  • Unnao case: AISA members hold protest outside UP Bhawan in Delhi, detained

    NEW DELHI: The Delhi Police on Friday detained members of the Left-affiliated All India Students’ Association (AISA) protesting outside the Uttar Pradesh Bhawan here against the deaths of two girls whose bodies were found in a field in Unnao.

    Three girls, aged 16, 15 and 14, were found in the field by the villagers when they did not return after leaving their house to take fodder for cattle, according to the UP police.

    The villagers rushed the teenagers, who are related, to a hospital, where two of them were declared brought dead.

    The third girl, who is on ventilator support at a Kanpur hospital, is being treated for suspected poisoning, the police said on Thursday, adding they have registered a murder case in connection with the deaths.

    On Friday, the AISA held a protest demonstration outside the UP Bhawan against the alleged murder of the two teenagers.

    The protesters demanded “immediate action against perpetrators of attack on Dalit women in Unnao” and medical attention to the third girl, who is on ventilator support.

    “Ensure justice to the victims and survivor! Punish the perpetrators! Yogi Adityanath must resign,” the student association said in a statement.

    The protesters were taken to Mandir Marg police station.

     

  • No role in leaking Disha’s WhatsApp chats: Delhi Police

    NEW DELHI:  The Delhi Police on Thursday denied leaking any information to the media in connection with the probe against Bengaluru student and climate activist Disha Ravi in the farmer protest toolkit case. Appearing for police, Solicitor General Tushar Mehta told the Delhi High Court that an affidavit would be filed on Friday.

    A bench of Justice Prathiba M Singh, however, issued notices to the News Broadcasters Standards Association (NBSA) and three news channels on Disha’s petition seeking an order restraining the police from leaking investigation material accessed as part of the probe.The court said the prayer required consideration and posted the matter for hearing on Friday. 

    Claiming that her arrest on February 13 was “wholly unlawfully and without basis”, Disha alleged “media trial” against her and said she was being “viscerally attacked” by police and several media houses. Senior advocate Akhil Sibal, appearing for Disha, argued that police had seized her phone and was behind the leakage of information.

    The plea claimed only police had access to the contents of Disha’s private conversations and any leak of the same is a violation of the petitioner’s “dignity, reputation and fundamental right to privacy, guaranteed under Article 21 of the Constitution”.Investigative matters leaked to the media are “prejudicial” and “grossly violative of her right to a fair trial and presumption of innocence”, the petition stated.

    The petitioner sought to restrain the media from publishing the contents or extracts of any private chats, including those on WhatsApp, between her and ‘third parties’. The publication/broadcast of the chats by various media houses was a violation of the provisions of the Cable Televisions Networks (Regulation) Act, the Programme Code and the Uplinking and Downlinking Guidelines, it contended. According to Ravi, the police pre-judged her guilt and in the present circumstances, it was “highly likely” that the public will perceive the news items “as being conclusive as to the guilt of the petitioner”.

  • Toolkit row: Have not leaked anything related to Disha Ravi to media, police tells Delhi HC

    NEW DELHI: Delhi Police Thursday told the Delhi High Court that it has not leaked any material to the media in relation to its probe in the FIR against climate activist Disha Ravi for her alleged involvement in sharing a toolkit backing the ongoing farmers’ protest.

    The court was hearing Ravi’s plea to restrain police from leaking to the media any probe material in relation to the FIR lodged against her.

    The submission was made before Justice Prathiba M Singh by Solicitor General Tushar Mehta, appearing for the police.

    The court asked the police to file an affidavit containing its submission that it has not leaked any material relating to the investigation to the media.

    Since there were no counsels representing the News Broadcasting Standards Authority (NBSA) and some of the media houses named in Ravi’s petition, the court issued notice to them and said it will hear the matter on Friday.

    The petition has also sought to restrain the media from publishing the content or extract of any private chats, including those on WhatsApp, between her and third parties.

    Ravi said she is “severely aggrieved and prejudiced by the media trial surrounding her arrest and the ongoing investigation, where she is being viscerally attacked by the respondent 1 (police) and several media houses”.

    She claimed that her arrest from Bengaluru on February 13 by a Cyber Cell team of Delhi Police was “wholly unlawfully and without basis”.

    She also contended that in the present circumstances, it was “highly likely” that the general public will perceive the news items “as being conclusive as to the guilt of the petitioner (Ravi)”.

