  • CBI books Karti Chidambaram for facilitating visa of Chinese nationals for illegal gratification

    NEW DELHI: The CBI has filed a fresh case against Lok Sabha MP Karti Chidambaram, son of former finance minister P Chidambaram, for allegedly facilitating visa of 250 Chinese nationals after receiving illegal gratification of Rs 50 lakh, officials said on Tuesday.

    The CBI on Tuesday morning started coordinated search operations at nine locations in multiple cities in the country, including Karti Chidambaram’s residence in Chennai, they said.

    The searches are being conducted at three locations in Chennai, three in Mumbai, one each in Karnataka, Punjab and Odisha, they added.

    “I have lost count, how many times has it been? Must be a record,” Karti tweeted without specifying.

    In the new case which is off shoot of an ongoing probe, the CBI has alleged that Karti Chidambaram had received Rs 50 lakh alleged bribe to facilitate visa of 250 Chinese nationals during the UPA regime, the officials said.

    He is already under probe in getting Foreign Investment Promotion Board (FIPB) clearance for INX media, they said.

  • ‘Zero tolerance to improper behaviour’: CBI repatriates officer over brawl with cops, guards

    NEW DELHI: The CBI Monday repatriated one of its officers, who had joined the agency recently on deputation from the GST and Customs, to his parent service allegedly after he entered in a brawl with security guards and police personnel near his Faridabad residence, officials said.

    They said the punitive action against Asish Solanki was taken immediately after his “improper behaviour” was brought to the notice of the CBI top brass, saying it is part of the agency’s zero tolerance policy towards its officials’ misbehaviour.

    Solanki had joined the CBI as an inspector in April on deputation from the office of Chief Commissioner GST and Customs, Guwahati.

    He was allotted the Bank Securities and Frauds Branch of the central agency recently, they said.

    It emerged he was residing in Faridabad where he was allegedly partying Sunday night when security guards asked him to stop the noise, they said.

    It is alleged that Solanki not only traded blows with the security staff but also with the local police, they said.

    The Faridabad Police arrested him in the morning, they said.

    When the matter was brought to the notice of top brass of the CBI in the afternoon, orders were issued immediately to repatriate him to his parent service Chief Commissioner of GST and Customs, Guwahati, they said.

    The central agency also recommended disciplinary action against him for “improper behaviour”.

  • CBI searches 8 locations in J-K, Mumbai in J&K Bank building purchase irregularities case

    NEW DELHI: The CBI on Tuesday conducted searches at the premises of former J&K Bank chairman Haseeb Drabu and some other former top officials in connection with the purchase of the bank’s office building in Mumbai in 2010, and claimed to have recovered “incriminating documents”.

    The searches were conducted at eight locations in Mumbai, Srinagar and Jammu after the agency registered an FIR in the purchase of the Akruti Gold Building for around Rs 180 crore by the bank for its integrated office in Mumbai on November 11 last year, officials said.

    The FIR was registered following a reference from the Jammu and Kashmir government, they said.

    The premises of then bank directors M I Shahdad and Vikrant Kuthiala, and former executive director A K Mehta were also searched on Tuesday, the officials said. This is the second search in this connection. The four were also members of the estate committee of the bank, they said.

    “The Central Bureau of Investigation is today conducting searches at eight locations including at Jammu, Srinagar and Mumbai at the premises of then members of Estate Committee of the Board of Directors including then chairman of J&K Bank, then directors, then executive director. Incriminating documents, articles and electronic evidences, several bank account details and bank locker keys have been recovered during searches,” CBI spokesperson RC Joshi said.

    The CBI has alleged that the bank had entered into a deal for its branch office at the Bandra Kurla Complex (BKC) with Akruti Gold at a much higher rate than offered by other shortlisted builders causing a loss of over Rs 100 crore to the bank.

    The case was earlier probed by the Anti-corruption Branch of the Jammu and Kashmir Police, which had registered an FIR following a preliminary inquiry.

