This comprehensive legislation targets key areas like healthcare, housing, education, and economic opportunities to improve the lives of Dalits, who constitute about 14.3% of the province&#8217;s residents according to the 2021 census.</p>
<p>Key provisions include free medical treatment for severe diseases, construction of homes for Dalit families, and dedicated hostels for underprivileged Dalit students in higher education. Educational institutions across public, private, and community sectors are required to give Dalits priority in hostel admissions. To bolster traditional trades, the bill offers subsidies, discounts, and cheap credit for equipment and materials.</p>
<p>Social Development Minister Janmajay Timilsina, who introduced the bill, emphasized its role in enhancing Dalit rights, promoting social justice, and integrating them into governance at all levels. &#8216;This will ensure equitable access to resources and opportunities,&#8217; he stated after the assembly&#8217;s unanimous approval.</p>
<p>Assembly spokesperson Lokmani Pandey told reporters that gubernatorial assent will transform the bill into enforceable law, incorporating a wide array of benefits. This comes amid Prime Minister Balendra Shah&#8217;s administration&#8217;s commitment to atone for past wrongs against Dalits through apologies and targeted reforms, as outlined in their March 30 roadmap.</p>
<p>Under Nepal&#8217;s constitution, seven provinces enjoy legislative autonomy within national boundaries. Lumbini&#8217;s bold step could inspire similar actions elsewhere, fostering a more equitable society. As the province encompassing Buddha&#8217;s birthplace embraces progressive change, it signals hope for Nepal&#8217;s 13.44% Dalit population nationwide.</p>
