  • Haryana Home Minister Anil Vij admitted to Chandigarh’s PGIMER after drop in oxygen level

    CHANDIGARH: Haryana’s Home and Health Minister Anil Vij was on Sunday admitted to the PGIMER here as his oxygen levels dipped. The 68-year-old Bharatiya Janata Party (BJP) leader earlier could not attend the state Assembly’s monsoon session on health grounds.

    He was admitted to the Post Graduate Institute of Medical Education and Research (PGIMER) here on Sunday evening, hospital sources said. The sources said that Vij is under the supervision of doctors led by a pulmonary and respiratory medicine specialist.

    Vij had last week gone to Rohtak to attend the cremation of Chief Minister Manohar Lal Khattar’s younger brother. He had returned with the chief minister in a chopper and due to high altitude, his oxygen levels had dipped and have been fluctuating since, sources said.

    Vij had last year contracted COVID and was hospitalised for nearly a month. On November 20, Vij had offered to be the first volunteer in the phase 3 trials for anti-COVID vaccine Covaxin.

    He was administered the dose at the Civil Hospital in Ambala Cantonment.

  • Congress reconstitutes Chandigarh, Arunachal Pradesh units

    NEW DELHI: The Congress Saturday reconstituted its Chandigarh Territorial Committee under president Subhash Chawla by appointing eight new vice presidents and nine general secretaries.

    The party also reconstituted its Arunachal Pradesh unit and appointed two new working presidents – Bosiram Siram and Thupten Tempa.

    The Congress appointed seven vice presidents and 14 general secretaries for its Arunachal unit.

    The new vice presidents of the Chandigarh Territorial Congress Committee are Pawan Sharma, Bhupinder Singh Badheri, Davinder Singh Babla, Hafiz Anwar-ul-Haq, Harphool Kalyan, Jatinder Bhatia, Jagjit Singh Kang and Jagir Singh.

    The new general secretaries are Harmohinder Singh Lucky, Meenakshi Choudhary, Shashi Shankar Tiwari, Gubax Rawat, Vinod Sharma, Gurpreet Singh Gabbi, Harmail Kesri, Love Kumar and Acche Lal Gaur.

    Vikram Chopra has been appointed the CTCC treasurer.

    The party also appointed 24 secretaries and 23 organising secretaries for the CTCC.

    The party also reconstituted the executive committee of CTCC which includes former MP Pawan Kumar Bansal, and ex-presidents Pradeep Chhabra, besides other senior leaders.

  • HC orders uniform rates for various COVID tests in Punjab, Haryana and Chandigarh

    CHANDIGARH: The Punjab and Haryana High Court on Thursday ordered for having uniform rates for various COVID-19 tests, including the Rapid Antigen Tests and RT-PCR, in Punjab, Haryana and Chandigarh.

    The court’s directives came during a video conference hearing by a bench of justices Rajan Gupta and Karamjit Singh on the COVID-19 situation in Punjab, Haryana and Chandigarh.

    The bench gave its directions noting that though the respective governments have been taking “appropriate measures” to manage the pandemic, certain issues need its intervention.

    “We direct as hereunder: the rates for RAT and RT-PCR tests in the two states and the Union territory need to be uniform,” said the bench, noting sharp differences in prices in the two states.

    “We feel that the state of Haryana and the UT of Chandigarh need to reconsider the rates prescribed and act accordingly,” noting the lower prices prescribed by the Punjab government for the purpose.

    Taking note of the Chandigarh administration reducing the HRCT (high-resolution CT-chest) to Rs 1,800 in the Union Territory, the bench said Punjab and Haryana too should ask private diagnostic centres in their areas to reduce the HRCT rates.

    Pointing out that patients’ relatives cannot be left to their plight in the absence of information about their medical conditions, the bench also emphasised the need for having ‘ICU Control Rooms’ in hospitals.

    Senior Counsel Anupam Gupta had earlier raised the issue of the need of the patients and their relatives staying in touch with each other and pointed to the bench that PGIMER, Chandigarh, had set up such ICU Control Room.

    Endorsing Gupta’s argument, the bench asked the two states and the UT to set up similar control rooms in all hospitals to ensure that the patients and their relatives stay in touch with each other and people remain aware of their patients’ health conditions.

    The bench also touched upon the issue of overcharging by private hospitals in the treatment and asked authorities to keep a report of their probe into the complaints of overcharging ready to be submitted to the court as and when they are sought by it to examine if they require court’s action.

    The court was also apprised by the two states regarding black fungus cases.

    The court felt that guidelines issued by the Centre for screening, diagnosis and management of mucormycosis be examined by the two states and the UT and necessary steps be taken.

