  • Union Minister Dharmendra Pradhan reviews status of reopening of schools in country

    NEW DELHI: Union Education Minister Dharmendra Pradhan held a meeting with senior ministry officials on Wednesday on the status of the reopening of schools across the country and the roadmap for vaccinating their staff.

    Schools were closed in March last year ahead of a nationwide lockdown to contain the spread of novel coronavirus infection. The Centre had allowed the reopening of schools as per the COVID-19 situation in respective states in October last year.

    While several states began partial reopening of schools, there was a complete closure again in April this year when an aggressive second wave of COVID-19 hit the country. With the improvement in the COVID-19 situation, several states have begun reopening schools now even as concerns have been expressed over the staff and teachers not being completely vaccinated.

    “Shiksha Mantri Shri @dpradhanbjp reviewed the status of schools reopening across the country with senior officials of Deptt. of School Education & Literacy. He also took stock of the roadmap for vaccinating all teaching & non-teaching staff in schools by the month of September,” the Ministry of Education said in a tweet.

    The ministry added that the Centre is prioritising vaccination of teaching and non-teaching staff in schools across the country to “ensure a safe environment for reopening of schools”.

  • Team of eight ministers defends Modi government, calls for action against ‘unruly’ Opposition MPs

    NEW DELHI:  With the Opposition hitting the street over Wednesday’s Rajya Sabha ruckus, the government fielded a team of eight Union ministers on Thursday who alleged that the agitating MPs had attempted to strangulate a woman marshal in the upper House, while calling for stringent action against the erring members.

    Union ministers Pralhad Joshi (Parliamentary Affairs), Piyush Goyal (Commerce and Textile), Anurag Thakur (Information and Broadcasting), Mukhtar Abbas Naqvi (Minority Affairs), Bhupender Yadav (Environment and Labour), Arjun Ram Meghwal (MoS, Parliamentary Affairs), Dharmendra Pradhan (Education)  and V Muraleedharan (MoS, External Affairs) were pressed into service by the government.

    “Marshals do not belong to any party. They are for the security of the House, Chair and members. But attempts were made to strangulate a woman marshal. The MPs stood on the table of the reporters. Some of them threw rule books at the Chair, which could have even hurt if they hit the presiding officer or the secretary general. This is unprecedented and unruly behaviour, which requires a thorough probe and stringent action,” said Goyal.

    “A lady marshal was manhandled by opposition MPs. Opposition’s behaviour in Rajya Sabha on Wednesday was a new low for parliamentary democracy. Opposition’s approach of my way or highway is highly condemnable,” he added further.

    Rejecting the opposition’s allegations that people were brought from outside the Parliament, Goyal, who is also leader of the house, said there were 30 marshals in the Rajya Sabha at the time of ruckus, 18 men and 12 women.

    “No one from outside was brought in,” he said, adding he and the group of ministers met Chairman and Deputy Chairman of the House and made an earnest appeal that the strongest possible action should be taken against the opposition MPs for their deplorable behaviour and manhandling marshals.

    Trouble in the upper House unfolded after the Insurance Amendment Bill was taken up for discussion and passage in the Rajya Sabha, with scores of marshals throwing a ring around the reporters’ table and the Chair. Joshi said they had called on Rajya Sabha Chairman M Venkaiah Naidu and demanded a probe.

    “The Opposition should apologise to the country for their actions in Rajya Sabha. We demand a special committee be constituted to look into all aspects of the unruly behaviour of the Opposition MPs. Actions which may deter a repeat in future should be taken against the erring MPs,” said Goyal.

    The tumultuous Monsoon session of Parliament was curtailed by two days on Wednesday, after opposition MPs jostled with marshals in the well of the house when they were trying to move towards the chair and the treasury benches.

    Echoing similar sentiments, Joshi said a strongest action is must against those who broke the rules.

    It was predecided by the Congress and its friendly allies that Parliament should not be allowed to function in the monsoon session, Joshi alleged.

    Talking about ruckus in Rajya Sabha on Wednesday, he said, “Yesterday morning, we were literally threatened that if you dared to pass more bills after passage of the OBC bill there will be more damage.

    ” Referring to an incident when an opposition leader was seen above a table inside the upper house, Thakur said the secretary general’s table in Rajya Sabha is not meant for dancing and protesting.

