  • Bengal polls: Election Commission likely to deploy 1 lakh para troops

    KOLKATA: The Election Commission is likely to engage 1 lakh central security personnel in the upcoming Bengal Assembly elections. In the last Lok Sabha polls, around 70,500 CRPF personnel were deployed in the state. In the 2016 Assembly elections, the number was around 70,000.

    The decision was followed by the three-day visit of the ECI’s full bench to the state to take stock of the ground situation. “The full bench interacted with all major political parties. This was followed by a review meeting in Delhi and the decision to enhance the central forces was taken,” said an ECI official in Kolkata.

    Elaborating on the requirement of the record number of force, the official said the number of booths are also going to be increased. “Considering Covid-19 pandemic, around 22,000 auxiliary booths will be set up for a large number of electorates in the existing 78,903 booths. The volume of additional force will be required to ensure free and fair elections,” he said.

    The ECI will ensure the deployment of the central force well in advance as part of confidence-building measure among the electorates. Chief election commissioner Sunil Arora, during his Bengal visit, had said that the central force shall be in the state ahead of the polls.

  • Bengal elections: No bike rally after model code is imposed, says poll panel

    KOLKATA: Chief Election Commissioner Sunil Arora on Friday said no bike rally will be allowed across Bengal once the model code of conduct is in place ahead of the upcoming Assembly elections in the state. 

    In case of violation, the two-wheelers will be confiscated and released only after the elections, Arora said. “No motorbike rally will be announced before the Assembly election. Police will be given the necessary instructions to seize the two-wheelers and keep them in their custody till the completion of the poll process. The Commission will bring a notification regarding a blanket ban on motorbike rallies,” said Arora.

    The announcement came in the backdrop of complaints by opposition parties that during poll campaigning bike-born party cadres roam at a place to show the strength of their party and terrorise common electorates.

    The full bench of the Election Commission spent two days in Kolkata and held a series of meetings with the bureaucrats and other officials. The meetings were focused on Bengal’s law and order situation as the opposition parties are anticipating large-scale violence before and during the election. The ECI asked Kolkata Police Commissioner Anuj Sharma and Additional Director General of Police (law and order), Gyanwant Singh, to execute all pending non-bailable arrest warrants by the end of this month.

    Arora made it clear that an adequate number of central forces will be engaged in the upcoming elections to ensure a free and fair poll. “An adequate number of CRPF personnel shall be deployed ahead of the election,” he said.

    The CEC said at present the state has 78,903 booths. “An additional 22,887 booths will be created because of the Covid-19 pandemic. All booths will be on the ground floor of the polling stations so that elderly people will face no difficulty to exercise their franchise,” said Arora.          

    Responding to a query on political violence, Arora said the commission has already reviewed the incidents of violence, particularly, those with political overtones that happened in the past six months. “The SPs have come up with presentations regarding this and some of them were excellent. They will be asked to keep a special watch on the violence-prone areas after we send poll observers to the state,” Arora said. 

    The Chief Secretary and Home secretary must also be vigilant against issues of fake information or false propaganda in the social media which were flagged off by a number of political parties, the commission said.

  • Election Commmission dismisses Trinamool Congress’ allegation of BSF coercing voters​

    KOLKATA: Referring to Trinamool Congress’ (TMC) allegation that the Border Security Force (BSF) is coercing voters to favour one party, Chief Election Commissioner Sunil Arora on Friday said the remark is ‘unfortunate’.

    Briefing the media, Arora said, “It is unfortunate that a party made averments about the BSF. I have asked for concrete instances. They are (BSF) one of the finest forces in the country. There is no point in castigating any force, ad nauseam.”

    “We had an in-depth interaction with political parties. Most had concerns about law and order situation. They spoke of high voltage electioneering which could precipitate into political violence and threaten to vitiate the electoral process,” he added.

    CEC’s comments came a day after the delegations of various political parties in West Bengal met the top Commission of India (ECI) officials regarding the upcoming Assembly polls. During the meeting, TMC leaders alleged that the BSF was intimidating people in border areas of West Bengal to cast their votes in favour of a ‘particular political party’.