    “In these circumstances, and to restrain the respondents from further violating her privacy, her reputation, and her right to a fair trial, the petitioner is moving the present petition,” the plea has said.

    Her petition has alleged that investigative matters have been leaked to the media and the press briefings by the police are “prejudicial” and “grossly violative of her right to a fair trial and presumption of innocence”.

    “The illegal actions and omissions on part of the respondents has irrevocably violated the petitioner’s fundamental right to privacy, her right to reputation, her dignity, and the consequent effect of the administration of justice and right to fair trial,” the petition has said.

    It has claimed that the police first “leaked investigative material” — like alleged WhatsApp chats — the substance and details of which were only in the possession of the investigating agency.

    Thereafter, the “private alleged WhatsApp chats” were publicised and disseminated by various media houses which was a violation of the provisions of the Cable Televisions Networks (Regulation) Act, 1995 (CTN Act), the Programme Code and the Uplinking and Downlinking Guidelines, the petition has contended.

    It has also claimed that the “media houses have published one-sided defamatory, suggestive innuendos, and half truths about the petitioner”.

    Ravi’s plea has further contended that the Ministry of Information and Broadcasting and the NBSA “have failed to exercise their statutory and self-regulatory powers in ensuring compliance with the Programme Code under the CTN Act and the Code of Ethics of National Broadcasting Standards Association”.

    Delhi Police, probing the “toolkit Google doc” backing the farmers’ agitation shared by climate activist Greta Thunberg, had arrested Ravi while Mumbai lawyer Jacob and Pune engineer Shantanu Muluk have been granted pre-arrest bail by court.

    A Delhi court had on February 14 sent Ravi to five day police custody after the agency said her custodial interrogation was required to probe an alleged larger conspiracy against the government of India and to ascertain her alleged role relating to the Khalistan movement.

    A toolkit is a document created to explain any issue.

    It also provides information on what one needs to do to address the issue.

    This might include information about petitions, details about protests and mass movements.

    Delhi Police had earlier asked Google and some social media giants to provide information about email ID, URLs and certain social media accounts related to the creators of the toolkit shared by Swedish climate activist Greta Thunberg and others on Twitter in connection with the farmers’ protest.

    The Cyber Cell had lodged an FIR against “pro-Khalistan” creators of the toolkit for waging a “social, cultural and economic war against the government of India”.

    The case against unnamed persons was registered on charges of criminal conspiracy, sedition and various other sections of the Indian Penal Code (IPC).

    The toolkit was aimed at spreading disaffection and ill-will against the government of India and creating disharmony among various social, religious and cultural groups, the police had claimed.

  • Toolkit case: Court asks Delhi Police to give FIR copy to Disha Ravi, allows her to talk to family

    NEW DELHI: A court here on Tuesday directed Delhi Police to hand over to 21-year-old climate activist Disha Ravi a copy of the FIR and other documents related to her arrest in connection with allegedly being involved in sharing a “toolkit” on social media on the farmers’ protest and allowed her to speak to her family.

    Besides the FIR, the court also directed the police to provide her the copies of the arrest memo and remand paper which was placed to seek her custodial interrogation.

    The court also permitted her to get warm clothes, masks, and books.

    Chief Metropolitan Magistrate Pankaj Sharma allowed Ravi to speak with her family members over phone for 15 minutes a day and meet with her lawyer for 30 minutes a day, while she is in police custody.

    The court passed the order on an application filed by Ravi through her lawyer.

    The court had on Sunday sent Ravi to five day police custody after the agency said her custodial interrogation was required to probe an alleged larger conspiracy against the government of India and to ascertain her alleged role relating to the Khalistan movement.

    Ravi, arrested by a Cyber Cell team of the Delhi Police from Bengaluru on Saturday, was produced before a court here and police had sought her seven days’ custody.

    While seeking her custody, the police had told the court that the activist had allegedly edited the “toolkit” and many other people were involved in the matter.

    A “toolkit” is a document created to explain any issue.

    It also provides information on what one needs to do to address the issue.

    This might include information about petitions, details about protests and mass movements.

  • Anti-India elements want to spread instability, says MoS Home

    NEW DELHI: The Minister of State (MoS) for Home Affairs G Kishan Reddy on Tuesday said that many anti-India elements want to spread instability within the country and the national capital had been the focal point.

    MoS Home Affairs was speaking at the 74th Raising Day of Delhi Police as the Chief Guest of the event.

