  • Raman Singh: Chhattisgarh: Former CM Raman Singh resigns as BJP VP

    After filing his nomination for the post of Speaker in the newly-elected legislative assembly of Chhattisgarh, former CM Raman Singh resigned from the post of National Vice President of the Bhartiya Janata Party on Sunday.

    “At present, I am discharging the post of National Vice President of the Bharatiya Janata Party but I have been nominated by the party for the post of Chhattisgarh Assembly Speaker. Therefore, I respectfully submit my resignation from the National Vice President of the Bharatiya Janata Party. Please accept my resignation,” Raman Singh wrote in his resignation letter addressed to BJP Chief JP Nadda.

    After submitting his nomination papers, Raman Singh said, “I will ensure the proper functioning of the Vidha Sabha and that all issues for the welfare of Chhattisgarh are raised.”Former Chhattisgarh CM and Congress leader Bhupesh Baghel was also present at the time of the nomination.

    Meanwhile, senior BJP MLA Ramvichar Netam took the oath as the pro-tem Speaker of the newly-elected Chhattisgarh legislative assembly on Sunday.

    Pro-tem speaker is a temporary position of a speaker appointed for a limited period of time to facilitate the conduct of the business of the House in the absence of a regular speaker.Governor Biswabhusan Harichandan administered the oath of office to Netam at a function held at Raj Bhavan in the state capital.Chief Minister Vishnu Deo Sai was also present on the occasion.

    After taking the oath of office, Netam said, “Many best wishes and gratitude to all for providing me with this opportunity. This is a great honour and achievement in my life. I will delicately fulfil all the duties of a protem speaker.”

    Ramvichar Netam is an MLA from the Ramanujganj constituency.

    The polling in the state was held in two phases, with the first on November 7 featuring 223 candidates and the second seeing 958 candidates put their electoral fates to the test on November 17.

    Of the 90 assembly constituencies in Chhattisgarh, the BJP bagged 54 while the Congress won 35.

  • Chhattisgarh House has highest share of women legislators

    RAIPUR:  Chhattisgarh Assembly has the highest percentage of women MLAs in the country, with the bye-elections having further increased their representation in the House. In the five Assembly bypolls held in Chhattisgarh after the Congress came to power four years ago, the voters sent three more women legislators to the 90-member House, taking their figure up from 13 in 2018 elections to 16, making 17.7% of the total lawmakers in the state.

    According to the latest data presented by Law and Justice Minister Kiren Rijiju in Lok Sabha, there are 19 state Assemblies having less than 10% women legislators, including Andhra Pradesh, Assam, Goa, Gujarat, Himachal Pradesh, Kerala, Karnataka, Madhya Pradesh, Maharashtra, Manipur, Odisha, Sikkim, Tamil Nadu and Telangana.

    In the recently-held Assembly polls in Himachal Pradesh, only one woman emerged winner while in Gujarat 8.2% of the elected lawmakers are women. The overall average count of women MLAs in Assemblies across the nation makes for around 8%.

    “The representation of women remains low. Political parties need to give serious thought to arrive at a consensus on the issue,” political analyst Uchit Sharma said. “Enough delay has already happened to pass the women’s reservation bill, which was introduced in Parliament in 1996, to politically empower women by reserving one-third seats in state Assemblies and Lok Sabha,” he added.

  • Budget session of Chhattisgarh Assembly from March 7; BJP to target Congress govt on law & order issues

    RAIPUR: The budget session of the Chhattisgarh Assembly will begin from Monday and the state’s budget for 2022-23 will be tabled in the House on March 9, an official said on Sunday.

    The opposition BJP has decided to corner the ruling Congress over several issues, including the ‘deteriorating’ law and order situation in the state.

    On Monday, the session will commence with Governor Anusuiya Uikey’s address, followed by tabling of the motion of thanks on her address, the Assembly official said.

    The debate on the motion of thanks to the governor’s address is proposed for March 8, he said.

    Chief Minister Bhupesh Baghel, who holds charge of the state finance department, will present the state budget on March 9, he said.

    Till Saturday, 1,682 questions were received from the legislators, including 854 starred questions and 828 un-starred ones.

    Besides, 114 notices were received for the calling attention motion and 10 for the adjournment motion, the official said.

    There will be 13 sittings during the session, which will conclude on March 25.

    Meanwhile, Leader of Opposition in the state Assembly Dharamlal Kaushik said the BJP was fully prepared to corner the state government during the session on several issues, particularly the “deteriorating” law and order situation.

    Expressing unhappiness over the ‘curtailed’ duration of the budget session, Kaushik claimed that for the first time such a short budget session is being held in the history of Chhattisgarh, which is a violation of the parliamentary tradition.

    “The session has been called only for 13 days. It should have been lengthier as there are a lot of issues that need to be raised in the House. The ruling Congress is trying to escape from the discussion,” he claimed.

