  • No women in 20-member cabinet as Maharashtra CM Shinde expands 41-day-old ministry

    By PTI

MUMBAI: Maharashtra Chief Minister Eknath Shinde on Tuesday expanded his two-member ministry 41 days after taking oath as the Chief Minister by inducting 18 ministers, nine each from his rebel Shiv Sena group and the BJP.

The list doesn’t include a woman, a move being panned by politicians and women’s rights activists.

“Maharashtra was the first state in the country to give reservation for women. When 50 per cent of India’s population is of women, they are not represented in the state cabinet,” NCP MP Supriya Sule said. “This shows the BJP’s mindset,” she added.

Eighteen MLAs, including state BJP president Chandrakant Patil, were sworn in as cabinet ministers at Raj Bhavan in south Mumbai on Tuesday. The strength of Maharashtra ministry has now gone up to 20, less than half the maximum allowed strength of 43.

Governor B S Koshyari administered the oath of office to the ministers. On June 30, Shinde was sworn in as the chief minister and Devendra Fadnavis took oath as deputy CM.

The new BJP ministers are Radhakrishna Vikhe Patil, Sudhir Mungantiwar, Chandrakant Patil, Vijaykumar Gavit, Girish Mahajan, Suresh Khade, Ravindra Chavan, Atul Save and Mangalprabhat Lodha.

From the Shinde group, Gulabrao Patil, Dada Bhuse, Sanjay Rathod, Sandipan Bhumre, Uday Samant, Tanaji Sawant, Abdul Sattar, Deepak Kesarkar and Shambhuraj Desai were sworn in as ministers. No minister of state was sworn in today. There will be another ministry expansion later, an aide of Shinde said.

While BJP has inducted Lodha, who hails from Mumbai, the Shinde group hasn’t included any legislator from the financial capital, where municipal corporation elections are slated later this year.

The new ministers include Shinde group MLA Sanjay Rathod, who was the forest minister when Uddhav Thackeray was the Chief Minister, and was forced to resign after BJP leaders blamed him for a woman’s suicide.

State BJP vice president Chitra Wagh protested Rathod’s induction into the Cabinet.

“It is very unfortunate that former minister Sanjay Rathod, who caused the woman’s death, has been given the post of minister again. I will continue my fight against Rathod even though he has become a minister again,” she said.

  • In a first of sorts, Bengal Guv summons Assembly session at 2 AM acting on typo in state government’s recommendation

    By PTI

KOLKATA: In what may be a first of sorts in legislative history, West Bengal Governor Jagdeep Dhankhar on Thursday summoned West Bengal’s legislature for a session well past mid-night at 2 AM on March 7.

Dhankar said he was merely acting on the recommendation of the Mamata Banerjee-led cabinet which he described as “unusual”, though both state government officials as well as the state’s speaker Biman Banerjee said the request for calling the assembly session at 2 AM was a case of a simple “typographical error” where PM became AM.

If the session is indeed called at 2 AM at night, it will mean legislators will have to literally burn the midnight oil as well as Governor Dhankar who would have to give his opening speech at that odd hour.

Independent India’s Parliament held a session where Prime Minister Jawaharlal Nehru made his famous “tryst with destiny” speech at the stroke of mid-night.

Both the Parliament and many state legislative assemblies have stretched their debates and discussions to timings past midnight to address urgent business, but rarely if ever has a house been summoned at such a late hour.

In a tweet, Dhankar said that finding the timing of the session “after midnight somewhat odd,” he had called the state Chief Secretary for urgent consultation before noon Thursday.

However, “there was usual compliance failure,” he complained.

Thereafter, he took the decision to call the house at the odd hour “accepting the cabinet decision,” the Governor said. “Invoking article 174 (1) of Constitution, accepting Cabinet Decision, Assembly has been summoned to meet on March 7, 2022 at 2.00 A.M,” he tweeted.

“Assembly meeting after midnight at 2.00 A.M. is unusual and history of sorts in making, but that is Cabinet Decision,” Dhankar added.

The Governor in his tweet pointed out the proposal in the cabinet memo which he received the state cabinet said, “Now it is proposed that West Bengal Legislative Assembly may be summoned by Hon’ble Governor on 7.03.2022 at 2am.”

Reacting to the decision, BJP’s Suvendu Adhikari, who is also the leader of the opposition in the West Bengal assembly tweeted “Midnight session !!! State Government’s head is disorder.”

The governor had earlier sent back a recommendation by Chief Minister Mamata Banerjee for summoning the Assembly for the Budget Session, saying that as per constitutional provision, it must come from the state Cabinet.

  • Nitish Kumar drops hint on replacing RCP Singh as JDU national president soon

    Express News Service
PATNA: With RCP Singh becoming a Minister in Union Cabinet, Bihar’s ruling Janta Dal (United) is likely to elect another senior leader as party’s national president following the party norm of ‘one post one man’ policy.