    Addressing the Delhi Police personnel at the event, Reddy said, “There are many anti-India elements that want to spread instability. Delhi remains their focal point. The riots and illegal protests that took place in February 2020 were a part of this scheme.”

    Appreciating the efforts of the Delhi Police the MoS said the way Delhi Police handled the riots and illegal protests are examples for other police forces.

    The northeast Delhi violence took place in February 2020, in which at least 53 people were killed and several others were injured. So far, over 250 charge sheets have been filed in the violence-related cases.

    Reddy further said, “On January 26, we witnessed how anti-India powers used farmers’ protest to disrupt the law and order situation in Delhi.”

    “Despite their anti-national activities and provocative behaviour, Delhi Police exercised restraint and tackled the situation responsibly,” he added.

    On Republic Day, during the tractor march by farmers to protest against the three farm laws, protestors violated the agreement about the route to be taken and entered central Delhi after forcibly removing barricades. Several policemen were injured in the violence and vehicles were damaged.

    So far, a total of 14 people have been arrested in connection with the violence.

    Motivating the police personnel, Reddy said the Delhi Police has the full support of the Home Ministry in their upgradation, welfare and latest training.

    Meanwhile, Delhi Police Commissioner SN Shrivastava, who also present at the event, said, “Delhi Police tackled the COVID-19 lockdown in a commendable manner, earning the title of ‘Dil Ki Police’. We lost 34 police personnel during this period.”

    Shrivastava further said, “We conducted an impartial investigation in northeast Delhi violence using technology and evidence. 1 constable lost his life while many personnel got injured. Didn’t discriminate on the basis of religion and registered 755 cases.”

  • Delhi Police writes to Zoom, seeks details of those who attended toolkit meeting ahead of R-Day

    NEW DELHI: The Delhi Police has written to video conferencing platform Zoom seeking details of those who participated in the January 11 meeting organised allegedly by a pro-Khalistani group to prepare a protest “toolkit” backing the farmers’ agitation, officials said on Tuesday.

    Police alleged that Mumbai lawyer Nikita Jacob and Pune engineer Shantanu were among the around 70 people who had attended the meeting through Zoom app, days before the Republic Day violence in the national capital that left over 500 police personnel injured and one protester dead.

    “The Delhi Police has written to video conferencing app Zoom seeking details of participants who attended the meeting on January 11,” the official said.

    On Monday, Joint Commissioner of Police (cyber) Prem Nath had alleged that the e-mail account created by Shantanu is the owner of this Google document.

    “Pro-Khalistani group Poetic Justice Foundation (PJF) founder Mo Dhaliwal had contacted them (Jacob and Shantanu) through a Canada-based woman named Punit,” Nath had said.

    “Nikita and Shantanu had on January 11 attended a Zoom meeting organized by PFJ in which modalities were decided to create the ‘toolkit’ titled ‘Global Farmer Strike’ and ‘Global Day of Action, 26 January’,” Nath said.

    NEW DELHI: The Delhi Police on Monday alleged that climate activist Disha Ravi along with two other suspects Nikita Jacob and Shantanu created the “toolkit” document related to the farmers’ protest and shared in on social media.

    The police claimed Disha, who was arrested by the force on Saturday from Bengaluru, sent the “toolkit” to teen climate activist Greta Thunberg via Telegram app.

    Addressing a press conference, Joint Commissioner of Police (Cyber) Prem Nath claimed that Disha deleted a WhatsApp group she created to spread the “toolkit”.

    The Delhi Police earlier said non-bailable warrants have been issued against Jacob and Shantanu for allegedly sharing the “toolkit” on social media.

    Nath claimed that Nikita and Shantanu attended a zoom meeting organised by ‘pro-khalistani’ group Poetic Justice Foundation (PJF) and added that Jacob was also one of the editors of “toolkit” document.

    “Disha, Shantanu and Nikita created and edited the toolkit. Disha sent the toolkit to Greta Thunberg through the Telegram app. Disha deleted a WhatsApp group which she created to spread the toolkit. Due procedure was followed during Dishal’s arrest,” he said.

    Ravi was sent to five days police remand on Sunday by a Delhi court here.

    Thunberg had shared the “toolkit” to lend her support to the farmers’ agitation against the three farm reform laws.

    In the document, various urgent actions, including creating a Twitter storm and protesting outside Indian embassies, were listed which were needed to be taken to support the farmers’ protest.