    On the other hand, West Bengal BJP chief Dilip Ghosh urged the ECI to deploy Central Forces in the state at the earliest claiming there is a ‘sense of fear’ among people ahead of elections. Ghosh also asked ECI to take its cognisance of the issue of alleged inclusion of Rohingyas in the voter’s list in the border areas.

    “The political parties wanted optimal deployment of Central Armed Police Forces (CAPFs). Some political parties also cited anomalies in the electoral rolls,” said Arora.

    After consultations with the Chief Secretary, DGP and Home Secretary of West Bengal, the Election Commission of India (ECI) has decided that there will be no civic police and green police volunteers near any polling station.

    Arora said the number of polling stations has been increased keeping the pandemic situation in mind. “Earlier West Bengal had 78,903 polling stations. Now the state has 1,01,790 polling stations. All polling stations shall be at the ground floor level,” he added.

    To make elections more inclusive, the top ECI officials met with Persons with Disabilities (PwD) icons in Bengal to discuss measures to facilitate PwD voters. The ECI will hold special drives and awareness camps to enrol more such voters.

    Elections to 294 Assembly seats in West Bengal are scheduled to take place in the next few months.

  • Names of Rohingyas figure in Bengal voter list, urged EC to intervene: Dilip Ghosh

    KOLKATA: West Bengal BJP president Dilip Ghosh on Thursday said he has urged the Election Commission (EC) to facilitate a scrutiny of the voters’ list in Bengal as names of Rohingya Muslims have been included in it.

    Ghosh told reporters that the EC has been requested to look into allegations of irregularities in the process of updating the list.

    The full bench of the Election Commission of India, led by Chief Election Commissioner of India (CEC) Sunil Arora, arrived in the state on Wednesday on a three-day visit to review poll preparedness.

    “I have urged the CEC to look into reports suggesting that names of Rohingyas have been included in the voters’ list in certain parts of state, including the border areas. I have called upon the EC to scrutinise the list to detect all such irregularities,” Ghosh said.

    The BJP leader had told reporters on Wednesday that three to four lakh names of infiltrators figure in the electoral list, including a large number of Rohingya Muslims.

    Ghosh further appealed to the CEC to deploy paramilitary forces in Bengal “possibly from now to instil confidence among people and avert intimidation.”

    “We want free, fair and peaceful polls in the state,” he said.

  • Those excluded from NRC can vote in Assam; Congress, AIUDF welcome EC decision

    GUWAHATI: A day after the Election Commission announced that those excluded from the National Register of Citizens (NRC) will be eligible to vote in the upcoming assembly poll if their names are there on the voter list, the ruling BJP on Thursday said status quo about their voting rights has to be maintained while the Congress and the AIUDF welcomed the decision.

    The final NRC, a database of Indian citizens living in Assam which was updated under the supervision of the Supreme Court and published on August 31, 2019, excluded names of over 19 lakh of the 3.29 crore applicants.

    However, it has not been notified by the Registrar General of India yet.

    This leaves the document without any official validity.

    “Lakhs of Indian citizens were excluded in the NRC but names of many illegal immigrants are there in it. The NRC document in its present form has not been accepted by the party and we have asked for a re-verification. Till it is done, status quo has to be maintained as the notification is yet to be issued,” BJP Assam unit president Ranjeet Dass told PTI.

    State Congress Spokesperson Bobbeeta Sharma said that Names of many genuine Indian citizens were left out of the final NRC.

    “The EC has taken the right step in allowing them to vote. Otherwise, their democratic rights would have been infringed upon,” she said.

    The All India United Democratic Front (AIUDF), an alliance partner of the Congress for the assembly polls due in March-April, also welcomed the EC’s decision describing it as “a positive move”.

    AIUDF General Secretary Aminul Islam said, “We also want a permanent solution to the problems of Doubtful or D- voters which exists only in Assam. We requested the Election Commission that doubtful voters should be allowed to vote unless they have been declared as foreigners,” he said.

