    NEW DELHI: Union Defence Minister Rajnath Singh who tested Covid-19 on Monday was examined by a team of doctors from Army Hospital (R and R), Delhi Cantt, informed A Bharat Bhushan Babu, Principal Spokesperson, Ministry of Defence on Tuesday.

    “A team of doctors from Army Hospital (R and R), Delhi Cantt examined Defence Minister Rajnath Singh who had tested Covid positive, yesterday. He is recovering well,” said A Bharat Bhushan Babu.

    The Union Defence Minister went under home quarantine as he had mild symptoms after getting infected with the coronavirus infection.

  • Defence minister conducts final breakthrough blast of Sela tunnel in Arunachal Pradesh

    NEW DELHI: Defence Minister Rajnath Singh virtually conducted the final breakthrough blast of the Sela tunnel in Arunachal Pradesh and flagged of a 20,000-km-long motorcycle expedition of the BRO on Thursday.

    The virtual breakthrough blast and the flagging-off were conducted by the minister at the National War Memorial here.

    Singh said the Sela tunnel will be the world’s largest bi-lane tunnel at an altitude of more than 13,000 feet.

    He also lauded the work done by the Border Roads Organisation (BRO) while handling this project.

    The tunnel will not only strengthen national security, but also augment the transportation facilities for the local people and consequently, boost their socio-economic conditions, he said.

    “This tunnel, which has been made with state-of-the-art features, will prove to be the lifeline for not just Tawang, but the entire state of Arunachal Pradesh,” Singh said.

    The tunnel goes through Sela Pass and is expected to cut down the distance to the China border through Tawang district in Arunachal Pradesh by 10 km.

    The construction work of the tunnel is expected to be over by June 2022.

    “The breakthrough blast of the Sela main tunnel shows your (BRO’s) hard work and your commitment towards the country’s security and socio-economic development,” the defence minister said. He also flagged off a motorcycle expedition of the BRO. Singh said 75 personnel of the BRO and the Army will participate in the motorcycle expedition that will cover a distance of 20,000 km passing through many states and Union territories.

    The Sela tunnel would cut down the travel time between the Army’s 4 Corps headquarters at Tezpur in Assam and Tawang by at least an hour.

    Moreover, it would ensure that National Highway 13, especially the 171-km stretch between Bomdila and Tawang, remains accessible in all weather conditions.

    In the 2018-19 budget, former Union finance minister Arun Jaitley had announced the Centre’s plan to build a tunnel through Sela Pass, located at an elevation of 13,700 feet, which will ensure a faster movement of troops in Tawang, a strategically-located district bordering China.

  • Water from 115 countries to be offered at Ayodhya, Rajnath says it replicates message of Vasudhaiva Kutumbakam

    NEW DELHI: Defence Minister Rajnath Singh on Saturday said that procuring water from 115 countries of seven continents for offering in the construction of Ram Mandir in Ayodhya is an “innovative thinking” and it replicates the message of Vasudhaiva Kutumbakam.

    Water from rivers, streams and oceans from these 115 countries was received by Singh at his residence at Akbar Road in presence of Shree Ram Janmabhoomi Teertha Kshetra general secretary Champat Rai and ambassadors and high commissioners from several countries including Denmark, Fiji and Nigeria.

    The water was procured by NGO Delhi Study Circle, which is led by BJP leader and former Delhi MLA Vijay Jolly.

    Lauding this effort, Singh said, “Procuring water from all the countries of the world replicates the thinking of Vasudhaiva Kutumbakam of India. Bringing water from 115 countries is an excellent work. I hope water from remaining 77 countries would also be procured by the time construction of the temple is  completed. We will do ‘Jalabhishek’ of our Ram Lala from that water.” He further said that construction of Ram Temple is a moment of pride for everybody.

    “Indian culture is very rich and there is no discrimination on the basis of cast, creed and religion in India,” he asserted. Addressing the gathering, Rai said procuring water from across the world it is a historic moment.

    “In Ayodhya, there is a place called ‘Saptasagar’. It is believed that water from all oceans of the world was brought during the coronation of Lord Ram in Treta Yuga. And now when his temple is being made at his birthplace, water from all the oceans of the world has again been brought. It is a sentimental issue for me,” he said.

    Rai also said that the first phase of the foundation of the Ram Temple has been completed. Jolly said that during the Covid pandemic, when people could not step out of their homes, his organisation procured water from 115 nations across the world.

