesday said it has received 7.5 lakh applications under the short-term military recruitment scheme Agnipath. The registration process under the scheme began on June 24 and ended on Tuesday.

    “Fact: 7,50,000 applicants for 3000 posts in IAF under the Agniveer scheme. Wrong conclusion: the Agniveer scheme is popular among the youth. Right conclusion: the unemployment situation is so extreme that desperate youth are willing to take any job,” Chidambaram said in a tweet.

    After the scheme was unveiled on June 14, violent protests against it rocked several states for nearly a week and various opposition parties demanded its withdrawal.

    Under the Agnipath scheme, those aged between 17-and-a-half and 21 years will be inducted into the armed forces for a four-year tenure and 25 per cent of them will be inducted for regular service subsequently.

    The government had, on June 16, increased the upper-age limit for recruitment under the scheme to 23 years from 21 for the year 2022 and subsequently, announced a slew of placatory steps such as a preference for “Agniveers” in central paramilitary forces and defence public sector undertakings on their retirement.

  • 23L jobs lost in 3 months of first Covid lockdown

    NEW DELHI:  Nearly 23 lakh persons (16 lakh men, 7 lakh women) lost jobs in the top nine sectors during the first three months of Covid-19 lockdown in 2020. Data from the Ministry of Labour and Employment provided in Parliament on Thursday showed that the number of male employees before the lockdown (March 25, 2020) in nine sectors was 2.17 crore, which came down to 2.01 crore on July 1. The number of women employees reduced by nearly 7 lakh, from 90 lakh to 83.3 lakh during the same period.

    The ministry said this data pertains to nine sectors including manufacturing, construction, health, education, trade, transport and others. The manufacturing sector has the maximum number of employees. Nearly 1.25 crore persons were associated with this sector before the lockdown.

    The Labour Bureau has been entrusted with the task of conducting a Quarterly Employment Survey as a part of the All India Quarterly Establishment Based Employment Survey (AQEES). The Quarterly Employment Survey conducted during the first quarter (April-May, 2021) was designed to collect information on the impact of the pandemic on the operational and employment status of the establishments in the nine sectors, said the ministry.

    The government has been cornered by the Opposition on the issues of unemployment in the last few weeks. Congress leader Rahul Gandhi on Monday hit out at the government on this and cited a survey in support of his argument.

    The government is providing fiscal stimulus of more than Rs 27 lakh crore as part of the Aatmanirbhar Bharat financial package comprising various long-term schemes/programmes/policies for making the country self reliant and to create employment opportunities.

  • September records highest employment in 20 months since Covid

    NEW DELHI: Employment in the country, estimated at 406.2 million in September 2021, has pickedup significantly with an increase of 8.5 million jobs during the month. It is the highest in 20 months or since the Covid-19 shock in March 2020.

    According to data from the Centre for Monitoring Indian Economy (CMIE), while the unemployment rate declined from 8.3% in August to 6.9% in September, the employment rate inched up from 37.2% to 37.9% during the same period. The labour participation rate also witnessed an increase from 40.5% to 40.7%.

    The employment in September, however, is still lower than the pre-Covid employment of 408.9 million in 2019-20.

    The CMIE data shows that salaried jobs saw the biggest increase, moving up by 6.9 million from 77.1 million in August to 84.1 million in September. This brings salaried jobs the closest to their average in 2019-20, which was 86.7 million.

    Employment among daily wage workers and small traders also increased by a substantial 5.5 million, from 128.4 million in August to 134 million in September, the data reveals. With this, employment as daily wage labourers or small traders has also crossed the pre-pandemic level of 130.5 million in 2019-20.

    Drop in number of farmers, entrepreneurs

    September 2021, however, saw a fall in employment as entrepreneurs. “Their estimated count fell from 76 million in August to 74.4 million in September. At this level they are substantially short of their count of 77.9 million in 2019-20,” CMIE data says.

    At the same time, the number of farmers also fell from 116 million in August to 113.6 million in September 2021.

    “This fall could imply a combination of two factors. First, some salaried jobs which were lost earlier have been revived and some of the labour that migrated to the farms has come back to these salaried jobs. Second, economic activity is likely to have revived to absorb additional people in the form of daily wage labourers,” Mahesh Vyas, CMIE’s MD and CEO, said in his analysis.

    “This is likely to have happened as we see a big increase in employment in the construction industry in October,” he said.  Employment in this industry shot up by 5.5 million in September. “ Some of this could be a migration of farmers back to construction sites, “ says Vyas

    The service sector, on the other hand, has seen no increase in employment in September. In fact, the sector has shed over a million jobs in the month. Retail trade, which saw a big increase in jobs in August, also witnessed a fall of 4.3 million jobs in September.

    False hiring optimism in IT?

    While various news reports and surveys claim to reveal a surge in hiring in the IT sector, the same does not reflect in the CMIE data, which, on the contrary, says that employment in the industry has declined from 3.3 million in 2017-18 to 2.3 million in 2018-19 and then to 1.8 million in 2019-20.

    However, the data from CMIE states that employment had inched up to 2 million in May-June 2021 but was down again to around 1.8 million by September 2021.

    The TeamLease Employment Outlook Report released on Thursday also suggests that the overall intent-to-hire continues to exhibit growth, with a 3% point growth in the current quarter.

    “The near-10% growth in GDP in the current fiscal coupled with fewer supply disruptions, opening up of the pent-up demand both in the traditional and contact-intensive services as well as the buoyancy in the global economy are having a positive impact on hiring,” it said, adding the biggest gainer of thispositive sentiment is the sales function across sectors. 