    D-voters are those who could not provide evidence in favour of their Indian nationality.

    Altogether 83,008 cases of doubtful voters are pending in Foreigners Tribunals in Assam while 86,756 others were declared as foreigners in the last five years, the government informed the Lok Sabha in September last year.

    Lurinjyoti Gogoi, president of the newly formed Assam Jatiya Parishad, however, said that those excluded from the NRC should not be allowed to vote as it will only lead to the advantage of some political parties.

    Gogoi, as general secretary of All Assam Students Union (AASU), was a petitioner in the Supreme Court seeking to remove discrepancies in the NRC.

    Chief Election Commissioner Sunil Arora, citing a Union Home Ministry order, said here on Wednesday that those excluded from the final NRC can vote in the assembly polls if their names are there in the published electoral rolls.

    After the publication of the final NRC, almost all stakeholders and political parties criticised it as a faulty document, alleging exclusion of indigenous people and inclusion of illegal migrants.

  • 8 Bihar officials among 17 chosen for ‘Best Electoral Practices Award’

    PATNA: The Election Commission of India has selected 17 officers and organisations including eight from Bihar for the “Best Electoral Practices Awards-2020”. They will be honoured in New Delhi on the occasion of National Voters Day on January 25.

    The state officials who have bagged the award are chief Electoral officer (CEO) HR Srinivasa, health secretary Pratay Amrit, Additional Director General of Police Jitendra Kumar, former DM-cum-district Electoral Officer Kumar Ravi, DM Kaimur Dr. Nawal Kishor Choudhary, IG Purnia (posthumously), and Purnia SP Vishal Kumar. 

    The officials will be honoured for doing exemplary work and promoting electoral practices across their area of supervision.

    JEEVIKA, a Bihar-based NGO, has also been chosen for the award for carrying out voter awareness during the Bihar polls.

  • Bengal polls: EC full bench arrives in Kolkata, to assess election preparedness

    KOLKATA: The Chief Election Commissioner Sunil Arora and election commissioners Sushil Chandra and Rajeev Kumar arrived in Kolkata on Wednesday to hold a meeting with the Chief Electoral Officer (Bengal) Ariz Aftab and ADG (Law & Order) Gyanwant Singh who happens to be the nodal officer of the state police.

    “The commission will take a stock of the law and order situation of the state,” a senior commission official said.

    “More than 50,000 non-bailable warrants are pending and the state administration executed more than 10,000 warrants in last four days. We are hopeful that the whole process will be completed in the next 10 days,” a senior state government official said.

    To have an assessment of the availability of the force, the state CEO Ariz Aftab on Wednesday called on CRPF IG PK Singh and BSF IG AK Singh and had a detailed discussion with them.

    The state government officials claimed that they have sorted out the problems of the additional booths required because of the Covid-19 pandemic. “There were many school buildings that have been damaged because of cyclone Amphan and the commission asked us to make these places ready for the polls. Presently, there will be no shortage of place as far as the polling stations are concerned,” said an official.

    The state is also preparing district and state-wise reports on the condition of the booths — the premises, the availability of water, electricity, and other amenities, and the law and order situation. “We hope this detailed report will give the entire picture to the commission,” the official added.

    Besides meeting the CEO and state nodal officer, the commission will have separate meetings with the political parties, the officials of election-related Regulatory Agencies, District Magistrates, and Police SPs on Thursday.

    On Friday, the full bench will hold a meeting with the Chief Secretary, Home Secretary, Director General of Police, and other senior state officials before leaving the city in the afternoon.

  • Mamata government makes key poll appointments ahead of EC visit

    KOLKATA: IAS officers Smaraki Mahapatra and Sanghamitra Ghosh were appointed as the joint chief electoral officer and additional chief electoral officer, respectively, by the West Bengal government on Tuesday, a day before the full bench of the Election Commission visits the state to review the poll preparedness, an official said.

    The two officials were directed to take over the responsibilities immediately, he said.

    “Both the officials have been asked to be present during the visit of the full bench of the EC,” the official said.