    ‘Not just Hindus but also Muslims, Sikhs, Christians, Jews and Buddhists of the world have contributed to this noble cause. People from all religions in different countries helped us in procuring water from their counties,” he said, adding the water has been put in 115 small pots mentioning their respective countries.

    JAISALMER: Uncertainty has spread in everywhere in the world and the current developments in Afghanistan is one such example, Defence Minister Rajnath Singh said on Thursday.

    “Whether it is South China Sea, Indian Ocean region, Indo-Pacific region or Central Asia, we can see uncertainty everywhere. The current developments in Afghanistan is one such example,” he said at an event here where medium range surface-to-air missile MRSAM was inducted into the Indian Air Force (IAF).

    The global scenario is changing very quickly and in an unexpected way, he stated.

    “Amid this changing global scenario, the equations between the nations are also changing quickly as per their interests,” Singh said.

    He also said that the changing geopolitics is affecting trade, economy, as well as the current security scenario.

    “In such a situation, the strength of our security and our self-reliance is not an achievement, but a necessity,” he noted.

    The Taliban seized control of Afghanistan in mid-August, ousting the previous elected leadership which was backed by the West.

    An interim Cabinet was formed comprising high-profile members of the insurgent group.

    In his speech, Singh also said that from being tagged as number one defence importer in the world, India today is supplying defence systems and sub-systems to foreign countries and it is something worth to be proud of.

    “We are taking all such measures that will help our defence sector to stand on its legs,” he said.

  • Rajnath Singh approves increase in financial powers of armed forces for revenue procurement

    NEW DELHI: Defence Minister Rajnath Singh on Tuesday approved the expansion of financial powers to the armed forces for revenue procurement to cut delays in making purchases for operational preparedness and quickly meet requirements of the field formations.

    The defence ministry said the delegated financial powers of vice chiefs of the services have been increased by 10 percent subject to an overall ceiling of Rs 500 crore.

    It said the primary focus of the enhanced delegation of financial powers is to empower field commanders and other officials to procure equipment and “war-like stores” in a speedy manner for urgent operational necessities and meeting essential sustenance requirements.

    A new schedule on the hiring of aircraft and associated equipment has been introduced for the Indian Air Force which includes the hiring of air-to-air refuellers.

    Singh described the decision on expanding the financial powers as “another big step towards defence reforms”.

    The ministry said the enhanced delegation of financial powers to functionaries in service headquarters and lower formations would result in quicker decision-making at all levels and ensure better planning and operational preparedness.

    “Another big step towards defence reforms has been to strengthen security infrastructure. Financial powers have been devolved to field formations with focus on operational preparedness; promote ease of doing business and jointness among Services,” Singh tweeted.

    The last such enhancement at all levels for the defence services was done in 2016.

    “A general enhancement of up to two times has been approved for the competent financial authorities (CFAs). In certain schedules, this enhancement at field formations is in the range of up to 5-10 times on account of operational requirements,” the ministry said in a statement.

    “Delegated financial powers of vice chiefs of the services have been increased by 10 percent, subject to an overall ceiling of Rs 500 crore,” it said.

    The ministry said the financial powers of Chief of Integrated Defence Staff to the Chairman Chiefs Of Staff Committee (CISC) as CFA has been enhanced substantially and aligned with that of the vice chiefs of the services.

    “New CFAs have been added namely Deputy Chief of Army Staff, Master General Sustenance, ADG (Procurement)/DG Air Operations/DG Naval Operations, etc in service headquarters and in the field formations on account of reorganisation/restructuring/functional requirements,” the ministry said.

    It said new financial powers have been introduced for Navy and the Indian Air Force for their field commanders in line with the existing “Army schedule on ‘Army Commanders Special Financial Powers’”.

    “A new schedule on the hiring of aircraft and associated equipment has been introduced for Indian Air Force which includes the hiring of Air to Air re-fuellers,” the ministry said.

    For the Indian Navy, powers for replenishment of disaster management equipment and materials have been delegated to the command level for immediate response to natural disasters and humanitarian assistance and disaster relief (HADR) operations.

    The ministry said an enabling provision of emergency financial powers to the field formations below command level for the defence services has now been incorporated in the emergency powers schedule that till present was available to vice chiefs and C-in-Cs (Commanding-in-Chief)/equivalent.

    CHENNAI: Ever since the nation became independent, it has all along been the endeavour of forces inimical to India to create an atmosphere of instability domestically, Defence Minister Rajnath Singh said on Sunday.

