  • Woman poisoned to death by in-laws for dowry in UP, husband among six booked

    MUZAFFARNAGAR: A woman was allegedly poisoned to death by her in-laws in Uttar Pradesh’s Shamli district after her family did not fulfil their demand for dowry, police said on Wednesday.

    The woman’s husband and five in-laws have been booked in connection with the incident that occurred on Tuesday in Azad Chowk locality of the district.

    The victim, Muskan, had married Kasif in May, they said.

    According to a complaint filed by Muskan’s family, Kasif had been harassing her for months for not bringing enough dowry.

    Later, she was poisoned by her in-laws, the police said.

    Station House Officer Pankaj Tyagi said a case has been registered under relevant sections of the Indian Penal Code and the Dowry Prohibition Act against Kasif, his mother, his three brothers and his sister.

    They are on the run.

    The body has been sent for a post-mortem examination, the police said.

  • Minor girl gang-raped by her cousin, accomplice in UP’s Ballia

    BALLIA: A 12-year-old girl was allegedly gang-raped by two men, including her cousin, in a village in Sukhpura area here, police said on Friday.

    The incident took place on Thursday night when the victim’s cousin took her to a secluded place where he and his friend gang-raped her, a senior officer said.

    Superintendent of Police Ram Karan Naiyar, who visited the spot on Friday, said an FIR has been registered in this regard against the two accused under relevant sections of the Indian Penal Code and Protection of Children from Sexual Offences (POCSO) Act based on a complaint lodged by the girl’s uncle.

    The accused have been detained and the girl has been sent for a medical examination, the SP said.

  • 6-year-old raped by teen in UP’s Bareilly; search underway for absconding accused

    BAREILLY: A six-year-old girl was allegedly raped by a teenager in a village in Nawabganj area here, police said on Thursday.

    The incident took place on Wednesday when the girl was playing outside her house and the boy (14) took her on his cycle to a secluded place and raped her, ASP (Rural) Raj Kumar Agarwal said.

    The accused fled the spot when screams of the girl attracted villagers’ attention, he said.

    A complaint about the incident was registered by the victim’s father, the ASP said, adding that police is trying to track the accused and his family members, who are absconding.

  • 16-year-old girl hacked to death in MP’s Balaghat; police suspect case of stalking

    BALAGHAT: A 16-year-old girl was hacked to death by an unidentified man when she was on her way home from school with her friends in Madhya Pradesh’s Balaghat district, police said on Tuesday.

    The police suspect that it is a case of stalking or one-sided attraction, an official said.

    The incident took place around 4 pm on Monday, when the Class 11 student was heading home on a bicycle with her friends in Kodubarra village under Kirnapur police station, sub-divisional officer of police (SDOP) Durgesh Armo said.

    The victim was on her way back from school in neighbouring Kinhi village, when the unidentified accused who was hiding at the spot attacked her with an axe, while she was in the company of other girls, he said.

    The girl died on the spot, and the accused fled the scene after the attack, the official said, adding that this may be a case of stalking and one-sided attraction.

    A case has been registered under relevant sections of the IPC and further probe is underway.

  • Man booked in Madhya Pradesh for stitching wife’s private parts over suspicion

    SINGRAULI (MP): Suspecting his wife of infidelity, a 55-year-old man allegedly stitched her private parts in Madhya Pradesh’s Singrauli district, police said on Saturday.

    The incident took place in Raila village under Mada police station area, around 30 km from the district headquarters, on August 24, additional superintendent of police (ASP) Anil Sonkar said.

    The accused, who is a quack, suspected his 52-year-old wife of having an extramarital affair with another man, the official said.

    The man stitched his wife’s private parts over suspicion of infidelity, he said, adding that the victim was admitted to the district hospital, where she underwent treatment for her injuries.

    The middle-aged couple have children who are married, the official said.

    A case under sections 323 (voluntarily causing hurt), 324 (causing hurt by dangerous weapons or means), 498 (detaining with criminal intent) and other relevant provisions of the IPC was registered at Bandhora police post, he added.

  • 5-year-old girl killed in suspected human sacrifice in Assam, tantric arrested

    ASSAM: A five-year-old girl has been found murdered in Assam’s Charaideo district in a suspected case of human sacrifice and an occult practitioner arrested, police said on Wednesday.

    The girl, youngest of five siblings, was kidnapped from her house in a tea estate by unidentified people while she was asleep on Monday night and her eldest sister filed a missing complaint with Sefrai police station on Tuesday.

