  • ‘Wholly misconceived’: Ex-civil servants, cops defend Yogi government against allegations of ‘crushing’ dissent

    By PTI
NEW DELHI: A group of citizens, including former judges, IAS and IPS officers, on Monday slammed those accusing the Yogi Adityanath government in Uttar Pradesh of “crushing” dissent by suppressing democratic protests, and said their statement was “irresponsible and wholly misconceived”.

It is a matter of concern that a group of retired civil servants aligned to a “particular political stream despite overtly posing as non-political”, repeatedly avail of every opportunity to put the Indian democracy, its institutions, and persons legitimately holding high offices in poor light by making ill-considered public statements or writing misconceived communications to various authorities, the group alleged.

The 151 signatories to the statement include former UP chief secretary Yogendra Narain, former Sikkim High Court chief justice Permod Kohli and former CBI director Nageshwar Rao besides a number of retired IFS and military officials.

Their statement is an apparent rebuttal to another group of former civil servants, IPS officials and others who have often criticised the Adityanath government for allegedly suppressing dissent and using state instruments to target its critics.

Citing figures, the group of citizens backing the UP government said between March 20, 2017 to July 11, 2021, a total of 8,367 police encounters took place in the state in which 18,025 alleged criminals suffered injuries.

Of them 3,246 were arrested and 140 lost their lives, they said.

As many as 115 of the alleged criminals who were killed in the encounters carried rewards on their head with 21 of them carrying reward of over Rs 50,000 each and nine of them carrying rewards of Rs.1.5 lakh.

Countering the charge that a disproportionately large number of them were from a minority community, they said 51 out of 140 belonged to the group.

They noted that 13 policemen were also killed in these encounters, and another 1,140 policemen were injured.

“Enough checks and balances are in place, from magisterial enquiry to NHRC, and the PUCL guidelines laid down by the Supreme Court. Out of the 140 police encounters in which magisterial inquiries were ordered till July 11, enquiry reports have been submitted in case of 96 encounters, and 81 have been accepted by the courts,” they said.

“The recent statement containing its judgmental allegations against the Uttar Pradesh government under the garb of protecting the Constitution is an irresponsible and wholly misconceived statement. The political agenda group, while levelling false allegations, has gone horribly wrong on facts, and haywire in its analysis,” they claimed.

  • BJP says not a shred of evidence to link it or government with Pegasus story

    By PTI
NEW DELHI: The BJP on Monday hit out at the Congress over its attack on the central government over the Pegasus snooping row, and claimed that there is not a “shred of evidence” to link either the ruling party or the Modi dispensation with the matter.

Addressing a press conference, senior BJP leader Ravi Shankar Prasad also questioned the credentials of those behind the story, alleging that The Wire, the news portal which broke it in India, had been earlier associated with stories which have been found to be “incorrect” while Amnesty International has a declared “anti-India” agenda in many ways.

Those who broke the story themselves said that the presence of a particular number in the database does not confirm that it is infected with Pegasus, he said while questioning the timing of the story coming as it did a day before Parliament’s Monsoon session began on Monday.

He also brushed aside a question on the Congress’ demands for Home Minister Amit Shah’s resignation and probe against Prime Minister Narendra Modi, and accused the opposition party of hitting a “new low” in making baseless allegations in a manner that was bereft of any political propriety.

With the Congress “shrinking and losing”, the entire row is timed to disrupt Parliament and build a baseless agenda, he said.

Prasad said, “The BJP strongly refutes and condemns the baseless and bereft of political propriety comments levelled by Congress against the BJP. This is a new low in the political discourse of a party that has ruled India for over 50 years.” He added, “Our IT Minister confirmed today that for lawful interceptions of electronic communication can only be made as per relevant rules under provisions of Sec 5(2) of Indian Telegraph Act, 1885 & Sec 69 of Information Technology Act 2000.

Any form of illegal surveillance isn’t possible with checks & balances in our laws & robust institutions,” he said.