    He alleged that “anarchy from streets to Parliament” was the Opposition’s only agenda during the monsoon session.

    He demanded that the Opposition must apologise to the nation for its disruptive behaviour during the monsoon session.

    Earlier in the day, a group of union ministers, including Joshi, Goyal and Naqvi, called on Vice President and Rajya Sabha Chairperson M Venkaiah Naidu at his official residence here.

    Separately, a group of opposition leaders also met Naidu and complained against the alleged heckling of MPs including some women.

    The ministers, on the other hand, are believed to have complained against the alleged unruly behaviour of some opposition members in the House on Wednesday.

    On Wednesday, Naidu broke down over the ruckus in the House and equated the act of some opposition MPs to “sacrilege in the temple of democracy”.

    Lok Sabha Speaker Om Birla was also likely to meet Vice President Naidu in the evening.

    Leaders of several opposition parties on Thursday marched in protest against the government on several issues, including Pegasus, farm laws, and alleged manhandling of their MPs in Rajya Sabha, with Congress leader Rahul Gandhi saying the voice of people was crushed in Parliament and democracy was “murdered”.

    Top leaders of several opposition parties met in the chamber of Leader of Opposition in the Rajya Sabha Mallikarjun Kharge and then walked in protest from Parliament House to Vijay Chowk.

    Those who attended the meeting included Gandhi, Sharad Pawar, Kharge, Sanjay Raut, Tiruchi Siva, Manoj Jha and other opposition leaders.

  • Want to bring 15 crore out-of-school children into education system, says Dharmendra Pradhan

    NEW DELHI: Union Education Minister Dharmendra Pradhan on Thursday said that the Central government wants to bring 15 crore out-of-school children into the education system.

    Pradhan said for the first time, the government has combined the education and skill departments, creating a new approach for good livelihoods.

    He was speaking at CII’s virtual special plenary session on ‘Job Creation and Entrepreneurship’.

    “Today, 35 crore students are getting education in schools, but still, 15 crore children are out of the education system. We want to bring them into the education system,” he said.

    Further, the minister added, “For the first time, the Government has combined the education and skill departments, creating a new approach for good livelihoods.”

    Pradhan said new education, skilling and entrepreneurial ecosystems are evolving as a result of India’s digitisation efforts. “During the pandemic, creation of digital content at a large scale ensured continuity of education and skilling,” he pointed out.

    Lauding the National Education Policy (NEP), the minister said it will play a major role in bridging the gap between education and skills, reaping demographic dividend, creating a robust education ecosystem and eventually facilitating economic growth.

    “”As we celebrate Azaadi ka Amrut Mahotsav, we must work together to make our youth future-ready who will go on to play an important role in the making of an Aatmanirbhar Bharat. I call upon the industry to contribute to this mission,” he said.

  • ‘Crucial for region’s ’emotional integration’: Centre moves bill for Central University in Ladakh

    NEW DELHI: A bill seeking to amend the Central Universities Act, 2009, to provide for the establishment of a university in Ladakh was introduced in the Lok Sabha on Thursday.

    The university, said the government, will be crucial for the region’s emotional integration with the rest of the country and will send out a message of solidarity to Ladakh with China creating “mischief” at the borders. 

    According to the statement of objects, the bill seeks to amend the Central Universities Act, 2009, to provide for the establishment of a University in the name of “Sindhu Central University” in Ladakh.

    For the university, nearly 110 acres of land in Khaltsi village between Leh and Kargil have been identified.

    As per the estimates, a budgetary provision of Rs 750 crore will be required over the next seven years to meet the expenditure on the establishment of the university.

    But before taking the final decision, the government intends to carry out consultations with experts and local administration.

    The Union education ministry said that around 4,000 students are estimated to be pursuing higher education outside Ladakh and having a Central University in the region would provide them quality education within their UT.

    The newly-established central universities have been planned with a strength of 2,500 students after a period of seven years.

    A brief by the government said that as students, faculty members, and their families from the rest of the country would be visiting the institution, it will act as a catalyst for the “emotional integration” of this region.

    It also underlined that the establishment of the institution will also help in convincing the people of Ladakh that “the entire country is standing with them, especially at a time when China is trying to create mischief at our borders”.