    Senior advocate Rupinder Khosla, who was appointed amicus curiae by the court, had earlier raised various issues including those of overcharging patients for their treatment by private hospitals, high costs for CT scan, HRCT (Chest), the regulatory mechanism for various rates to be charged by laboratories.

    UT’s counsel earlier informed the court that in pursuance of its orders, the HRCT rate for private diagnostic centres in Chandigarh has been fixed at Rs 1,800 while the RT-PCR and RAT test rates have been fixed at Rs 900 and Rs 500 respectively.

    Haryana Advocate General Baldev Raj Mahajan earlier told the court that private diagnostic centres in the state charge Rs 2,100 for HRCT, while his Punjab counterpart Atul Nanda said his state government has stipulated that private labs would not charge more than Rs 350 for the Rapid Antigen Test and Rs 450 for the RT-PCR test.

    Before fixing June 28 as the next date of hearing the issue, the bench said, “Lastly this court shall be failing in its duty if it does not recognize the work done by front line workers who have rendered their services in this need of the hour.”

    “At the same time, those who shirk their duties in these difficult times, their particulars shall be furnished to the nodal agencies formed to deal with crises created by COVID-19 which this court shall examine at an appropriate stage.”

  • MHA letter: Amarinder slams Centre for spreading ‘misinformation’ about Punjab farmers

    CHANDIGARH: Punjab Chief Minister Amarinder Singh on Sunday slammed the Centre for allegedly spreading “misinformation” about the state’s farmers with its recent letter on the plight of “bonded labourers”.

    He said it was “yet another conspiracy to defame Punjab’s farmers”, whom the central government and the BJP have been “persistently trying to malign by dubbing them as terrorists, urban naxals and goons” to derail their agitation against the new central farm laws.

    The chief minister was responding to the letter sent by the Ministry of Home Affairs to the Punjab government on the plight of 58 “bonded labourers” rescued in the northern state.

    He castigated the Centre over its “unwarranted charges” of farmers using people as bonded labourers in Punjab and also termed the letter a “bundle of lies”.

    “An analysis of the whole episode reveals that highly sensitive information pertaining to national security regarding the arrest of some suspicious persons, apprehended by the Border Security Force (BSF) from close to the volatile Indo-Pak border, has been unscrupulously twisted on baseless conjectures to malign and tarnish the farmer community,” Singh said in a statement.

    “This reality has been further substantiated by the fact that a selective leakage of the contents of the Ministry of Home Affairs (MHA) letter to some leading newspapers and media houses has been done without waiting for an appropriate response from the state government,” he said.

    Asserting that his government and the state police are competent to safeguard the human rights of the poor and the downtrodden, the CM said suitable action has already been initiated in each case and most of the people are residing with their families.

    “If anything comes to notice at any stage, suitable legal action will be initiated against the culprits,” he said.

    In the March 17 letter to the Chief Secretary of Punjab, the home ministry had said the BSF found that these 58 people, who were brought to Punjab with the promise of good salary but exploited, were given drugs and forced to work in inhuman conditions once they reached the state.

    The home ministry said the BSF had informed that these labourers were apprehended from the border areas of Gurdaspur, Amritsar, Ferozepur and Abohar in Punjab in 2019 and 2020.

    Rejecting the letter as “totally unwarranted” and “factually incorrect”, the Punjab chief minister alleged that neither the data nor the reports submitted by BSF were in tune with the content of the letter.

    “…it is not the job of the BSF to investigate such matters, and they are only responsible for detaining any person found to be roaming along the border in suspicious circumstances, and handing them over to the local police,” he said in the statement.

    The Congress leader also asserted that all the 58 cases alleged by the Centre have been investigated thoroughly and nothing of this kind had been found.

    Giving further details, he said, of the 58 detainees, four belong to different areas of Punjab and were found roaming near the Indo-Pak border by the BSF, while three were found to be intellectually disabled.

    One Paramjit Singh, a resident of Patiala who was apprehended near Pathankot, has been mentally disabled from the last more than 20 years.

    He had left his home about two months before his detention, the CM said.

    “Roorh Singh, a resident of Gurdaspur, had to be admitted to the Institute of Mental Health, Amritsar on the day of his apprehension.

    Another person namely Sukhwinder Singh, a resident of SBS Nagar, was also facing mental health issues.

    “Subsequently, all these three people were handed over to their family members on the same day after verification by the local police,” he said.

    Further, 16 of the 58 detainees were found to be intellectually disabled, of whom four were suffering from the disorder since childhood, he said.