  • BJP lost in West Bengal due to overconfidence of party leaders: Suvendu Adhikari

    By PTI
KOLKATA: In his first public criticism after BJP’s defeat in the West Bengal assembly polls, Leader of Opposition in the State Assembly Suvendu Adhikari on Sunday said the BJP lost because of several leaders’ overconfidence that the party would get over 170 seats.

At a party meeting in Chandipur area of Purba Medinipur district, Adhikari said this smugness and overconfidence led to lack of understanding of the emerging ground situation.

“As we did well in the first two poll phases in these parts of assembly segments, many of our leaders became smug and overconfident.

They started believing that the BJP will secure 170-180 seats in the elections, but they did not do the groundwork. This cost us dearly,” the TMC turncoat said.

He said continuing work at the ground level was equally important as setting up targets, which was realistic but needed hard work.

Reacting to Adhikari’s claims, Trinamool Congress spokesperson Kunal Ghosh said, “Suvendu has conveniently forgotten the slew of social welfare projects and a spree of development by Chief Minister Mamata Banerjee, and the mandate against BJP heavyweights’ sustained campaign against the CM and TMC.”

“The BJP was living in a fool’s paradise as many of their leaders predicted that the saffron camp will cross 200 seats.

Why he is finding fault with others? Didn’t Suvendu also boast repeatedly that his party will get 180 seats at least? Actually, they don’t know the pulse of Bengal, Trinamool does,” Ghosh, the state general secretary of the TMC, said.

  • Modi govt has clearly failed on COVID-19 vaccination front, says Congress leader Prithviraj Chavan

    By PTI
PUNE: Senior Congress leader Prithviraj Chavan on Sunday hit out at the Modi government over a host of issues, including its “failure” on the coronavirus vaccination front and the rise in fuel prices.

He was here to take part in the Congress party’s agitation over the fuel price and other issues.

Addressing a press conference on the occasion, Chavan said that in the last 186 days, since the country-wide vaccination drive began, the Centre has administered one COVID-19 vaccine dose to 36 crore people, while only 8.15 crore people have received both the doses.

“With this pace, only 14-15 crore people will be fully vaccinated by December this year,” he said.

According to him, even if the government doubles up the speed of vaccination, the count of fully vaccinated people won’t go above 25 crore by the end of this year.

“This is a clear failure of the central government. With this pace, it will take a long time for the economic revival,” he alleged.

The former Maharashtra chief minister also accused the Modi government of adopting an “easy way” of increasing taxes on fuel to cover up the losses.

“Fuel prices surged around 66 times in the last year. A major component of the fuel price is excise duty. When the Modi government came to power in 2014, the excise duty on petrol was Rs 9.48 and now it is Rs 32.90, which is an almost a 316 per cent increase in excise duty on petrol. For diesel, it has increased by 840 per cent,” he claimed, and added that due to this, the state-run petroleum companies were making a huge profit.

The central government was selling the family jewels that are government companies to manage the deficit, he added.

He hit out at senior BJP leader Devendra Fadnavis, saying that he was misleading people by giving false information on the fuel prices and blaming the Uddhav Thackeray-led Maha Vikas Aghadi (MVA) government for the rise in petroleum products in Maharashtra.

“The state government charges the same VAT on fuel that was being charged by the previous Fadnavis government,” Chavan said.

The Congress-led UPA government had brought 14 crore people out of the BPL category with great efforts, but the present regime has pushed 23 crore of them back to poverty, he alleged.

“Coronavirus pandemic is not the only reason behind it. The situation was the same even before this crisis. According to figures from last seven quarters, the growth rate is coming down,” the Congress leader said.

On the recent reshuffle of the Union council of ministers, Chavan said, “As per Prime Minister Narendra Modi’s statement, the government failed to handle the pandemic, hence they were changing the health minister.

Same is the case with the education minister.

Modi government reshuffled the cabinet because the ministers were inefficient.

My question to the PM is – why did it take seven years for you to realise that these ministers are inefficient?” He said that all the decisions are anyway taken at the PMO, so changing the faces (of ministers) would not make any difference.

Replying to a query on the Enforcement Directorate (ED) and Central Bureau of Investigation (CBI) actions against various leaders, Chavan said, ” Inquiries should be conducted to punish the wrongdoers, but by following the court procedures. Nowadays, raids, arrests and many more things are happening. However, there is no conclusion of these actions.”