    The ministry clarified that the Ladakh Autonomous Hill Development Councils of Leh & Kargil were of the view that Ladakh should opt for a separate central university rather than merging it with the existing university for Ladakh.

    NEW DELHI: Union Education Minister Dharmendra Pradhan Thursday called for reiterating the resolve to make education holistic, affordable, accessible and equitable.

    As the new National Education Policy (NEP) completes one year Thursday, Pradhan tweeted, “On 1 year of NEP2020, let us reiterate our resolve to make education holistic, affordable, accessible and equitable. Let us work together to realise the aspirations of a 21st-century #AatmanirbharBharat and to make India a vibrant knowledge economy.”

    “A year ago, on this day under the leadership of Hon PM @narendramodi, NEP2020– a visionary education policy of the 21st-century was launched with the aim to bring out the capabilities of each student, universalise education, build capacities and transform the learning landscape,” he said, sending out a series of tweets.

    The NEP replaced the National Policy on Education framed in 1986.

    It is aimed at paving the way for transformational reforms in school and higher education systems to make India a global knowledge superpower.

    “Today, on the completion of 1 year of transformative reforms under the NEP, PM @narendramodiji will launch multiple initiatives that will prove to be a significant milestone in realising several goals envisaged under the New Education Policy and guide us through his address,” Pradhan added.

  • JEE-Advanced to be conducted on October 3: Dharmendra Pradhan

    NEW DELHI: The Joint Entrance Examination (JEE)-Advanced will be conducted on October 3, Union Education Minister Dharmendra Pradhan announced on Monday.

    The exam, earlier scheduled on July 3, was postponed in view of the COVID-19 situation.

    “JEE (Advanced) 2021 examination for admission in #IITs will be held on the 3rd October, 2021. The examination will be conducted adhering to all Covid-protocols,” Pradhan tweeted.

    This year, IIT-Kharagpur is conducting the exam, which is the qualifying test for admission to the prestigious Indian Institutes of Technology (IITs).

    While the JEE-Mains is conducted for admission to engineering colleges across the country, it is considered as a qualifying test for the JEE-Advanced.

  • NCERT will conduct National Achievement Survey in schools in November: Dharmendra Pradhan

    NEW DELHI: The National Achievement Survey (NAS) to assess learning achievement of children in government and private schools will be conducted by NCERT in November, Union Education Minister Dharmendra Pradhan said on Monday.

    The survey was last conducted in 2017 for classes 3, 5 and 8 and in 2018 for class 10.

    The information was shared by Pradhan in response to a written question in Lok Sabha about whether any study or survey has been conducted to evaluate the quality of school education of the country, especially keeping in view the recent increase in online classes.

    “The National Council for Educational Research and Training (NCERT) conducts periodic national sample surveys to assess learning achievement of children in classes – 3,5, 8 and 10. The National Achievement Survey (NAS) 2017 was held on 13th November 2017 for assessing the competencies of children at the grade levels 3, 5 and 8 from across 701 districts covering all the 36 States and UTs and covered 22 lakh students from 1.10 lakh schools,” he said.

    “NAS (2017) was administered in different subject areas such as Languages, Mathematics, EVS/Science and Social Sciences in the government and government aided schools. Similarly, NAS for class 10 was also conducted throughout the country on February 05, 2018,” he said.

    The minister noted that the learning levels of 15 lakh students in 44,304 schools across 610 districts in 34 states and UTs were assessed in five subjects — English, Mathematics, Science, Social Science and Modern Indian Language (MIL).

    “Further, it has been decided to conduct the next round of National Achievement Survey across the country in November 2021,” he added.

  • Education minister terms NEP ‘guiding philosophy’, calls for fast-tracking its implementation

    NEW DELHI: Noting that the new National Education Policy (NEP) is not merely a document but a guiding philosophy, Union Education Minister Dharmendra Pradhan on Friday called for fast-tracking its implementation.

    In a joint meeting with officers from Education and Skill Development ministries, Pradhan directed the officials to enhance awareness among stakeholders about the policy and create a strong skill-education convergence.

    “Along with my ministerial colleagues of Ministry of Skill Development and Entrepreneurship and Ministry of Education, reviewed the progress made in the implementation of National Education Policy.