    The inquiry report, now part of the FIR, had said an advertisement was issued by the J&K Bank on November 6, 2008, inviting offers for outright sale of integrated office premises at Bandra Kurla, Mumbai, requiring 20,000 sqft space.

    Twenty-five builders had responded to the advertisement which were opened by the committee formed for the purpose and out of the offers received, eight properties Ashapura Builders (Hallmark Business Plaza), Topaz Akruti, Crescenzo (BKC), Platin BKC, Naman Centre, Golden Homeland agencies (Wockhardt), Windsor and KRC Towers were shortlisted.

    Of these eight, the rates offered by Ashapura Builders were the lowest at Rs 25,000 per sqft, Ashapura Builders on July 28, 2009, made an offer for its building’s third floor of 30,000 sqft built up area at Rs 22,500 per sqft chargeable area.

    “The application was processed and submitted to then chairman to take a decision but no decision was taken regarding finalisation of contract with Ashapura Builders’ owners. A committee was constituted with approval of the chairman to take a view with regard to the offer received. The committee so constituted has done nothing in respect of offers received,” the FIR had alleged.

    The bank on the instructions of its corporate headquarters published another advertisement on January 14, 2010, seeking office space 25,000-30,000 sqft and residential flats in or around Andheri (15 single BHK 600-800 sqft and 10 double BHK 1000-1200 sqft) it said.

    The offer was responded to by 23 builders. “Ashapura Builders again quoted the lowest rate Rs 25,000 per sqft It has been found that no heed once again was paid to the lowest rate,” the FIR alleged.

    It has been found that in the board of directors meeting held on february 25, 2010, the director estate committee briefed board members about site inspections of the shortlisted properties conducted by the estate committee, it alleged.

    “The members were informed that amongst the short listed properties, Akruti Goki BKC meets requirements of the bank. He further informed the members that total chargeable area of the entire building was around 42,000 sqft at Rs 26,000 per sqft which roughly works out to Rs 109 crore for the entire building and Rs 73 crore for the proposed six floors,” the FIR alleged.

    It said the board members allegedly gave approval to the proposal and decided that the bank should enter into negotiations with the builders for purchasing the entire building.

    “Negotiations were held with Akruti Gold BKC and finally the rate was finalised at Rs 26,000 per sqft for nine floors having total chargeable area of 63,776 sqft. A letter of intent was signed with the builder and a token money of Rs 25 crore was paid to developer Vishal Techno Commerce Limited,” it alleged.

    The FIR said there was sufficient space available with J&K Bank for functioning of its branch at Bandra Kurla, Zonal Office and Treasury and as such there was no requirement of purchasing any additional accommodation.

    “The Zonal Office Mumbai, Branch Bandra Kurla and Treasury were already functioning in the bank’s own buildings. The advertisements issued were for 20,000 sqft and 20,000-30,000 sqft respectively in response to which, the rates offered by Ashapura Builders were Rs 25,000 and Rs 22,000 a sqft,” it alleged.

    The CBI alleged that as part of a “criminal conspiracy hatched among the officers/officials of J&K Bank and the owners of Akruti Gold BKC”, officers of J&K Bank approved purchase of 65,065 sqft at Rs 26,000 per sqft on highly exorbitant consideration of Rs 180.57 crore “in blatant disregard to the tendering process with consequent loss to the bank exchequer.” Their actions allegedly caused a tentative loss of more than Rs 100 crore to the bank exchequer, it said.

  • BJP, TMC in blame game on Tagore’s birth anniversary over theft of his Nobel medallion

    KOLKATA: The Nobel medallion theft that shook the nation 18 years ago was dragged into West Bengal’s politics on Monday when the state celebrated the 161st birth anniversary of the Bengali icon Rabindranath Tagore as Chief Minister Mamata Banerjee lamented that the CBI’s failure to recover it is a ‘big insult’ to the people of the state, while BJP leader Rahul Sinha linked the ruling party to the incident.

