Government of India’s Cabinet Secretary Mr. Rajiv Gauba today reviewed in detail the lockdown and the measures being taken for prevention and control of COVID-19 infection, in the video conference with Chief Secretaries, Home Secretaries, Industry Secretaries and DGPs of all the states held today. From Chhattisgarh, Chief Secretary Mr. RP Mandal, Additional Chief Secretary Home Mr. Subrat Sahu, Principal Secretary Commerce and Industry Mr. Manoj Pingua, Health Secretary Mrs. Niharika Barik Singh, Secretary General Administration Department Mr. Kamalpreet Singh and Additional Director General of Police Mr. Himanshu Gupta attended the view conference.
Chief Secretary Mr. RP Mandal informed that in Chhattisgarh, 4933 individuals have been tested for COVID-19, out of which 33 were found positive. This is the least number of COVID-19 positive cases diagnosed in the entire country. 23 out of 28 districts have no patients of COVID-19. Chief Secretary said that COVID-19 dedicated well-equipped hospitals/units with total 1700 bed-capacity are ready. Besides, enough numbers of Rapid Testing Kits, Personal Protective Equipment (PPE) kits and other essential goods are available.
Cabinet Secretary gave instructions to examine and identify works that can be done while practicing physical distancing by April 20. In rural areas, MNREGA works, water conservations, road construction, pond-related works etc can be done while practicing physical distancing and employment can be provided in rural areas. Besides, industries can start working again if they have proper food, stay etc facilities within the campus in industrial areas. Inter-state transport will not be resumed as of now. Need for strict implementation of lockdown in hotspot areas was emphasized. Besides, State Government can decide on agricultural works, rural development works and other employment-oriented works in rural areas till April 20.

Migrant workers of Chhattisgarh are trapped in 20 states and four union territories of the country
The State Government, under the direction of Chief Minister Mr. Bhupesh Baghel provided relief for migrant workers of Chhattisgarh stranded in other states, affected by the lockdown till 14 April 4 pm. 64 thousand 416 labors were provided with food, lodging and medical facilities including other necessary arrangements by providing relief to them. So far, about 19 lakh 12 thousand rupees have also been deposited in the account of six thousand 556 workers for immediate arrangement. Information has been received regarding the workers of Chhattisgarh being in a state of crisis in 20 other states and four union territories of the country.
Officers of the labor department told here today that as a temporary arrangement to provide relief to 6556 workers in distress by the Chhattisgarh government, Rs. 15 lakh 45 thousand is deposited in the account of 4879 workers of district Bemetara, 1 lakh 73 thousand Rs deposited in the accounts of 1483 workers of Mungeli district. One lakh 94 thousand rupees has been deposited in the accounts of 194 workers of Kabirdham district, with reference to 1000 rs/ per worker.It is noteworthy that the Chhattisgarh government has constituted a team of officers to monitor the problems of labors in other states of the country for speedy monitoring. For this, helpline numbers have been set up at the state level including the helpline numbers 0771-2443809, 91098-49992, 75878-22800 at the state level by the Labor Department. Problems of labors received through helpline numbers are being registered and solutions are being brought up as soon as possible. On the direction of the Chief Minister, under the guidance of the Secretary of Labor Department, Mr. Sonmoni Borah the problems of the workers are being resolved as soon as possible by constantly coordinating with the local administration of other states.
Officials said that the problems of the distressed and needy laborers in the situation arising amidst lockdown are being resolved immediately. Workers from 28 districts of Chhattisgarh have been reported to be trapped in 20 other states and four union territories. Maximum labors stranded in other states have been reported in Jammu with 15 thousand 855, 11 thousand 718 in Maharashtra, 10 thousand 365 in Uttar Pradesh, 7 thousand 927 in Telangana, 5 thousand 599 in Gujarat and one thousand 686 workers in Madhya Pradesh. Similarly, in Himachal Pradesh 1 thousand 575, one thousand 427 in Karnataka, one thousand 404 in Tamil Nadu and one thousand 228 workers in Delhi have been reported through various means including helpline numbers.
According to the officials, in the situation arising due to the lockdown, the workers in distress or stranded were six thousand 144 from Mungeli in Chhattisgarh, five thousand 850 from Kabirdham, five thousand 365 from Rajnandgaon, 11 thousand 159 from Janjgir-Champa, 20 thousand 424 from Balodabazar. Three thousand 559 from Bemetra, two thousand 112 from Raigad, four thousand 129 from Bilaspur, 464 from Surajpur, one thousand 187 from Durg, 332 from Balod, 622 from Gariaband, one thousand 352 from Raipur and others Ba District 327, is trapped 424 workers from Mahasamund. These are being monitored continuously by the nodal officers of the state government in coordination with the administrative officers, factory managers, planners and contractors of other states and their necessary arrangements, including the food and proper drinking facilities are being ensured. -
Do not call the staff till 3 May if not necessary: Director General of Police
Director General of Police Shri DM Awasthi has issued instructions that by 3 May the police headquarters should be called to the same employees who are in great need. The remaining employees should not be called to police headquarters unless necessary. The order states that the system which was implemented after the lock-down on 24 March is extended till 3 May. All the Additional Director General of Police and senior officers from them will perform important work through their own staff. It has been said in the order that officers can use the intelligence and SIB building located in the old police headquarters for official work.
It is noteworthy that under the system ordered after the lockdown on 24 March 2020, no police officer-employee without DGP. We will not be able to leave the headquarters and go out of the house. All of them will stay at home and perform government work. The officer-employee may be directed to appear in the office if required. D.G.P. Has given instructions to keep mobile running during this period. In branches where attendance is compulsory, at least people have been directed to impose duty. In the event of calling the office, it has been asked to come out by means of self-transport and not use public transport. Mr. Awasthi has instructed that the person coming to the office should enter the office only by applying masks and sanitizing his hands. Instructions have been given to keep the mask on throughout the attendance period and wash the hands periodically with soap-handwash-sanitizer. -

Prime Minister Shri Narendra Modi will address the nation tomorrow i.e 14th April 2020 at 10 AM .In a tweet, the Prime Minister’s Office said, “Prime Minister @narendramodi will address the nation at 10 AM on 14th April 2020”.
In the Address, he is expected to extend the lock down further.

Raipur: 19.85 lakh beneficiaries of pensioners received pension: Relief amid the lockdown
Under the various pension schemes operated by the Social Welfare Department for the aged, widows, abandoned and differently abled, 19 lakh 85 thousand beneficiaries of the state have been paid pension amount up to the month of March. Approximately Rs 72 crore pension amount is disbursed to these beneficiaries every month. This will provide financial relief to the beneficiaries in the lockdown implemented during the corona virus infection.
Under the Social Security Pension Scheme, 4 lakh 87 thousand beneficiaries, 2 lakh 28 thousand under the Sunder Sahara scheme, 3 lakh 84 thousand under the Chief Minister Pension Scheme, 6 lakh 66 thousand 976 under the Indira Gandhi National Old Age Pension Scheme, Indira Gandhi National Widow One lakh 85 thousand under the pension scheme and 32 thousand 513 under the Indira Gandhi National Disabled Pension Scheme, in this way a total of 19 lakh 85 thousand beneficiaries pay pension. -