    Called for fast-tracking implementation, enhancing awareness and creating a strong skill-education convergence,” he tweeted.

    “NEP is not merely a document but a guiding philosophy for us. A futuristic vision covering the entire spectrum of education, NEP strives to achieve holistic development of the future generation,” the minister added.

    The meeting was also attended by three Ministers of State (MoS) for Education — Annapurna Devi, Subhas Sarkar and Rajkumar Ranjan Singh.

    The NEP approved by the Union Cabinet last year at a meeting presided by Prime Minister Narendra Modi replaces the 34-year-old National Policy on Education framed in 1986 and is aimed at paving the way for transformational reforms in school and higher education systems to make India a global knowledge superpower.

  • JEE-Main fourth edition postponed, now to be held from August 26-September 2: Education minister

    NEW DELHI: The fourth edition of engineering entrance exam JEE (Main) has been postponed to August 26-September 2 to give aspirants a four-week gap between two sessions of the crucial exam, Union Education Minister Dharmendra Pradhan said on Thursday.

    The fourth edition of Joint Entrance Examination-Main was earlier scheduled to be held from July 27 to August 2.

    A total of 7.32 lakh candidates have already registered for the fourth edition of the entrance exam.

    “In view of the persistent demand from the student community and to enable the candidates to maximise their performance, the National Testing Agency has been advised to provide a gap of four weeks between session three and four of the JEE (Main) 2021 exam.

    “Accordingly, the JEE (Main), 2021, session four will now be held on August 26, 27 and 31, and on September 1 and 2. A total of 7.32 lakh candidates have already registered for JEE (Main), 2021, session four,” Pradhan tweeted.

    The minister said registration for the JEE-Main session four is still in progress.

    The date of registration will be extended up to July 20, he said.

    “In order to address the ongoing COVID-19 pandemic, the number of cities have been increased from 232 to 334. The number of examination centres in every shift will also be increased from 660 to 828,” said Sadhana Parashar, Senior Director of NTA.

    The Ministry of Education had last week announced that the pending editions (third and fourth) of JEE-Main will be conducted from July 20-25 and July 27 to August 2.

    Candidates have been opposing the move saying there is only two days gap between the two editions.

    JEE-Mains is being conducted four times a year from the coronavirus-hit current academic session to offer flexibility to students and a chance to improve their scores.

    The first phase was held in February and the second in March.

    The next phases were scheduled for April and May.

    But those were postponed in view of the second wave of the COVID-19 pandemic that raged through the country affecting lakhs.

    The JEE-Advanced exam, which is conducted for admission to the prestigious Indian Institutes of Technology (IITs) was also postponed.

    The exam was scheduled on July 3.

  • In a first, NEET-UG to be conducted in 13 languages including Punjabi and Malayam, exam centre opened in Kuwait

    NEW DELHI: In a first, medical entrance exam NEET-UG will be conducted in 13 languages with Punjabi and Malayam being the new additions, Union Education Minister Dharmendra Pradhan announced on Tuesday.

    He also said that a new exam centre for the National Eligibility-cum-Entrance Test (NEET) has been opened in Kuwait to facilitate the Indian student community in the Middle East.

    “Registrations for the NEET(UG) 2021 has started on http://ntaneet.nic.in from 5:00 pm today. For the first time in the history of NEET(UG) exam and in order to facilitate the Indian student community in the middle east, an examination centre has been opened in Kuwait,” he tweeted.

    “The NEET(UG) 2021 will be for the first time conducted in 13 languages with new addition of Punjabi and Malayalam,” Pradhan said.

    The languages which are now being offered are Hindi, Punjabi, Assamese, Bengali, Odia, Gujarati, Marathi, Telugu, Malayalam, Kannada, Tamil, Urdu and English, he said.

    The Minister had on Monday announced that the NEET which was earlier scheduled on August 1 will now be conducted on September 12.

    The number of cities where examination is conducted will be increased from 155 to 198.

    The number of examination centres will also be increased from 3,862 used in the 2020.

    Last year, it was conducted on September 13 amid strict precautions in view of the COVID-19 pandemic.

    A total of 13.66 lakh candidates had appeared in the exam of whom 7,71,500 qualified.