He alleged that the central government was using these agencies to blackmail leaders from the rival parties.

  • BSP to begin campaign to woo Brahmins ahead of Uttar Pradesh Assembly polls

    By PTI
LUCKNOW: Ahead of the 2022 UP Assembly elections, Bahujan Samaj Party chief Mayawati on Sunday said the Brahmins will not vote for the BJP and her party will begin a campaign from Ayodhya next week to “awaken” the community.

Speaking to the media here, Mayawati said she is fully assured that the people of the “Brahmin community will not get misled by the Bharatiya Janata Party (BJP) and vote for the party in the upcoming elections”.

“A campaign, led by BSP general secretary Satish Chandra Mishra, will be started from Ayodhya on July 23 to awaken the Brahmin community once again. The Brahmins will be assured that their interests will remain safe under the BSP regime,” she said.

On the farmers’ issue, Mayawati said all political parties should come together and hold the Centre accountable.

“The indifferent attitude of the Centre towards farmers protesting against the three farm laws is extremely sad.

It is necessary that pressure of all kinds is put on the Centre in Parliament.

Due to the wrong economic policies of the central government, there is rising unemployment and inflation, which is posing hardships to the people,” she said.

Mayawati said the Bahujan Samaj Party (BSP) MPs, during the Monsoon session of Parliament, will raise issues such as rise in fuel and cooking gas prices and matters related to COVID-19 vaccination.

“There are a number of issues on which the public wants accountability of the government,” she said.

The Monsoon session of Parliament begins on Monday.

  • Rajya Sabha MP seeks probe into nationality of MoS Home Nisith Pramanik; Trinamool joins row

    By PTI
NEW DELHI/KOLKATA: Rajya Sabha member and Assam Pradesh Congress Committee president Ripun Bora on Saturday urged Prime Minister Narendra Modi to conduct an inquiry into allegations that newly appointed Union Minister Nisith Pramanik is a Bangladeshi national.

While sources close to Pramanik, a BJP Lok Sabha MP of West Bengal, rejected the allegation saying the minister was born, brought up and educated in India, Trinamool Congress leaders joined the issue wondering how the Centre allowed such a “security lapse”.

BJP West Bengal general secretary Sayantan Basu advised the TMC to move the court on the issue.

In his letter, which was also posted on his Twitter handle, Bora claimed that the reports in news channels namely Barak Bangla and Republic TV Tripura and digital media, India Today and Business Standard, showed that Pramanik is a Bangladeshi national.

Quoting the reports, the MP claimed that the union minister’s birthplace was Harinathpur under Palasbari police station in Gaibandha district of Bangladesh and he reportedly came to West Bengal for computer studies.

After getting a computer degree, he first joined the Trinamool Congress (TMC) and later the BJP and was elected as an MP from Cooch Behar, Bora claimed.

“Did no amount of background check happen before his appointment? And let’s not forget the innumerable criminal cases. Shame!” TMC leader and West Bengal Education Minister Bratya Basu tweeted, attaching Bora’s letter to Modi.

West Bengal’s Minister of State for Information and Cultural Affairs, Indranil Sen, said in a Twitter post: “Shocked and stunned to learn that Union Minister @NisithPramanik might be a citizen of Bangladesh! “This is of alarming concern to the security of India if an incumbent Union Minister is a foreign national. How could the @narendramodi Govt. allow for such a security lapse?” According to the news channels, Bora claimed, Pramanik showed his address as Cooch Behar in election papers “by manipulation”.

The channels also highlighted the “jubilant scenario”, including a statement of “his elder brother” and some villagers of his native village in Bangladesh expressing their satisfaction on Pramanik being appointed as union minister of state for home.

“If it is so, this is a very serious matter for the country, that a foreign national is appointed as a union minister.”

“Therefore, I urge upon you to conduct an inquiry about the actual birthplace and nationality of Nisith Pramanik in a most transparent way and clarify the whole issue as it creates confusion across the country,” Bora said in his letter to Modi.

