  • Education important for youth to face challenges: Labour minister Santosh Gangwar

    NEW DELHI: Labour minister Santosh Gangwar on Wednesday acknowledged the importance of education system and the labour market to prepare our young generation to face the upcoming challenges of the world of work.

    Gangwar was addressing the G20 Labour and Employment Ministers’ Meeting on Joint Education and Labour & Employment Ministers’ Declaration here on Wednesday, a labour ministry statement said. The meeting was held under the Italian presidency.

    While supporting the adoption of the Joint Ministerial Declaration, the Minister emphasised that such an initiative by the member countries shall be very helpful for the overall development and capacity building of the entire young generation, which is rapidly evolving and has now become more challenging due to the pandemic.

    “India is strengthening its educational and skilling efforts to ensure quality education from pre-school to senior secondary stage. New National Education Policy, 2020 in India, also aims for reforms in school and higher education systems,” he stated.

    He also informed that the government has taken several initiatives for capacity building and skilling of our youth and for employment generation. The National Skill Development Mission is resulting in convergence of skilling efforts across all sectors.

    The Pradhan Mantri Kaushal Vikas Yojana, enables the youth to take up industry related skill training to assist them in securing better opportunities.

    For employment generation in the country, the government is paying up to 24 per cent of wages towards EPF contributions under the Aatma-Nirbhar Bharat Rozgar Yojana for new employees as well as those who lost their jobs in the pandemic and are being re-employed.

    Gangwar also stated that the government is sustaining employment and livelihoods by way of its various schemes of employment generation and social security benefits through Employees’ State Insurance Corporation (ESIC) and expansion of ESIC coverage.

    He also informed that India has provided new definitions for Gig and Platform workers for providing them social security and also to the workers in the unorganised sector.

  • Mohalla class for family members along with children, education will be given to uneducated parents

    Along with the children, now the Mohalla class is going to start for the parents as well. Under the read-write campaign, now along with the children, education will be given to the parents as well. The goal of educating uneducated parents is to protect. The objective is to connect the parents with the mainstream of education. This campaign will start from the new season.
    Mohalla class has been started so that studies should not be affected in lockdown. School teachers wear masks and go to a locality in the village every day. Keeping social distancing, we collect 4-5 children of the locality at one place and then the primary school education starts there. This moving school has children of every class. Everyone has their own questions. School teachers have an answer to every question.

    Teachers look at the solved answers in everyone’s copies from social distancing and get them corrected. Give someone new homework, then ask someone for improvement. During this, teachers talk to the parents about the education of the children. Along with this, people are also informed about the preparation of masks at home, cleanliness of the house and locality and other information about prevention of corona infection.

  • Bilaspur’s educationists called the budget disappointing

    Reacting to the general budget presented by the central government, teachers unions and other teachers described it as disappointing. He has the same opinion regarding education related to issues related to the working class.

    There is nothing special in this budget for the education world. There were expectations about infrastructure, teachers uplift and new educational institute that it would be arranged in view of the demand of time, but there is no clear provision in the budget. Also, the eyes of the government employees are fixed on the tax slab, but it is like the former.

    The old pension scheme was expected to be restored for a secure future after the retirement of employees who had spent their time in government service, removing the prohibition on dearness allowance due to the Corona epidemic, increasing the income tax exemption limit, and No relief was given in any of the cases.

  • National Road Safety Month: Public awareness campaign against traffic rules

    With a view to bringing public awareness to the observance of traffic rules, a special campaign for National Road Safety Month is being conducted by Traffic Police Raipur. The one-month campaign, which started from January 18, will run till February 17. Earlier, National Road Safety Week was celebrated in the rains. Its duration has been increased, so that the public mind can become more aware of the traffic rules. Human life is precious, so we should understand the importance of life. All the people using the road are required to follow the traffic rules for the safety of life. Road accidents happen by not following traffic rules. The youth group is affected the most in these accidents. Improvement in traffic engineering, education, enforcement, emergency is being done continuously with the joint efforts of Traffic Police, Public Works Department, National Highway Department, Municipal Corporation, Education and Health Department to prevent road accidents. Raipur, the capital of Chhattisgarh, is located in the middle of the state. The borders of the capital Raipur touch the districts of Durg, Dhamtari, Mahasamund, Gariaband, Balodabazar and Bemetara. National Raj Roads 53 and 30 pass through the capital Raipur. The only national airport of Chhattisgarh is located in Raipur district. Due to being the capital, the movement of specific people from other states and the center remains constant. The population of Raipur district is about 22 lakhs and the number of registered vehicles is about 16 lakhs. After the formation of the capital, along with the rapid industrialization and expansion of cities, development in the field of education, traffic pressure has increased significantly in Raipur city. Widening of roads is necessary for a simple, easy and orderly traffic system, while traffic education is very important in today’s perspective. Raipur Police is constantly trying to reduce road accidents, make common citizens aware of traffic and make traffic system smooth. The capital Raipur is poised to become a smart city, smart traffic. Hitech cameras have been installed in various square intersections along with smart signals under the ITMS system in the city, with the operation of which the traffic system is being improved and continuous action is taken against violators of traffic rules.