    “We will try to raise all issues of public importance in such a short period. We will target the government over the rising crimes, including incidents of rape and loot. We will also raise the issue of the increasing illegal sale of narcotics and liquor in the state,” the BJP leader said.

    A delegation of BJP MLAs had met Assembly Speaker Charan Das Mahant on Saturday and requested him that the session should not be concluded ahead of its schedule, a leader from the saffron party said.

He urged all the MLAs to get the first dose of vaccination early and who have already received the first dose before the monsoon session of July, 2021. He has been requested to administer the second dose.

    RAIPUR: The monsoon session of the Chhattisgarh Assembly will begin from July 26, a notification issued by the Vidhan Sabha secretariat said.

    The session will have five working days.

    The upcoming session is likely to be stormy as the opposition parties—BJP and Janta Congress Chhattisgarh (J), have geared-up to target the ruling Congress government on issues of Covid-19 vaccination, loss of paddy during rains owing to lack of proper storage, liquor prohibition, alleged deteriorating law and order situation, issues of tribals in Bastar, elephant menace among others.

    All the specified Covid protocols are to be strictly complied during the session and public is not likely to be allowed to watch the proceedings from the visitors’ gallery. The glass panels have already been installed to separate the seating spaces of the legislators.

  • Voting on for last phase of Chhattisgarh Assembly polls, 24% voter turnout

    Polling continued on Tuesday for the second and concluding phase in 72 seats spread across 19 districts to elect a new Chhattisgarh Assembly, with nearly 24 per cent of the over 1.5 crore electorate casting their votes in the first four hours.

    Amid allegations of Electronic Voting Machine (EVM) tampering and malfunctioning in several areas, an overall 23.71 per cent turnout was recorded till 12 p.m., according to the Election Commission (EC).

    EVM malfunctioning was reported from several booths across Dhamtari, Jashpur, Raipur, Ambikapur and Korba.

    The EC asserted that the faulty machines were promptly replaced and voting was not affected.

    The Congress, however accused the ruling Bharatiya Janata Party (BJP) of vitiating the poll process by EVM tampering.

    A Congress delegation led by senior leader P.L. Punia met the EC in the national capital over the alleged “attempts to misuse and tamper EVMs in Chhattisgarh”.

    Punia said the BJP “wary of losing the polls, was trying to influence and affect the polling process through electoral malpractices”.

    “Reports of EVMs malfunctioning are pouring in from across the state. In many places voting could not take place for over two hours because of faulty EVMs. Is malfunctioning of EVMs mere coincidence or a conspiracy to vitiate the polling process,” said state Congress chief Bhupesh Baghel in Raipur.

    The EC however, has rejected the Congress’ allegations.

    The state, carved out of Madhya Pradesh in 2000, is for the first time witnessing a three-way contest with the ruling BJP fighting it out with the opposition Congress and the Ajit Jogi-Mayawati-led alliance emerging as a formidable third front.

    A total of 1,079 candidates are in the fray, with both the Congress and the BJP contesting all the 72 seats.

    The Mayawati-led Bahujan Samaj Party (BSP) is in the fray for 25 seats and its ally and former Chief Minister Jogi’s Janta Congress Chhattisgarh (J) is vying in 46 seats.

    The Arvind Kejriwal-led Aam Aadmi Party (AAP) has fielded candidates in 66 constituencies.

    An electorate of over 1.5 crore, including over 77 lakh male and over 76 lakh female voters, are eligible to exercise their franchise.

    There are nearly 1,000 voters from the third gender.

    The highest number of 46 contestants are in the Raipur City South constituency, while the lowest number of six contestants are in the Bindranavagarh seat.

    Among the prominent faces in the fray in this phase for the Congress are Baghel (Patan), Leader of Opposition in the Assembly T.S. Singh Deo (Ambikapur) and former Union Minister Charandas Mahant (Shakti)

    For the BJP, the list includes state ministers Brijmohan Agrawal (Raipur City South), Rajesh Munat (Raipur City West), Amar Agrawal (Bilaspur), Prem Prakash Pandey (Bhilai Nagar).

    For the alliance, Jogi is in the fray from Marwahi, his wife Renu Jogi is contesting from Kota, while his daughter-in-law Richa Jogi is a BSP nominee from the Akaltara seat.

    Elaborate security arrangements, including deployment of helicopters and drones, have been put in place for the balloting which is taking place at over 19,000 polling booths. Over a lakh security personnel have also been positioned.

    Extra security was being maintained in Maoist-affected Gariaband, Dhamtari, Mahasamund, Kabirdham, Jashpur and Balrampur districts.

    The BJP is in power in the state since 2003.

    Led by Prime Minister Narendra Modi and BJP chief Amit Shah, a host of political leaders took to social media to urge voters to exercise their rights in large numbers.