Sources from within the JD-U indicated about the possibility of replacing the current national president RCP Singh could be part of the agenda at JDU’s national executive meeting which is likely to be held on on July 31.

Speculations are rife with the news that new national president of JD-U can also be finalised at the meeting with the consent of CM Nitish Kumar, who is learnt to be not as happy as he was earlier with RCP Singh after the latter accepted the offer of one berth in Cabinet and has become the minister.

Earlier, Nitish Kumar had not congratulated Singh through his twitter handle contrary to usual activity.

At a party meeting of newly nominated state office-bearers of JDU, held on Sunday, Nitish Kumar lavishly heaped praised upon Upendra Kushwaha, who is touring across the state for taking people’s feedbacks on the former’s governance. Nitish Kumar’s praises to Kushwaha in an open party platform is construed as an indication towards the change of party national president following the principle of ‘One Person, One Post’.

“Nitish Kumar ji,who speaks less but acts more strongly when it comes to policies and principles of party, has given a sort of hint regarding  RCP Singh being replaced either by Upendra Kushwaha or Rajiv Ranjan Singh,” said a senior leader, wishing not to be named.

RCP Singh, who is also considered close to the BJP political higher-ups, also realising the pervasive sense in the wake of his induction in the union cabinet on single berth by BJP, also said that he would have no problem to abdicate the post of national president if the party desires.

“But I, thanks to the kindness of God, am also capable to discharge the responsibilities of both he posts –of minister and the party national president,” he added.

For the post of JDU national president, the name of Upendra Kushwaha runs on the top as he after merging his party RLSP with the JD-U is gradually gaining influence in the party and trust of Nitish Kumar again.

But, as sources said, RCP Singh has never warmed to Kushwaha’s entry into party or his elevation to the upper post because of the latter’s past history of joining multiple alliances.

  • Cabinet extends by 5 years centrally-sponsored scheme for developing infra for judiciary

    By PTI
NEW DELHI: With several courts still functioning on rented premises, the Union Cabinet Wednesday approved a five-year extension for a centrally sponsored scheme for developing infrastructure for the judiciary, a statement said.

The Centrally Sponsored Scheme (CSS) for Development of Infrastructure Facilities for Judiciary has been in operation since 1993-94.

An official statement said that in the extended term, it would continue from April 1, 2021 to March 31, 2026 during which Rs 9,000 crore would be spent with the Central share of Rs 5,357 crore, including Rs 50 crore for the Gram Nyayalaya Scheme.

Several courts are still functioning on rented premises with insufficient space and some in a dilapidated condition without basic amenities, the statement pointed out.

The lack of residential accommodation to all the judicial officers also adversely affects their work and performance, it observed.

“The present government has remained sensitive to the needs of providing well-equipped judicial infrastructure to subordinate judiciary to facilitate administration of justice in a manner that allows easy access and timely delivery of justice to all.

“Adequacy of judicial infrastructure is critical for reduction of pendency and backlog of cases in courts,” it said.

The decision will help in the construction of 3,800 court halls and 4,000 residential units (both new and ongoing projects) for judicial officers of district and subordinate courts, 1,450 lawyer halls, 1,450 toilets complexes and 3,800 digital computer rooms, it said.

The Cabinet also approved a proposal to support Gram Nyayalayas by providing recurring and non-recurring grants for a period of 5 years with a total outlay of Rs 50 crore.

However, funds will be released to states only after the notified Gram Nyayalayas are operationalised and Nyayadhikaris appointed and reported on the Gram Nyayalaya portal of Department of Justice, it said.

A review will be undertaken after one year to assess whether Gram Nyayalaya Scheme has successfully achieved its objective of providing speedy and affordable justice to the rural and marginalised populace, it said.

Though the primary responsibility of infrastructure development for the subordinate judiciary rests with the state governments, the Central government through the scheme augments the resources of states for the construction of court buildings and residential quarters for judicial officers in all the states and UTs, the statement said.

The present proposal allows additional activities like the construction of lawyer halls, toilets complexes and digital computer rooms.

This will add to the convenience of lawyers and litigants, besides reducing digital divide, the statement said.

In Chhattisgarh, a major campaign to procure paddy on support price from paddy growing farmers will start from December 1. All preparations for this have been completed by the state government. Chief Minister Shri Bhupesh Baghel has instructed the officials that farmers should not face any inconvenience during paddy purchase. Full care should be taken of farmers’ convenience. In the cabinet meeting held on 28th of this month under the chairmanship of the Chief Minister, instructions have been given to purchase paddy from 01 December to 31 January 2021 and purchase of maize from 01 December to 31 May 2021 on support price.