  • North leads in schools dropouts at primary level, south at secondary

    NEW DELHI:  Every year, millions of children drop out of schools and join the army of unskilled labour force, adding more strain than gain to the economy, said a report in the latest journal of National Statistical Office (NSO), Sarvekshana. 

    The northern region of India leads in dropouts at primary and upper primary levels while south India tops at secondary level. Highlighting the learning crisis in the country, the report pointed out that on an average, almost two-thirds of children drop out, which wastes valuable human, physical and financial resources. However, the overall dropout rate improved from 50 per cent in 2011-12 to 40 per cent by 2014. 

    The dropout rate is the highest at the primary level, followed by the lower secondary and the upper primary levels. The report makes it clear that ‘dropout’ refers to those who left school without completing the number of years needed to obtain that particular level of education. 

    Analysing the National Sample Survey Office data, the report noted that most of the male students are dropping out, in both rural and urban areas, because of lack of interest in education. “The reported reason ‘not interested in studies’ could lead to different interpretations.

    For instance, it can indicate that dropped out children and their parents are not aware of the long term benefits of education. And/or, they may find that it is not worth spending their time in schools, indicating the opportunity cost of their time. It can also indicate that schools are unable to retain the enrolled children in completing their studies.” 

    The report also talked about poor school education system and said quality of learning affects the labour market outcomes and future productivity of students. It said learning quality is associated with higher returns to education and a higher probability of finishing school. “‘Not interested in studies’ is a very tricky term to interpret… This could refer to a possible poor quality of schooling.”

    The report categorised the states into five major regions and noted minimal dropout percentage at primary and upper primary levels in the south and the highest in the northern regions. But the pattern varies on moving up to the secondary levels of education. The dropout at the lower secondary level is the highest in South, East and Northeast and the lowest in the northern region. “Dropout in government schools is significantly higher compared to the non-government schools,” it said.

    The Modi cabinet on Wednesday renamed the Ministry of Human Resource Development to the Ministry of Education, along with the seal of the new education policy. But let us tell you that the name of the Ministry of Human Resource Development was earlier the Ministry of Education itself. That is, its previous name has now been returned. Now the question is when and why was there such a need that the name of Ministry of Education was changed to Ministry of Human Resource Development? The Ministry of Education was transformed into the Ministry of Human Resource Development during the Rajiv Gandhi government in 1985. The following year a new National Education Policy was implemented. After 34 years, education policy is being changed now. 

    From independence until 1985, the Ministry of Human Resource Development was called the Ministry of Education. When Rajiv Gandhi became Prime Minister in 1984, he wanted to bring a lot of change in the system of the country. He was constantly pushing for innovation in many fields. According to a report by the Indian Express, he was surrounded by many advisors at that time. Then he accepted the suggestion of the advisors that all departments related to education should be brought under one roof. Based on this logic, on 26 September 1985, the Ministry of Education was renamed as Ministry of Human Resource Development and PV Narasimha Rao was given the command of this Ministry. 

    Departments like Culture, Youth and Sports were then brought under the Ministry of Human Resource Development considering education. For this, the Minister of State was appointed. Even the
    Department of Women and Child Development was placed under it. (Women and Child Development also became a separate ministry in 2006.)

    There was a lot of opposition to this decision of the Rajiv Gandhi government at that time. People said that there was no education department left in the country. But the decision had been taken. 

  • Chhattisgarh: Education in Corona:Direct admission to all classes except 11th, no need to fill the form; Mid-day meal, books and uniform will be available at home

    • The state government set the admission process for the academic session 2020-21
    • Admission of children of migrant laborers will also be done, admission process till August 15
    • Form to be filled free for admission in 11th, to be submitted by 31 August

    In the Corona era, the Chhattisgarh government has set the admission process for schools for the academic session 2020-21. Students will be given direct entry to all classes except 11th. The admission process has to be completed by 15 August. At the same time, for admission in the 11th, students will have to fill the free form and submit it by 31 August. The special thing is that the school uniform, books, mid-day meal and other facilities will be provided to the children at the time of sitting at home.

    All children pass from General Promotion, so
    due to Corona transition without applying admission , General Promotion was given to all except 10th and 12th class. In such a situation, students up to 8th and 11th will themselves get admission in the next class. Students will not need to apply for this. Principals of schools will enter the name of the children in the register of the next class. The schools which are till 5th and 8th will send the names of their students to upper primary and secondary schools.

    Freedom to stream at 11th level, so application is necessary
    for students to take the subject at class 11th level. In such a situation, it is not possible to give direct admission after 10th. In view of this, free admission forms for admission in 11th will be available at the schools counter by 31 August and can be submitted. Students will get admission and subjects only on the basis of filling and submitting the form. During this time, schools will have to distribute the form following the guidelines of Corona.

    Admission process of children of first class and migrant laborers,
    Principal teachers of all primary schools of the state will make a list of children from the register of Anganwadis coming in their area. Children who have completed the age of 6 years in this list will be admitted to the first class without applying. At the same time, the list of children of migrant laborers from other states was already made in the Quarantine Center. On this basis, children will get admission in their villages. Schools will have to give this information to their families.