    The child’s body was recovered from Singlu river on Tuesday night and red cloth with ashes along with other materials used in tantric rituals were found on the riverbank, indicating that this could be a case of human sacrifice, a senior officer said, adding her body has been sent for post-mortem examination.

    A ‘sadhak’ (occult practitioner) has been arrested and a manhunt launched to nab the main occult practitioner who is the prime accused in the case, he said.

    The girl’s parents have been interrogated and 10 people including her father detained for further questioning, the officer said.

    An investigation is underway and the angle of human sacrifice is not being ruled out, he said, adding there have been previous incidents of human sacrifice in the Adivasi-dominated tea gardens in the area.

    In 2016, a four-year-old girl had gone missing from another tea garden in the area and her mutilated body was recovered a few days later.

  • Parliament panel flags ‘abysmally low’ conviction rate in crimes against women and children

    NEW DELHI: A parliamentary panel has expressed dismay over the “abysmally low” conviction rate in crimes against women and children in the country and suggested that the government work out a mechanism for gathering information on reasons for the delay in the investigation in criminal cases on an annual basis.

    The Parliamentary Standing Committee on Home Affairs, headed by Congress leader Anand Sharma, also expressed disappointment over the continuous diversion of the Nirbhaya Fund towards other schemes and projects.

    “The Committee is constrained to note the abysmally low conviction rate in crimes against women and children which also shows a serious mismatch between the measures adopted and their implementation,” the report, submitted to Rajya Sabha, said.

    The committee noted that an analytical tool – “Online Investigation Tracking System for Sexual Offences (ITSSO)” – has been provided to law enforcement agencies to monitor and track police investigations within two months in sexual offenses as per the Criminal Law (Amendment) Act, 2018.

    The committee, therefore, recommended that the MHA should take up the matter with all the states and UTs for stringent implementation of the analytical tool ITSSO.

    Further, the panel said, the MHA should also work out a mechanism for gathering information on reasons for the delay in the investigation in criminal cases on an annual basis, preferably in the analytical tool ITSSO itself.

    Based on information so gathered, the MHA can analyse and issue necessary SOPs or advisories to states or UTs for taking necessary corrective steps, it said.

    The committee noted with disappointment that women presently constitute only 10.30 percent of the police force and said it has failed to understand the delay on the part of states and UTs to give adequate representation to women in police forces.

    “The committee notes that the MHA has regularly advised the states to ensure that 33 percent of police forces are women and has made it mandatory in UTs. But, no state or UT police in the country has representation even close to 33 percent,” the report said.

    The committee, therefore, recommended that the MHA may advise the states and UTs to conduct special recruitment drives to induct women at all levels in a time-bound manner.

    The ministry may also coordinate with the states and UTs to remove all administrative bottlenecks for the same, it said.

    The committee noted with dismay that Nirbhaya Fund is continuously diverted towards other schemes or projects.

    It took a very serious note of this and strongly recommended that the ministry desist from sanctioning funds for such schemes from Nirbhaya Fund and adhere to the original purpose of Nirbhaya Fund.

    The Nirbhaya fund was set up in 2013 by the UPA government to improve the safety and security of women in the aftermath of the brutal gang rape of a 23-year-old paramedic student, who came to be known as Nirbhaya, in December 2012 in a moving bus in Delhi.

    The Committee observed that crimes against women and children are on the rise and are happening all across the country.

    At times, the brutality that follows these crimes shocks the human consciousness and these images flash out of India, across the world, which brings a very bad name to the country, it said.

  • Pune doctor arrested for cutting wife’s hair, assaulting her

    PUNE: A 38-year-old doctor has been arrested for allegedly cutting his wife’s hair with a knife and assaulting her with it after a heated argument in Maharashtra’s Pune city, police said on Tuesday.

    The incident took place late on Sunday, when the doctor couple entered into an argument at their home in Dhanori area of the city, an official from Vishrantwadi police station said.

    The accused had come home in an inebriated condition and picked a quarrel with his wife after she told him that she would be attending her sister’s wedding, he said.

    The accused picked up a knife in a fit of rage and cut her hair, before assaulting her on the back with it, the official said.

    The woman approached the police on Monday and lodged a complaint, following which the accused was arrested under section 326 (voluntarily causing grievous hurt by dangerous weapons) of the IPC, the official said, adding that further probe is underway.