    “The CBI couldn’t recover the stolen medallion because of non-cooperation from the state government. Bengal CM Mamata Banerjee had assured that she would find Tagore’s Nobel if the CBI fails. Now it is her job to bring back Bengal’s pride. The TMC was involved in the theft,” Sinha said on the occasion of the Nobel laureate’s birth anniversary at the party headquarters in north Kolkata.

    Shortly after Sinha’s allegation, the Bengal CM hit out at the CBI, which probed the theft, on the same issue at an event organised by the state government. “This was the first Nobel that we had received and someone snatched it away from us. It pains me to think that the Nobel could not be traced even after so many years. This happened during the Left Front regime. I do not know if any evidence still exists. The failure on the part of CBI is a big insult to the people of Bengal,” Mamata said in her address expressing her apprehension that the central agency might have closed the probe by now.

    TMC’s general secretary and spokesperson Kunal Ghosh rubbished Sinha’s allegation. “It is baseless. When the theft took place, the Left Front government was in Bengal. How can the TMC be linked with the incident?” he asked.

  • CBI files before Calcutta HC probe progress reports in Birbhum killings, TMC leader’s murder

    KOLKATA: The CBI on Monday submitted before the Calcutta High Court probe progress reports in the Birbhum arson case, which left 10 people dead, and the murder of TMC panchayat deputy chief Bhadu Sheikh that allegedly led to the killings.

    A division bench comprising Chief Justice Prakash Shrivastava and Justice R Bharadwaj, which ordered a CBI probe into the two incidents, had directed the agency to file the progress reports on the investigations on May 2.

    The bench had on March 25 ordered that the probe into the March 21 violence at Bogtui in Birbhum district be handed over to CBI from the West Bengal government-appointed special investigation team.

    It had subsequently on April 8 ordered that the investigation in the murder of Bhadu Sheikh be also handed over to the CBI from the state police, observing that the second incident prima facie seems to be the fall out of the murder of Sheikh.

    Ten people, including women and children, died after miscreants set fire to houses in Bogtui village on March 21.

    The massacre happened shortly after Sheikh was killed.

  • TMC’s Anubrata skips appearing before CBI, says ready to face sleuths in flat

    KOLKATA: Trinamool Congress heavyweight leader Anubrata Mandal on Sunday skipped appearing before CBI sleuths in their office here in connection with the investigation into post-poll violence cases citing health reasons, but said he is ready to face questioning in his residence.

    A source close to Mandal said that despite his ill health, the TMC’s Birbhum district president is ready for questioning at his flat in Kolkata.

    “Mandal has communicated to us stating his inability to come to our Nizam Palace office because of his ill-health. He has given his consent to be questioned at his flat here,” a CBI officer told PTI.

    On Saturday also, the TMC leader did not go to the office of the CBI which summoned him then in connection with a cattle smuggling case, and wrote to the central agency seeking four weeks to appear before it citing his health condition.

    Mandal has been advised by doctors to take “full rest” for the next two to three weeks.

    He was discharged from the state-run SSKM Hospital here on Friday evening, 17 days after he was admitted there with health-related complications.

    The CBI has formed a special medical team to find out Mandal’s current health condition.

    Mandal earlier dodged CBI appearances multiple times citing health problems and election-related works.

  • CBI files two FIRs related to graft allegations by Meghalaya Governor Satya Pal Malik

    NEW DELHI: The CBI has registered two FIRs in connection with corruption allegations levelled by former Jammu and Kashmir Governor Satya Pal Malik in the awarding of contracts for a group medical insurance scheme for government employees and civil work worth Rs 2,200 crore related to Kiru hydroelectric power project in the erstwhile state, officials said on Thursday.

    The CBI, after registering the FIRs, carried out searches on Thursday morning at 14 locations in Jammu, Srinagar, Delhi, Mumbai, Noida in Uttar Pradesh, Trivandrum in Kerala and Darbhanga in Bihar, they said.