When contacted, sources close to Pramanik said the minister is a “patriotic Indian” who was born, brought up and educated in India and asserted that the allegations were baseless.

The sources said if some relatives of the minister were celebrating in another country, what can he do.

“If an Indian relative of a Canadian MP feels proud and celebrates in India, what can the Canadian MP do about it,” a source said.

It may be a similar case, the sources noted and hit out at Bora saying a responsible MP should know what is wrong and what is right.

The BJP’s West Bengal general secretary Sayantan Basu said that the allegation has no basis.

“If they want to squeeze the issue further, the Trinamool Congress is free to move the court,” Basu added.

  • Kejriwal, BJP leaders spar over giving Bharat Ratna to late environmentalist Sunderlal Bahuguna

    By PTI
NEW DELHI: Delhi Chief Minister Arvind Kejriwal’s demand for giving Bharat Ratna to late environmentalist Sunderlal Bahuguna led to a war of words between him and some BJP leaders on Saturday.

Kejriwal hit out at the BJP for allegedly using “demeaning language” for Bahuguna, after a saffron party’s spokesperson took a jibe at the senior AAP leader for demanding Bharat Ratna for the Chipko movement leader.

Earlier on Saturday, Kejriwal said he has written to Prime Minister Narendra Modi, urging him to bestow Bharat Ratna on Bahuguna as the country celebrates its 75th anniversary year of independence.

Responding to that, BJP spokesperson Naveen Kumar Jindal said, “Delhi’s @ArvindKejriwal has mistook ‘Bharat Ratna’ as a packet of Rewari and distributes it wherever he goes”.

Reacting to the tweet, Kejriwal said the BJP can abuse him but should not say such demeaning things for Bahuguna “BJP can hurl all abuses they want at me, but it is not right to say such a demeaning thing in the context of Sunderlal Bahuguna ji,” he said in a tweet in Hindi.

Responding to this, BJP leader Parvesh Singh asked Kejriwal to not do politics on “Bharat Ratna”.

“Who will make his tongue dirty by abusing you? Second thing – Those who are talking about giving Bharat Ratna honor only because of Uttarakhand elections, should at leasr put “Shri” in front of their names. Third thing – no one has said anything demeaning and only said that do not do politics on “Bharat Ratna” and give water in Delhi,” Singh tweeted.

  • Vehicles of BJP leader Sanjay Tandon, city Mayor attacked in Chandigarh

    By PTI
CHANDIGARH: The vehicles BJP leader Sanjay Tandon and city mayor Ravi Kant Sharma were damaged on Saturday allegedly by some people during a protest here against the Centre’s three agri laws, police said.

The two leaders were unhurt and were escorted to safety by the police.

The incident took place when scores of farmers, protesting against the Centre’s farm laws, assembled at Sector 48 to oppose the BJP leaders who went there to attend a programme.

When BJP leader and also co-incharge BJP Himachal Pradesh Sanjay Tandon and Mayor Ravi Kant Sharma were returning separately after attending the function, some protesters carrying black flags gathered around their four-wheelers and broke the front and rear windshields with sticks and stones.

“Some people came in front of our vehicles and started damaging them with sticks and stones,” said Tandon, adding that they escaped unhurt.

Later, police registered a case of rioting and under relevant sections of the IPC against 22 people who were named and 250 unidentified people.

However, farmers denied any role in the attack on the vehicles.

Agitating farmers have been protesting against the BJP leaders and their programmes and several incidents of violence and heckling have also occurred.

  • All gaps in Indian borders will be plugged before 2022, says Shah

    By PTI
NEW DELHI: Union Home Minister Amit Shah Saturday asserted that unfenced gaps along India’s over 7,500-km-long land border will be sealed before 2022, thus covering areas that lead to infiltration and smuggling of arms and narcotics.

He also asserted that India’s security policy was either “influenced or was overlapping” with the foreign policy and it was only after Narendra Modi became prime minister that the country got an independent security strategy.

Shah was delivering the annual ‘Rustamji memorial lecture’ instituted by the Border Security Force (BSF) in the memory of its first director general (DG) K F Rustamji.