    “One Babu Singh, a resident of Bulandshahr in Uttar Pradesh, was undergoing psychiatric treatment from Agra.

    He was handed over to his family members on the production of his medical record,” the chief minister noted.

    The identity of three other persons apprehended by BSF could not be established due to their mental health conditions, Singh said.

    “It has also come to light that 14 persons had come to Punjab only a few days/weeks prior to their apprehension, hence the conclusion that they were working as bonded labourers since long is totally refuted,” he said, adding that none of the persons apprehended has made any allegation of being forcibly kept as farm labourers under inhuman conditions even before the courts.

    The CM also refuted the charges that they were given drugs and made to work for long hours.

    “Nothing on record suggests that these persons were forcibly infused drugs to keep them working for long hours, and moreover, it is incorrect to conclude that the intellectual disability of these persons is drug induced.

    “Most of them were medically examined with the help of the BSF and police, and nothing on record suggested that they were hooked to any habit-forming drugs,” he added.

    The home ministry had on Saturday termed as “distorted” and “misleading” media reports linking its letter to the farmers’ agitation and said no motive should be ascribed to a routine communication over law and order issues.

    Houses to get digital numbers soon

    Every residential building and commercial property in the city will soon have a digital number plate under the Smart City project. A digital door number system, which will have a QR (Quick Response) code number, unique property ID and GIS (geographic information system) for mapping of properties, is being developed by the Chandigarh Smart City Limited. Also, users will be able to access information regarding different municipal services and pending bills. The water and electricity meters will also be linked with the digital door number (DDN).

    No increase in power bills this year

    Soon electricity will become slightly cheaper in the city as the Engineering Department of the Chandigarh Administration has submitted a proposal for not changing the power tariff for the 2021-22 financial year to the Joint Electricity Regulatory Commission (JERC). The submission was made in the annual revenue requirement and tariff petition for 2021-22 submitted to the JERC.

    Due to bimonthly billing, consumers are paying a surcharge of four per cent on the total bill. If the JERC wants to retain the bimonthly billing, surcharge due to late payment would be granted at two per cent per cycle instead of the present monthly calculation. A demand in this direction has already been submitted by the members of the Indian Citizens’ Forum.

    Central scheme abandoned due to land cost

    The Chandigarh Housing Board (CHB) has decided against constructing houses under the Pradhan Mantri Awas Yojana, the housing for all scheme of the Centre, due to high land cost. The board has intimated the Union government about their decision and given the reason.

    The Administration had written to the Ministry of Home Affairs to acquire 104 acres at Rs 3.1 crore per acre for the construction of 10,132 flats under the scheme. But the MHA wrote back that land could not be acquired below the market rate `30 crore per acre. This amount would be too high for implementing the scheme.

    Rs 25 lakh to upgrade Rose Garden in Sector 16

    The Chandigarh Municipal Corporation has decided to allocate Rs 25 lakh for upgradation of Rose Garden in Sector 16 of the city. The Rose Festival Committee constituted by the municipal corporation to celebrate the 49th Rose Festival has made a decision in this regard.

    The upgradation works will include laying flower beds and landscaping. Due to the prevailing pandemic conditions, the committee has decided to hold a symbolic Rose Festival from February 26 to 28 and also decided to honour the Resident Welfare Associations and social organisations who have been engaged in the field of social service during the COVID-19 period.

    Thirty-three-year-old Kiran Verma has a goal in life: to decrease the number of deaths due to blood shortage to Zero by 2025 . For this, he is voluntarily travelling 15,000 km across India, Nepal, and Bhutan to encourage and spread awareness about blood donation. Verma, who founded ‘Simply Blood’-a blood donation platform- reached the state capital on Wednesday.
    Talking to the media, Verma said his journey began from Lal Chowk in Srinagar on Jan 26 this year. Till now, he has travelled more than 8,500-km- which includes 3,000 km by walking- in last 3 months.

    Verma added that every day more than 12,000 people die in India due to lack of availability of blood and his mission is to encourage at least 10 people every kilometre to take a pledge to donate blood at least once in their life. If this happens, he claimed, then his 15,000-km journey is going to save at least 1,50,000 potential lives through blood donation.

    “I started ‘Simply Blood’ when my own blood was sold to a poor family in Delhi. I left my job and took this as my goal- to decrease the number of deaths due to blood shortage to Zero by 2025. My life’s mission is to save 1 million lives through blood donation by 2020 using ‘Simply Blood’ platform,” he said, adding that ‘Simply Blood’ is world’s first virtual blood donation platform and first social media platform, an initiative by Change With One Foundation.