    Ghosh is presently posted as the secretary of state Women and Child Welfare Department, while Mahapatra is the secretary in the state Finance Department with the additional responsibility of the director of West Bengal Highway Development Corporation.

    The full bench, led by Chief Election Commissioner Sunil Arora, will arrive in the state on Wednesday night on a two-day visit.

    On Thursday, they will be holding meetings with Chief Electoral Officer Ariz Aftab and Additional Director-General (Law and Order) Gyanwant Singh, who is also the nodal officer of the state police.

    The EC officials are also scheduled to meet representatives of political parties before meeting officials of the central and state regulatory agencies.

    There will also be a review meeting with divisional commissioners, district election officers and senior police officers over the assembly elections in the state, sources in the state poll panel said.

    The EC will also be meeting Chief Secretary Alapan Bandyopadhyay, Home Secretary HK Dwivedi, DGP Virendra and other senior officials, they said.

    Meanwhile, the CEO on Tuesday held a meeting with Inspector-General of CRPF PK Singh and Inspector-General of BSF AK Singh over the availability of security forces during the assembly elections in the state, likely in April-May.

  • Election Commission to visit poll-bound Assam, Bengal from Monday

    NEW DELHI: Chief Election Commissioner Sunil Arora along with Election Commissioners Sushil Chandra and Rajiv Kumar will visit Assam and West Bengal beginning Monday to take stock of preparations for assembly polls to be held in the next few months.

    The commission would reach Guwahati on Monday evening and leave for Kolkata on January 20 evening according to the programme decided last week, official sources said.

    Deputy Election Commissioner Sudip Jain was in West Bengal last week to meet officials.

    This was Jain’s second visit to West Bengal.

    Another EC official was in Assam to take stock of the situation there.

    They had briefed the commission about their visits to the two states on Friday.

    It is usual for the commission to visit poll-bound states before announcing the schedule of Assembly elections.

    But it had visited Bihar after announcing the dates for the recently concluded elections.

    The terms of the legislative assemblies of West Bengal, Tamil Nadu, Assam, Kerala and Puducherry are coming to an end on different dates in May and June this year.

    The Assembly elections are likely to take place sometime in April and May.

    The Election Commission had last week discussed with Union Home Secretary Ajay Bhalla the availability and requirement of central security forces for the upcoming Assembly elections.

    The meeting held at the EC headquarters here was “primarily to discuss requirement vis-a -vis availability of central armed police forces, and related matters, for the upcoming assembly elections to the states of Assam, Kerala, Tamil Nadu and West Bengal, and the Union Territory of Puducherry,” the poll panel had said.

  • EC allows govt to use voters’ data for vaccination, asks to delete it after drive

    NEW DELHI: The Election Commission has agreed to share its electoral database with the government authorities and assured “all other possible help” in identifying targeted beneficiaries at the polling station-level for the Covid-19 vaccination drive. It, however, has asked the authorities to delete the data once the vaccination process is completed.

    Sources aware of the development said the EC’s nod came following Union home secretary Ajay Kumar Bhalla’s letter to Chief Election Commissioner Sunil Arora, urging the panel to help authorities in identifying people above 50 years of age at the polling station-level. The sources said, on the issue of data security, Bhalla wrote that the government was “complying with the current best practices for ensuring cybersecurity” and assured the panel that the data will be “used only for the purpose of vaccination”.

    The EC, after detailed deliberations, wrote back to the home secretary on January 4, saying it has decided to render “full assistance” in the vaccination drive and asked the government to ensure that the data is “strictly used for the limited purpose for which it has been sought”, the sources said. Some senior EC officials will be in touch with nodal officers of the MHA and the Union Health Ministry to settle day-to-day issues, they said.

    Last month, officials of the health ministry and the Niti Aayog had met the EC top brass seeking their help in the distribution of Covid-19 vaccine given the poll panel’s robust data network at the booth level.According to the guidelines for the vaccination drive, the latest electoral roll for the Lok Sabha and Assembly elections will be used to identify the priority population over the age of 50 years.