    The central agency has named Reliance General Insurance and Trinity Re-Insurance Brokers Limited as accused in its FIR related to a controversial health insurance scheme for Jammu and Kashmir government employees reportedly cleared by Malik in the state administrative council meeting on August 31, 2018.

    “…unknown officials of Finance Department of Government of Jammu and Kashmir by abusing their official position in conspiracy and connivance with Trinity Reinsurance Brokers Ltd, Reliance General Insurance Company Ltd and other unknown public servants and private persons have committed the offences of criminal conspiracy and criminal misconduct to cause pecuniary advantage to themselves and caused wrongful loss to state exchequer during the period 2017 and 2018 and thereby in this manner cheated the Government of Jammu and Kashmir,” the FIR alleged.

    It was alleged in different quarters that there were glaring deviations from the government norms in the contract awarded to Reliance General Insurance like absence of an online tender, removal of an original condition that the vendor should have experience of working in the state and companies having turnover of Rs 5,000 crore among others.

    “The case was registered on the request of Jammu and Kashmir government on the allegations of malpractices in award of contract of J&K Employees Health Care Insurance Scheme to private company and release of Rs 60 crore (approximately) in the year 2017-18,” CBI Spokesperson R C Joshi said.

    Officials said that after allegations of irregularities surfaced, the scheme, which was rolled out on September 30, 2018, was scrapped. “The governor has approved foreclosure of the contract with M/s Reliance General Insurance Company (RGIC) for implementing group mediclaim health insurance policy for the employees and pensioners in the state,” a Raj Bhavan spokesperson had said on October 27, 2018.

    He had said the matter was referred to the Anti-Corruption Bureau for examining the entire process to see whether it was conducted in a transparent and fair manner.

    In the scheme which was initially signed up with RGIC for one year, the employees and pensioners would have got Rs 6 lakh cover for themselves and five dependent family members by paying an annual premium of Rs 8,777 and Rs 22,229 for employees and pensioners, respectively.

    In its FIR pertaining to the alleged malpractices in the award of contract for civil works package of Kiru hydroelectric power project, the CBI said guidelines related to e-tendering were not followed. “The case was registered on allegations of malpractices in award of the contract worth Rs 2,200 crore (approximately) of civil works of Kiru Hydro Electric Power Project(HEP) to a private company in the year 2019,” Joshi said.

    The agency has booked Navin Kumar Chaudhary, former chairman of Chenab Valley Power Projects (P) Ltd, MS Babu, former MD, MK Mittal and Arun Kumar Mishra, former directors and Patel Engineering Ltd.

    “Though a decision was taken in 47th Board meeting of CVPPPL (Chenab Valley Power Projects (P) Ltd) for re-tender through e-tendering with reverse auction after cancellation of ongoing tendering process, same was not implemented (as per decision taken in 48th board meeting) and tender was finally awarded to Patel Engineering Ltd,” the FIR alleged.

    Malik, who was the governor of Jammu and Kashmir between August 23, 2018 and October 30, 2019 had claimed that he was offered a Rs 300 crore bribe for clearing two files.

    After going to Kashmir, two files came to me (for clearance), one belonging to Ambani and another to an RSS-affiliated man who was a minister in the previous Mehbooba Mufti-led PDP-BJP coalition government and claimed to be very close to the prime minister (Narendra Modi), he had said.

    “I was informed by secretaries in both the departments that there is a scandal and I accordingly cancelled both the deals. The secretaries told me that ‘you will get Rs 150 crore each for clearing the files’ but I told them that I have come with five kurta-pyjamas and will leave with that only,” Malik had told a gathering at an event in Jhunjhunu in Rajasthan in October last year.

  • Third arrest made in Hanskhali rape case

    HANSKHALI: CBI sleuths on Saturday arrested one person from Ranaghat in West Bengal’s Nadia district for his alleged involvement in the case of a minor girl’s rape and subsequent death in Hanskhali area, a senior official of the agency said This is CBI’s first arrest in the case.

