In a bold administrative reform, the Telangana government is set to launch a dedicated commission to overhaul its district structure. This comes amid growing demands for a more rational distribution of districts to match the state’s dynamic growth patterns. Since bifurcating from Andhra Pradesh a decade ago, Telangana has expanded to 33 districts. Yet, imbalances persist—some sprawling districts strain resources, while others struggle with underdevelopment. The incoming commission will dive deep into these issues, proposing a blueprint for realignment. Government insiders reveal that the panel will be headed by a seasoned bureaucrat, supported by domain specialists. Their mandate includes assessing viability through metrics like revenue generation, infrastructure needs, and public feedback collected from town halls across the state.

A senior IAS officer, Manoj Kumar, faced a stern rebuke from a Jharkhand High Court judge regarding a case involving land acquisition and compensation. During the hearing, the judge questioned the IAS officer’s involvement, asking, “Who are you to object to the compensation amount set by the state? How much commission have you taken so far?” A video of the judge reprimanding the IAS officer has gone viral and has become a topic of discussion among other officials in the state. The judge expressed considerable displeasure during the hearing concerning land compensation. The IAS officer, Manoj Kumar, was sharply questioned about whether there was a separate law in Jharkhand, unlike the rest of India. The judge emphasized that the funds belonged to the public and could not be wasted in such a manner, further adding, “You have made a mockery of the process.” The judge also warned Manoj Kumar of potential obstruction of the entire process and accused him of seeking a commission, even threatening to file an FIR against him. The judge also questioned the officer’s tenure, stating, “How many days have you been in service? You want a commission in Jharkhand?” The judge demanded that the officer either comply or face an FIR. Seeing the judge’s anger, the officer immediately apologized. The judge advised Manoj Kumar to stick to his jurisdiction and not interfere in matters that did not concern him, saying, “You don’t need to jump in like a monkey in a brothers’ dispute.” The judge also inquired about the assets the IAS officer had accumulated, vowing to investigate. The judge also mentioned that this was a unique case in the country, and questioned if it was done solely for commission, asking “You want a commission in Jharkhand?” The judge gave the officer a week’s time and warned of further action if court orders were not followed, telling him to forget about seeking commissions.

In a Jharkhand High Court hearing concerning land acquisition and compensation, Judge Manoj Kumar, the Project Director (National Highway), received a stern reprimand. The judge questioned the Project Director about his objections to the state-determined compensation amounts, asking, “Who are you to object to the compensation amount decided by the state? Do you want a commission? How much commission have you taken so far?” The video of the judge’s scolding is rapidly circulating and has become a topic of discussion in the state.

During the hearing related to land compensation, the judge appeared visibly displeased. He sharply asked Project Director Manoj Kumar, “Does a single law apply throughout India, or is there a different law in Jharkhand? This is the public’s money. It cannot be wasted like this. Who are you? You have made a mockery of the process.”

The Fair Price Shop Dealers Association, Jharkhand, staged a strong demonstration at the office of the Deputy Commissioner of East Singhbhum district on Monday. The association warned that if the pending commission payments are not cleared, 1432 PDS shops in the district will shut down from September 1st, completely halting the lifting and distribution of rations.

District President of the association, Nagesh Jaiswal, along with senior secretary Satyanarayan Rajak, treasurer Laxman Meedak, legal advisor Advocate Vijay, and organization secretary Vibhish Sav, along with a large number of shopkeepers, reached the Deputy Commissioner’s office to protest. They stated that the commission for shopkeepers and women’s group committees has been pending for several months, leaving their families on the verge of starvation. Despite repeated appeals, the department has yet to make the payments.

The association has put forth demands including commission payment, repair and replacement of e-POS machines, increase in honorarium, and improvements in distribution and allocation. The association made it clear that if their problems are not resolved, the shopkeepers will be forced to indefinitely close their shops, and the government and supply department will be held fully responsible.

A major development has emerged in the high-profile Chhattisgarh liquor scam, involving an estimated 2,161 crore rupees. The Economic Offences Wing (EOW) has, for the first time, implicated more than 29 excise officials as accused. These officials are alleged to have colluded with a syndicate to facilitate the illegal sale of alcohol and collect commissions worth crores of rupees.

The EOW investigation revealed that these officials received a commission of ₹150 per case of liquor, which was then invested in land, property, and businesses. Following the completion of the investigation, the fifth charge sheet will be presented on July 5 in the special court (ACB-EOW). Notices have been sent to the accused, requiring their presence in court at 11 am. Several officials have either absconded or switched off their mobile phones after receiving the notices. Janardan Kaurav has been identified as the main coordinator of the syndicate, who was close to Special Secretary Arunpati Tripathi. Kaurav managed everything from transfers and postings to the supply of illegal liquor.

The scam unfolded from 2019 to 2023, generating ₹2,174.60 crore through the illegal sale of 60 lakh cases of liquor. Of this amount, ₹319 crore was collected by the officials from the suppliers. The charge sheet includes names such as Vikas Goswami, Neetu Notani, Dinkar Vasnik, and Ravish Tiwari, among others. While 16 officials are currently in service, 12 have retired. The EOW has stated that arrests will only be made upon court orders, and warrants will be issued if the accused fail to appear.
