  • Assam ragging: Injured university student undergoes spine surgery; four more accused rusticated

    DIBRUGARH (Assam): Four students of Dibrugarh University in Assam have been rusticated for three years for allegedly ragging a junior, who on Thursday underwent an operation of his spinal cord.

    The first-year M.Com student who jumped from the second floor of his hostel last week to escape being ragged by his seniors had suffered fractures in his hand and spine.

    Assam Education Minister Ranoj Pegu tweeted: “Surgery of Sri Anand Sarma, the ragging victim of Dibrugarh has been done successfully”.

    Thanking the doctor and the private hospital where the procedure was performed, the minister said on the micro-blogging site that the patient is doing well now.

    The university on Monday had expelled 18 students from the institute on allegations of ragging.

    Dibrugarh Additional Superintendent of Police Bitul Chetia told PTI, “Till now five students involved in the ragging incident were arrested. Another person has been picked up for providing shelter to the accused. Our search operation is on to nab the others.”

    The Dibrugarh University in a statement said that its Anti-Ragging Committee in an emergency meeting on Wednesday evening rusticated four students for a period of three years, during which they are debarred from taking admission to any institution.

    The varsity also suspended three hostel wardens of the ‘Padmanath Gohain Baruah Chatra Nivas’ for not being able to stop the ragging incident at the hostel.

    “I have suspended all the three wardens of the hostel and have constituted a high-level inquiry committee to probe the matter,” Dibrugarh University Vice Chancellor Jiten Hazarika told reporters here.

    The wardens have been identified as Dibyajyoti Dutta, Abu Mustak Hussain and Palash Dutta, an official said.

    The ASP said that police had called all three wardens to the police station and interrogated them over the incident.

    Sarma had been complaining to the university authorities regarding ragging by some students in the recent past, but no action was taken, his mother had claimed.

    He had also given a written complaint to the warden of ‘C’ block of the PNGBCN hostel on November 17, mentioning the names of 10 students.

  • Assam student jumps off building to escape ragging, critical

    GUWAHATI: A student of the Dibrugarh University in Assam was grievously injured after he had jumped off a two-storey building to escape ragging.

    The victim, Anand Sarma, is now admitted at the ICU of a private hospital in Dibrugarh. He is stated to be critical.

    Anand, a commerce student, and two others were allegedly beaten up by a group of senior students and an alumnus. The incident occurred two days ago at university hostel.

    The university authority promised stern actions against the assailants. The police has arrested three students.

    Anand’s mother Sarita lodged an FIR with the police alleging that the students involved in ragging had tortured him and attempted to kill him. She alleged he had been subjected to ragging for the past four months. 

    “We had lodged a complaint with the university authority but no action was taken against the culprits. If actions were taken, my son would not have been in ICU,” she said.

    The incident drew the attention of Chief Minister Himanta Biswa Sarma. “It has come to notice that a Dibrugarh University student is hurt in an alleged case of ragging. Close watch maintained & follow-up action coordinated with district administration. Efforts on to nab the accused, victim being provided medical care. Appeal to students, say NO to Ragging,” he tweeted.

  • Dibrugarh University VC suspended over allegations of financial irregularities

    GUWAHATI: Assam Governor Jagadish Mukhi on Thursday suspended the vice chancellor of Dibrugarh University, Ranjit Tamuli, with immediate effect over allegations of financial irregularities and misuse of public fund, a statement issued by the Raj Bhavan here said.

    The governor handed over the charge of the vice chancellor’s office to Dean, Faculty of Biological Sciences, RNS Yadav, who also happens to be the senior-most professor of the university.

    Notably, Dibrugarh University Teachers’ Association, along with other employee organisations of the university, and Lahowal MLA Rituparna Baruah had submitted petitions to Mukhi, alleging gross financial anomalies and misappropriation of funds by Tamuli.

    Not satisfied with the VC’s explanation, the governor constituted a four-member fact-finding committee, under the chairmanship of commissioner and secretary to the higher education department, Preetom Saikia, to ascertain the veracity of the allegations.

    After the panel submitted its report, the governor, in his capacity as the chancellor of Dibrugarh University, found “prima facie a case of grave misconduct, abuse of power and lack of commitment on the part of the vice chancellor”, the statement said.

    Mukhi, following the suspension of Tamuli, decided to appoint a high-level inquiry committee to look into the varsity’s functioning over the last five years, including matters related to financial transaction and administration.

    “The decision for immediate suspension has been taken to ensure that witnesses are not influenced or coerced in any way and material records of the university are not tampered with, and for ensuring a fair enquiry,” the Raj Bhavan release said.