    Two other accused in the case, one of them son of a local TMC leader in Nadia, were earlier apprehended by the state police.

    “The suspect held today, a friend of the local leader’s son, had been hiding in Ranaghat near National-Highway 34. We traced him via mobile tower dump technology. We will be questioning him,” the CBI official said when contacted. He had fled Hanskhali with his mother soon after the case came to light, he stated.

    Tower dump technology is used to find information about cellphones active in a particular area.

    A minor girl was allegedly gangraped at the birthday party of the TMC member’s son, the prime suspect in the case, on April 4. She bled to death hours later, according to her parents who lodged a police complaint five days later.

    During the day, the agency questioned the parents and two cousins of the girl. “Their versions have been recorded. We may call them again if there is a need,” the official said.

    A separate team of CBI sleuths, accompanied by personnel of the Central Forensic Science Laboratory (CFSL) , in the morning visited the residences of the three accused to collect evidence.

    The central agency has been directed by the Calcutta High Court to probe the incident.

  • West Bengal: CBI plans to conduct DNA tests in Hanskhali rape case

    KOLKATA: The Central Bureau of Investigation (CBI) is planning to conduct DNA tests in the Hanskhali rape case to check whether the samples collected from the crime spot match with those found on the arrested accused, an officer of the agency said on Friday.

    A class 9 student was allegedly raped on April 4 in Hanskhali in West Bengal’s Nadia district during a birthday party at the house of the prime accused, a local TMC leader’s son.

    She had died after the incident.

    Her father filed a police complaint on April 10, and alleged that the accused had snatched the body at gunpoint and cremated her.

    CBI sleuths visited the house again on Friday morning to gather more evidence, after collecting samples from the spot on Thursday night.

    They plan to collect samples from the arrested accused.

    “We will collect DNA samples from the arrested accused and match those with the samples found from the spot. This will be a crucial step in our investigation. We will continue our search operations at different locations in Hanskhali,” the officer told PTI over the phone.

    CBI sleuths had on Thursday broken open the lock of the prime accused’s house and searched the crime spot.

    They were accompanied by personnel of the Central Forensic Science Laboratory and the entire search operation and evidence collection was videographed.

    The search continued till late on Thursday night and was delayed due to a power cut in the area.

    The central investigating agency has been directed by Calcutta High Court to probe the incident.

    Chief Minister Mamata Banerjee had expressed doubt about the cause of the girl’s death, which her family attributed to rape, and wondered whether the class 9 student died after falling down upon being slapped by someone.

    Banerjee had claimed that the deceased had an affair with the prime accused and wondered if she was pregnant.

    She had also asked why the victim’s family had filed a police complaint five days after cremating the body.

    Opposition parties described Banerjee’s statement as “shocking” and alleged that she sought to shield the accused as he is the son of a leader of her party.

  • CBI arrests man who transported petrol used in Birbhum massacre

    RAMPURHAT: The CBI on Thursday arrested the e-rickshaw driver who allegedly transported the petrol that was used in setting ablaze the houses in Birbhum’s Bogtui village, leading to the death of nine people, an official said.

    Ritan Shiekh was nabbed from his house in Bogtui in the early hours, he said.

    “He was identified from the CCTV footage. Also, his name cropped up in statements given by other suspects arrested and witnesses,” the CBI official told PTI.

    Ritan went missing after the massacre, he said.

    “He used to go into hiding during the day, and return home in the dead of the night,” the official said.

    The CBI was on the hunt for him, he said.

    With this, the CBI has made six arrests in the case after taking over the probe from the West Bengal police on the direction of the Calcutta High Court.

    The agency has also taken custody of 22 persons earlier arrested by the police.

    The CBI searched Ritan’s house after his arrest, the official said.

    Nine people died of burn injuries as their houses in Bogtui were allegedly firebombed after the murder of local TMC leader Bhadu Sheikh.