    Addressing officers at the Defence Services Staff College at Wellington near Ooty, he said changes in spheres like the military power, trade, communication, economy and political equation could be clearly seen.

    In this era of globalisation, no nation could be left untouched by these changes happening around the world, he said.

    In such a situation, keeping the nation’s security preparedness in proportion to these changes or a step ahead of them is the need.

    “Ever since our country became independent it has been the endeavour of enemy forces to create an atmosphere of instability within the country through one or the other means. Taking the history of the last 75 years, it seems that we have inherited the challenges.”

  • Terrorism reduced in Ladakh after becoming UT: Rajnath Singh

    LADAKH: Defence Minister Rajnath Singh on Monday said terrorism has reduced in Ladakh after it became a Union territory.

    “After becoming a Union territory, terrorism has reduced in Ladakh. There is mutual coordination among the Army, paramilitary forces and local police. We have data and figures that terrorism has reduced here,” said the Minister.

    Singh also revealed that many people had doubted the intention of Prime Minister Narendra Modi when Jammu and Kashmir and Ladakh became a union territory by calling it a “political vested interest”.

    He also informed that the Centre wants to re-start the political process quickly in both regions.

    “After Jammu and Kashmir and Ladakh were made Union Territories, many doubted the intention of Prime Minister as political vested interest. But he wants the political process to start in both regions. He spoke to political leaders of Jammu and Kashmir and will speak to leaders in Ladakh soon,” he added.

    Raksha Mantri also lauded the Army and said, “Our Army is sensitive as well. Even if the terrorists want to surrender and want to get into the mainstream then they are also given this opportunity.”

    Defence Minister Rajnath Singh on Monday inaugurated 63 infrastructure projects constructed by the Border Roads Organisation (BRO) from Ladakh.

    Singh is currently in Leh for a three-day visit to Ladakh. 

  • Labourers working in defence projects ‘exploited’, CM Hemant Soren to take up issue with Rajnath

    RANCHI: Claiming that migrant labourers of Jharkhand working in high-altitude defence projects are exploited by the Border Roads Organisation (BRO), Chief Minister Hemant Soren said that he will take up the matter with Defence Minister Rajnath Singh, as the situation has not changed despite repeated communications.

    The chief minister demanded ‘martyr’ status for the labourers who die laying infrastructure for the armed forces in inhospitable terrains, and claimed that labourers return to the state with bitter memories and do not want to work again for the BRO because of the undignified treatment they get.

    In an interview to PTI, Soren said that once the state gets over the COVID-19 crisis, he will personally hold meetings with chief ministers and administrators of various states and Union territories such as Uttarakhand, Himachal Pradesh, Jammu & Kashmir and Ladakh and pitch for a robust mechanism to check workers’ exploitation.

    The BRO, however, denied the accusations of the chief minister and claimed that there are a number of labourers who are working for the organisation for a decade.

    “In April, I personally received bodies of 18 of our workers killed in an avalanche in Sumna, near the Indo-China border in Uttarakhand’s Chamoli district. All the victims were employed by the BRO but their families did not receive proper compensation. The state government brought the bodies with its own resources. This hurts me and pains me,” Soren said.

    The chief minister said that a few days ago, he heard Rajnath Singh praising the BRO for constructing roads in tough terrains, but “it ripped my heart” when he did not utter a word for those who actually lay such infrastructure there.

    The Jharkhand government has written a number of letters to the BRO accusing it of “gross violation” of Inter- State Migrant Workmen Act, framed to protect workers whose services are requisitioned outside their home states, by involving middlemen and touts to hire workers.

    Soren said that there are umpteen instances where he received migrant workers’ bodies on the state’s expenses with proper compensation to the kith and kin still pending.

    “I am aghast at these. I will take up the matter with Defence Minister Rajnath Singh,” the chief minister said.

    “Are soldiers facing enemy bullets the only ones who should get the martyr status and not our brave migrant workers? Not a word for them ever. They get exploited by the BRO in high altitude, uncongenial climatic and extremely harsh conditions. This is a gross injustice,” he said.

    However, the ministries of defence and home have submitted before the Central Information Commission in December 2017 that there is no term as “martyr” or “shaheed” in the Army or the police and instead, a soldier or a policeman killed in action is called a “battle casualty” or “operations casualty” respectively.

    Soren said, “the workers are taken through middlemen and subjected to undignified treatment without proper compensation. This is the reason once a migrant worker comes back alive, he never wants to go back.”

