    Chhattisgarh’s Chief Election Officer Reena Babasaheb Kangale gave information about the preparations for the vote counting in a press conference. She said that first the counting of postal ballots will take place from 8 am to 8:30 am. 94 counting centres have been set up for 11 Lok Sabha constituencies. Counting of votes for each assembly constituency in 33 districts will take place at the district headquarters.

    He said that 14 tables will be set up for counting of votes. In some Lok Sabha constituencies, 21 tables have been set up. Counting of votes will go on for 12 to 24 rounds. During the counting of votes, tight security arrangements have been made in three layers. For this, 33 companies of central forces have been deployed in the state.

    Reena Babasaheb Kangale informed that 11 returning officers, 476 assistant returning officers, 4362 counting personnel and 1672 micro observers have been appointed for the counting of votes of ninety assembly constituencies in eleven Lok Sabha constituencies. Minister Netam has said that in the background of various information regarding the incident that took place in village Doomarkhi police station Balrampur district Balrampur-Ramanujganj, there is a need to form an independent investigation team (SIT) for a specific investigation of the incident, which will visit the incident site within 7 days and submit a detailed report after various investigations.

Chhattisgarh State Electricity Regulatory Commission has determined the annual revenue requirement and electricity rates for consumers for the financial year 2024-25. Adjusting the partial compensation of revenue deficit made by the state government, the commission has approved an average increase of 8.35 percent in all consumer categories.

    Chhattisgarh State Electricity Regulatory Commission Chairman Hemant Verma and member Pramod Kumar Gupta gave information about the increase in electricity rates in a press conference. He said that after considering the revenue deficit and revenue surplus of the state’s power companies in the past years, the annual revenue requirement demanded by the power distribution company for the financial year 2024-25 has been approved as Rs 24594 crore instead of Rs 26037 crore.

    Similarly, the distribution company has approved 34091 million units instead of the estimated 33875 million units for the coming financial year. Similarly, the distribution company has approved Rs 2819 crore instead of the estimated revenue loss of Rs 4420 crore from the prevailing tariff on the estimated sale of electricity for the financial year 2024-25.

    The state government has decided to reimburse Rs 1000 crore for the financial year 2024-25 to reduce the gross revenue deficit of the distribution company. As a result, the distribution company is estimated to have a revenue deficit of Rs 1819 crore at the prevailing rates in the financial year 2024-25. An average increase of 20.45 percent was estimated for reimbursement of revenue deficit from the analysis of the petition filed by the state distribution company, but after partial reimbursement of revenue deficit by the state government and consideration by the commission, an average increase of 8.35 percent in all consumer categories has been approved.

    Average electricity supply rate and average electricity billing rate

    The average cost of supply for the financial year 2024-25 has been estimated at Rs 6.92 per unit. As a result of the decisions taken by the Commission in the current tariff order and reimbursement of losses of the distribution company by the state government, the average electricity billing rate is estimated at Rs 6.92 paise, which is 53 paise more than the current prevailing rate. Accordingly, an average increase of 8.35 percent in electricity rates from the current prevailing rate has been approved.

    Key points of the current order

    Electricity rates for domestic and non-domestic consumers have been increased by 20 paise per unit. Electricity rates for agricultural pumps have been increased by 25 paise per unit. The structure of TOD has been changed after analysis of demand and available power generation. Green energy charge has been determined for the convenience of consumers willing to purchase renewable energy (Green Energy) to protect the environment and reduce carbon footprint. The load factor rebate of 20 percent applicable for railway traction load has been abolished. The 5 percent discount in energy charge has been continued for Poha and Murmura mills falling under HV-5 and LV-5 category. The new electricity rates being issued, which are available in Annexure-1 and Annexure-2, will be effective from June 1, 2024.

    Consumers with non-subsidized agricultural electric pumps will continue to get 20 percent discount in energy charges. Currently, the facility of using 100 watt load near the pump is effective under pump connection for the purpose of electric pumps installed in the fields and guarding the fields. Keeping in mind the wider interest of the farmers, the Commission has continued the approval of lights and fans up to 100 watts.

    To encourage environmental protection, the tariff for electric vehicle charging units has been fixed equal to the average electricity cost i.e. Rs.6.92/- per unit. For women empowerment, 10 percent discount in energy charges has been continued for industrial activities and business activities run by registered women self-help groups. To strengthen the communication system in the remote Naxal-affected districts of the state and to expand the facility of mobile connectivity, the 50 percent discount in energy charges of mobile towers installed after 01.04.2019 has been reduced to 25 percent to encourage the installation of new mobile towers.