An officer of the 1938 batch of the British-era Imperial Police, Rustamji headed the 1965 raised force for nine years.

    He died in 2003.

Shah also gave away gallantry medals to the serving personnel and to the family members of those who were killed in the line of duty from the country’s largest frontier force.

“I assure that there will no gap in our fencing before 2022 (2022 se pehle),” he said.

Shah said about three per cent of the unfenced area leaves a “big gap” and makes the border vulnerable for infiltration of terrorists and other border crimes like smuggling of arms, ammunition and narcotics among others.

India has fenced borders with Pakistan and Bangladesh and there are certain areas including the riverines ones which are not fenced.

The Modi government has been plugging these gaps after resolving administrative obstacles and even by talking to neighbouring countries, he said.

“I believe that (ensuring) border security is (ensuring) national security,” Shah said adding they are developing a “new model” of the border fence that cannot be cut or broken.

He also spoke about the security policy of the Modi government.

“I used to think if there is a security policy of this country or not? Till Narendra Modi became the prime minister we did not have any independent security policy,” Shah said.

“It was either influenced by foreign policy or it was overlapping with the foreign policy,” he said.

After Modi became prime minister, the country got an independent security policy.

“Our idea is to have peaceful relations with all but if someone disturbs our borders, if someone challenges our sovereignty, the priority of our security policy is that such an attempt will be replied in the same language,” Shah said.

He said this security policy was a “big achievement” as the country wanted such a good plan.

“I believe without this (security policy) neither the country can progress nor democracy can prosper,” the home minister said.

“Modiji (PM) has done this big job. I do not want to give examples as it is well known,” he said adding the policy was made operational on the ground by his government.

Shah said India was working to soon develop an indigenous counter-drone technology, which is being carried out by technical organisations like the DRDO and some other agencies.

His comments came in the backdrop of the first-ever drone attack on the IAF station in Jammu last month where two unmanned aerial vehicles dropped bombs injuring two airmen and damaging a portion of a building inside.

He added that the security establishment of the country is preparing a long-drawn project to thwart artificial intelligence and robotic technology enabled attacks from across the borders.

Shah gave out figures to showcase how the Modi government worked to enhance and fortify border security.

He said while only 3,600 km of border roads were made between 2008-14, the period between 2014-20 (Modi being the PM) it has seen a jump of 3.5 times with 4,764 km of these roads being constructed.

The budget for this job was enhanced from Rs 23,000 crore to 44,000 crore, a total of 14,450 metres of bridges were made during 2014-20 as compared to 7,270 metres made during 2008-14, he said.

While one border tunnel for transportation was made earlier, six tunnels have been made by the Modi government in the last one year while 19 such structures are in the pipeline, Shah said.

Similarly, a total of 170 km of border roads were resurfaced during 2008-14 and it was enhanced to 380 km after the Modi government came to power.

The cutting and formatting of roads along the China border has now been enhanced to 470 km per year as compared to the earlier 230 km per year.

Shah said the government has sanctioned 32 more border roads measuring about 683 km for the Sino-India frontier.

“The prime minister believes that till border infrastructure is upgraded and strengthened the security forces will not be able to do their job properly.”

“The PM has said that if border infrastructure is not proper the local population will continue to migrate from these areas and this will make our borders unsafe,” he said.

The home minister stressed that forces like the BSF should take steps to ensure that border population is provided all basic amenities and that they do not migrate to other area because of these issues.

The officers of these forces should execute “out of routine” thinking and plan so that we are two steps ahead of the adversary, he said.

He asked them to maintain “regular touch” with their troops, resolve their problems and also take feedback from them.

BSF DG Rakesh Asthana said during the event that the force has made 61 drone sightings and unearthed 4 tunnels along the western front in the last one year.

The about 2.65 lakh personnel strong BSF guards over 6,300 km of Indian fronts with Pakistan and Bangladesh on the east.

Ministers of state for home Nityanand Rai, Ajay Kumar Mishra, home secretary Ajay Bhalla, Intelligence Bureau director Arvind Kumar and RAW chief Samant Goel attended the event.
