<p>United States Commerce Secretary Howard Lutnick stated that India needs to &#8220;react correctly&#8221; to the US, advocating for market liberalization and the avoidance of actions that could negatively impact the United States. He expressed the view that several countries, including Switzerland and Brazil, also need to address certain issues. Lutnick indicated that resolving these issues will require time, and countries, particularly India, must understand that access to the US market necessitates cooperation with the President. He made these remarks during an interview with News Nation. A high-level Indian delegation, led by Commerce and Industry Minister Piyush Goyal, recently visited the US to discuss bilateral trade and investment ties. The Ministry reported productive discussions with key US officials, including Ambassador Jamieson Greer and US Ambassador-designate to India, Sergio Gor. Both sides agreed to continue efforts to expedite a trade agreement that benefits both nations.</p>

<p>Assistant US Trade Representative for South and Central Asia, Brendan Lynch, arrived at the Ministry of Commerce and Industry in Delhi. The US team, led by Lynch, is in India to restart discussions with India&#8217;s chief negotiator, Rajesh Agrawal, and other officials regarding the bilateral trade agreement. The trade talks were initially scheduled for August 25-29 but were postponed and have now resumed.</p>



<p>Brendan Lynch serves as the Assistant U.S. Trade Representative for South and Central Asia. In this capacity, he oversees the development and implementation of U.S. trade policy across 15 countries in the region, including managing the U.S.-India Trade Policy Forum. He is also responsible for coordinating activities under Trade and Investment Framework Agreements with regional partners.</p>



<p>Previously, Lynch held the position of Deputy Assistant US Trade Representative for South and Central Asia, where he managed negotiations in various sectors, including agriculture, manufacturing, services, and intellectual property rights. Before that, he served as the United States Trade Representative (USTR)&#8217;s Director for India, overseeing the bilateral trade relationship with India.</p>



<p>Lynch&#8217;s career at USTR began in 2013 in the Office of Agricultural Affairs, where he promoted US agricultural trade interests in international forums. He managed bilateral agricultural negotiations with countries in South and Central Asia, as well as Taiwan, Israel, Central America, the Caribbean, Mexico, Canada, and Russia.</p>



<p>Prior to joining USTR, Lynch worked as an International Trade Analyst at the US International Trade Commission. He provided economic analysis of free trade agreements and advised Congressional committees and USTR on trade barriers impacting US exports in key sectors and markets. He earned a B.S. from Boston College and an M.B.A. from George Washington University.</p>

<p>The Ministry of External Affairs (MEA) has confirmed that India is actively communicating with China to address supply chain disruptions related to rare earth materials.  During a recent weekly briefing, MEA spokesperson Jaiswal stated that discussions are ongoing with Chinese counterparts in both Delhi and Beijing to streamline the supply chain. The MEA is also in touch with China on a range of economic and trade matters. Concurrently, the Commerce Secretary highlighted India&#8217;s commercial and diplomatic efforts to secure essential imports of rare earth minerals from China. The government is coordinating with industry organizations like SIAM and ACMA to facilitate discussions between them and their Chinese counterparts.  China&#8217;s restrictions on rare earth exports are seen as a global issue, not solely targeting India.  India&#8217;s Commerce and Industry Minister has called the situation a &#8216;wake-up call&#8217;, emphasizing India&#8217;s focus on developing alternative supply chains and establishing itself as a reliable partner for international businesses seeking to diversify from Chinese suppliers. China dominates global rare earth processing, controlling over 90% of the world&#8217;s magnet production capacity, creating vulnerabilities for industries across automobiles, home appliances, and clean energy. New Chinese restrictions, effective from April 4, require special export licenses for specific rare earth elements and magnetic products. India and Central Asian countries are exploring joint ventures in rare earth and critical minerals, as discussed at the India-Central Asia Dialogue. According to a report by Crisil Ratings, China&#8217;s export restrictions may pose supply-side risks to India’s automotive sector.</p>