    The JMM-headed state government has written to the BRO on the issues.

    Jharkhand workers were killed in a flash flood in Uttarakhand, in cloud burst in Jammu and Kashmir and in cold conditions in Ladakh, he said adding: “Despite flagging such instances, policies to protect the migrant labourers are not being implemented.”

    Soren said that despite all these, keeping the national interest in mind, he had flagged off a special train with 1,648 migrant labourers to work in BRO projects in Leh- Ladakh and other regions along the India-China border on assurance that 2021 onwards, all steps would be undertaken to protect their interests.

    “Hundreds of migrant workers are made to live in pathetic conditions in the hilly and difficult terrains, devoid of proper amenities and wages.

    They are reluctant to take up similar jobs on their return to the state.

    “Jharkhand, on its part, is augmenting the labour management system by ensuring registration for all workers, and efforts are being made for their gainful employment,” he said.

    A senior BRO official said that wages of migrant labourers are fixed liberally and the money is credited to their accounts directly.

    “We deal with a large number of migrant workers and take care of their wellbeing in tough terrains. At places, we even run schools for their children. It is wrong to say that the BRO exploits workers. Rather, we have examples where workers continue with us for over a decade. If they fall sick, we provide with them the best medical facilities on par with our jawans,” the official said.

    The mission of the BRO, which functions under the Ministry of Defence, is to support the armed forces meet their strategic needs by committed, dedicated and cost-effective development and sustenance of the infrastructure, according to the website of the organisation.

    Associate Professor of Indian Institute of Science Education and Research, Dr Anu Sabhlok who has done research on workers in tough terrains, said, ” The workers live in pretty harsh conditions in high altitude using glacial cold waters. If the BRO is hiring, it needs to take care of all these. It could easily be done if a mechanism is worked out.”

    Soren said he is the first chief minister in the country to airlift 60 migrant workers stuck in Ladakh in May last year.

    Meanwhile, the state government is yet to formalise a proper labour registration mechanism, a state government official said adding it is in the process.

    After the Covid-19 pandemic struck last year, around 8.50 lakh migrant workers, out of the 10.45 lakh who got themselves registered while being stranded in different parts of the country, had returned to the state between March 2020 and August 2020.

    The Supreme Court had on May 24 said that the process of registration of migrant workers is “very slow” and it must be expedited so that benefits of various schemes can be extended to them amid the COVID-19 pandemic.

    NEW DELHI: Defence Minister Rajnath Singh on Friday attended the Combined Commanders Conference of the Armed Forces and delivering the inaugural address he appreciated the selfless courage displayed by the Indian Army soldiers during the Eastern Ladakh standoff with Peoples Liberation Army (PLA).

    The Ministry of Defence stated, “Defence Minister expressed his heartfelt appreciation and respect to the selfless courage displayed by the soldiers during the Eastern Ladakh standoff with PLA.”

    Delivering the inaugural address, the Raksha Mantri dwelled on a wide spectrum of issues affecting the defence and security of the Nation. He spoke at length on the emerging nature of military threats, the critical role of the Armed Forces in meeting these threats and the anticipated changes in the nature of warfare in future, added the MoD.

    Rajnath Singh joined the Combined Commanders of the Armed Forces for the Vivechana Sessions at the ongoing Combined Commanders Conference 2021 at Kevadia in Gujarat. Secretaries of Department of Defence, Defence Production, Department of R&D and Financial Advisor Defence Services also shared their thoughts on various relevant aspects with the Combined Commanders.

    The annual Combined Commanders’ Conference (CCC) is the gathering of the Military Commanders from the three Services. The three-day conference, from March 4 -6, will have the combined apex level military leadership of the country reviewing the security situation and defence preparedness of the Armed Forces. Also the future plans will be discussed.

    The two Vivechana sessions held over the day in the presence of the Defence Minister deliberated over a wide range of issues, some of them held behind closed doors. These deliberations addressed the ongoing modernisation of Armed Forces especially focusing on creation of integrated Theatre Commands and infusion of modern technology.

    Issues like morale and motivation and promotion of spirit of innovation in the Armed Forces witnessed enthusiastic participation with useful feedback and suggestions from the soldiers and younger officers of the three Services.

    India and China have positioned their soldiers at high altitudes along the Line of Actual Control in Eastern Ladakh since May 2020 after the Chinese troops clashed with the Indian soldiers. There have been disengagement from the banks of Pangon Tso but there is no decrease in the number of troops and the equipment from the area.
