According to the order issued by the Jail Superintendent of Raipur, Shoaib Dheber forcibly entered during the lawyer’s visit, despite being denied entry by the concerned officials, thereby disrupting the security and operational व्यवस्था of the jail. An investigation into the incident was conducted by Deputy Jail Superintendent M.N. Pradhan, whose report confirmed that Shoaib Dheber had indeed obstructed official work. Exercising powers under Rule 690 of the Jail Manual, the Jail Superintendent of Central Jail Raipur issued an order, barring Shoaib Dheber from any form of interaction with any inmate for three months. The Jail Superintendent stated that such actions will be taken seriously to maintain the security and discipline within the jail premises, and strict measures will be taken to prevent such recurrences in the future.