  • West Bengal to woo investors to create jobs

    KOLKATA:   With a view to realising West Bengal Chief Minister Mamata Banerjee’s election promise of creating 1.5 crore, the state’s industries department is set to send a proposal to the newly established West Bengal Industrial Promotion Board to revive the incentive policy for large industries to attract investment.

    Right now, Bengal has an incentive policy in place to support setting up of industrial parks, but none for large industries.   

    “We will put forward a proposal to the board so that a proper incentive police can be revived. Departments like MSME, tourism and IT can also submit such proposals,’’ said state industries minister Partha Chatterjee.

    “The state government wants to attract investment in large industries to materialise her pre-poll promise in the next five years. It will not be possible to create so many jobs without large investments in the state,” said an official.

  • Over 10,000 people got jobs in May alone: Maharashtra minister

    MUMBAI: The Maharashtra government on Tuesday said it helped more than 10,000 unemployed people get jobs in May this year.

    “The skills development department has undertaken various programmes such as organising job fairs where unemployed people could meet officials of industries and corporates. It helped 10,886 unemployed persons get jobs in May this year,” Maharashtra Skills Development Minister Nawab Malik said in a statement.

    Of the 10,886 jobs, 3,616 are from the Mumbai division, he said. A total of 63,055 unemployed people got jobs from January till May-end this year, it said. The department has already launched a portal: https://rojgar.mahaswayam.gov.in where unemployed people get registered with their skill sets, the statement said.

    “The department has also organised district level job fairs as well. It has helped in giving 1,99,486 jobs in the year 2020. As many as 89,938 public and private industries are registered with the department and it keeps postings their requirements from time to time,” Malik said. In May alone, 21,710 persons have registered as unemployed or re-registered themselves.

  • Employment provided through MNREGA to about 84072 laborers of the district

    Under the guidance of Mahadev Kavre and under the direction of Chief Executive Officer, District Panchayat Shri KS Mandavi, employment is being provided to the villagers under MNREGA in various development blocks of Jashpur district. Today, a total of 84072 villagers have been provided employment under the MNREGA scheme. Accordingly, 22228 in the development block garden, 5296 in Duldula, 8647 in Jashpur, 9964 in Kansabel, 9041 in Kunakuri, 9413 in Manora, 8781 in Pathalgaon, and 10702 in Farsabhar have provided employment to villagers. The aim of the district administration is to provide employment to the local people near their residence through MNREGA and they do not have to wander for work. The district administration is constantly trying to achieve the target of providing employment to 1 lakh laborers in the district.
    It is noteworthy that the Collector Shri Kavre has encouraged the Panchayat Secretaries in all the development blocks of the district to provide employment to the villagers by sanctioning more employment oriented work under MNREGA. He has instructed all Panchayat level officers to provide 100 days employment to maximum families in MNREGA and 200 days to forest rights holders, giving information about various schemes. Besides, the Collector instructed all the sarpanch-secretaries to increase the number of laborers in the pending works of the last financial year and in the approved works of this year and to complete the work expeditiously. All the secretaries, sarpanch, are providing work to the people in their panchayats by accepting works like Dabri, pond construction, pond deepening, well construction, land leveling, Narva development, community toilets, Boulder Dame, Brushhood, Check Dame, Grabian Bridge . As a result, the number of laborers in MNREGA works has increased.

  • Directives to increase employment, jobs to 63 thousand 445 families in MNREGA

    Under Mahatma Gandhi National Employment Guarantee Scheme, 63 thousand 445 families in Kanker district are getting employment every day. Collector Shri Chandan Kumar has also directed the Forest Department to sanction more and more employment-oriented works like pond, dabri and increase the number of workers under this scheme. District CEO has also been instructed to increase the number of workers. In Kanker district, 100 thousand jobs have been provided in MNREGA to 3 thousand 635 families holding forest rights, besides 14 days families have also been provided 100 days of employment.
    Collector Shri Chandan Kumar has given instructions to speed up the works by reviewing construction of Prime Minister’s Housing, cow dung in Gouthans and construction of vermi compost from it, development of pasture in solar pumped Gothans, Narva treatment etc. Reviewing the progress in the sanctioned works under MP and MLA fund, departmental officers have been directed to complete the sanctioned works by the month of 2018-19. The work of making caste certificate has also been reviewed by him and instructed the District Education Officer to expedite the submission of caste certificate form from the BEO level to the tehsil office. Under this campaign, a permanent caste certificate of 1372 students belonging to scheduled castes, tribes, backward classes has been made and 2646 applications have been registered. Collector Shri Chandan Kumar, while reviewing revenue cases, diversion, land acquisition, demarcation, etc., has given instructions to SDM, Tehsildar for speedy disposal of cases and filing all revenue cases in e-cart. Administration of encroached government land in the urban area and vaccination of COVIN-19 were also reviewed by them and directed CMHO to expedite the vaccination work of Corona. At the meeting, Chief Executive Officer of District Panchayat Dr. Sanjay Kannauje, Kanker Forest Officer, Arvind PM, Additional Collector S.P. District officials of various departments, including Vaidya, SDM, Tehsildar, District CEO and Chief Municipal Officer of urban bodies were present.

Through this group, the district administration is trying to connect employers directly with the youth seeking employment. So that direct contact can be established between job seekers and givers. Unemployed youth will be able to sit and watch every post done on this group. In such a situation, any vacancies are taken out by the district administration in the district. This group is an attempt to connect employers directly with the youth, in which the role of administration is kept negligible. In this group, a resident of any district can join.