    The toolkit has been cited by some critics as “proof” of her conspiracy to fuel protests in India.

    NEW DELHI: Congress General Secretary Priyanka Gandhi Vadra on Monday came out in support of climate activist Disha Ravi who was arrested by Delhi police over the “toolkit” controversy related to farmers’ protest on social media and said that the unarmed girl has struck fear among those who are armed with guns.

    “People with guns are afraid of an unarmed girl. Rays of courage and hope are being spread through an unarmed girl #ReleaseDishaRavi #DishaRavi #IndiaBeingSilenced,” tweeted the Congress leader.

    Several political leaders slammed Delhi Police for arresting 21-year-old climate activist Disha Ravi from Bengaluru and termed her arrest as “unwarranted harassment, unfortunate and shocking”.

    She was arrested for allegedly editing and disseminating the “toolkit” on social media.

    Another Congress leader P Chidambaram said, “The Indian state must be standing on very shaky foundations if Disha Ravi, a 22-year-old student of Mount Carmel College and a climate activist, has become a threat to the nation.”

    “A ‘tool kit’ to support the farmers’ protest is more dangerous than the intrusion by Chinese troops into Indian territory! India is becoming the theatre of the absurd and it is sad that the Delhi Police has become a tool of the oppressors,” he added.

    A Delhi court on Sunday remanded Disha to five days of police custody following her arrest in connection with allegedly spreading a “toolkit” related to the farmers’ protest. Duty Metropolitan Magistrate Dev Saroha of Patiala House Courts Complex allowed Delhi Police to quiz Ravi for five days. She was arrested on Saturday.

    According to the Delhi Police officials, Disha is a key conspirator in the “toolkit” case as she had admitted during the initial interrogation to editing, adding some things in the “toolkit” and spreading it further.

    Last week, the Delhi Police sent a communication to Google seeking registration details and activity log of the account through which a “toolkit” related to the farmers’ protest was created and uploaded on the social media platform.

    Two e-mail IDs, one Instagram account, and one Uniform Resource Locator (URL) were mentioned in the toolkit and police have asked for details from the respective platforms.

    The police had registered an FIR against unidentified persons in connection with the creators of the “toolkit’.

    NEW DELHI: Trinamool Congress MP Mahua Moitra on Saturday wrote to the Delhi Police after three armed security personnel were deputed outside her official residence in New Delhi, wondering whether she was under “Some sort of surveillance”.

    In the letter to Delhi Police Commissioner SN Shrivastava, she said the station house officer of Barakhamba Road police station had come to meet her at her residence on February 12 and shortly “Thereafter, around three BSF personnel armed with assault rifles had been deputed outside her house”.  

    “The conduct of these armed officers indicate that they are making notes of movements to and from my residence, it appears to me that I am under some sort of surveillance. I wish to remind you that Right to Privacy is a Fundamental Right guaranteed to me, as a citizen of this country, under the Constitution of India, 1950,” she stated.

    “Upon making inquiries, I was informed that the armed officers had been deputed from Police Station Barakhamba Road for my protection. However, I being an ordinary citizen of this country, did neither ask nor want any such protection. Therefore, you are requested to withdraw these officers,” she said in her letter. 

    Sharing pictures of the security personnel deputed outside her residence on Twitter, Moitra wrote: “Our brave young men sign up for the BSF to guard India’s borders – using them for durwan duty outside my home is a bit silly, isn’t it, @CPDelhi, @MHAIndia.”

  • TMC MP Mahua Moitra writes to Delhi Police chief, asks him to withdraw security personnel from her home

    NEW DELHI: Trinamool Congress MP Mahua Moitra on Saturday took strong exception to the stationing of three armed security personnel at her home in the national capital, wondering whether she was under “some sort of surveillance” and asked the Delhi Police chief to withdraw them.

    The police, however, said it was a routine deployment and as per request received, the deployed armed security personnel have been withdrawn.

    In the letter to Delhi Police Commissioner S N Shrivastava, Moitra said the station house officer (SHO) of Barakhamba Road police station had come to meet her at her residence on February 12 and shortly “thereafter, around three Border Security Force personnel armed with assault rifles had been deputed outside her house.”

    A senior police officer said that usually, whenever there is threat perception, force is deployed for protection.

    “But it was a routine deployment. However, as per the request received, we have taken back our force,” the officer said.
